Ad-hoc Committee on Petroleum Industry Bill: Hon. Ishaka Mohammed Bawa: "That the House do resume consideration of the Report of the Ad-hoc Committee on Petroleum Industry Bill on a Bill for an Act to Provide for the Establishment of a Legal, Fiscal and Regulatory Framework for the Petroleum Industry in Nigeria and for Other Related Matters, (HB. 383) and (HB. 360) and approve the recommendations therein" (Adjourned consideration: 20/5/2015). 8. Ad-hoc Committee to investigate the Alleged Shady Deals Involving the Hon. :\1inister of Petroleum Resources: Hon. Ajibola S. Muraina: "That the House do consider the Report of the Ad-hoc Committee to investigate the alleged shady deals involving the Hon. Minister of Petroleum Resources, the Nigerian National Petroleum Corporation (NNPC), the Nigerian Petroleum Development Company (NPDC), Shell Petroleum Development Company (SPDC), Atlantic Energy Drilling Concept Ltd, Septa Energy Ltd and any Other Entity with respect to the Farm-out or Allocation of Oil Mining Leases (OMLs) 4, 26, 30, 34, 38,41 and 42 and approve the recommendations therein (Laid: 13/212014): (i) that operators in the Oil Industry should deliberately encourage openness/transparency in their operations;

Sylvester Ogbaga: "That the House do consider the Report of the Committee on Commerce on a Bill for an Act to Establish the Chartered Institute of Loan and Risk Management of Nigeria, to Provide for rhe Control of its Membership ami to Promote the Practice of Loan and Risk Managemern in Nigeria; and for Other Matters Connected Therewith (HB, 593) and approve the recommendations therein" (Laid: 26/2/20 IS) 11. Sylvester Ogbaga: "That the House do consider the Report of the Committees on Commerce, and Labour, Employment and Productiviry on a Bill for an Acr to Establish the Nigerian Institute of Social Work to Regulate the Pracrice of Professional Social Work in "igeria: and for Other Related Maners (HB. 365) and approve the recommendarions therein" (Laid: 31/ I0/2D 13). 12. Ad-hoc Committee on Alleged Diversion of Crude Oil: Hon. Friday Itulah: "That the House do consider the Report of rhe Ad-hoc Committee on Alleged Diversion of Crude Oil Deposit at Stubbs Creeks Marginal Field by Universal Energy Resources Limited and approve the recommendations therein" (Laid: 20/5/20IS): (i) rhat the Department of Petroleum Resources (DPR) should revoke the operational licence of Universal Energy Resources Limited for its unwholesome and illegal practices and diversion of crude oil in violation of laid down rules and guidelines for oil exploration in Nigeria: (ii) that the Economic and Financial Crimes Commission (EFCC) should further invesrigare with a view to prosecuting the Managing Director of the Company and other culprits involved in this economic crime: (iii) that the Economic and Financial Crimes Commission should further investigate the Nigerian Security and Civil Defence Corps (NSCDC), Akwa [bam State Chapter for its overt and covert role in the alleged diversion of crude oil in the area; (ivi that the Department of Petroleum Resources (DPR) be further strengthened anel empowered to perform its mandatory oversight duties in order to prevent future occurrence of sucl: illegal activities in the sector: (v) thar the Mbo Youths, His Royal Highnes«. the Chairman of the Unyenge Counc.l of Chiefs. Ovong Xavier l.k pe and the entire community be commended for their patriotism and proper exercise of their civic responsibility.

5 ,," Tuesday, 2 June, Committee on Public Petitions: Report all the Petition by System Numeric Limited: Hon. Uzo Azubuike: "That the House do consider the Report of the Committee on Public Petitions on the Petition by System Numeric Limited against the National Lottery Regulatory Commission (NLRC) on alleged irregularities in the bidding process and award of Contract forthe Procurement of a Cloud Technology Lottery Platform as a Service (LPAAS) Project and approve the recommendations therein" (Laid: 21/5/2014): (i) that System Numeric Nigeria Limited, one of the two Companies that bided for the award of contract for the procurement of a Cloud Technology Lottery Platform as a Service (LPAAS) Project and having met all the requirements in the bid exercise, and in consideration of the scheming and machination that attended the bid exercise, all in the effort to award the contract to a faceless organization, the Committee recommends that the House do direct the Government to award the contract for the procurement of a Cloud Technology Lottery Platform as a Service (LPAAS) to System Numeric Nigeria Limited; (il) that effort should be stepped up to unmask the people behind the so called e-garnes Technologies Africa Incorporated, as available evidence showed that the Company has no identity or address, and that the culprits should also be sanctioned accordingly; (iii) that in view of the expected huge revenue from the lottery business which the Lottery Commission put at NS,OOO,OOO,OOO.OO (Five Billion Naira) monthly, which at present is being lost to unpatriotic Nigerians as a result of the absence of established Information Technology (IT) Agency to monitor and collate proceeds in the sector, the Government should fast-track the process leading to the award of this contract.
