New Business: 1) The agenda for the Chiefs meeting on 28 th of February in Centreton forms part of this report. 2) The new tanker should arrive in March, we will notify Council when it arrives. 3) A request for additional benches in Roseneath will be done in ) We still need some direction on utilizing the web site to its fullest extent. 5) The computer in station #1 is nearly 15 years old, if there are any ones in the Township that require updating we would like their old one. 6) The annual report should has been installed on the web site. 7) Robin is working on a new communication by-law for 2012 with Cobourg Police Services. Responses: To date we have responded to 32 calls this year compared to 28 calls in the Alnwick/Haldimand Fire and Rescue Report of March 2012 and Agenda for the Senior Officers' Meeting of February Page 4 of 58

5 same time period in 2011, this is an increase of 12% from last year. The responses this month were to (8) Motor Vehicle Collisions (4) Ambulance assists (1) Fires (1) Power lines down and alarms The fire apparatus arrived first on scene for (2) of the medical assist ahead of the ambulance. On the bottom of the last page we can start a list and have it ready for the end of the year Prices must be attached to the items, then we will prioritize the list we present it to council. 10 Municipal Monthly Road Report for February 2012 Topped up Centreton and Roseneath sand domes with stockpiles from Earl s Pit and Pratt s Pit. Also, drew to MTO yard in Grafton. Ongoing patching, grading, snowplowing and sanding. Cutting brush on Baxter, Sandy Bay and Clouston Roads Performed generator test at Fenella Hall and Alnwick Civic Centre. Generator failed and is currently out of service. We are waiting for parts, which are hard to get. 11 Treasurers Report for RCM March 1, 2012: 1. Cash Counter: Treasury has ordered a Model 8626 currency counter with the unique (MDD) mechanical doubles detection which will process the new polymer bank notes along with the older paper currency. This counter has already been purchased by a number of banks, such as BMO, Scotia, HSBC, and the Bank of Canada. Treasury receives high volumes of cash during our tax due dates, and now from the arena. It is conservatively estimated that treasury spends 60 hours per year counting cash, so this will pay for itself in approximately a year. 2. Programmable Thermostat: Treasury had Mike Godin set the programmable thermostats at the Grafton office before he left. The thermostat downstairs and in the Council chamber drops to 16.7 C (62 F) during the night and increases to 22 C (72 F) a couple hours before the Township opens. This should save the Township approximately 1,000 per year. 3. Electronic Signature: Treasury had Diamond Municipal Solutions add the Treasurers electronic signature on the Townships cheques. This will save an incredible amount of time signing cheques throughout the year. 4. HST: We have received 178,000 for our HST claim representing expenses during the period June 30 th to December 31, Our next HST application will be in late June. We will now be applying for the arenas HST. 5. Tax Sales: There are four properties up for tax sale representing over 40,000 in unpaid taxes. Tenders will be opened March 22 nd at 3 pm. 6. Developer and Planning Deposits: Treasury is still in the process of reconciling all the developer and planning deposit accounts back to The invoices will be going out mid March. 7. Training: Treasury will be receiving additional training in late March on our accounting software. We are looking at a number of seminars, conferences, and courses to take throughout the year Budget: The 2 nd draft of the budget was presented to Council. The budget is currently at a 2.49% increase and the public meeting is scheduled for the March 7 th. 9. Public Works Computer: We have ordered a laptop for public works and it should be set-up by the second week in March. 10. Infrastructure Debenture: We are just in the process of finalizing all the documents required for the 600,000 infrastructure debenture. 12 11. Co-op Student: Tracey Thomas has been working on a variety of tasks, such as preparing the trust and arenas worksheets, and helping with taxes, bank reconciliations, and accounts payable. She will be finished her co-op program on March 16 th. I would respectfully recommend a $500 honourarium for the work performed during her co-op term and $500 for the work performed over the last three summers as a student, which has been the policy at the Township. Councillor Fell inquired if there had been a response from Ontario Parks with respect to Peter's Woods and was advised that there was not. VI. XI. CAO REPORT/UPDATES 1. Alderville First Nation I have ed Angela Gillies earlier this week as to providing three tentative dates in March, 2012 to have a Joint Council meeting. I was to receive an today (February 10th, 2012) that has not been forwarded to the undersigned. Also I have not received confirmation as to our request to have a delegation with Minister Kathleen Wynne (Minister of Aboriginal Affairs) at the ROMA Conference (February 26th-29th, 2012) 2. Eastern Ontario Broadband Project. Re: Public Information Session I wish to confirm that the undersigned, Councillors Logel and