1 Regular Meeting Minutes -1- December 18, 2018 MINUTES FOR THE REGULAR MEETING OF THE COUNCIL OF THE BOROUGH OF WALDWICK HELD ON TUESDAY, DECEMBER 18, 2018 AT 7:30 PM Mayor Giordano called the meeting to order and read the Statement of Compliance. Mayor Giordano asked for a roll call. Present on roll call: Mayor Giordano, Mr. Bjork, Mr. Farricker, Mr. Schatz, Mrs. Dellavechia, and Mr. Sciolaro. Mr. Oravetz was absent. Also present: Kelley Halewicz, Municipal Clerk and Craig Bossong, Borough Attorney. Mayor asked everyone to join in the Pledge of Allegiance and remain standing for the prayer. Proclamations & Presentations None. Reports of Committees and Mayor s Report Mayor. Mayor Giordano wished everyone a Merry Christmas and Happy New Year. He announced the Reorganization Meeting will take place on Wednesday, January 2, 2019 at 7:30 pm. He discussed that that calendars are at the printer. Mayor Giordano announced the Centennial Committee met and they have put together a preliminary itinerary of events for the 100 th Anniversary of the Borough including a coin and t-shirts. Finance & Administration. Mr. Sciolaro reported Wednesday, December 19, will be the last meeting of year for the Library Board of Trustees. Public Safety Committee. Mr. Schatz reported that he attended the Planning Board and the Ambulance Corps. meeting Monday night. Recreation & Health Committee. Mrs. Dellavechia had no report at this time. Buildings & Grounds Committee. Mr. Farricker reported the he attended the Christmas Tree Lighting on December 7. He mentioned that the next Chamber of Commerce 5K Race meeting will be January 7, He also attended the Veterans Dinner on December 14, and then the breakfast on December 9 where they collected toys along with a $5 admission. Public Works Committee Mr. Bjork reported that the DPW is nearly finished collecting leaves for the fall season. He mentioned that the DPW is also preparing for any future snowfall. Fire & Police Protection Committee. Mayor Giordano reported on Mr. Oravetz s behalf stating that there was a dryer fire recently in town. Mutual aid was called in where other towns stood in place at the Waldwick Fire House while the WFD took care of the ongoing fire.

Jessica Guerra Requests to Use Park B on July 27, 2019 with rain date on August 3, 2019 from 12:00 pm 6:00 pm for a Birthday Party 3. Girl Scout Troop Requests to Use the Ambulance Corps Building from 4:15 pm to 5:30 pm for Various Dates in 2019 Attached for Troop Meetings 4. Anthony Sutera Requests to Use the Ambulance Corps Building from 6:30 pm 8:30 pm on Various Dates in 2019 Attached for Cub Scout Den Meetings 5. Brian Coombs Requests to Use the Ambulance Corps Building on January 23, 2019 and February 27, 2019 from 6:00 pm 7:00 pm for Cub Scout Meetings 6. Approval of Jack Etterbeck into the Waldwick Junior Fire Department 7. Accepting the Resignation of Kyle G. Carty as Communications Officer (D) Resolution No Payment of Vouchers Finance (E) Resolution No Approval of Budget Appropriation Transfers (F) Resolution No Cancellation of Taxes, Block 128 Lot Vernon Court (G) Resolution No Award Bid for Renovations to the Waldwick Senior Center to LKL Contracting Motioned by: Mr. Bjork Seconded by: Mrs. Dellavechia Discussion. Mr. Bossong commented on Resolution Cancellation of Taxes. He reported that religious institutions are allowed a parsonage where a priest/rabbi lives. Since no one was living in that parsonage, they didn t qualify for the cancellation of taxes. The priest is now using the quarters, but the tax bills already went out, thus needing to create the resolution to cancel the taxes on it. Mayor Giordano asked that no events be scheduled at the Ambulance Corps. as it will be under renovations from January to March Mr. Sciolaro commented on Resolution No Award Bid for Renovations to the Waldwick Senior Center. He reported that this is funded from the Community Development Block Grant the Borough received. The renovations must be completed by April 1, 2019 otherwise the Borough will lose the grant. He stated that unfortunately the room will be closed off temporarily until the renovations are complete. He then commented on Resolution No Approval of Budget Appropriation Transfers. He reported that this is an annual exercise that moves money from one
3 Regular Meeting Minutes -3- December 18, 2018 department line item to the another so that certain costs are covered. There will be no additional spending, this is just as adjustment to the budget so that everything is balanced properly. Reports of the Department Heads Clerk (A) Nixle Engage Police and Borough Mrs. Halewicz reported that the Police Department currently uses Nixle s program, however it expired Monday night. The Borough uses Swift Reach for the weekly blasts and other communications. She went through the webinar with the police department on Nixle Engage, where they learned that the program is very helpful to the Borough and the Police. Mrs. Halewicz suggested that we end our contract with Swiftreach in February 2019 and switch to Nixle Engage. It will cost $3500 a year with a one-time setup fee of $280. This will make it so that there is one database for both departments. Mr. Sciolaro replied stating that he spoke with Mrs. Halewicz about this before and agrees that it will be beneficial to the Borough. (B) Recycle Coach Mrs. Halewicz reported that the Recycle Coach is provided to the Borough free of charge by the NJDEP. The system helps residents find information about garbage/recycling through a computer or phone app. Residents can set up alerts for garbage days, report issues to the Borough, etc. Mr. Bjork commented stating that he looked at the app and found it very user friendly. (C) Recycling Schedule for 2019 For 2019 the recycling days will alternate every week on Wednesdays for cardboard and commingled. Mrs. Dellavechia asked about the residents who don t receive blasts. Mrs. Halewicz replied stating that those residents call us in the Borough and that we also distribute recycling flyers. Advertised Business Mayor Giordano asked the Clerk to read Ordinance No by title. Ordinance No AN ORDINANCE REPEALING CHAPTER (g) ENTITLED CATS, LICENSES IN ITS ENTIRETY Council comments. Mrs. Halewicz stated that it s not required by the State of New Jersey to license cats, and that Waldwick has registered a very small number of them in the last couple of years. Mrs. Dellavechia stated that during the 2019 Council meetings they will discuss other options for cats. Public comment. None.

This ordinance will go into effect immediately after approval and publication according to law. Moved by: Mr. Farricker Seconded by: Mrs. Dellavechia Mayor Giordano asked the Clerk to read Ordinance No by title. Ordinance No AN ORDINANCE TO AMEND CHAPTER 48, SECTION 63-3 ENTITLED PERMIT REQUIREMENTS PURSUANT TO CHAPTER 63-3 ENTITLED PARK AND RIDE LOTS TO MAKE PARKING PERMITS NON-TRANSFERABLE Council comments. Mrs. Halewicz stated that residents who are currently on the train station parking wait list were getting bypassed because certain residents were transferring their permits to their friends. Mr. Sciolaro stated this ordinance is to stop permit holders from doing so and giving a fair chance to those on the wait list. Public comment. Shi Chen, 139 Manhattan Ave asked if he could take his daughter s place on the wait list, to which the Council responded that he can. Ted Sanzo, 9 Kennedy Drive asked if you can change your registered vehicle. Mrs. Halewicz replied stated that residents need to show proof and let us know if anything changes. Greg Petretti, 94 Van Blarcom, Wyckoff asked if he could keep the permit in his family, even though the permit was his mother s. Mr. Bossong replied stating that by doing this, he is starting to defeat the purpose of this ordinance. It was decided that Mr. Petretti must change his registration to match the cars registered under the name on the permit. Mayor Giordano closed the Public comment. Ordinance was advertised and on second reading is adopted. This ordinance will go into effect immediately after approval and publication according to law. 5 Regular Meeting Minutes -5- December 18, 2018 Unfinished Business None. New Business Mr. Bjork asked if District 6 should get another curbside leaf pick up. It was decided that the DPW will go back and collect whatever leaves are left. The consensus was that there be an additional and final pickup in District 6. Mr. Farricker stated that he reached out to the two teenagers who saved a Waldwick resident s life recently, however, they were away at school. He stated that James Reardon and Chris Cameron should be recognized for their efforts and gave out the Mayor s contact information to their families. Mayor Giordano stated that Audrey Meyers, CFO of Valley Hospital, thanked the Council for honoring her employee Jackie Backhaus, who saved a Waldwick resident s life at the last summer concert held this year. Public Comment Al Cauldon, 9 Dante Place thanked Councilman Farricker for his time serving the town all of these years. He then asked if animal oxygen masks are provided by the town. Mayor Giordano stated that someone donated the masks to the Fire Department. He then wished everyone a Merry Christmas. Closed Session Resolution No Authorize Closed Session WHEREAS, Section 8 of the Open Public Meetings Act (N.J.S.A. 10:4-12(b)(1-9) permits the exclusion of the public from a meeting in certain circumstances; and WHEREAS, the Mayor and Council is of the opinion that such circumstances exist. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Waldwick, County of Bergen, State of New Jersey, as follows: The public shall be excluded from discussions of the closed session. The general nature of the subject matter to be discussed is as follows: Personnel Matters DPW/Police Contract negotiations It is anticipated at this time that the above stated subject matter will be made public within 60 days or as soon thereafter as it is deemed to be in the public interest to do so based on the conclusion of the matter.
