1 Brief Summary of the Regular Meeting Plainview I.S.D. Board of Trustees May 17, 2018 The Plainview ISD Board of Trustees met in their regular meeting on May 17, 2018 at the Education Complex Board Room, 2411 Yonkers, Plainview, TX Call to Order The meeting was called to order by Board President Bryan Wood at 7:36 p.m. Quorum Determination Trustees in attendance were Brandon Brownlee, Sylvia De La Garza, Cheryl Dickerson, Robert Rivera, Adam Soto, Ron Warren, and Bryan Wood. Also in attendance were newly elected Trustees Amber Bass, Tyler James, JoAnn Rey, and Sofia Rivera. Invocation and Pledge of Allegiance to the Flags Invocation was offered by Ron Warren. Robert Rivera led the pledge to the flags of the United States of America and the State of Texas. Closed Session Trustees went into closed session at 7:38 p.m. as permitted by the Texas Government Code Section et. seq. A. Deliberation on the appointment, employment, compensation, evaluation, assignment, duties, discipline or dismissal of employees pursuant to Texas Government Code B. Deliberation and Consultation with attorney regarding potential or contemplated litigation or matters involving attorney client privilege pursuant to Texas Government Code Open Session Trustees returned to Open Session at 7:49 pm. No action was taken. Approval of Minutes Approval of Minutes from the Regular Board Meeting on April 19, 2018, and the Special Called Meetings on April 24, 2018, and May 2, Motion to approve the minutes was made by Brandon Brownlee, seconded by Robert Rivera, and unanimously carried

2 Administer Statement of Officer and Oath of Office to Newly Elected Board Members New Board Members are required to take an oath of office before beginning the duties of office. Judge Sheron Collins administered the oath of office to new members Amber Bass, Tyler James, JoAnn Rey, and Sofia Rivera. Election of Board Officers With the office of Board President and Board Vice President vacated by retiring Board members, Board Secretary Sylvia De La Garza moved into the position of Board President. Sylvia De la Garza nominated Adam Soto for Board Vice President. Cheryl Dickerson seconded the motion. With no other nominations, the Board voted unanimously 7-0 to elect Adam Soto as Vice President. Adam Soto nominated Cheryl Dickerson as the Board Secretary. With no other nominations, Cheryl Dickerson was unanimously elected Board Secretary by a 7-0 vote. Closed Session Trustees went into closed session at 7:58 p.m. as permitted by the Texas Government Code Section et.seq. C. Deliberation on the appointment, employment, compensation, evaluation, assignment, duties, discipline or dismissal of employees pursuant to Texas Government Code D. No action was taken. Citizen Comments Brandon Brownlee spoke on behalf of the retiring Trustees. He offered words of encouragement to the new Board. Recognitions 1. Recognition of retiring Board Members Dt. H. T. Sanchez, Superintendent of Schools presented plaques of appreciation to retiring Trustees Brandon Brownlee, Robert Rivera, Ron Warren, and Bryan Wood. 2