Jaynes will be attending the EORN (Eastern Ontario Regional Network) presentation of Mr. Jim Pine at the County building on Wednesday, February 15th, 2012 commencing at 11:00 am. 3. County Fire Dispatch/Communications Meeting in Cobourg on Thursday, February 2, 2012 The undersigned and Fire Chief Dave Wright attended the above captioned meeting of which Bernadette Murray (Administrative Assistant) will be sending to Councillors via a separate my Report as to my interpretation as to what had transpired as to this meeting and also will be sending to you the Meeting Notes of Nancy MacDonald (Executive Assistant to the CAO: Bill Pyatt) dated February 2nd, Chief Building Official and By-law Enforcement Vacancy Our Municipal Clerk Robin has coordinated a communication (Notices; telephone; website; computer s) system and process at the Regular Council meeting Minutes of February 15, 2012 Page 16 of 58

Mr. Scott Jibb of the Township of Hamilton will be responsible for the issuing of building permits and their respective inspections. The undersigned and the Municipal Clerk are addressing the zoning inquiries and other related public inquiries relating to this department. Also the Draft advertisement and employment description for this position will be discussed at the Regular Council Meeting of Wednesday, February 15th, The benefit for the municipality is during the winter season the building activity is very slow and as you know no building permits were issued in the month of January, The program in place is working very efficiently and effectively in my opinion. Report on Fire Protection Services for the Municipality of Alnwick/Haldimand Moved by Councillor Fell, seconded by Councillor Logel; Be it resolved that the Report on Fire Protection Service for the municipality of Alnwick/Haldimand as prepared and submitted by Mr. David Wright, Fire Chief, be approved as submitted. CARRIED. XII. ANNOUNCEMENTS/NOTICE OF MOTIONS Councillor Fell noted that there was a large amount of income tax taken from the Councillor pay cheques this month due to the inclusion of the $2, honorarium. Councillor Fell noted that he has been collecting information from other municipalities and noted that he would like to speak with members of the Heritage Alnwick/Haldimand Committee for additional information. Councillor Logel noted that Mr. Craig Brooks is a new employee at Lakefront Utilities Services Inc. (LUSI) who will be working along with Mr. Jim MacFarlane and will be attending the Grafton Communal Water meetings in the future, and he lives in the Hamlet of Grafton. Councillor Logel advised that the Alnwick/Haldimand Community Policing Committee will be conducting a Workshop on Elder Abuse at the Centreton Community Centre on April 16, 2012 from 1:00 p.m. to 3:00 p.m. Councillor Logel noted that the Mayor s Challenge is just around the corner and requested Council support to get as many individuals, groups, schools involved as possible. Council supported this initiative. Councillor Logel noted that the County of Northumberland is supporting the Habitat for Humanity initiative and requested that the Mayor suggest that County Council give consideration to the rural areas of the County rather than just the urban centers. Councillor Holmes thanked Mayor McDonald for attending the Alnwick Civic Centre Board of Management meeting. Mayor McDonald noted that the concerns as noted by Mrs. Foreman be brought forward at the next Board Meeting to see if some of the issues could be addressed prior to the end of the year and Councillor Holmes concurred. Councillor Holmes suggested that the automated message at the Grafton Office be changed and/or at least shortened. Councillor Holmes noted that he has been approached by a member of the Miniature Airplane Club that have their air field on Beagle Club Road. He noted that there has been issued with respect to noise in the past and the Club is having qualifiers this summer for the all Canadian status which would then be qualified for the World Championships. He asked Council if there was something the Club Members could do to reduce any neighbor concerns prior to the event. Councillor Jaynes stated that the time on the Electronic Recycling Day Event is incorrect and that it should read 8:00 a.m. to 3:00 p.m. Councillor Jaynes stated there will be an open house on Family Day, Monday, February 20 th, 2012 from 2:00 p.m. to 4:00 p.m. with various other activities as well. Mayor McDonald noted that the County of Northumberland s United Way group are sponsoring free skating at the Haldimand Memorial Arena from 12:30 p.m. to 1:30 p.m. with Chili being served after, and then everyone could attend the open house afterwards. There was a discussion with respect to the Accessibility Committee and staff participation at the County wide Accessibility Committee. It was noted that updates with respect to Accessibility issues and projects should be forwarded to Mrs. Nicholls prior to the County meeting in order to provide up-to-date information. Terry Korotki advised that our bi-monthly CEMSPI training session took place on Wednesday, October 5 th, 2011 in the Grafton Municipal Building. In attendance were Kathy Moran, Mary Martorino, Sandra Jaynes and Dianne Nicholls. Changes were made and ed to