Tender Information to be Submitted A.5.1 Tenderer s Details Tenderers shall complete the Tender Form (Section C) or on an attachment if there is insufficient space. (e) Individual Mobilisation Schedule Section D A.6. Site Visitation Notwithstanding Clause 12 of the General Conditions of Contract, a Summary of Clause 12 of AS 2124 is given below. No variation to the Contract will be considered on account of the Contractor s failure to: 1. Inspect the site and its surrounds to make an assessment of all local facilities and site conditions which may impact on their tender offer and the Contract; 2. Examine all tender information supplied by the Principal; and 3. Examine all other relevant information. A.7. Correspondence All correspondence between the Principal and Tenderers must be served through the Superintendent. Only written advice from the Superintendent shall be used for any changes to the tender. Under no circumstances may an oral advice be used at tender stage. A.8. Lodgement of Tender A.8.1. Each Tender must be submitted by the closing time in the following format: Format Tender Box Instructions for submission Electronically The Tenderer must provide: 1 x complete executed copy of the Tender in PDF format; and 1 x copy of the Response Schedules in MS Office format, and any other information in accordance with the requirements of the Electronic Tender Box (if any). A.8.2. Where a Tenderer lodges a non-conforming Tender: (a) the conforming and non-conforming Tenders must be submitted separately; and

7 Section A Conditions of Tender Page d (b) the non-conforming Tender must be clearly marked, ALTERNATIVE TENDER (in addition to being marked in conformity with Clause A.10). A.8.3. Tenders must be in the LG Tender Box by the Closing time. No late tenders will be accepted. A.8.4. Should the Principal decide to extend the closing time for the receipt of tenders, notification thereof will be given by advertisement and/or advice to known prospective Tenderers. A.8.5. Where tenders are submitted electronically it is the Tenderer s sole responsibility to ensure the tenderer receives an electronic receipt from the electronic tender box for each tender submitted. A.8.6. A Tenderer must not alter or add to the Tender Response unless required by the Conditions of Tender. A.8.7. A Tender is irrevocable for 90 days after the Closing Time. A Tenderer may withdraw their Tender at any time after the expiration of the tender validity period. A.8.8. The period in Clause A.8.7 may be extended by mutual agreement between the Tenderer and the Principal. A.8.9. Each Tender constitutes an offer by the Tenderer to the Principal to execute and complete the Work required under, and otherwise to satisfy the requirements of, the Specification on the terms and conditions of the Contract. A Tender Opening The Tender Opening will be closed to the public. A Submission of Tender does not Constitute a Contract The submission of a Tender does not constitute a contract between any party and the Principal. A.9. Tender Assessment The tender assessment will be based on the following weightings: Price 30% Capability 30% Methodology 25% Completion of Tender Schedules 15% A.9.1. Tender Price The Contract shall be a Lump Sum Contract.

Rejection of Tender The Principal reserves the right to reject any tender which: Is late subject to Clause A.8.3; or Is incomplete, obscure or irregular or contains omissions or erasures; or Contains, in the opinion of the Principal, amounts which are unreasonable; or Does not comply with a requirement/s of the Tender Documents. A.9.3. Acceptance of Tender The Principal is not bound to accept the lowest or any tender. Any determination made by the Principal in relation to the above matters will be final. The Principal shall evaluate tenders on the basis of best value for money. A.10. Alternative Proposals A Tenderer may submit an alternative tender for the works to be performed under this Contract, providing that the Tenderer also submits a conforming tender. Where an alternative tender is submitted, these Tender Documents shall include but not be limited to: A detailed description of the proposal; A statement clearly defining the manner in which it differs from the works as specified; Drawings; Specifications; and The information required in Clause A.5.2 of the Conditions of Tender. A.11. Free Competition Each Tenderer must allow for free competition through all processes of this tender and must not engage in uncompetitive behaviour. Uncompetitive behaviour includes but is not limited to: Colluding with other Tenderers; or Submission of inflated tenders to advantage others; or Practices which deny opportunities to others will not be tolerated. Failure to comply with this clause will result in the rejection of the Tender, at the sole discretion of the Principal.

