Our Mission is to address student needs, build community, and facilitate the involvement of all students in every aspect of college life. ARTICLE I: DEFINITIONS In this Constitution and all other policies of the Council, unless the context otherwise requires, the following definitions will be used in the interpretation: BUCSC Advisor means the liaison from Brescia University College as appointed by the Brescia University College Administration; Brescia means Brescia University College; BUC means Brescia University College; BUCOCC means the Brescia University College Off-Campus Council;

2 BUCRC means the Brescia University College Residence Council; BUCSC means the Brescia University College Students Council; Chief Returning Officer means the person designated to run BUCSC Elections; Club means any organization ratified under the BUCSC Clubs Policy; College means the Administrative Body of Brescia University College; Community means the students, staff, and faculty of the Brescia University College and the University of Western Ontario; Council means the BUCSC acting as a representation of the student body of Brescia University College; Executive means collectively or singularly one of the President and/or Vice Presidents of the BUCSC; Ex-Officio means a member by virtue of office, who has a voice but no vote and whose attendance is not mandatory; GSOP means the Governing Structure and Operating Procedures of Brescia University College. Members means both voting and non-voting members; Policy refers to any policy statements or documents or principles as ratified and amended from time to time as the BUCSC may seem fit, and are considered a part of this constitution, to which this constitution takes precedence; Senator means a student member of U.W.O. Senate; Senior Class refers to any student entering second year or above; Student means any person who is registered as a full time or part-time student at Brescia University College, or any person who lives in residence at Brescia University College provided she has made special arrangements within the College for the payment of fees to the BUCSC; Student Assembly means the body consisting of all students of Brescia University College; USC means the University Students Council at the University of Western Ontario; and UWO means the University of Western Ontario. ARTICLE II: ADMINISTRATION OF THE COUNCIL 1.0 Financial Year Until otherwise decided by the Executive, the financial year of the Council shall end the last day of April, in each and every year; 2.0 Banking Arrangements

3 The banking of Council shall be transacted with such banks, trust companies or other firms or corporations as may from time to time be designated by the Executive. ARTICLE III: THE GOVERNING BODY OF THE STUDENT ASSEMBLY 1.0 Executive 1.1 President A member of the senior class with at least one year of experience on the BUCSC, to be elected by secret ballot by all members of the Student Assembly Vice-Presidents Appointed A member of the Student Assembly with at least one year of experience on the BUCSC and / or a senior year student to be appointed by the Vice-President Appointment Committee Vice-President Academics Vice-President Finance 1.3. Vice-Presidents Elected A member of the Student Assembly with at least one year of experience on the BUCSC and/or a senior year student to be elected by secret ballot by all members of the Student Assembly Vice-President Communications Vice-President Events Vice-President Student Affairs 2.0 Voting Members 2.1. Elected Members Member(s) of the Student Assembly to be elected by secret ballot by all members of the Student Assembly, with the exception of the Residence Chairperson Arts and Humanities Representative(s) First Year Off-Campus Representative First Year Residence Representative Foods and Nutritional Science Representative(s) Mature Student Representative Off-Campus Representative Preliminary Year Representative Residence Representative* Second Year Representative Senior Year Representative Social Sciences Representative(s) Sociology and Family Studies Representative(s) University Students Council Representative * Residence Representative is selected through a separate election held by the BUCRC. 3. Non-Voting Members 3.1. Ex-Officio 4.1 Affiliated Colleges Senator 4.2 BUCSC Advisor 4.3 Director of Campus Ministry 4.4 Director of Student Services 4.5 Principal of Brescia University College 4.6 USC President ARTICLE IV: TERMS OF OFFICE 1.0 Each Executive and General Member, having been duly elected or appointed in a manner consistent with this constitution, shall hold office from the latter of: 1.1 The turnover date of Council stipulated by the outgoing President which will occur in the spring of the Council calendar year in which she was appointed or elected, and; 1.2 The day on which she was elected or appointed; until the earlier of: 1.3 The time of dissolution taking place on the stipulated council turnover date of the following date of the following council year; and 1.4 The day upon which her term of office shall be terminated by dismissal or resignation 2.0 Notwithstanding section 1.0, the persons elected as the First Year Off-Campus Representative, the First Year Residence Representative and the Preliminary Year Representative shall hold office during the incoming council until the end of the academic year. ARTICLE V: AMENDMENTS 1.0 The BUCSC may amend this constitution and policies from time to time as is deemed necessary. A motion to amend these governing documents must secure the support of at least two thirds (2/3) of the voting members; 2.0 Any voting member may make a motion to amend this constitution and policies; 3.0 All motions to amend this Constitution must be reviewed and recommendations must be made by the Constitutional Review Committee according to the following: 3.1 Before the motion is brought to council, the member making the motion shall submit the proposed amendments to the Constitutional Review Committee. 4.0 The Constitutional Review Committee shall make a presentation or provide written rationale to Council outlining recommendations with respect to the proposed amendments to these articles or policies. These recommendations shall include, but are not limited to, the following 4.1 Any recommended modifications to the wording or grammar of the proposed amendments; 4.2 Any recommended modifications to other sections of these articles or policies which will be affected by the proposed amendments; and