all Committee Members for their perusal and comments, which will be discussed later in the meeting. Terry Korotki advised that HIRA updates have been completed for the year. Fire Chief Dave Wright enquired when the OPP do their first media release following an emergency, do they share the information with our EIO representatives. Sandra Jaynes and Jim Benham explained that OPP would send out a media release immediately to the public, which is standard procedure for the OPP and they will not necessarily share the information. Ken Stubbings explained that the OPP are included in the Northumberland EIO Committee, which meets on a regular basis. EMERGENCY PLAN A lengthy discussion ensued during the Committee going over the prepared Emergency Plan and Annex A page by page. Two more Annexes were added, that being Annex I EMO Checklist and Annex J Northumberland County Forest Emergency Plan. Also, under Administrative Resources Officer (ARO) a responsibility was added to organize a volunteer list. Sandra Jaynes enquired if there were Fire Safety Plans for municipal buildings, specifically for the Grafton Municipal Building and the Alnwick Civic Centre. Dianne Nicholls advised that these were completed by Ross Poole, Fire Inspection Officer. The Emergency Plan and Annex A were approved with changes made. CEMC MEETING UPDATE Terry Korotki provided copies of the last two CEMC meeting minutes to all that was present and provided a brief update. Terry Korotki advised that Alnwick/Haldimand Township would be involved with the Fleming College students again next year for our annual Emergency Exercise along with Hamilton Township, Northumberland County and possibility Cramahe Township. Deputy-Mayor Raymond Benns enquired if anyone was aware of the fiber optic lines being installed in the Roseneath area and will it benefit our municipality as far as our communications system. Nobody was aware of the system. Mr. Benns thought there should be a public information session regarding this for the residents. Meeting with Municipal Ratepayer Re: Correspondence Sergeant Martin is to enquire with Inspector Borton as to whether OPP personnel have met with the municipal rate-payer relating to their correspondence. ONTARIO PROVINCIAL POLICE (O.P.P.) OPERATIONS REPORT FOR OCTOBER, :09 P.M. October 9 Road Rage/Mischief - Police were called to investigate a report of road rage that took place on Hwy 2 near Grafton. The complainant reported being tailgated. After pulling off onto Archer Road the vehicle passed him, then abruptly pulled in front and stopped. Two young males exited the vehicle. An argument ensued and the passenger from the other vehicle kicked the complainant s car. The investigation conducted resulted in the suspect being located. He was served an Appearance Notice for Youth Court on November 28 th. October 11 Trespass/Assault A Robins Road farmer reported that a farm hand had been in the barn when he noticed some lights on the property. He investigated and found three males walking near the barn with flashlights. As he approached one male left, but two others did not. One of these males grabbed the farm hand, but received a punch in the nose. The males then left the farm in a small grey car. The farm owners reported that they have lost up to 10 lambs this year, as well as a power take off from a tractor, which had been stolen in August. He feels these males may be responsible. A week later the farm hand observed the same vehicle on the road near the farm, but was unable to obtain a plate number. Investigation is continuing. October 23 Mischief CN Police report a mischief that took place at two locations west of the Station Road crossing south of Grafton. Two piles of debris consisting of an old toilet, lawn chairs, and old tires were left on the tracks. A freight train struck these piles while travelling through the area at approx 02:13 hrs. The incident wasn t reported to the OPP until 11:30 AM. The freight train was caused to make an emergency stop. Damage to the train was limited. The train was later able to continue on. 30 Police and the OPP are jointly investigating and asked the public to come forward with any information by calling police or Crime Stoppers. October 29 Drug Charge A Northumberland OPP officer on routine patrol stopped a vehicle on a traffic matter. When the officer approached the vehicle he detected the smell of burnt marihuana and observed the male passenger with what was believed to be dried marihuana flakes on his cloths. The parties were arrested for possession of a controlled substance. A subsequent search of the passenger resulted in several baggies of marihuana being found on his person. The 55 year old Cobourg male was released after he was issued with court papers requiring his appearance for a later date. October 29 Impaired Driving While on routine patrol in the evening hours, a Northumberland OPP officer made a routine traffic stop on Beagle Club Road. The driver was found to have the odour of liquor on his breath. The passenger was intoxicated. A road side test was conducted. The driver was returned to the Cobourg site for a breath test. The driver blew.136 and was later released on a Promise to Appear for November 16th. The passenger was taken to his residence. Sergeant