1 Bethalto, Illinois The Board of Education of Bethalto Community Unit #8 met at 5:30 p.m. to conduct a Student Disciplinary Hearing and then at 6:30 p.m. in Regular Session, Monday,, at the Dr. Sandra J. Wilson Administrative Services Center located at 610 Texas Boulevard. Presiding: Mr. Tom Beiermann Members Present: Mr. Middleton, Mr. Meiser, Mr. Woelfel, Mrs. Rothe, and Mrs. Walker. Members Absent: Mr. Whaley. Others Present: Dr. Jill Griffin, Superintendent; Mr. Justin Newell, Curriculum Director; Dr. Barrett Deist, Business Manager; and Mrs. Jennifer Weber, Pupil Personnel Services Coordinator. Minutes Taken By: Mrs. Walker and Mrs. Fitzgerald, Secretary. CALL TO ORDER At 5:24 P.M., the Special Meeting of the Board of Education of Bethalto Community Unit #8 was called to order. CLOSED SESSION At 5:25 P.M., it was moved by Meiser and seconded by Rothe to enter closed session to discuss a student disciplinary case as provided under Section 2(c)(9) as provided under Section 2(d)(5) of the Open Meetings Act (5ILCS 120/2). Roll Call: Yeas: Middleton, Meiser, Rothe, Walker and Beiermann. Nays: None. Motion carried At 5:48 p.m. it was moved by Walker and seconded by Meiser to return to open session. CLOSED SESSION At 5:52 P.M., it was moved by Walker and seconded by Meiser to enter closed session to consider information regarding the appointment, employment, compensation, discipline, performance or dismissal of specific employees of or legal counsel for the Board of Education as provided under Section 2(c)(1); to discuss collective negotiating matters between the Board and it s employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees as provided under Section 2(c)(2); to consider the purchase or lease of real property for the use of the Board, including meetings to discuss whether a particular parcel should be acquired as provided under Section 2(c)(5); to consider the sale or purchase of securities, investments, or investment contracts under Section 2(c)(7); and to to discuss litigation when an action against, affecting or on behalf of the Board has been filed and is pending in a court or administrative tribunal, as provided under Section 2(c)(11) of the Open Meetings Act (5ILCS 120/2). At 6:35 p.m. it was moved by Walker and seconded by Woelfel to return to open session. PLEDGE OF ALLEGIANCE The Regular Meeting began with the Pledge of Allegiance to the U.S. Flag. CONSENT ITEMS FINANCIAL It was moved by Meiser and seconded by Middleton that expenditures in the amount of $2,886, be approved for payment. (INSERT)

2 Page 2 MINUTES OF REGULAR MEETING It was moved by Meiser and seconded by Middleton that the open and closed session minutes of the Regular Meeting held on December 19, 2016 be approved as presented. Roll Call: Yeas: Middleton, Meiser, Woelfel, Rothe Walker and Beiermann. INFORMATIONAL ITEMS POSITIVE RECOGNITION AND GOOD NEWS MAKING 8 GREAT AWARDS DR. JILL GRIFFIN The Making 8 Great Award is going to be an award given to someone that has gone above and beyond to the students in our District. There are many people that go unnoticed for their efforts, and we would like to recognize them with an award that is made by the students in our Industrial Arts classes. Thank you to Mr. Short, Mr. Sitze and Mr. Callies for their design of the awesome bobble heads that will be used as our awards, using the 3-D printers at the high school to resemble the award recipient! This month s award goes to Makaya Ealey, one of our district Bus Riders. Dr. Griffin read a statement from Mrs. Heinz, Parkside Principal and one from Mr. Stratton, Director of Maintenance/Transportation. Ms. Ealey has been caring, classy and has gone above and beyond for a little boy who seems to have the weight of the world on his shoulders. She has shown that kindness and support will take him much farther than any bus ride would. ADOPT-A-FAMILY SCHOOL NURSES REPORT KAREN MARTIN Karen Martin, Nurse at CMHS, reported that the Adopt-A-Family program was able to help over 200 children (over 68 families)! Several different organizations or groups participated in donations, making this year s Adopt- A-Family program a huge success! Nurse Karen also informed those in attendance of the Blood Drive that Civic Memorial High School will be having on January 27, BCUSD8 UPDATED EVALUATION INSTRUMENT Mr. Newell presented the updated Evaluation Instrument to those in attendance. He explained the process the team had gone through to reevaluate the instrument, including the amount of time and feedback everyone put in to make this a success. The new evaluation has been tailored to meet the specific needs of our District, with a new observation checklist. The new process will also have fewer meetings between the teacher and the evaluator, lessening the number of indicators the teacher will be evaluated on. It will now be housed on the Google Drive instead of using Brecht s Database, which will be a cost savings! At the District Institute on February 17 th, the teachers and evaluators will be trained on the updated evaluation instrument. Dr. Griffin thanked Justin and the team for all of their long hours and hard work. DISTRICT FINANCIAL PROFILE Dr. Deist gave general background on the district s financial profile and what the scores on the profile means. Our score from was just released, and we rated a 2.45, which makes us on Financial Watch. Between the State s deep proration of the General State Aid and the district s elimination of two months worth of salaries by pushing those expenditures off until the next fiscal year and bundling obligations and payoff with the issuance of bonds, our rating has put us on the Financial Watch list for quite awhile. Then in , the rating dropped lower because those salaries that had been pushed off to the next fiscal year actually hit the books. Our district will most likely remain on the Financial Watch status because our Deficit Reduction Plan will not go into effect until To make significant changes, we must continue to cut expenditures, forgo any increases to our debt and deficit spending practices and begin sustainable financial planning.