5 4.3 Any comments or concerns about the merits or ramifications of the proposed amendments 5.0 Nothing in subsection 4.0 is to be taken to mean that the Constitutional Review Committee has the power to confirm, reject, amend, or otherwise deal with a proposed change to these articles pr policies. The Constitutional Review Committee shall recommend modifications to the proposed change to the articles or policies for the sole purpose of giving effect to the proposed change and not to defeat the proposed change. However, in the event that the Constitutional Review Committee views the proposed change to be contrary to best interests of the Council, the Committee shall inform Council of this in accordance with subsection 4.3 of this constitution.; 6.0 All constitutional amendments must be posted seven (7) days in advance of the meeting where it is to be considered; 7.0 By-laws and policy statement amendments must be posted four (4) days in advance of the meeting where it is to be considered. ARTICLE VI: STRUCTURE The BUCSC consists of two main groups: the Executive and the General Members. 1.0 The Executive shall consist of: 1.1 President; 1.2 Vice-President Academics; 1.3 Vice-President Communications; 1.4 Vice-President Events; 1.5 Vice-President Finance; and 1.6 Vice-President Student Affairs. 2.0 The General Members shall consist of: 2.1 Administrative Director; 2.2 Athletic Coordinator 2.3 Arts and Humanities Representative(s) 2.4 Brescia Ball Commissioner; 2.5 Brescia Buzz Editor; 2.6 Charity and Awareness Commissioner; 2.7 Chief Returning Officer; 2.8 Clubs Liaison 2.9 Co*Motion Commissioner; 2.10 First Year Off-Campus Representative; 2.11 First Year Residence Representative; 2.12 Food and Nutritional Sciences Representative(s) 2.13 Mature Student Representative 2.14 Off-Campus Representative; 2.15 Orientation Director; 2.16 Preliminary Year Representative; 2.17 Residence Representative; 2.18 Second Year Student Representative 2.19 Senior Year Representative; 2.20 Social Sciences Representative(s) 2.21 Sociology and Family Studies Representative 2.22 Speaker; 2.23 Special Events Commissioner;

6 2.24 University Students Council Representative; and 2.25 Yearbook Editor ARTICLE VII: QUALIFICATIONS 1.0 Membership of the BUCSC is open to any student subject to election or interview as outlined in these articles; 2.0 Any member who ceases to be a student of Brescia University College also ceases to be a member of the BUCSC; 3.0 No BUCSC member may seek or hold another position that shares the same term of office on the BUCSC. ARTICLE VIII: DUTIES, EXECUTIVE MEMBERS 1.0 Each member of the Executive: 1.1 Shall perform her duties as specified in this Constitution; 1.2 Shall attend meetings as specified by this Constitution. The Executive, as a single body, may act upon its own authority in the months of May, June, July and August if Council cannot meet, provided that the action is of an urgent and pressing nature, and further provided that the action is reported to council as soon as possible; 1.3 Shall attend meetings as a whole on no less than a weekly basis; 1.4 Shall be actively aware of the activities of the members under her portfolio and be available to meet with them on a regular basis; 1.5 Shall be responsible for preparing a budget for her position and for overseeing the preparation of her portfolio members budgets; 1.6 Shall be responsible for preparing a report to council for each meeting; 1.7 Shall have a minimum of a sixty-five percent (65%) grade average either cumulatively or in the last academic year; A request to appeal this requirement may be made to the BUCSC Advisor; 1.8 Shall have a voice and vote at BUCSC meetings; 1.9 Shall attend two office hours per week; 1.10 Shall be responsible for reviewing the Constitution with the General Members they oversee; 1.11 Shall be responsible for sitting on designated committees, or finding a replacement in the event of a direct conflict; 1.12 Shall as a whole be responsible for the management of the year s merchandise including but not limited to design, ordering and financial tracking. 2.0 President: 2.1 Shall oversee the Off-Campus Representative, Orientation Director, Residence Representative, Secretary and Speaker; 2.2 Shall be a signing authority on all BUCSC accounts; 2.3 Shall be a signing authority on the BUCOCC account; 2.4 Shall ensure the financial records of the BUCSC and the BUCOCC are audited, in consultation with the BUCSC Advisor; 2.5 Shall be the Chief Executive Member of the BUCSC and ultimately responsible for the actions of all members, in all matters pertaining to the BUCSC; 2.6 Shall be the official voice of the BUCSC in all matters pertaining to the BUCSC; 2.7 Shall act as a liaison between the BUCSC and the Brescia community, including faculty, staff and students;