Jeff Martin reviewed the matters of interest for the Alnwick/Haldimand Police Services Board for the month of NOVEMBER, November , Northumberland OPP received a report of a single vehicle MVC on County Road 2. Upon attendance the driver of the vehicle advised he was on his way home from his place of employment after working the nightshift. He was heading eastbound from Cobourg on County Road 2, when he believed he may have dozed off and crossed the oncoming lane and struck the guardrail. This caused damage to the front, driver's side of his motor vehicle and broke a few guardrail posts. Roads Dept were advised. The driver was charge for failing to drive in assigned lane. November , A Northumberland OPP officer on routine patrol on County Road 9 came upon a vehicle that appeared to be having mechanical problems. The officer exited the police vehicle to offer assistance. The officer then learned that the vehicle s plates were not authorized. The female that was with the vehicle was noted to have a smell of marihuana on her, as well as inside the vehicle. Further investigation resulted in the female being found in possession of marihuana. The drugs were seized and the female charged accordingly. November , Northumberland OPP received a complaint that a 15yr old girl had been sexually assaulted by her step-brother at their residence on County Road 24. Police conducted an investigation into the allegations and as a result the young male was charged. 32 November , Northumberland OPP received a complaint of a theft from a vehicle at the carpool lot on Lyle St. North. The caller stated that they had left their 2005 Dodge Ram pick up truck in the lot at 7:30 that morning and when they returned at 4:30 pm the truck s tail gate was stolen. Also stolen was a plastic case that contained 2 Makita drills. There were no suspects in this matter. November , Northumberland OPP began an investigation into allegations of a sexual assault that took place at a foster home in the Roseneath area. The allegations were that a male child in foster care has sexually assaulted another male child also in foster care. After an investigation the suspect was charged. Children s Aid of Northumberland was advised and the suspect was removed to another home. Fortification By-Law It was the consensus of the Alnwick/Haldimand Police Services Board to defer discussion pertaining to this Draft By-Law to the next Police Services Board Meeting to be held on February 22nd, Due to the absence of Inspector Borton it was requested that the Secretary/Treasurer contact Mr. Borton requesting his comments in writing concerning his opinion as to implication of the Fortification By-Law. 2. County of Northumberland Forest Agreement Board Members received by the revised and condensed version of the Draft County of Northumberland Forest Agreement between the Township of Alnwick/Haldimand and the County of Northumberland prepared by Board Member Irvine. Chairperson Holmes thanked Board Member Irvine for her assistance in preparing the revised version. It was the consensus of the Alnwick/Haldimand Police Services Board to defer discussions concerning this Agreement to the next Police Services Board Meeting in February NEW BUSINESS- 4: 15 P.M. 1. Police Board Member Remuneration for fiscal year 2011 Re: Approval It was moved by Chairperson Holmes and seconded by Board Member Jaynes to remunerate the Police Services Board Members with respect to their attendance at Police Services Board Meetings during the fiscal year The Secretary/Treasurer will forward this financial information onto the Township of Alnwick/Haldimand Municipal Treasurer for payment, CARRIED. 2. Alnwick/Haldimand Police Services Board Appointments for the fiscal year of Secretary/Treasurer advised that normally there are elections for the positions of Chairperson and Vice Chairperson every January at the first Police Service Board Meeting of the calendar year. The Secretary/Treasurer acknowledged that Board Member Surerus would have historically assumed the role as Chairperson for the fiscal Source Protection Meetings 47 and 48 dated January 30th and February 2nd, 2012; Page 38 of 58

39 but due to his correspondence relating to health reasons it was noted that Mr. Bill Holmes would assume the role as Acting Chairperson for the Alnwick/Haldimand Police Services Board until the return of Board Member Barry Surerus. It was moved by Board Member Irvine and seconded by Board Member Jaynes to appoint Board Member Lorne Aronson as Vice Chairperson for the Alnwick/Haldimand Police Services Board for the fiscal of 2012, CARRIED. Board Member Aronson acknowledged acceptance of this position for the fiscal year of IN CAMERA SESSION 4:19 P.M. -None NEXT POLICE SERVICES BOARD MEETING It is the consensus of the Alnwick/Haldimand Police Services Board to schedule the next meeting on Tuesday, February 21st, 2011 commencing at 3:00 p.m. at the Township of Alnwick/Haldimand administration office (10836 County Road # 2) in Grafton, Ontario. The reason that we will not be having a meeting in January 2012, is due to the fact that three Board Members will be unable to attend and this will not fulfill requirements the governance in having a quorum to hold a Police Services Board Meeting.