9 Section A Conditions of Tender Page f A.12. Records The pricing schedule of unsuccessful Tenderers may, at the option of the Principal, be retained and kept as official records. Tenderers are advised that information provided in a tender may be subject to disclosure resulting from an application made under the Freedom of Information Act, A.13. Clarifications and Variations The Principal may issue to Tenderers before the closing time: a) additional information; and b) information clarifying or correcting information previously provided, to assist them in preparing their Tenders. If the Principal issues information to Tenderers, each Tenderer must take the information into account in the preparation of its Tender. After the Closing Time, the Principal may (without limiting its options): 1. request clarification or further information from any Tenderer; and 2. invite all Tenderers to change their Tenders in response to an alteration to the Specification or any of the terms and conditions of the Contract; and 3. negotiate with one or more Tenderers upon any aspect of their Tenders.

The Superintendent shall be notified immediately of any discrepancies in quantities or omissions discovered in the Schedule of Work. The Schedule of Work is to be used as the basis for the assessment of Progress Claims during the Contract. Clause 3.1(a) of the General Conditions of Contract applies to this Lump Sum Contract. The quantities in the Schedule of Work are estimates only for which the Principal bears no responsibility. Precedence of Documents Should there be any conflict between the documents comprising the Contract Documents, the order of precedence for interpretation shall be: Letter of Acceptance Formal Instrument of Agreement Special Conditions of Contract General Conditions of Contract Annexure to General Conditions of Contract Principal s Project Requirements Project Specification Other Contract Documents Tender Submission & Tender Clarification 5.2. Scope of Works Contractor The project is a Lump Sum contract for the Air Scouring of the water mains in townships of Alpha, Aramac, Barcaldine, Jericho, Muttaburra, Jundah, Stonehenge, Windorah, Boulia, Bedourie, Birdsville, Ilfracombe, Isisford, Longreach and Yaraka. Pigging of larger diameter mains and mains with heavier build up is included as a provisional item. Refer to Appendix B for the schematics of each town s reticulation. These schematics show the mains that require pigging and the mains that do not require any treatment. All other mains are to be Air Scoured. The Scope of Works for the Contractor is listed below:-. a) Site establishment, including accommodation, facilities, sanitation and services; b) Use air scouring to remove bio-films and sediment build up from the water mains shown in Appendix B Town Reticulation Schematics. c) Submission of the Workplace Health & Safety Plan and its operation. d) Submission of the Quality Management System, its operation and submission of records. e) Submission of Environmental Management Plan & its operation. f) Submission of Traffic Management Plan & its operation. g) Submission of Close out Report Principal a) Liaise with critical consumers prior to cleaning to discuss requirements for temporary water supply during cleaning

33 Section 5 Special Conditions of Contract Page 18 b) The initial letter drop notification to consumers of cleaning activities when the Contractor first arrives on site. (Refer to clause Notifications to Residents and Businesses") c) Provide standpipe and free water. d) Each council will supply one experienced representative to the cleaning on a part-time basis Supplied by Principal a) None Work by Others b) No works are specified for others Provisional Items a) Pigging of larger diameter pipes. Pipes over 265mm in Barcaldine and Longreach are to be priced for pigging as a provisional item. b) Pigging of raw water mains to the water treatment plants in Jundah, Stonehenge, and Windorah are to be priced for pigging as a provisional item Security & Retention Monies Security Nil security required Retention Money Retention moneys shall be deducted progressively as follows: Ten (10) per cent of the value of the work incorporated into the Works until five (5) per cent of the Contract Sum is reached Release of Security and Retention Monies 5.4. Possession of Site The full security amount shall be released upon issue of the Final Certificate Possession of site Possession of the Site or sufficient of the Site shall be given to enable the Contractor to commence further work under the Contract, to the Contractor when all of the following requirements have been fulfilled:- a) Once Two (2) days have elapsed from the date of Letter of Acceptance of Tender;