7 2.8 Shall be responsible for calling all meetings of the BUCSC, the BUCSC Executive or the general student body, as deemed necessary; 2.9 Shall be responsible for providing council training and for working to build council morale; 2.10 Shall be responsible for the signing of all contracts, in consultation with the BUCSC Advisor and the BUCSC Executive; 2.11 Shall be responsible for overseeing the discipline of all members of the BUCSC, including giving verbal or written warnings and calling disciplinary meetings as necessary; 2.12 Shall be an ex-officio member of all BUCSC committees and attend such meetings possible; as often as 2.13 Shall be an ex-officio member of the Brescia University College Off-Campus Council; 2.14 Shall be an ex-officio member of the Brescia University College Residence Council; 2.15 Shall chair the BUCSC Appeals Board; 2.16 Shall chair the BUCSC Constitutional Review Committee; 2.17 Shall chair the BUCSC Nominating Committee; 2.18 Shall be a member of the BUCSC Soph Selection Committee; 2.19 Shall be a member of the Excellence in Teaching Awards Committee 2.20 Shall be a member of the USC s Affiliate Caucus; 2.21 Shall be a member of the USC s Caucus of Student Presidents (COSP) 2.22 Shall be a voting member of the Academic Council; 2.23 Shall be a member of the BUC Council of Trustees, (CoT) and any committee that results out of this placement; 2.24 Shall be a voting member of the BUC Education and Policy Committee (EPC) Shall be a voting member of the University Students Council of UWO. 3.0 Vice-President Academics 3.1 Shall oversee the Arts and Humanities Representative(s), Food and Nutritional Sciences Representative(s), Social Sciences Representative(s) and Sociology and Family Studies Representatives 3.2 Shall be a signing authority on all BUCSC accounts; 3.3 Shall act as President during the President s absence, or following her resignation, dismissal or demise; 3.8 Shall chair the BUCSC Awards Selection Committee; 3.10 Shall chair the Referendum Committee; 3.12 Shall be a voting member of the BUC Academic Council (AC); 3.13 Shall be a voting member of College Council; and 3.14 Shall be a voting member of College Council Executive. 4.0 Vice-President Communications 4.1 Shall oversee the Brescia Buzz Editor, Co*Motion Commissioner, the Yearbook Editor, and USC Representatives; 4.2 Shall create a monthly calendar of events to be posted in the BUCSC office; 4.3 Shall be responsible for assisting council members in advertising and promoting BUCSC activities; 4.4 Shall be responsible for the maintenance of the BUCSC website; 4.5 Shall be responsible for reviewing the content of the Brescia Buzz. Controversial issues regarding content should be directed to and discussed by the Executive prior to the printing of the Brescia Buzz; 4.7 Shall be a voting member of College Council. 5.0 Vice President Events

8 5.1 Shall oversee the Charity and Awareness Commissioner Representative, the Special Events Commissioner, the Athletic Coordinator, and the Brescia Ball Commissioner; 5.2 Shall be knowledgeable about event planning and shall help council members to plan and execute social events for the Brescia community; 5.3 Shall be knowledgeable about the policies and procedures affecting BUCSC events, including but not limited to the Brescia Alcohol Policy and Risk Management Policy; 5.4 Shall work to plan morale events for council in conjunction with the President; 5.5 Shall work in conjunction with the Chaplain in organizing the Student/Faculty Christmas Party; and 5.6 Shall be responsible for organizing the BUCSC Inaugural celebration. 6.0 Vice President Finance 6.2 Shall be a signing authority on all BUCSC accounts; 6.3 Shall oversee the general financial management of the BUCSC; 6.4 Shall keep full and accurate accounts and books, which shall be open at any time to the inspection of any member of the student assembly. These books are the property of the BUCSC; 6.5 Shall be responsible for approving all purchases for which council wishes to be reimbursed; 6.6 Shall make bank deposits to the BUCSC account on behalf of council; 6.7 Shall make bank withdrawals from the BUCSC account with another signing authority on behalf of the council; 6.8 Shall be available as needed during Orientation Week; 6.9 Shall present council with a fully updated budget within one week of receiving student fee from the business office if necessary; 6.10 Shall give a written financial report to council once a month if requested by the BUCSC or the Student Assembly; 6.11 Shall provide quarterly statements of the BUCSC s financial position if requested; 6.12 Shall set up a weekly time in conjunction with the President to sign cheques; 6.13 Shall have the financial books closed and audited by the end of her term and hand them over to the incoming Vice-President Finance within two (2) weeks of Inaugural; 6.14 Shall be a voting member of the BUC Audit Committee; 6.15 Shall be a voting member of the BUC Budget Committee; and 6.16 Shall be a voting member of the BUC Finance Committee. 7.0 Vice-President Student Affairs 7.1 Shall oversee the Preliminary Year Representative, the First Year Off-Campus Representative, the First Year Residence Representative, the Second Year Representative, the Senior Year Representative, the Mature Student Representative, and the Clubs Liaison; 7.2 Shall be responsible for recognizing and receiving concerns of the student body; 7.3 Shall be knowledgeable in student services provided at Brescia and Main Campus and organize a services week at the beginning of the school year 7.4 Shall be a member on the USC s Campus Issues Coordinating Committee; 7.5 Shall be a member of the BUC Equity Committee; and 7.6 Shall be a voting member of College Council ARTICLE VIX: DUTIES, VOTING GENERAL MEMBERS 1.0 Each voting general member: 1.1 Shall perform her duties as specified in this Constitution; 0.2 Shall attend all BUCSC meetings as specified in this Constitution; 0.3 Shall represent and advocate on behalf of the students; 0.4 Shall seek areas in which her portfolio can be expanded, and take appropriate action to improve her effectiveness as a student representative;