3 Page 3 TRAVEL EXPENSE LIMITATION LAW Dr. Griffin address those in attendance regarding the new law on travel expenses that went into effect January 1, She explained that the Board Policy Committee has been meeting monthly at 7:30 a.m. to work through the policies that PRESS has given us to review. The new policies that will be acted upon tonight make the procedures for staff and board members the same. Going forward, Board Member expense requests will have to be approved by a roll call vote in open session. Pre-reimbursement will no longer be provided and agendas for conferences will need to be provided when getting approval to attend, so the approver will be able to see what meals are actually provided to the attendee. ADMINISTRATIVE REPORTS Reports/Updates were provided by the following administrators: Justin Newell, Curriculum Director Mr. Newell had nothing further to report on besides what was in his report submitted to the Board prior to tonight s meeting. Jennifer Weber, Pupil Personnel Services Coordinator Other than what was in Mrs. Weber s Board Report submitted prior to the meeting, she asked for prayers for one of our students who is fighting for her life in ICU at Children s Hospital. Dr. Deist, Business Manager Dr. Deist informed the Board that the district received it s last categorical payment from last school year. Projections now look like we are likely to receive the first categorical payment, will possibly receive the 2 nd, will potentially receive the 3 rd and most likely not receive the 4 th. Todd Hannaford, Bethalto East Primary School Principal In addition to the report submitted to the Board prior to the meeting, Mr. Hannaford informed everyone that Bethalto East has Pre-K screenings on Thursday, this week. Kim Heinz, Parkside Primary School Principal Ms. Heinz had nothing additional to share with the Board, other than her report given to the Board previously. Kim Wilks, Meadowbrook Intermediate School Principal Other than her report submitted previously, Mrs. Wilks informed everyone that Girls on the Run is starting up again! Dr. Kelly McClain, Trimpe Middle School Principal Dr. McClain echoed praise of Ms. Ealey, as she comes by Trimpe sometimes for lunch and interacts with the students and helps the Kitchen and Custodial staff when needed. Also there is an Edison s Night coming up for TMS families and Wrestling this week prior to the CMHS wrestling matches. Aaron Kilpatrick, Civic Memorial High School Principal The IL Essential 5 Surveys are in and CMHS has 21% parent involvement. IHSA Academic Achievement Awards had 8 fall sports represented! The volleyball team had a combined GPA of over 3.0! Pazzazz and Boys Bowling are competing in State Tournaments. Registration for the school year is starting! Mr. Kilpatrick also informed those in attendance that a very nice article was published in the Riverbender.com about the FreshMentors, which is part of the Conversations Towards a Brighter Future program.

