1 A Bill to Secure America s Sidewalks Prelim Round 1 BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: Article I: Services for the short-term rental of scooters, bicycles, and similar personal means of conveyance shall be prohibited from operating unless and until they incorporate technical means to enforce customers compliance with local regulations. Article II: At a minimum, these means should ensure operation in compliance with local traffic law, ordinances relating to the use of protective equipment, and regulations regarding the use of sidewalks and pedestrian areas. Article III: This legislation will take effect immediately and supersede or amend all applicable legislation. Article IV: This legislation will be implemented by the US Department of Transportation and other agencies as applicable, including state transportation authorities where feasible.

Resolved: By the Student Congress here assembled that In United States, public K-12 schools, the probable cause standard should apply to any student searches.

3 A Bill to Confront Chinese Government Influence in the United States Prelim Round 3 BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: Article I: The United States Federal Bureau of Investigation is hereby allocated $50m on a continuing annual basis to investigate organizations within the United States suspected to have links to influence efforts by the government of the People s Republic of China. Article II: Organizations operating within the United States deemed to be Chinese government influence efforts will henceforth be required to provide complete records of their budgets, funding sources, and activities on a quarterly basis. Article III: This legislation will take effect immediately and supersede or amend all applicable legislation. Article IV: This legislation will be implemented by the FBI in conjunction with other applicable intelligence and counterintelligence agencies.

4 A Resolution to Solidify Intellectual Property Rights Semifinal Round 1. WHEREAS, current U.S intellectual property rights only protect facts, Generic Words,titles and short phrases, and mathematical formulas; and 2. WHEREAS, a lack of intellectual property has been closely associated with the lack of economic freedom, and 3. WHEREAS, new platforms are pushing the boundaries to what qualifies as intellectual property, and 4. WHEREAS, in the face of new sampling habits, and media types including: youtube, vimeo, and soundcloud, now, therefore, be it 5. RESOLVED, by the student Congress here assembled that, The U.S Congress shall broaden it powers to issue patents, to incorporate new issues of intellectual property.

5 A Bill to Censure Saudi Arabia for War Crimes in Yemen Semifinal Round BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: Article I: The United States shall promptly cease all sales of military equipment to the Kingdom of Saudi Arabia. Article II: The United States shall begin proceedings to investigate possible crimes against humanity in Yemen, through the auspices of the United Nations Security Council. Article III: For the purposes of this legislation, sales of military equipment shall include all Foreign Military Sales from US manufacturers, all transfers or sales of US military property, and all sales of foreign military equipment over which the United States can exercise veto power by virtue of technology export restrictions. Article IV: This legislation will take effect immediately and supersede applicable parts of existing legislation. Article IV: This legislation will be enforced by all applicable USG agencies, including but not limited to the Department of Defense, Department of Commerce, and Department of State.

6 A Bill to Clarify the Dangers of Cigarettes on Packaging Semifinal Round BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1: Any cigarettes in the U.S both imported and domestically produced will provide warnings incorporated into the exterior packaging of cigarettes SECTION 2: All warnings must display but not limited to, images of diseases caused by cigarettes, scientifically approved causes for the disease, and contact information for addiction free agencies SECTION 3: A federal tax on cigarettes shall be enforced at 16 cents a stick SECTION 4: The Department of Health and Human Resources shall oversee the implementation of this bill. SECTION 5: All laws in conflict with this legislation are hereby declared null and void.

7 A Resolution to Amend the Constitution to Overturn Citizens United vs. Federal Electoral Commission Final Round BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: RESOLVED, By two-thirds of the Congress here assembled, that the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislature of three-fourths of the several states within seven years from the date of its submission by the Congress: AMENDMENT XXVIII SECTION 1. The ability of the Congress to regulate or deny corporate funding of political activism shall not be denied or abridged. SECTION 2. The Congress shall have power to enforce this article by appropriate legislation.

8 A Bill to Amend the 2020 Census Final Round BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: Article I: The United States Census Bureau is hereby directed, in perpetuity, to refrain from requesting or collecting any information relating to citizenship status. Article II: This restriction shall apply to the decadal US Census, as well as any other applicable Census Bureau programs, including the American Community Survey. Article III: This legislation will take effect immediately and supersede or amend other legislation as appropriate.

9 A Bill To Revitalize Research on Gun Violence Final Round BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: Article I: The Dickey Amendment to the 2019 federal budget is hereby formally repealed in its entirety. Article II: $45m in new funding is hereby allocated to the Centers for Disease Control for the specific purpose of research on gun violence. Article III: This legislation will take effect immediately and supersede or amend all applicable legislation.