34 Section 5 Special Conditions of Contract Page 19 b) The Contractor has complied with Clause 21.1 of the GCOC; c) Receipt by the Superintendent of the submission of the Health & Safety Plan as required by Clause 6.2 of the Project Specification; d) Receipt by the Superintendent of the submission of Environmental Management Plan required by Clause 6.3 of the Project Specification; e) Receipt by the Superintendent of the submission of the Quality Management Plan as required by Clause 6.4 of the Project Specification; and f) Receipt by the Superintendent of the submission of Traffic Management Plan as required by Clause of the Project Specification Area available to the Contractor to perform the Works Please refer to Appendix B for a plan indicating the area that is available for the Contractor to perform the Works. The Superintendent shall be advised by the Contractor if there is any additional area required to perform the works &/or any proposals to obtain the additional area required. All costs, fees, lease or hire charges, permits, permissions, etc associated with obtaining and utilising the additional area for the Works shall be the Contractors responsibility Unfixed Plant and Materials for which payment claims may be made There are no unfixed Plant and Materials for which payment claims may be made notwithstanding that they are not incorporated in the Works Inspections / Hold Points The works to be included under this Contract shall be supervised by the Superintendent or Superintendent s representative. The Contactor shall give the Superintendent or Superintendent s representative a minimum of forty-eight (48) hours notice when the works are ready for inspection Site Meetings The Contractor shall attend Project Management Meetings with the Project Management Committee, comprising of the Superintendent, nominated representative, the Principal and other persons as required during the course of the work under the Contract. The meetings will be held on a fortnightly basis unless otherwise directed by the Superintendent. The Superintendent shall be responsible for the recording and issuing of minutes for meetings and meeting agendas.

35 Section 5 Special Conditions of Contract Page 20 If required by emerging issues during construction, the Contractor shall advise the Superintendent without delay and a site meeting conducted at the discretion of the Superintendent Programming Procedures and Progress Reporting The Contractor shall provide to the Superintendent on a monthly basis a detailed one week behind and five week look ahead program of the work progress and programming Rise and Fall This Contract shall not be subject to rise and fall in price contingent on variation in rates of wages, price of materials or other factors, e.g. customs duty, freight charges, etc. for a period of twelve months from Close of Tender Site Facilities Personnel Accommodation Not used Sanitation Not used Services Not used Facilities for Other Contractors The Contractor shall, subject to the General Conditions of Contract, afford reasonable access and facilities to other Contractors Facilities for Superintendent and Principal Hours of Work Not required. Further to Clause 32 of the General Conditions of Contract, the normal hours of work will generally be as follows:- a) Monday to Friday 7:00 am to 6:00 pm; and b) Saturday 7:00 am to 3:00 pm.

36 Section 5 Special Conditions of Contract Page Public Enquiries Twenty-Four (24) Hour Access The Contractor must provide a telephone number to enable 24 hour contact by the Principal or Superintendent to a Contractors representative Customer Complaints The Contractor shall maintain a record of any complaints received from the Principal, landowners or the public. This will also include documentary evidence that complaints have been addressed and attended to, to the satisfaction of the Superintendent. All complaints must be discussed with the Superintendent without delay. A summary sheet of the complaint register shall be provided to the Superintendent upon request and at each site meeting. The Superintendent shall be notified of the circumstances in writing by the Contractor if any complaint is unresolved after 7 working days Notifications to Residents & Businesses The Contractor shall ensure that all residents and businesses affected by the works, including those that may be unduly affected by noise, are notified at least forty-eight (48) hours prior to the commencement of work. The initial letter drop shall take place when the Contractor first arrives on site. This letter shall be on Council letterhead, and issued to all residents and businesses that will be affected by the Works during the course of the Contract. The second letter is to be on the Contractor s letterhead and shall be delivered 48hrs prior to work commencing, at specific residents where the access will be required. This letter must show the date that access is required and a general description of the Works that are to be undertaken. Each letter shall be submitted to the Superintendent three business days prior to the letter being issued. The form and content of the notification shall be approved by the Superintendent. In the event that the Contractor finds dispute with the property owner and/or the owners wishes, the matter shall be immediately referred to the Superintendent. If the work does not commence as per the notice then a further notice shall be issued following the procedure as set out in the three paragraphs above.

37 Section 5 Special Conditions of Contract Page Disputes with Property Owners Permits / Fees Under no circumstances shall the Contractor enter into an argument, or be aggressive in any way with the property owner. The Superintendent shall be notified immediately when there are any concerns or demands by the property owner that, in the Contractor s opinion, the Contractor cannot reasonably satisfy. The Superintendent shall perform negotiations with the property Owner upon notification from the Contractor or the property owner. The Contractor shall not enter into any discussion with the property owner once the Contractor notifies the Superintendent that the Contractor is unable to restore property to the satisfaction of the Property owner. As required by legislation Payment to Local Subcontractors During the course of the Contract, the Principal reserves the right to make direct payment to local suppliers of goods and services that have been incorporated into the works under the Contract by the Contractor where such suppliers of goods and services provide satisfactory evidence to the Principal that the Contractor has not paid their claims for payment in full. Such direct payment, upon advice from the Superintendent that all services have been completed in accordance with the Contract requirements, shall then be deducted from the Progress and/or the Final Contract Payment/s due to the Contractor by the Principal. This Clause shall be read in conjunction with and in addition to Clause 43 of the General Conditions of Contract AS With each Progress Claim the builder shall submit certification from each of the local subcontractors and local suppliers engaged on the project that they have been paid all monies due, up to the date of the head Contractor's Progress Claim Measurement of Work The Australian Standard Method of Measurement of Civil Engineering Works and Associated Building Works shall apply unless otherwise scheduled or specified to the contrary in the Contract document The following additional definitions form part of Clause 2 of the General Conditions of Contract. GST means the goods and services tax imposed under the GST Legislation. A reference to an amount of GST is reference to the GST liability in respect of the supply in question; GST Legislation means the A New Tax System (Goods and Services Tax) Act 1999, associated legislation and any additional or substituted legislation providing for a value added tax, consumption tax, retail tax or other goods and services tax.