4 Page 4 Kristen Brewer, Food Service Director Mrs. Brewer thanked the principals for working the sack lunches into their school improvement days. Bill Stratton, Director of Maintenance and Transportation Mr. Stratton had nothing in addition to the report submitted previously to the Board. Jay Stemmley, Director of Technology The first hurdle of state testing has been successfully passed! Dr. Jill Griffin, Superintendent We had a tour of West Star Aviation at our St. Louis Regional Airport last week! Our students from our CTE classes will be working in a program where the kids can potentially be placed into a job out of high school. Also the TMS and Bulls Wrestling will have some matches prior to the high school meet this week, which will be Senior Night. PUBLIC COMMENT (ACTION ITEMS) None. ACTION ITEMS APPROVE NEW BCUSD8 EVALUATION INSTRUMENT It was moved by Walker and seconded by Middleton to approve the new BCUSD8 Evaluation Instrument. APPROVE DISTRICT INSTITUTE DAY FEBRUARY 17, 2017 It was moved by Walker and seconded by Rothe to approve the District Institute Day on February 17, APPROVE RESOLUTION TO CREATE THE DISTRICT BUDGET FOR FY18 Dr. Deist explained that this had previously been done in June, however, moving forward this will be presented before the Board in January every year. It was moved by Beiermann and seconded by Meiser to approve the Resolution to Create the District Budget for FY18. APPROVE BOARD POLICIES 2:125, 2:125-E1 AND 5:60 It was moved by Walker and seconded by Meiser to approve Board Policies 2:125, 2:125-E1 and 5:60, as presented. APPROVE TRAVEL GUIDELINES AND EMPLOYEE TRAVEL REIMBURSEMENT REQUEST FORM It was moved by Walker and seconded by Meiser to approve the Travel Guidelines and Employee Travel Reimbursement Request Form, as presented.

APPROVE RESOLUTION TO REGULATE THE REIMBURSEMENT OF ALL TRAVEL EXPENSES FOR BOARD MEMBERS AND EMPLOYEES OF BCUSD8 It was moved by Walker and seconded by Woelfel to approve the Resolution to Regulate the Reimbursement of All Travel Expenses for Board Members and Employees of BCUSD8. At 9:22 p.m. it was moved by Rothe and seconded by Meiser to return to open session. PERSONNEL NON-CERTIFIED RETIREMENT SUE LINGLE SPECIAL EDUCATION TEACHER AIDE It was moved by Middleton and seconded by Meiser to approve accept the retirement of Sue Lingle as Special education Teacher Aide at Bethalto East, effective end of school year. NON-CERTIFIED RETIREMENT SHARON NOLTE BUS DRIVER It was moved by Rothe and seconded by Meiser to accept the retirement of Sharon Nolte as Bus Driver, effective end of school year. NON CERTIFIED RESIGNATION ARYN (JADE) RONGEY READING AIDE It was moved by Walker and seconded by Beiermann to accept the resignation of Aryn (Jade) Rongey as Reading Aide at Parkside Primary, effective 1/20/2017.

6 Page 6 NON CERTIFIED TRANSFER NANCY FERGUSON KITCHEN HELPER It was moved by Walker and seconded by Middleton to approve the transfer of Nancy Ferguson, Kitchen Helper, from CMHS to Meadowbrook Intermediate, effective 1/18/2017. NON-CERTIFIED EMPLOYMENT PAM LONG READING AIDE It was moved by Meiser and seconded by Middleton to employ Pam Long as Reading Aide at Parkside Primary, effective 1/23/17 through the end of the school year. Nays: None. Motion carried EXTRACURRICULAR EMPLOYMENT HALSTEAD SELBY SET DESIGNER, CMHS It was moved by Meiser and seconded by Woelfel to employ Halstead Selby as Set Designer (Spring Play) at Civic Memorial High School. Roll Call: Yeas: Middleton, Meiser, Woelfel, Rothe, Walker and Beiermann. VOLUNTEER COACH KAYLEE WEBER SOFTBALL It was moved by Middleton and seconded by Meiser to approve Kaylee Weber as Volunteer Softball Coach. VOLUNTEER COACH DUSTIN DEVENING BASEBALL It was moved by Woelfel and seconded by Middleton to approve Dustin Devening as Volunteer Baseball Coach. STUDENT DISCIPLINARY ACTION CASE # It was moved by Beiermann and seconded by Middleton to approve the Resolution Authorizing Student Disciplinary Action on Case # APPROVE SALARY FREEZE FOR ALL CERTIFIED ADMINISTRATORS FOR THE SCHOOL YEAR, EXCLUDING THOSE CURRENTLY ON THE RETIREMENT TRACK It was moved by Walker and seconded by Woelfel to approve a salary freeze for all Certified Administrators for the school year, excluding those currently on the retirement track. APPROVE 5% PAY CUT FOR BUSINESS MANAGER (CSBO), CURRICULUM DIRECTOR AND SUPERINTENDENT OF SCHOOLS FOR SCHOOL YEAR It was moved by Woelfel and seconded by Rothe to approve a 5% pay cut for the Business Manager (CSBO), Curriculum Director and Superintendent of Schools for the school year. PUBLIC COMMENT None.