9 0.5 Shall be responsible for preparing a budget, excluding the Off-Campus Chairperson and the Residence Chairperson; 0.6 Shall have a vote and voice at BUCSC meetings; 0.7 Shall attend one office hour per week; 0.8 Shall keep her portfolio holder actively aware of her activities; 0.9 Shall create a detailed yearend report to be given to the incoming member; 0.10 Shall attend events stipulated by the BUCSC Executive; 0.11 Shall sign and adhere to the BUCSC Code of Conduct; 0.12 Shall attend all mandatory training as specified by the BUCSC Executive Shall be responsible for presenting a report to council at least every second meeting; 0.14 Shall be responsible for sitting on designated committees, or finding a replacement in the event of a direct academic conflict. 2.0 Arts and Humanities Representative(s) 2.1 Shall represent students in the faculty of Arts and Humanities 2.2 Shall be in or entering her second year of study in her program 2.3 Shall be a student registered in the faculty of Arts and Humanities 2.4 Shall hold office until the end of the academic year 2.5 Shall meet with the department head on a regular basis to voice student concerns 2.6 Shall Be responsible for assisting students in their faculty with questions, concerns, or complaints about the faculty, and assist students in seeking proper channels regarding academic assistance; 2.7 Shall Coordinate faculty/academic based events with their respective faculty 3.0 First Year Off-Campus Representative 3.1 Shall represent the First Year Off-Campus Students on the BUCSC; 3.2 Shall be an off campus student; 3.3 Shall organize events and activities for First Year Students in conjunction with the First Year Residence Representative; 3.4 Shall hold office until the end of the academic year; 3.5 Shall be a member of the Brescia University College Off-Campus Council; 3.6 Shall be a member of the Frost Week Planning Committee; and 3.7 If she moves into Residence during her term, she shall forfeit her position on the BUCSC 4.0 First Year Residence Representative 4.1 Shall represent the First Year Residence Students on the BUCSC; 4.2 Shall be a residence student; 4.3 Shall organize events and activities for First Year Residence Students in conjunction with the First Year Off-Campus Representative; 4.4 Shall hold office until the end of the academic year; 4.5 Shall be a member of the First Year Students Caucus (FYSC) of the USC; and 4.6 Shall be a member of the Frost Week Planning Committee; and 4.7 If she moves off campus during her term, she shall forfeit her position on the BUCSC 5.0 Foods and Nutritional Science Representative(s) 5.1 Shall represent students in the faculty of Food and Nutritional Sciences 5.2 Shall be a student registered in the faculty of Food and Nutritional Sciences 5.3 Shall hold office until the end of the academic year 5.4 Shall meet with the department head on a regular basis to voice student concerns

10 5.5 Shall meet with the department head on a regular basis to voice student concerns 5.6 Shall Be responsible for assisting students in their faculty with questions, concerns, or complaints about the faculty, and assist students in seeking proper channels regarding academic assistance; 5.7 Shall Coordinate faculty/academic based events with their respective faculty 6.0 Mature Student Representative 6.1 Shall represent the mature students on the BUCSC 6.2 Shall be a mature student (as defined by the Registrar) 6.3 Shall be responsible for assisting other mature students with questions, concerns, or complaints 6.4 Shall coordinate with Vice President Events, functions aimed at mature students, as well as the Children s Christmas Party 6.5 Shall hold office until the end of the academic year 6.6 Shall plan a minimum of one event dedicated towards mature students 7.0 Off-Campus Representative 7.1 Shall act as the representative of Off-Campus Students on the BUCSC; 7.2 Shall be the chair of the Brescia University College Off-Campus Council; 7.3 Shall fulfill her duties as required in the BUCOCC Constitution; 7.4 Shall be a signing authority on all BUCOCC accounts; 7.5 Shall have the BUCOCC books audited with the BUCSC books; 7.6 Shall assist the Orientation Director with Off-Campus Students during the Orientation Week; 7.7 Shall organize an Off-Campus event before Orientation Week; 7.8 Shall be responsible for organizing events and activities throughout the year for the Off-Campus Students; 7.9 Shall be a member of the Frost Week Planning Committee; 7.10 If she ceases to be a member of the BUCOCC, she also ceases to be a member of the BUCSC, and vice versa; and 7.11 If she moves into Residence during her term, she shall forfeit her position on the BUCSC. 8.0 Preliminary Year Representative 8.1 Shall represent the Preliminary Year Students on the BUCSC; 8.2 Shall be a preliminary year student; 8.3 Shall organize events and activities for the Preliminary Year Students; 8.4 Shall hold office until the end of the academic year; and 8.5 Shall be a member of the Frost Week Planning Committee. 9.0 Residence Representative 9.1 Shall act as the representative of Residence Students on the BUCSC; 9.2 Shall be the chair of the Brescia University College Residence Council; 9.3 Shall fulfill her duties as required in the BUCRC Constitution; 9.4 Shall be a signing authority on all BUCRC accounts; 9.5 Shall have the BUCRC books audited with the BUCSC books; 9.6 Shall assist the Orientation Director with Residence Students during the Orientation Week; 9.7 Shall be a member of the Frost Week Planning Committee; 9.8 If she ceases to be a member of the BUCRC, she also ceases to be a member of the BUCSC, and vice versa; and 9.9 If she moves off campus during her term, she shall forfeit her position on the

