4 SENATE COMMITTEE ON NON-DEGREE STUDIES BYLAWS Approved: November 3, The Committee on Non-degree Studies shall consist of: the Associate Vice- President Academic or designate; the Director of the Office of Open Learning or designate; four faculty members; the Chief Librarian or designate; and three students (one or more of whom shall be a non-degree studies student if possible). The Associate Director, Finance, Learner Services and Human Resources, Open Learning, shall be a non-voting member of the committee. 2. The Committee on Non-degree Studies has the responsibility to: a) formulate and offer advice to Senate consistent with that body s responsibilities for development and oversight of educational policy as it concerns non-degree programs for which a University of Guelph credential is awarded; b) assist Senate in overseeing the implementation of educational policy as it concerns such non-degree programs; c) support the priorities of Senate; d) make contributions that will enhance the overall academic reputation of the University and reflect the full range of Senate s responsibility for the educational policy of the University; e) identify strategic priorities for the coming academic year and submit them annually through the Priorities and Planning Committee to Senate along with a report outlining the Committee s accomplishments for the current year. 3. The Committee on Non-degree Studies will: 3.1 In general, advise and, where appropriate, make recommendations to Senate concerning: (a) statements of educational goals and standards pertaining to non-degree programs at the University. This includes the University Learning Objectives and matters pertaining to internationalism and student financial accessibility at the non-degree programs level. (b) policies pertaining to academic and educational plans, priorities, and developments affecting non-degree programs at the University. (c) the implementation of Senate-approved statements, policies and programs affecting non-degree programs and matters that bear on the formulation or further development of Senate policy. 5 3.2 For Non-degree Credit Programs, acting on Senate s authority, subject to subsequent report to Senate, decide upon: (a) the introduction of new non-degree programs or changes to existing programs (including course additions and deletions), taking into consideration the academic philosophy and planned directions of the University, the coherence of proposed programming, the relevant internal and external criteria for the evaluation of such programs. 3.3 For Academic Standards, Admission, Evaluation and Completion Requirements, advise and, where appropriate, make recommendations to Senate concerning: (a) policy matters relating to academic standards, admissions standards, evaluation, and the granting of non-degree program certificates and diplomas. 3.4 Acting on Senate s authority, approve: (a) candidates for non-degree certificates and diplomas in a manner consistent with the Senate-approved policies and programs for non-degree programs. 4. In all cases, policy and program decisions made by the Committee on Nondegree Studies or recommended by the Committee and approved by Senate, shall be reflected in the text of relevant University publications. 5. The Committee has the authority to establish sub-committees and working groups with such duties and delegated authority as deemed necessary. Such decisions will be taken with due regard to any Senate guidelines concerning the establishment and operation of such sub-committees and working groups. 6. The Committee may elect to delegate routine decisions within its authority to appropriate units offering non-degree programs which shall provide periodic reports to the Committee on Non-degree Studies about actions taken so that all such matters may be considered and reported by the Committee to Senate, as appropriate. All such delegated decision-making shall be consistent with relevant policies established by the Committee and/or Senate. The Senate Committee on Non-degree Studies is asked to, RESOLVE, that the minutes of the March 1, 216 meeting be approved, as presented. b) Business Arising Senate (Amended Policy on the Establishment of Non-degree Certificates or Diplomas) At its meeting on April 4, 216, Senate approved the revised Policy on the Establishment of Non-degree Certificates or Diplomas. Senate (Non-degree Program Reviews) At its April 4, 216 meeting, Senate received the quality review reports for the Diploma in School Board Administration, Certificate in Information and Communication Technology Management, and Certificate in Freedom of Information and Records Information, for information. Welcome and Approval of the Agenda The Chair called the meeting to order and welcomed members to the meeting. In light of the unexpected regrets for today s meeting, it was confirmed that quorum had been achieved. a) Approval of the Agenda On a motion duly moved and seconded, it was RESOLVED, that the March 1, 216 meeting agenda be approved, as presented. 2. Approval of the Minutes a) Minutes of November 3, 215 The minutes of the meeting of November 3, 215 were included with the meeting materials for consideration. On a motion duly moved and seconded, it was RESOLVED, that the minutes of the November 3, 215 meeting be approved, as presented. b) Business Arising Members attention was drawn to the items included under business arising. There were no questions. 3. Non-degree Program Reviews The materials for the program reviews were included in the meeting materials. Ms. Michelle Fach explained that all three of these programs are part of a portfolio of programs for school board officials and therefore, her comments are reflective of all the reviews. 10 Senate Committee on Non-degree Studies Minutes of March 1, 216 Ms. Fach noted that Open Learning and Educational Support has had a long-standing relationship with the Ontario Association of School Business Officials (OASBO) and that they work with them to provide programs that meet their professional development and skill development needs. The University currently has seven programs based on the needs of school board professionals. Members commented on the fine quality of the reviews and expressed gratitude to Ms. Fach and Open Learning and Educational Support for their continual great work. There were no questions. a) Diploma in School Board Administration Members agreed that the program review was satisfactory. On a motion duly moved and seconded, it was RESOLVED, that the Senate Committee on Non-degree Studies accept the quality review report for the Diploma in School Board Administration, as presented. [Ms. Fach abstained from the vote.] b) Certificate in Information and Communication Technology Management Members agreed that the program review was satisfactory. On a motion duly moved and seconded, it was RESOLVED, that the Senate Committee on Non-degree Studies accept the quality review report for the Certificate in Information and Communication Technology Management, as presented. [Ms. Fach abstained from the vote.] c) Certificate in Freedom of Information and Records Information Management A member noted that a student comment mentioned overlap between courses and use of activities. Although it was difficult to interpret the student s statement, Ms. Fach informed members that they are aware of this concern and will ensure it is taken into consideration for future planning. A discussion followed regarding other aspects of the materials contained in the review report. Questions regarding the review report were answered to members satisfaction. 