3 2. Educators of the Year were recognized and awarded individual engraved plaques by the Trustees. Plaques for the campus were presented to campus principals. Recipients include: College Hill - Lisa Carri Edgemere Rebekah Mize Highland Jalee Victory Hillcrest Kelly Mendoza and Catherine Dunn La Mesa Alicia Ramirez Thunderbird Rita Rodriguez Coronado Whitney Schafer Estacado Olivia Stanfield Plainview High School Denise Kellum Ash High School Annette Coon and Claudia Howell 3. FFA Wool Team The Plainview FFA Wool Team was recognized for placing 5 th in the State Contest. Members of the team are Katie Mahagan, Pasleigh Wilkens, Hannah Rodriguez, Jennifer Munoz, and Cole Martin. Katie Mahagan was 8 th high individual and Pasleigh Wilkens was 11 th high individual at the State contest. 4. Robotics Skills Leadership Team PHS students Carrie Huang and Ivan Juarez were recognized. They competed at the 2018 SkillsUSA State Leadership conference in Urban Search and Rescue. Teams from around the state competed for 2 days including written test, oral presentations, and of course the robot competition. They are advancing to the National SkillsUSA competition this June and are eligible for a scholarship up to $ State Visual Arts Scholastic Event - PHS students Carrie Huang and Aracely Castillo were recognized for advancing to the State Visual Arts Scholastic Event. Carrie was a state medalist. 6. Microsoft Office Master Certification - PHS student Brendan Cavazos was recognized as the first student to achieve the Microsoft Office Master certification. Presentations / Reports Bilingual /ESL Service Report Deborah Alcozer, Special Programs Instructional Coordinator, presented the Bilingual / ESL Service Report. The district currently serves 370 students in the Bilingual / ESL program; 161 are bilingual, 194 are ESL and the district has 15 parent denials. Business Items 1. Naming of the Principal for Thunderbird Elementary School Dr. H. T. Sanchez, Superintendent of Schools, recommended Karla Dunn as the principal for Thunderbird Elementary for the school year. Mrs. Dunn, who served as Thunderbird s assistant principal for the last three years, has been in education for 18 years. She earned a bachelor s degree in elementary education from Texas Tech University and a master s degree in education administration from Lamar University. Prior to joining 3

4 Plainview ISD five years ago as a math and science teacher at Estacado Middle School, she taught for Levelland ISD, Bowie ISD and Whitharral ISD. Motion to approve Karla Dunn as the principal for Thunderbird Elementary was made by Tyler James, seconded by Adam Soto, and unanimously carried 7-0. Katrina Garrett was introduced as the new assistant principal at Thunderbird for the school year. Mrs. Garrett has been serving the district as an elementary instructional coordinator. 2. Approval to leave paid lunch prices the same Only school districts with a negative balance in the nonprofit school food service account as of January 1, 2018, are required to establish prices for paid lunches according to the paid lunch equity (PLE) provisions. Because we have adequate money in the food service account, the Board of Trustees voted to keep the lunch prices the same as they were in the school year. Motion to approve was made by Adam Soto, seconded by JoAnn Rey, and unanimously carried Approval of designee for approving staff requests for TEA Web Applications Dr. Brent Richburg, Executive Director for Technology and Information Services, requested the Board to authorize Brent Richburg, Rick Garcia, and Wayne Jennings to act as superintendent designees for approving staff requests (also referred to as submitting requests to TEA ) for access to one or more TEA web applications accessed through the Texas Education Agency Secure Environment (TEASE). The authorization is valid for the calendar year 6/1/2018 to 5/31/2019. Motion to approve the designees as listed for approving staff requests for TEA Web Applications was made by Amber Bass, seconded by JoAnn Rey, and unanimously carried Approval to award the purchase of cafeteria tables to School Specialty pending Texas Department of Agriculture (TDA) approval. Dr. Ricardo Garcia, Executive Director for Ancillary Services, explained that the Texas Department of Agriculture (TDA) requires the District to maintain three months of (cafeteria) operations within the fund balance. TDA also mandates a school district spend down excess fund balance. Plainview ISD has $1,842,172 in the food service fund balance. Three months of operation is $675,174. PISD submitted to TDA a corrective action with plans to reduce exc4ess fund balance. TDA approved the plan. This particular expenditure is for 566 cafeteria tables to replace existing tables at a cost of $219, Motion to approve awarding the purchase of cafeteria tables to School Specialty pending TDA approval was made by Cheryl Dickerson, seconded by Adam Soto, and unanimously carried

5 Business Items - Consensus Agenda Motion to approve the items on the consensus agenda was made by Chery Dickerson, seconded by Adam Soto, and unanimously carried Approval to purchase Cross Country supplies in the amount of $4, using Fiscal budget. 2. Approval of Budget Amendment #4 of Other Items Resignations, Employments & Contractual Changes (April 20, 2018 May 17, 2018) Report of Payment of Bills - April Tax Collector s Activity Report / Hale County District Statement of Condition Upcoming Meetings June 21, 2018; Regular Board Meeting, Board Room, 6:00 p.m., Board Room.