11 BUCSC Second Year Representative 10.1 Shall represent second year students on the BUCSC 10.2 Shall be a student in her second year of study 10.3 Shall organize events and activities for second year students in conjunction with the Off- Campus Representative and Residence Representative 10.4 Shall hold office until the end of the academic year 11.0 Senior Year Representative 11.1 Shall represent Senior Year Students on the BUCSC; 11.2 Shall be a senior year student in her 3rd or 4th year of study; 11.3 Shall be responsible for organizing the Graduation Portraits, including but not limited to arranging meetings for contract signing and dates for photos shoots; 11.4 Shall contact the Yearbook Editor to receive the deadline for the Graduation Yearbook Photos; 11.5 Shall discuss Graduation Photographers with the VP Academics and act as an advisor to the President on the Graduation Photography contract; 13.6 Shall co-chair the Baccalaureate Committee; 11.7 Shall assist in the organization of the Baccalaureate ceremony; 11.8 Shall organize activities for Senior Year Students; and 11.9 Shall be a member of the BUC Alumnae Council 12.0 Social Sciences Representative(s) 12.1 Shall represent students in the faculty of Social Sciences 12.2 Shall be a student registered in the faculty of Social Sciences 12.3 Shall hold office until the end of the academic year 12.4 Shall meet with the department head on a regular basis to voice student concerns 12.5 Shall meet with the department head on a regular basis to voice student concerns 12.6 Shall Be responsible for assisting students in their faculty with questions, concerns, or complaints about the faculty, and assist students in seeking proper channels regarding academic assistance; 12.7 Shall Coordinate faculty/academic based events with their respective faculty 13.0 Sociology and Family Studies Representative(s) 13.1 Shall represent students in the faculty of Sociology and Family Studies 13.2 Shall be a student registered in the faculty of Sociology and Family Studies 13.3 Shall hold office until the end of the academic year 13.4 Shall meet with the department head on a regular basis to voice student concerns 13.5 Shall meet with the department head on a regular basis to voice student concerns 13.6 Shall Be responsible for assisting students in their faculty with questions, concerns, or complaints about the faculty, and assist students in seeking proper channels regarding academic assistance; 13.7 Shall Coordinate faculty/academic based events with their respective faculty 14.0 University Students Council Representative 14.1 Shall act as a liaison between the BUCSC and the USC; 14.2 Shall represent the BUCSC as a voting member of the University Students Council (USC); 14.3 Shall report all USC affairs and activities to the BUCSC; 14.4 Shall inform the Brescia student body of the USC affairs and activities through

12 effective forms of communication; 14.5 Shall fulfill her duties as specified by the USC by-laws; and 14.6 If she ceases to be a member of the USC, she is also ceases to be a member of the BUCSC and vice versa. ARTICLE X: DUTIES, NON-VOTING MEMBERS 1.0 Each non-voting general member: 1.1 Shall perform her duties as specified; 1.2 Shall attend meetings as specified in this Constitution; 1.3 Shall attend one office hour per week; 1.4 Shall keep her portfolio holder actively aware of her activities; 1.5 Shall create a detailed year-end report to be given to the incoming member; 1.6 Shall not have a vote at BUCSC meetings; 1.7 Shall attend all mandatory training as specified by the BUCSC Executive; and 1.8 Shall be responsible for sitting on designated committees, or finding a replacement in the event of a direct academic conflict. 2.0 Administrative Director 2.1 Shall be responsible for administrative matters relating to the Brescia University College Students Council; 2.2 Shall be responsible for the running of the BUCSC office including but not limited to determining and purchasing necessary supplies, setting up and monitoring office hours and maintaining the BUCSC copy card; 2.3 Shall take minutes at all BUCSC meetings 2.4 Shall Chair the BUCSC Attendance Committee 3.0 Athletic Coordinator 3.1 Shall be responsible for coordinating the Brescia s flag football team for the annual USC Champions Cup tournament including but not limited to: Acting as the team manager; Recruiting a coaching team; and Booking practice fields; and 3.2 Shall coordinate and execute exhibition flag football games in conjunction with the managers of other flag football teams. 3.3 Shall encourage student participation in other forms of athletics during the rest of the academic year 4.0 Brescia Ball Commissioner 4.1 Shall be responsible for organizing all aspects of Brescia Ball, including but not limited to: Advertising and promotion Ticket sales Decorations Venue Menu Royalty Contest 5.0 Brescia Buzz Editor 5.1 Shall be responsible for producing a monthly issue of the Brescia Buzz;

