With only ¼ of the total amount of judicial appointments Governor Byrne made, you have nearly matched his total appointments of blacks and women. You have made a total of 11 appointments of blacks, and women of your 46 appointments. It should also be noted that you have made appointments of Administrative Law Judges (2 women of 4 total appointments) and Workerst Compensation Judges (2 women of 3 total appointments). 3 ISSUE: Minority Representation in State Government (High-level Positions) CHARGE: The Kean record on top level minority appointments is disgraceful. Cited record of appointing women and minorities to judgeships. SOURCE: Candidate: Forum: Peter Shapiro Democratic State Convention/Trentonian Date: March 4, 1985 BACKGROUND: State Civil Service employment figures show that women and minorities have traditionally had better representation in the lower-ranking, lower-paying employment classifications, such as clerks and service maintenance workers. The top categories of state workers - Officials, Administrators and Professionals - have long been under-represented by minority groups. Women and minorities in these top categories have increased under the Keen administration. The Kean policies of affirmative action, minority training and promotion, and comparable worth analysis (see attached Three Year Report) ensure that continued high-level opportunities for women and minorities will increase even further in New Jersey s state government. In New Jersey, an individual appointed to a judgeship must have at least ten years experience in the legal profession. Since women and minorities were for many years not admitted to law schools in significant numbers, the number Of minorities meeting the 10-year requirement has led to a relatively small pool from which Governors may appoint judges. -In the last two years, Governor Kean has made I the total number of judicial appointments of Governor Byrne, and has already equalled his record on appointing women and minorities to the bench (see below). RECOMMENDATION: Since taking office, Governor Keen has insisted that cabinet members show progress in affirmative action in the areas of recruitment, employment, ing, promotion and retention of minorities in state government. Particular emphasis has been placed on the hiring and appointment of minorities and women to positions of influence, and to the inclusion of these groups in decision making and policy areas. Governor Kean was recently named Person of the Year by the NAACP for his record on affirmative action. train
4 Since 1981, the Kean administration has increased the numbers of women, minority women and minority males in the top categories of state employees: Officials, Administrators and Professionals. Total appointments in these high raking positions increased the representation of minority women from 15.2 percent (1981) to 19.7 percent (1984). For the first time, women working as Professionals for the State of New Jersey account for over 50 percent of that classification. Minority males have also shown increases in these top catego ries under the Kean administration. Among the Governor s appointments to the highest levels of government have been the appointment of the first Hispanic to a cabinet-level position, the appointment of the nation s only black Energy Commissioner, the appointment of the first black Port Authority Commissioner in the 62-year history of the NY/NJ Port Authority, and the appointment of the first woman to the state s Supreme Court. On the Superior Court, the four blacks appointed by Tom Iean include the state s first black woman superior court judge and the first two black superior court judges south of Trenton. Further, of the 165 judicial appointments made by Governor Byrne, only eight were women and five were black males. Of the 47 judicial appointments under this administration, Governor Kean has already equaled Governor Byrne s number of minority appointments, with seven women, three black males, and three black females. It should also be noted that of Governor Kean s four appoint ments of Administrative Law Judges, two have been women; and of three Workers Compensation Judges, two have been women. The Governor has also been actively encouraging minority firms to partici pate in the state s contract and procurement processes. He established New Jersey s first office of Minority Business Enterprise to expand procurement and business opportunities for women- and minority-owned firms, and named a Minority Business Development Council to assist minority entreprenuers in competing for business opportunities in the public sector. He is also the first Governor to deposit significant state funds in a minority-owned bank.