38 Section 5 Special Conditions of Contract Page Clause 2 is amended as follows: The following provisions are added to the definition of Practical Completion: (d) debris, rubbish, building materials, Constructional Plant and equipment has been removed from the Site and the Site has been cleaned (except that minor omissions from cleaning will not preclude Practical Completion); (e) all certificates and approvals associated with the work under the Contract which, pursuant to the Contract, the Contractor is required to obtain from any municipal, public or statutory authority or other certifier and which is required at law before the Works and every part of the Works can be occupied and used for their intended purpose or purposes have been issued or given and handed to the Principal; (f) Not Used (g) the Contractor has provided to the Superintendent: (i) operation & maintenance manuals; (ii) Quality Management System. (h) the Contractor has successfully completed, to the satisfaction of the Superintendent, all commissioning associated with the Contractor s scope of works which is required by the Contract; (i) all requirements of any municipal, public or statutory authority in relation to access to the Site which the Contractor is obliged to perform have been completed to the satisfaction of the municipal, public or statutory authority; The following paragraph is added to the beginning of Clause 3.2: Not used Clause 12 of the General Conditions of Contract LATENT CONDITIONS is amended as follows: Clause 12.1 Definition Latent conditions are (a) physical conditions on the Site or its surroundings, including artificial things but excluding weather conditions, which differ materially from the physical conditions which should reasonably have been anticipated by the Contractor at the time of the Contractor s tender if the Contractor had shall be modified to read Clause 12.1 Definition

39 Section 5 Special Conditions of Contract Page 24 Latent conditions are (a) physical conditions on the Site or its surroundings, including artificial things but excluding weather conditions, which differ materially from the physical conditions which should reasonably have been anticipated by a competent and experienced contractor at the time of the Contractor s tender if such a contractor had Clause 26 is renumbered Clause 26.1 with a heading inserted as follows: Removal from Site The following Clause 26.2 is added: 26.2 Key Personnel Notwithstanding the provisions of Clause 26.1, the Contractor shall: (a) (b) (c) (d) ensure that each of the key personnel listed in the attachment are engaged in the provision of the work under the Contract in the capacity set out in the attachment; only replace key personnel with people of similar qualifications, ability and experience to those people listed in the attachment; and before replacing any of the key personnel listed in the attachment, first obtain the written approval of the Superintendent. This approval shall not be unreasonably withheld. When seeking the approval of the Superintendent, the Contractor must provide the Superintendent with details of the qualifications and experience of the proposed replacement; and always have employed during the performance of the work under the Contract, persons in the positions of the key personnel who are approved by the Superintendent and who have at least the equivalent skill and experience of those persons listed in the attachment The following paragraphs are added at the end of Clause 33.2: Any program prepared or provided by the Contractor shall not be used as a Construction Program for the purposes of this Clause unless it has been approved by the Superintendent. Approval shall not be unreasonably withheld. The power of the Superintendent to require the Contractor to provide a Construction Program includes a power to direct: (a) the Contractor to provide an updated Construction Program where there has been a change in the Date for Practical Completion or where there have occurred any circumstances which have affected the progress of the work under the Contract; and