13 5.2 Shall ensure that the final copy of the Brescia Buzz is approved by the Executive prior to distribution. 5.3 Shall submit an electronic copy of the Brescia Buzz to the Vice-President Communications to be posted on the BUCSC website; 6.0 Charity and Awareness Commissioner 6.1 Shall organize, run and promote charity and awareness events and activities for BUC students 6.2 Is responsible for at least two (2) charity or awareness events per semester 7.0 Chief Returning Office 7.1 Shall conduct all BUCSC elections as per Article VXI (Elections Policy) 7.2 Shall be responsible for the coordination of the BUCSC Elections committee 7.3 Shall chair the BUCSC elections committee 7.4 Shall be a member of the BUCSC Referendum Committee 7.5 If she is seeking position in an election, it is her responsibility to arrange for a vice-chair to assume the role of CRO 8.0 Clubs Liaison 8.1 Shall oversee the Clubs Policy and all matters pertaining to the policy, including ratification of clubs 8.2 Shall work in coordination with the Vice President Student Affairs to facilitate clubs training 8.3 Shall be responsible for relaying information from the clubs to the BUCSC and vice-versa 8.4 Shall have monthly meetings with club executives to discuss questions or issues 8.5 Shall chair the Club s Review Committee 8.6 Must not hold a position on a Brescia ratified club during her term 9.0 Co*Motion Commissioner 9.1 Shall be responsible for the organization of Co*Motion, including, but not limited to, the formation and management of the team; 9.2 Shall work with the team to create and implement promotional activities for events and services organized by the BUCSC and BUCSC ratified clubs; 9.3 Shall hold, at minimum, monthly meetings with the team Orientation Director 10.1 Shall be responsible for the organization of the Orientation Week in conjunction with stakeholders including but not limited to the USC, Brescia University College Administration, BUCSC Executive and the BUCSC Advisor; 10.2 Shall act as Head Soph during Orientation Week; 10.3 Shall attend all Orientation Week meetings held by the Orientation Coordinator of the USC; 10.4 Shall organize a Soph training weekend; 10.5 Shall organize a Residence Life Staff and Soph Team training session in conjunction with the Director of Student Service and the Residence Manager; 10.6 Shall not make any decisions regarding Orientation Week without first consulting the BUCSC Executive. In any controversial issues, the decision of the BUCSC Executive is final; 10.7 Shall be responsible for giving a speech during the Brescia Opening Ceremonies; 10.8 Shall submit a final report to the Orientation Coordinator of the USC and the Director of Student Services at Brescia; 10.9 Shall chair the Frost Week Planning Committee; and Shall chair the Orientation Coordinating Committee Speaker

14 3.1 Shall chair all BUCSC meetings in accordance with the Constitution and Robert s Rules of Order; 3.2 Shall be skilled in the duties of Parliamentary Procedure; 3.3 Shall be responsible for the organization and distribution of the Agenda for BUCSC meetings 3.4 Shall be a member of the BUCSC Referendum Committee; 3.5 Shall attend Robert s Rules training, if offered by the USC Special Events Commissioner 12.1 Shall be responsible for organizing all aspects of Homecoming, including but not limited to: Brescia s Queen Contest; Submitting a float proposal and organizing float building; Acting as the Brescia Homecoming Representative for the USC; and Keeping in touch with the Brescia Alumnae Relations, to coordinate BUCSC and Alumnae Homecoming events Shall be responsible for organizing the Annual Brescia Ball Wine and Cheese Yearbook Editor 16.1 Shall have responsibility for creating and publishing the Brescia University College yearbook; 16.2 Shall be responsible for setting up a meeting with a yearbook company to determine a proposed yearbook contract. This contract shall then be submitted to Executive for final approval and signing; 16.3 Shall be responsible for meeting all deadlines set out in the yearbook contract, and for ensuring the completed yearbook is delivered by spring exams; 16.4 Shall be aware of and attend all BUCSC and College Events to take pictures and ensure the equal representation of the student body in the yearbook; 16.5 Shall be responsible for providing a slide show at the Annual Brescia Ball Wine and Cheese; 16.6 Shall ensure that the Senior Year Representative is aware of the Graduation Photo yearbook deadline. ARTICLE XI: BUCSC CODE OF CONDUCT 1.0 All students serving on the Brescia University College Students Council must agree to meet and adhere to the following guidelines for conduct: 1.1 I will work with my colleagues on the BUCSC and with other members of the Student Assembly to raise spirit at Brescia University College; 1.2 I will work cooperatively and collaboratively with all members of the BUCSC and will support and reinforce their efforts to work for the Student Assembly; 1.3 I will be a welcoming present in the Students Council Office, interacting in a friendly and positive way with students, visitors and council members; 1.4 I will behave in a professional and respectful manner in all my interactions with students, fellow council members and other members of the Brescia community; 1.5 I will promote a positive image of Brescia University College in all my interactions on campus and beyond; 1.6 I will fulfill my role as a student representative with honesty and integrity, doing the utmost to fulfill the obligations of my portfolio; 1.7 I will not speak of my colleagues on the BUCSC in a negative or hurtful way and will avoid gossip and damaging comments. If I decide to offer criticism of another s performance, it will be done in a constructive and positive manner to help the person fulfill her role better; and 1.8 I will respect the confidentiality of all with whom I work and will take care never to pass along information that might be damaging or hurtful to others.

