1 Super Extra But Like Kinda Helpful Guide to Being a Successful AF MUNer Flow of Debate : ~ The order in which events will occur throughout conference > You can think of it as scenes in a play, they go in a certain order to make the story. Roll Call : ~ The Dais (it s normally made up of the Chair, a Director, and a Rapporteur who are basically just a group high school or college kids that are in charge of the MUN committee and will be seeing if you re eligible for any awards ) will announce every country s name going in alphabetical order. > The Dais shouldn t be confused with the Chair as the Chair is the member of the Dais who moderates debate, keeps time, rules on points and motions, and enforces the rules of procedure. They can also be known as the Moderator > When debating you usually go up and first address the Chair instead of the whole Dais and the delegates by saying, Honorable Chair and fellow delegates. blah blah speech stuff blah blah ~ When your country gets called you must raise your placard and say whether you are present or present and voting ~ When a delegation says present it means that they have the option to abstain from voting on resolutions and amendments (I ll go over those in more detail in the future :) ) > The whole idea of present countries is that they consider themselves pivot countries or basically just countries that prefer neutrality ~ Present and voting means that they MUST vote on every single amendment and resolution > Generally present and voting countries are seen as the people that are trying to lead other countries to their position on the topic being discussed by affirming their stance ^ Basically, if you want to snatch up those awards, ALWAYS say that you re present and voting during roll call, the chair looks favorably on those that do :)

2 > Example of Roll Call: The Chair calls for the delegation of Afghanistan You, the delegation of Afghanistan will raise your placard and clearly say, the delegation of Afghanistan is present and voting Setting the Agenda : ~ A lot of the time MUN committees will have multiple topics to debate on (which also means multiple position papers which you ll be learning about in the future) so the the delegates must set the agenda to begin working on one of the issues ~ During this time a delegate (preferably you as it will make you stand out from the other delegates) makes a motion to set the order in which the topics will be discussed > If you are in the SOCHUM committee, are the delegation of Afghanistan and have written position papers on the topics of [topic A] the rights of journalists and [topic B] LGBTQ+ rights in Africa, you would raise your placard and say, the delegation of Afghanistan moves to place [topic A] first on the agenda, followed by [topic B]. ~ Once the motion has been made 2 delegates will come up and give short speeches in favor of the motion and 2 other delegates will come up and speak against the motion > They will be alternating between the speakers, so it will go from in favor to against to in favor again OR against to in favor to against ~ When the 6 delegates have completed giving their speeches, the delegates in the room will move to vote on the topic that will be discussed first > The Chair will say something along the lines of, all those in favor of the motion to place [topic A] first on the agenda to which you the delegate will simply raise your placard or choose not to raise your placard to which the Chair will then ask, all those against this motion to which you can raise your placard or not raise your placard > Setting the agenda is a simple majority vote so the Chair will count how many placards were raised during each vote to see whether the motion passes or not ^ It s best to try and get through setting the agenda as quickly as possible as you don t want to waste any time on getting started with your draft resolutions Formal Debate : ~ Formal debate revolves around a speakers list

3 > A speakers list is comprised of delegates that are interested in addressing the other delegates on their stance on the topic being discussed > By getting on the speakers list and listening to other delegates speak about their position will help you to get any idea on who you want to work with to create a working paper (also known as a draft resolution ) ~ To get onto the speakers list, the Chair begins by asking all delegates interested in addressing the other members to raise their placards. To which the Chair will then pick countries to be added to the speakers list in the order in which they raised their placards > If India raised their placard first, then France and then Senegal, the speakers list would have the delegation of India speak first, France second, and Senegal third ^ You ll want to get on the speakers list as quickly as possible, preferably first, as you ll be the first one to state your position and you will stand out to other delegates which will lead to you getting notes from other delegates to work on draft resolutions and lead you to getting noticed by the Dais :) ~ Countries may only speak once before having to after raise their placards again to be added to the end of the list in order to speak again ^ It would be a good idea to only speak once as you don t want to drag formal debate along for too long as you ll want to start working on draft resolutions ASAP, I ve said this a bunch, but it s just that important, so be sure to make your speaking time count as it will be like a first impression on the Dais and other delegates ^ If you have any extra time left over and you don t plan to utilize it to speak, you can say, I yield my time to the chair which means you ve given up your leftover time to speak which then lets you sit down after speaking Informal Debate : ~ It consists of discussion outside of the speakers list, there are two types of informal debate: 1.) moderates caucuses 2.) unmoderated caucuses ~ During moderated caucuses delegates get called up to give short speeches to the committee

4 > Moderated caucuses are similar to formal debate except that there isn t a certain order for when delegates can speak, and once they re done speaking, they can raise their placard to speak again; it s just a lot more flexible ^ They are good for delegates to discuss the progress of their working papers and push their ideas onto the other delegates to get them sponsors or signatories (this will be discussed later) ~ During unmoderated caucuses the committee breaks for a temporary recess so that delegates may meet with each other and discuss ideas. > This is when delegates get to get up and walk around and talk to other delegates ^ Set the parameters of unmods to where they are like half an hour long, this may seem like a long time but you can only work on draft resolutions during unmoderated caucuses ^ If you need to use the bathroom or get water, you should definitely do it during an unmod Motions and Points : ~ Motions are specific actions made by delegates to direct debate in a certain direction. > Motion to move into an unmoderated caucus for 30 minutes to work on draft resolutions ~ Points are things related to you > Point of inquiry is used when a delegate has a question about something that wasn t understood in committee > Point of personal privilege is used when you want to use the bathroom or get water ^ Basically the more boujee and extra version of may I use the bathroom Voting Procedures : ~ Once a motion has been approved to close the debate, the committee moves into voting procedures > This is where the present and present and voting come into play ~ Amendments are voted on first, then resolutions are voted on

5 > When voting is going on, you are not allowed to enter or leave the room for ANYTHING, so if you re outside the room even a second after voting starts because you were in the bathroom, you ll miss voting procedures > This applies to everyone, including members of the Dais. So if the Director has to leave for something and returned after voting started, he/she would have to remain outside the room until voting is over ~ Once all the resolutions are voted on, the committee moves onto the next topic on the agenda or the session will have to be closed > To close the session, a delegate has to make a motion to close the session to which 2 delegates will come up to speak in favor of and against the motion. The delegates will then vote to close the session ^ If you have extra time and the Dais is super chill, you can have superlatives ( This girl won best dressed and best shoulder to cry on *cue my super dramatic, Bollywood is quaking level hair flip* ) or the members of the Dais will sing and dance (it s v snapchat worthy)