40 Section 5 Special Conditions of Contract Page 25 (b) what form the Construction Program shall take, what information shall be contained in it and the level of detail required of that information. The Program which the Contractor is required to provide pursuant to clause 5.8 of the Special Conditions is not a Construction Program. Nothing said or done by the Superintendent in relation to a Construction Program or draft Construction Program or a program provided pursuant to Clause 5.8 of the Special Conditions shall be construed as a direction to change or deviate from the Construction Program unless expressly directed in writing. This does not affect the power of the Superintendent to give a direction under clause A new Clause 40.1A is added as follows: 40.1A Notices This Clause 40.1A applies notwithstanding any other provision of the Contract to the contrary including (without limitation) clause The Principal shall only be liable to the Contractor for an amount calculated under Clause 40.5 or for an extension of time for Practical Completion for a variation where either: (a) the direction to perform the variation given by the Superintendent is in writing, expressly states that the direction constitutes a direction for a variation and identifies the work the subject of the direction; or (b) before performing the variation, the Contractor has notified the Superintendent in writing that in its view the direction constitutes a direction for a variation. Where the Contractor wishes to make a claim for an extension of time as a consequence of a variation, in addition to the notice it is required to give under this Clause, the Contractor shall give all notices required under Clause Clause 42.1 of the General Conditions of Contract - Payment Claims, Certificates, Calculations and Time for Payment The last line of the first paragraph shall have added: and GST. For the sake of clarification the supply (whether work done or otherwise) in respect of which claim is made (other than a claim for the release of retention) shall be treated as a separable taxable supply for the purposes of calculation of the GST after the last paragraph add the following paragraphs Within 14 days of issue of the Superintendent s payment certificate, the Contractor shall issue to the Principal a tax invoice complying with the GST legislation in respect of the relevant supply.

41 Section 5 Special Conditions of Contract Page 26 The Superintendent shall not be obliged to make any assessment of the claim nor issue a payment certificate if the Contractor has not provided: (a) (b) (c) (d) (e) (f) The Principal with the security required by Clause 5.3 of the SCOC; The Superintendent with the program required by Clause 5.8 of the SCOC or any program required by the Superintendent under Clause 33.2; The Superintendent with the statutory declarations required by Clause 43.of the GCOC; The approval of the Superintendent with the Health and Safety Plan required by Clause 6.2 of the Project Specification (PS); The approval of the Superintendent with the Environmental Management Plan required by Clause 6.3 of the PS; The approval of the Superintendent with the Quality Plan required by Clause 6.4 of the PS Clause 42.5 of the General Conditions of Contract - Certificate of Practical Completion Not used The first paragraph of Clause 42.7 is deleted and replaced by the following paragraph: Within 28 days of the last to occur of the expiration of all Defects Liability Periods or the rectification by the Contractor of all defects in accordance with Clause 37, the Contractor shall lodge with the Superintendent a final payment claim and endorse it Final Payment Claim The final paragraph of Clause 42.8 is deleted and replaced by the following paragraph: The Principal shall release to the Contractor the balance of any retention moneys or security then held by the Principal: (i) (ii) if the Final Certificate certifies a nil balance or a balance owing by the Principal to the Contractor, within 14 days after the issue of the Final Certificate; or if the Final Certificate certifies a balance owing by the Contractor to the Principal, within 14 days of the payment by the Contractor to the Principal of all amounts owing by the Contractor to the Principal under the Contract A new clause QBSA Act and BACIP Act The parties acknowledge that their rights and obligations under the Contract are subject to the provisions of the Queensland Building Services Authority Act 1991 (QBSA Act) and the Building and Construction Industry Payments Act 2004 (BACIP Act) to the extent that they apply, and where there is any inconsistency between the Contract and the QBSA Act or BACIP Act, the

42 Section 5 Special Conditions of Contract Page 27 BACIP Act or BACIP Act shall prevail to the extent necessary to avoid the inconsistency Delete the existing Clauses 47.2 and 47.3 and replace with the following paragraphs: 47.2 Conference Within 7 days after receiving a notice of dispute, the parties shall confer at least once to resolve the dispute or to agree on methods of doing so. At every such conference each party shall be represented by the Chief Executive Officer or equivalent person having authority to agree to such resolution or methods. All aspects of every such conference except the fact of occurrence shall be privileged. If the dispute has not been resolved within 14 days of service of the notice of dispute, that dispute shall be and is hereby referred to expert determination Dispute Resolution (a) (b) Any dispute associated with this agreement will be referred to expert determination within 14 days of the failure of the parties to resolve the dispute by conference under clause If the parties cannot agree on an expert within 7 days, the expert will be appointed by an authorised officer of the Chartered Institute of Arbitrators.