15 ARTICLE XII: COMMITTEES OF COUNCIL 1.0 Council committees shall consist of: 1.1 The Ad Hoc Committees; 1.2 The Appeals Board; 1.3 The Attendance Committee; 1.4 The BUCSC Awards Selection Committee; 1.5 The Constitutional Review Committee; 1.6 The Elections Committee; 1.7 The Fall Nominating Committee; 1.8 The Member Committees; 1.9 The Orientation Coordinating Committee; 1.10 The Orientation Director Selection Committee; 1.11 The Spring Nominating Committee; 1.12 The Referendum Committee; and 1.13 The Soph Selection Committee; 2.0 The Ad Hoc Committees 2.1 The BUCSC may appoint committees as it sees fit and shall retain full control over them; 2.2 Reports from committees shall be submitted to the BUCSC at least once a month if requested. 3.0 The Appeals Board 3.1 Shall be chaired by the President; and 3.2 Other members shall include: The Principal of Brescia University College; and One (1) other BUCSC Executive member not on the Elections Committee. 4.0 The Assistant Head Soph Selection Committee 4.1 Shall be responsible for the selection of the Assistant Head Soph(s) who will work closely with and help the Orientation Director. 4.2 Shall be chaired by the incoming Orientation Director 4.3 Other members shall include: Outgoing Orientation Director; Incoming President (if selected in time); Outgoing President; and One Outgoing Assistant Head Soph. If there is a conflict of interest a non- returning soph team member may fill the position. 5.0 The Attendance Committee 5.1 Shall monitor the attendance of the BUCSC in accordance to the BUCSC Attendance Policy; 5.2 Shall be chaired by the Administrative Director; and 5.3 Other members shall include: Two (2) other members of the BUCSC. 6.0 The BUCSC Awards Selection Committee 6.1 Shall choose the recipients of the BUCSC Awards according to the BUCSC Awards Selection Policy; 6.2 Shall be chaired by the Vice-President Academics, unless she has been nominated for an award. In this case, she will appoint a BUCSC member to chair the committee; and 6.3 Other members shall include: Two (2) members of faculty or administration;

16 6.3.2 Two (2) Off-Campus students of at least second year standing; and Two (2) Residence students of at least second year standing. 7.0 The Constitutional Review Committee 7.1 Shall be formed for the purpose of reviewing the BUCSC Constitution and providing recommendations to the BUCSC, as outlined in Article V of the Constitution 7.2 Shall be chaired by the President; and 7.3 Other members will be selected from the BUCSC as the Executive sees fit. Membership is limited to BUCSC members, but input from other sources is encouraged. 8.0 The Elections Committee 8.1 Shall make rulings in regards to BUCSC Elections in accordance with the BUCSC Elections Policy; 8.2 Shall report on all matters concerning elections to the BUCSC; and 8.3 Shall be chaired by the Chief Returning Officer; 8.4 Other members shall include: One (1) BUCSC Executive member One (1) BUCSC member at large; and 8.5 For the Spring Rounds of elections, members must not be seeking a position for the new term. 9.0 The Fall Nominating Committee 9.1 Shall appoint applicants to selected positions on council according to the BUCSC Interview Policy. 9.2 Shall be chaired by the President; and 9.3 Other members shall include: The CRO One (1) other BUCSC Executive member Two (2) other BUCSC members 10.0 The Member Committees 10.1 A member may create a committee if deemed necessary in order to assist in the fulfillment of the duties of her BUCSC position The Orientation Coordinating Committee 11.1 Shall be a joint committee between the BUCSC and Brescia University College; 11.2 Shall work collaboratively to plan Orientation programming; 11.3 Shall be chaired by the Orientation Director; and 11.4 Voting members shall include: The BUC Director of Student Services; The BUC Associate Dean of Student Affairs; The BUC Chaplain; The BUC Residence Manager; The BUC Senior Liaison and Communications Officer; The Orientation Director; The President-Elect; The Off Campus Representative-Elect; The Residence Representative-Elect; and The Assistant Head Sophs (2); 11.4 Non-voting members shall include: The Outgoing President; and The Outgoing Orientation Director;

17 11.5 Ex-officio members shall include: The UWO Orientation Staff Representative; and Two (2) BUC Faculty Members The Orientation Director Selection Committee 12.1 Shall be chaired by the Outgoing President; 12.2 Voting members shall include: The Outgoing Orientation Director; The BUCSC President; and The BUC Principal, or designate 12.3 Non-voting members shall include: Member of the Orientation Planning Committee (OPC); The Orientation Staff Liaison, or designate The Referendum Committee 13.1 Shall be responsible for the administration of referendums and student-initiated petitions in accordance with the BUCSC Referendum Policy; 13.2 Shall be chaired by the CRO; and 13.3 Other members shall include: The Speaker The Secretary Two (2) students at large 14.0 The Soph Selection Committee 14.1 Shall interview and select participants for the Orientation Week activities in accordance with USC policies and procedures; 14.2 Shall be co-chaired by the Incoming Orientation Director and the Incoming BUCSC President; and 14.3 Other members shall include: The Outgoing BUCSC President, The Outgoing Orientation Director A USC Orientation Staff Representative, if possible 15.0 The Spring Nominating Committee 15.1 Shall appoint applicants to selected positions on council according to the BUCSC Interview Policy; 15.2 Shall be chaired by the Incoming President; and 15.3 Other members shall include: The Outgoing President The Outgoing Vice-President Academics The Incoming Vice-President Academics Two (2) BUCSC members not seeking a position for the new term 17.0 Vice-President Appointment Committee 17.1 Shall be responsible for the appointment of the VP Academics and the VP Finance; 17.2 Shall be chaired by the incoming President; 17.3 Other members shall include: Outgoing President Outgoing VP Academics Outgoing VP Finance BUCSC Advisor

