Seconded by Senator Eichelberger. Chair Nguyen opened the floor for discussions. No discussion. 3:09 Approval Minutes - Minutes of April 06, 2018 Senate Meeting Senator Sorensen-Irvine moved to approve. Senator Roberts seconded the motion. Discussions: Senator Sorensen-Irvine made suggestions for edits to the minutes. Chair Nguyen noted all changes made were friendly amendments and did not change the nature of the motion. Minutes approved unanimously. Minutes with friendly amendments approved unanimously. Senate Assistant Glushenko will post both approved minutes to the public website. Chair Nguyen stated that minutes for Senate meetings will be streamlined to capture the actions of the Senate. 2 3:23 3:46 Guest Associate Dean Amelia Jenkins On behalf of the Dean, Associate Dean Jenkins thanked the Senators for their volunteer service to the COE. The strategic planning team will be managed and coordinated by Dr. Pua Ka ai. Report from the Chair General info Note made that Chair will not be voting on general matters; Chair will only vote in the case of a tie. Reminder made of COE Senate membership. ACCFSC: All Campus Council of Faculty Senate Chairs Chair Nguyen and Senator Sorensen-Irvine reported (note that Senator Sorensen-Irvine was Manoa Faculty Senate Chair) Donald Straney, Vice President of Academic Affairs, was present at the meeting President Lassner shared that a new tuition schedule will be approved by the Board of Regents this year. He also discussed several UH properties being discussed as potential entrepreneurial opportunities, including land in West Oahu and the land that the COE currently occupies. The Senate discussed that the reason for looking at the COE land for private-public partnerships is that it does not sit on ceded lands as does the main campus on the other side of University Avenue. Also there are reports that a new COE facility may be built where Building 37 and Kuykendall Hall currently are. In regards to the ULS (University Laboratory School) school space, President Lassner had no answer as to what will happen to ULS. COE Senate Chair Nguyen was elected the 4- year campus Co Chair for ACCFSC. This will give her an opportunity to have discussions with President Lassner every month. Candy Branson from Kapiolani Community College was elected as the 2-year campus co-chair.. Senator Sorensen-Irvine reported that the a new facility for the COE is at least 10 years away, and parking issues need to be addressed. Senator Kukahiko stated that President Lassner s comment on COE facilities not being on ceded lands is a false statement or argument, and would like to invite experts to discuss of Dr. Pua Ka ai in COE strategic planning. Senator Kukahiko will invite expert on ceded lands to present to the COE Senate with presentation open to all interested. Will coordinate with Chair Nguyen. 3 ceded and non-ceded lands. Chair Nguyen suggested that President Lassner be invited to attend a COE Senate meeting to address the topic of ceded lands and future plans for the COE. Senator Sorensen-Irvine reported additional information from the ACC-FSC meeting: 3 topics were discussed by VP Straney at the ACC-FCS meeting: (1) Chapter 4 of the BOR policies are being revised in regards to program planning and approvals, (2) revisions for strategic directions documents, and (3) the new tuition schedule discussion. President Lassner stated that the tuition is currently too high, particularly for out-of-state students. His priorities are general education reform, improving transfer rates from 2 year to 4 year campuses, increased use of OER( low cost or no cost textbooks), and working together - shared governance. Survey results of from the 2018 Faculty quality of work life survey from all campuses was discussed: Manoa made up half of the respondents from the survey with a total 570 respondents. Some preliminary results are: Top 5 most positive aspects: work enthusiasm, autonomy, intellectual stimulation, enjoying being a faculty member, and work appreciation. Top 5 negative aspects: salary, facilities, work appreciation, bullying, and work responsibilities. Not a lot of confidence in campus or System administration or Board of Regents. President rated low in openness and communication. BOR were stunned with the results. Regarding campus climate, Chair will invite President Lassner to COE Senate meeting to address topic of ceded lands and future plans for the COE. 4 areas where a third or more of respondents indicated a negative climate included - abuse of authority, bullying (43%), secretive meetings behind closed doors, and feeling excluded from activities. Faculty moral overall rated 5.66 on a 10 point scale. Change in faculty moral overall was 4.56, and 6 campus out of 10 were below the mid range (5.5) on a 10- point scale. Curriculum & Program Planning Chair: Senator Roberts nominated by Senator Murphy seconded by Senator Senator Eichelberger Budget and Facilities Chair: Senator Sorensen-Irvine nominated by Chair Nguyen, seconded by Senator Parks Student-Faculty Relations Chair: Senator Cook nominated by Senator Black, seconded by Senator Eichelberger Slate of candidates for Vice Chair, Secretary-Treasurer, and Standing Committee Chairs approved unanimously. Chair Nguyen asked Standing Committee Chairs to reach out to other Congress members to serve on committees. Chair Nguyen will send the approved budget to all Senators. 5 Diversity Chair: Senator Black nominated by Senator Yamauchi, seconded by Senator Sorensen-Irvine College Fellowship Co-Chairs: Senator Eichelberger and Senator Furuta self-nominated, seconded by Senator Black. Governance Chair: Senator Dougherty nominated by Chair Nguyen, seconded by Senator Black committee volunteered to lead Friday Conversations this academic year. Discussion of Day at the Capitol postponed to next meeting. 4:26 Report from the Mānoa Faculty Senate Mānoa Senators for UHMFS has not yet met. UHMFS COE Senators are Thomas Conway, Stacey Roberts, Paul McKimmy, and David Ericson. There is a need for 3 more Education Senators for the Manoa Faculty Senate, to fill vacant seats.