11 Senate Committee on Non-degree Studies Minutes of March 1, 216 On a motion duly moved and seconded, it was RESOLVED, that the Senate Committee on Non-degree Studies accept the quality review report for the Certificate in Freedom of Information and Records Information Management, as presented. [Ms. Fach abstained from the vote.] 4. Changes to Existing Non-degree Programs Evidence of consultation for the proposed changes was distributed to members at the meeting. Copies of those additional materials can now be found in the on-line version of the meeting package. a) Creative Writing Certificate Ms. Fach reviewed the changes to the Creative Writing Certificate including the creation of two courses from one existing course to allow coverage of two different writing genres, one course addition, and a course name change. Referencing the documentation circulated and included in the meeting package, she informed members that the proposed changes for this certificate better meet the needs of the students. The Chair noted his pleasure at the growth of the program. There were no questions. On a motion duly moved and seconded, it was RESOLVED, that the changes to the existing Creative Writing Certificate be approved, as presented. [Ms. Fach abstained from the vote.] b) Diploma in Equine Studies Ms. Fach reviewed the change to the Diploma in Equine Studies. There were no questions. On a motion duly moved and seconded, it was RESOLVED, that the changes to the existing Diploma in Equine Studies be approved, as presented. 12 Senate Committee on Non-degree Studies Minutes of March 1, 216 c) Equine Science Certificate The Chair noted that the course name change better reflects the content of the course. There were no questions. On a motion duly moved and seconded, it was RESOLVED, that the changes to the existing Equine Science Certificate be approved, as presented. [Ms. Fach abstained from the vote.] 5. Policy on the Establishment of Non-degree Certificates or Diplomas a) Proposed Amendment to the Policy on the Establishment of Non-degree Certificates or Diplomas The Chair explained that the proposed changes to the Policy on the Establishment of Nondegree Certificate or Diplomas more clearly define what constitutes a non-degree diploma program by including the total number of instructional hours. In response to a question regarding how the minimum of 28 hours was derived, Ms. Fach explained that she reviewed the current non-degree diploma programs and found that there were not any diploma programs with a requirement of less than 3 hours. Also, given the additional rigor required for diploma programs, Ms. Fach determined that a minimum of 28 hours was fair. Ms. Fach also confirmed that a comparison with other institutions was done and that this was consistent with other institutions. On a motion duly moved and seconded, it was RESOLVED, that the Senate Committee on Non-degree Studies recommend the Policy on the Establishment of Non-degree Certificates or Diplomas to Senate for approval. 6. Quality Review Schedule: a) Status of Non-degree Program Quality Reviews for The Chair was pleased to confirm that the Committee completed all the reviews scheduled for the session. The Chair noted that the Equine Veterinary Technician Certificate Program, which was originally part of the review schedule will now be reviewed in Minutes of March 1, 216 [Sign-back Motion] Page 12 of 26

13 Senate Committee on Non-degree Studies Minutes of March 1, Other Business a) Committee Evaluation The Chair reminded members to participate in the evaluation surveys that will be circulated in April. Members were advised that if no items come forward for consideration, the May meeting would be cancelled and materials would be circulated electronically instead. The ultimate goal of the evaluation survey is to support maximum individual committee effectiveness and satisfaction. The results the survey are enclosed for information. Other Business Electronic Meeting/ Sign-back: April 28, 216 b) SCNS Accomplishments Report Every year, Senate Standing Committees are required to submit an Accomplishments Report to the Senate Priorities and Planning Committee (SPPC) on their work, activities, and accomplishments relative to each committee s bylaws, mandate and membership. The SPPC then provides a summary report to Senate on the work accomplished at the end of each academic year, identifying goals achieved. Due to the Strategic Renewal process undertaken in , rather than establishing particular priorities for Senate, it was agreed that the work of the Standing Committee s would continue to process the regular business of Senate, each according to its mandate. A draft of the SCNS Accomplishments Report for , prepared by the Committee Chair, is enclosed for members review and comment, prior to presentation to the SPPC. Members are invited to submit comments to the University Secretariat via at univsec@uoguelph.ca or to the Chair, Dr. Olaf Berke, via at oberke@uoguelph.ca by no later than 5: pm on Monday, May 9, 216. 25 SENATE COMMITTEE on NON-DEGREE STUDIES Accomplishments Report Chair: Olaf Berke Note from the Senate Priorities and Planning Committee: Over the session, the University has embarked on a strategic planning renewal process. As a result, it was agreed that rather than establishing particular priorities for Senate this year, work would continue generally towards Senate s multi-year priorities, with the Senate Standing Committees continuing to process the regular business of Senate, each according to its mandate. Once the renewed Strategic Plan is approved, there may be directions and recommendations that emerge for Senate s consideration that will inform and shape next year s priority setting process. This year, each Senate Standing Committee is invited to reflect on its work, activities, and accomplishments relative to its own bylaws, mandate, and membership.
