1 MINUTES OF THE BOARD OF ADERMEN TOWN OF KERNERSVIE, N.C. BRIEFING SESSION JUY The Board of Aldermen of the Town of Kernersville met in a briefing session at 6: 30 PM on the above date in the Town Hall Executive Conference Room at the Municipal Building at 134 East Mountain Street. Present: Mayor Dawn Morgan, Mayor Pro Tem Tracey Shifflette, Alderman Irving Neal, Alderman Kenny Crews, Alderman Chris Thompson, and Alderman Joe Pinnix. Absent: None. Staff Present: Curtis Swisher, Town Manager; Keith Hooker, Town Clerk; John Bain, Attorney in the office of John Wolfe; Jeff Hatling, Community Development Director; Tim Summers, Police Chief; Chris angham, Fire Rescue Chief; Gray Cassell, Information Services Manager; Ernie Pages, Parks & Recreation Director; Franz Ader, Finance Director; Doran Maltba, Public Services Director; and Ray Smith, Human Resources Director. Call to order and invocation. Mayor Morgan called the meeting to order at 6: 34 PM and Mayor Pro Tem Shifflette delivered the invocation. 1. Presentation of a Proclamation Declaring National Night Out Mayor Morgan presented the proclamation declaring August 1 as National Night Out. 2. Briefing on the August 1, 2017 Regular Meeting Agenda. PUBIC HEARING: Curtis Swisher, Agent for the Town of Kernersville, for a UDO Text Amendment amending various chapters of the Unified Development Ordinance. Amendment intends to make administrative corrections. Zoning Docket KT

2 Mr. Hatling explained that the amendment will add one paragraph that was inadvertently deleted, remove two paragraphs that still need to be deleted, and modify language in one additional paragraph. B. PUBIC HEARING: Public Hearing on the Proposed Financing of the Purchase of real property, paving of Town of Kernersville streets, and construction of a new Fire Station. Mr. Swisher said that the ocal Government Commission requires this public hearing. He stated that the bids from the banks arrived today. He noted that the fire station was estimated to cost 6. 9 million but the low bid was $ million. He explained that all of these documents will be available before the meeting on August 1. Chris Comer said that there will be a reception on Friday at the Chamber of Commerce from 10: 00 AM to 12: 00 PM for Janel Jernigan, who has resigned for personal reasons. C. First Reading of the Taxi Franchise Ordinance Renewal for Oak Ridge Cab Operated by John H. Pegram. Mr. Swisher said that this is the first of two required readings. He stated that he is not aware of any complaints and that this is the only cab company operating in Kernersville. D. Consideration of a Resolution Setting the Date for the Public Hearing to Change the Name of a Portion of South Cherry Street to Southern Street. Mr. Swisher said that there is a small part of Cherry Street that has been realigned and needs to be renamed to Southern Street. He said that there is a church that owns property that will be affected, so the church will have to be notified. 376

3 E. Consideration of a Resolution Establishing Areas of Consideration for Annexation. Mr. Swisher said this is adopted every two years. He said that this does not mean the Town will annex any property. F. Presentation of Growth and Traffic Data 2016 Annual Report. Mr. Hatling said that this will be the annual report. G. Presentation of Thoroughfare and Street Plan 2016 Annual Report. Mr. Hatling said that this will be the annual report. H. Consideration of an Ordinance for Budget Amendment # 1 for FY Mr. Swisher said that this is for the carry-over of funds that were allocated in the previous year but will be spent in this fiscal year. I. Consideration of a Contract for the Purposes of Constructing a New Fire Station. Mr. Swisher explained this earlier. Consideration of a Resolution Authorizing a Financing Contract for the Purchase of Equipment. Mr. Swisher said this is $ million for police cars, parks & recreation equipment, the sound system for the courtroom and other needed equipment. K. Consideration of an Employment Agreement with the Town Manager. There were no questions on this item.. Consideration of a Contract to Purchase Property for the Purpose of Constructing a Restroom at the New Downtown Park. 377

4 Mr. Swisher said that the small building on the back of Richard Hedgecock' s building is being r surveyed. He said that the cost to purchase will be $ 10,000 with an additional $40, 000 to $50, 000 to convert that small building into a bathroom. He noted that this will be cheaper than constructing a new building in the parking lot due to the cost of connecting the water and sewer lines. CONSENT AGENDA: All of the following matters are considered to be routine by the Board of Aldermen and will be enacted by one motion. There will be no separate discussion unless a Board member or citizen so requests, in which event the matter will be removed from the Consent Agenda and considered under the following item. A. Approval of Minutes for June 21, 2017 Briefing Meeting. B. Approval of Minutes for June 21, 2017 Closed Session. C. Approval of Minutes for June 27, 2017 Regular Session. D. Consideration of an Ordinance for Temporary Street Closings for the Downtown Trick or Treat, Cross Country Meets, and the Kernersville Christmas Parade. E. Consideration of a Resolution to Approve an Application for a Forsyth County DWI Task Force Grant from the Governor's Highway Safety Program. Mr. Swisher said the same street closings as previous years. There were no questions. Mayor Pro Tem Shifflette asked how many miles of streets in Town are unpaved. Mr. Swisher said there is an ordinance that says the Town cannot do any paving of gravel streets. He said the property owners would have to do the paving. He stated that he would have a list ready at the meeting on August 1. Alderman Neal noted the excessive speeds on West Mountain Street near Olympic Restaurant. Mr. Maltba said the speed limit in that area was reviewed by NCDOT several years ago and that NCDOT did not agree with lowering the speed limit on that section of West Mountain Street. Alderman Neal asked if anything can be done to alleviate the congestion on South Main Street at Old Winston Road. Mr. Swisher said that NCDOT is waiting on Duke Energy to move the utility poles so that South Main Street can be widened. Alderman Neal suggested updating the citizens on the progress with advertisements in the Kernersville News. 378

5 3. Matters to be presented by the Town Manager and Town Attorney. Mr. Swisher clarified that Mino & Crespo already paid for the water lines and the Town needs to give them $ 25, 000 toward the water lines and $ 45, 000 for the sewer lines. He said this total amount has not changed, just the breakdown between water and sewer reimbursement. Mr. Swisher introduced Scott Alderman as the new Fire Marshal and Deputy Chief. 4. Adjournment. Mayor Pro Tem Shifflette made a Motion to adjourn the meeting at 7: 28 PM. Alderman Neal seconded the motion. The vote was 5-0 in favor of the motion.