18 ARTICLE XIII: MEETINGS 1.0 The Executive will meet at the discretion of the President, but not less than weekly: 1.1 The President will chair Executive Meetings; 1.2 Minutes will be recorded by a member of the Executive and distributed to the rest of the Executive within one (1) week; and 1.3 Confidentiality can and will be used in regard to all matters pertaining to council members. 2.0 The President, upon advice from Council, will establish a schedule for BUCSC General meetings; 2.1 The Council as a whole will meet at least two (2) times each month during the academic year, except for December and April; 2.2 The President may call other meetings at her discretion; 2.3 The Speaker will preside at all meetings, if the Speaker is unable to attend for extenuating circumstances, the USC Representative will act in her stead; 2.4 The Administrative Director will record the minutes as outlined in this constitution; 2.5 Attendance is mandatory for all meetings for all members in accordance with the BUCSC Attendance Policy; 2.6 All meetings are open to the community, and the Agenda will provide a designated opportunity for them to speak at each meeting; 2.7 In order for council to have quorum there must be two-thirds (2/3) of voting members present; 2.8 Notice of all meetings shall be posted for all members of the Student Assembly; 2.9 Meeting minutes shall be available for all members of the Student Assembly; 3.0 The Chair of each committee will call meetings as is deemed necessary. ARTICLE XIV: DISMISSALS 1.0 A motion to dismiss any member of the BUCSC must secure the support of at least two thirds (2/3) of the voting members present at a general meeting of which there has been notice of the intention to pass the resolution. 2.0 A motion to dismiss a member may occur when any of the following conditions occur: 2.1 A member fails to perform her duties and responsibilities as outlined in the BUCSC constitution; 2.2 A member is in violation of the BUCSC Attendance Policy; and / or; 2.3 A member is in violation of the BUCSC Code of Conduct. ARTICLE XV: VACANCIES 1.0 The office of a member will become vacant after a resignation, dismissal or demise. 2.0 Elected Positions 2.1 The vacant position will be filled by election; 2.2 Nominations will open within three weeks after the creation of the vacancy excluding: President Residence Representative 2.3 If the position becomes vacant after April 1, the nomination period will not become open before September; 2.4 If the position becomes vacant after December 1, the position will remain vacant; 2.5 The BUCSC Executive may appoint a student to temporarily fill a position, pending election.

19 3.0 Non-Elected Positions 3.1 The vacant position will be filled by a student chosen by the BUCSC; 3.2 Applications will be open within three (3) weeks after the creation of the vacancy; 3.3 If the position becomes vacant after April 1, the nomination period will not become open before September; 3.4 If the position becomes vacant after December 1, the position will remain vacant; 3.5 The BUCSC Executive may appoint a student to temporarily fill a position, pending selection by an Ad Hoc Committee. 4.0 If the office of the President should become vacant, the Vice-President Administration shall assume the position and section 3.0 will be followed to fill the newly vacant position of Vice- President Administration. 5.0 The forgoing procedures will be as previously stated unless the BUCSC deems otherwise. ARTICLE XVI: ELECTIONS 1.0 The Chief Returning Officer will oversee the running of Elections; 2.0 The Chief Returning Officer will organize an Elections Committee to perform its duties as outlined in Article XII and the BUCSC Elections Policy; 3.0 To win an election, a candidate must secure a majority of votes; 4.0 The BUCSC will hold elections for: 4.1 President; 4.2 Vice-President Communications; 4.3 Vice-President Events; 4.4 Vice-President Student Affairs; 4.5 Arts and Humanities Representative(s) 4.6 First Year Off-Campus Representative 4.7 First Year Residence Representative 4.8 Food and Nutritional Sciences Representative(s) 4.9 Mature Student Representative 4.10 Off-Campus Representative 4.11 Preliminary Year Representative 4.12 Second Year Student Representative 4.13 Senior Year Representative 4.14 Social Sciences Representative(s) 4.15 Sociology and Family Studies Representative(s) 4.16 University Students Council Representative 5.0 All students are eligible to vote in every election. ARTICLE XVII: INTERVIEWS 1.0 The President will organize a Nominating/Selection/Appointment Committee to perform its duties as outlined in the BUCSC Interview Policy; 2.0 The following positions will be interviewed:
