SAVIDGE SENTINEL Serving The Letter Carriers of Olympia, Lacey, Tumwater and Shelton, WA since 1892 VOLUME 38, ISSUE 10 OCTOBER 2014 OFFICIAL NOTICE NOMINATION AND ELECTION OF OFFICERS AND DELEGATES BRANCH 351 OLYMPIA, WASHINGTON This is an official notice to the membership of Branch 351 that nominations for the positions listed below and Delegates to the 2015 Washington State Association of Letter Carriers State Convention are open. The Branch President will be an automatic delegate to the State and National Conventions that will take place during the President s term of office. Nominations for officers and convention delegates of Branch 351 will be held at the regular Branch meetings on October 2 & November 6, 2014, 7:00 PM, at 119 ½ Capitol Way N, Olympia, WA All Branch 351 members are eligible for nomination, with the exception of those in supervisory positions or within two years following termination of supervisory status. Nominees must attend six of the twelve meetings before the convention to be eligible as expenses-paid Convention Delegates. Nominations will be received from the floor or may be submitted in writing. Nominees must be present to accept or may indicate their acceptance in writing. Written nominations must be in the possession of the Recording Secretary no later than 8:00 PM, November 6, The election will be conducted by secret mail ballot ( if a position has two nominations). The ballots will be mailed to all eligible members at least 20 days before the election. The election will be held on December 4, Ballots must be received no later than 7:00 PM, the day of the election. Write-in ballots will not be counted for any position, but will not cause the entire ballot to be invalidated. Nominations will be held for the following Branch Offices: President Vice-President Sec/Treasurer Recording Secretary Editor Director of Retirees MBA Representative Health Benefit Representative Sergeant at Arms WebMaster Two Trustee s *The term of office will be for two (2) years beginning January 1, 2015.
2 PAGE 2 CLARK V. SAVIDGE SENTINEL President s Report: Oct By Al Floyd Students have gone back to school, so that must mean that summer is over. I hope everyone had an enjoyable summer in the sun. A lot of people had been crying about the weather being hot, but it was summer, it s supposed to be. I know I enjoyed it. Yes, at times it was difficult to sleep, with the heat not braking until the late night or early morning hours, depending on your sleeping habits, but I look at it as; this is summer time. Also with those nice long warm summer days were the cookouts. There has always been something about the smell from a grill that just made you feel good. It didn t matter what kind of day you had, when you smelled the aroma from a grill, you would start getting that tingly feeling, then a smile comes on your face because now you re starting to think what do you want to put on the grill; Hot Links, Ribs, Burgers, Chicken, Salmon, peppers and asparagus oh my!!! Speaking of cookouts, the Branch had its annual picnic and it was very nice. Big cuddles to all who helped in the preparations for the event and to those who just came and jumped right on in and started helping; Rick Zass, Francine Roper, Yolanda Dela Cruz, Vicki Dickerson s husband Herman, who helped cook, Al s girlfriend Yolande, Vince Corsi and his wife and Mean Dean s wife, Joni for the BBQ sauce. As usual, there was plenty of food and good times to be had by everyone, but I m not sure if I ll be doing the wheel-barrel race ever again and diffidently not with Superman Vince who wanted to travel the length of a football field well maybe not the full length of a football field, but it sure felt like it. Haha! I said it before and I ll say it again, these picnics are put on for the enjoyment of coming together outside of the work environment and just have a nice time. When you don t show, we miss on that opportunity to laugh, talk and joke around with a friend. Life is too short, and with the way people have been retiring, this is a very simple and easy way to make and keep bonding memories. Safety Life is nothing without friendship. Owen Felltham Safety always has and always will begin with you. Safety is not to take a backseat to anything. You can disobey a direct order from the Distract Manager if that instruction will cause you harm. So with that being said, please take the time necessary to complete your assignments in a safe, efficient and professional manner. Report any and all unsafe situations to management and make sure they follow through with abating that unsafe situation; moss growing on sidewalks, inform management so they can inform the city. If you slip on that moss, management is claiming it to be preventable because you should not have walked on it. Management is telling you to use your best judgment, then turning around and saying you didn t use sound reasoning. With the delivery of packages on Sundays and, heck, everyday for that matter, replacement carriers need to know about dog issues on the routes. Dog warning cards should be filled out and cased up everyday!!! Please understand, this isn t about you regular carriers because you know about the dogs. This is for the replacements. So please take the time, make a concerted effort to identify the customers on your routes with dogs and especially the dogs that will attack, because you would hate to learn that a replacement carrier got bit and you didn t give them a heads up.

Mailings upside-down Management at the Processing facility will continue to be notified so they can address it with the employees who are dumping the mail improperly. Accountable mail in the DPS Management will speak with processing facility about running program that will pull the accountable items. Mail coming in reverse order The system must be corrupt. Management will look into it. Parking stalls painted and numbered Hopefully completed by end of the month. For Lacey, must speak to the owner, but it is added on to the work order to be completed. Return to office raise the barcode higher on the dock support Posting the minutes No problem. Will be done. No problem. Will be done. Main Office- Will be posted on board with the ODL equitability Lacey Station - TBA Supervisors managing by cell phones Supervisors will be instructed to manage and rely on the carrier s cell phones. To go on the street more and observe. Spreading the mail in the morning Receiving 1 st and 2 nd class mail earlier

Dusting Cases- To be done quarterly Window coverings in locker-rooms Now looking to put a tint on windows. Badge reader - Now operational at Lacey. Equipment line out Main Office Management is going to reconfigure the layout of the parcel hampers and the hotcase, then lay down the equipment line. Staples/USPS plan: Bad for customers, employees July 12, 2014 The NALC s Executive Council has voted to endorse the boycott of the Staples office supplies chain because of the Postal Service s plan to set up knock-off post offices in Staples stores staffed by store employees, not USPS employees sworn to safeguard the mail. The Postal Service was misguided in when it tried to outsource letter carrier work, and it is equally misguided now, NALC President Fredric Rolando said. The low road of outsourcing never works. Postal management rejected the APWU s efforts to staff the Staples postal outlets with highly skilled career employees who serve this country so well every day. The USPS should either renegotiate the terms of its Staples pilot test with APWU or scrap it altogether. Chief Steward s Report By Al Floyd Main Office: 2 grievances for Work Assignment carrier s overtime being worked by ODLers, were resolved by the Dispute Resolution Team in favor of the Union. The two carriers were to be paid for missed work opportunities. Main Office: 1 discipline grievance was resolved the Dispute Resolution Team deciding that management did not have just cause to issue discipline for the length of time that they wanted. Main Office: Grievance for management not complying with DRT decision to retrain CCA s within a specific time frame was resolved. The CCA s that were impacted and improperly worked, as well as the ODLers who lost work opportunities, will receive lump sum payments.

Main Office: Grievance for carrier s request for a transfer that was denied, has been impasse to Arbitration by the Dispute Resolution Team. Main Office: No grievance filed, but we are working at trying to get routes C-89 and C-68 made into full-time positions through the additions of collection points. Installation: Long, long fought grievance for work being given to contractors; Ship Wreak Beads, Safeway and UniVera, almost at an end. Will keep you posted. Brain Tease: Oct. By Al Floyd 1. A vacant full-time assignment comes up for bid. A carrier who has been on light duty for a month wants to bid. The Postmaster told him/her they cannot bid. Is the Postmaster right? A Yes B No C Maybe 2. A letter carrier that requested a temporary light duty assignment paid for the medical statement from his doctor. It cost him a $20.00 co-pay. He wants the Steward to file a grievance to be reimbursed for the co-pay. Is this grievable? A Yes B No C Only a portion 3. A letter carrier that request permanent light duty has worked for the Postal Service for 10 years. He quit the Service for 2 years. Can he request permanent light duty? Yes No
6 Minutes of Meeting: September 4th, 2014 The meeting was called to order at approximately 7:00pm, at the Labor Temple, on 119 ½ Capital Way N. Olympia. Nine members were in attendance. The Pledge of Allegiance was led by President Floyd. Roll Call of Officers: All Branch Officers were present with the following exceptions, Ron Barron, Lisa Wooden and Juli Greenhalge excused. MBA and HBR are vacant. Minutes of the Previous Month: A motion was made to accept the August minutes as printed, seconded and carried. MBMR Raffle: Vince Corsi was the September raffle winner. He chose the Domino s gift card. Applications for Membership: None Communications: Veterans What to do if I need to change my Veterans Preference rating See Al Floyd, he has the paperwork you need to submit. Washington State Labor Council Meeting of the Minds workers compensation conference to be held Oct 9-10 th, at the Red Lion Hotel. U.S.Dept. of Labor, Financial Recordkeeping, September 23, 9-11am at Teamsters, in Tukwila. Phone Banking, Thursday, September 25, 6 to 8 pm. Committees: Need someone to step up and lead the Retirement Party. We need volunteers for the Election Committee. MBA: No Report. HBR: No Report. Unfinished Business: None New Business: None Good of the Association: D.C. lobby trip March 9-10 th, 2015, see Al for details. Thank you from Debbie Dixon to Vince Corsi for a grievance settlement. Collected $ at the summer picnic for MDA. Dave Beck was the 50/50 winner, he gave back his winnings. Treasurer s Report: A motion was made to accept the Treasurer s Report as printed, seconded and carried.