44 Section 6 Project Specification Page PROJECT SPECIFICATION 6.1. Location The township of Longreach is located on the Landsborough Highway approximately 700km West of Rockhampton. Each of the other townships are between 30km and 800km drive from Longreach as shown in Appendix A Site Locality Plans. The work will be carried out on the water mains as shown in Appendix B Town Reticulation Mark Ups General The Contractor shall ensure that all employees, sub-contractors, suppliers and agents comply with, but not limited to: Government Acts and Legislation; Ordinances; Regulations; Local laws and by-laws; Codes of Practice; Policy and procedures which are in any way applicable to this Contract or the performance of the works under the Contract; Technical Specifications in this Contract; Australian Standards; Manufacturers Specifications; and Industry best practice. In the event of any inconsistency the Contractor shall seek direction from the Superintendent Workplace Health and Safety Requirements Principal Contractor The Principal shall appoint the successful Contractor as the Principal Contractor for the purposes of the Workplace Health and Safety Act, and current Regulations with all the duties and responsibilities as defined by that Act General Requirement The Contractor must be aware and comply with all Workplace Health and Safety policies, procedures and measures, adopted by the Principal; and/or The occupiers of any premises at or within which the Contractor will perform work under the Contract.

45 Section 6 Project Specification Page 30 In the event of any inconsistency, the Contractor shall comply with such procedures or measure as to produce the highest level of Workplace Health and Safety. All inconsistencies and subsequent amendments to the work practices must be notified to the Superintendent immediately, for approval, after the Contractor becomes aware of the inconsistency Workplace Health and Safety Plan Prior to commencing the work the Contractor shall submit to the Superintendent a Workplace Health and Safety Plan for review and approval. The Health and Safety Plan must be specific to the Contract. It will ensure that the works conform to the relevant requirements. The Workplace Health and Safety Plan shall consider the specific OH&S hazards and issues relevant to the Works. The plan shall document the systems and methods to be implemented for the Contract including traffic and pedestrian control. This plan will include the requirement for site visits and notification by the Principal, his agents and regulatory authorities Incident Notification The Contractor must promptly notify the Superintendent of ANY incident, injury, property or environmental damage which occurs during the Contract. All lost time incidents shall be immediately notified to the Superintendent. The Contractor must within 3 days of any such incident provide a report giving complete details of the incident, including results of investigations into its cause and any recommendations or strategies for prevention of a recurrence of the incident in the future Non Conformance For the purpose of Section 6.2 of the Project Specification, nonconformance shall be deemed to have occurred if: The work is not conducted in accordance with the Contractor s Workplace Health and Safety Plan, health and safety management procedures, and relevant legislation. Any work under the Contract is conducted in such a way as to endanger the health and safety of the Contractors employees or the Principal s or its Contractors and sub-contractors employees, agents, plant, equipment or materials, and the public. All non-conformances shall be recorded by the Contractor and provided, without delay, to the Superintendent. A failure by the Contractor to comply with the provisions of Section 6.2 of the Project Specification shall constitute a substantial breach, of the Contract, for the purpose of Clause 44 of the General Conditions of Contract.

46 Section 6 Project Specification Page Environmental Management Plan (EMP) Prior to commencing the work the Contractor shall submit to the Superintendent an EMP specific to the Contract for review and approval. The EMP shall include but not be limited to: An overview of the project; Identify the environmental issues relevant to the project; List each major construction activity and the equipment and materials associated with that activity; Describe any potential environmental hazard and consequence associated with each activity; Control Measures/Prevention Describe what actions are proposed to eliminate or minimise the consequence of hazards Quality General Requirements All non-conformances to work procedures, construction outcomes and materials quality and subsequent remedial action to the Contract works shall be issued to the Superintendent. The review and approval by the Superintendent must be completed, where practicable, prior to any remedial work being carried out Quality Plan Prior to commencing the work the Contractor shall submit to the Superintendent a Quality Plan for review and approval. The Quality Plan shall be specific to the Contract. The Quality Plan shall consider and respond to: Management of the Quality System; Work methods / execution procedures; Inspection and test plans; Hold points, witness points; Documentation to be used; and Material approval Quality Management System (QMS) Submissions and Approvals A copy of the completed QMS used on the project shall be submitted to the Superintendent, for review, one month prior to the expected Date of Practical Completion. The QMS shall be returned with comments prior to Practical Completion. Two weeks after Practical Completion a completed QMS is to be submitted to the Superintendent, addressing any comments during the review, for review and final approval.
