2 A Bill to Improve Public Safety Standards 1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 2 SECTION 1. The United States will implement safety regulations for facilities required 3 by the general public that will be funded by American taxpayers. 4 SECTION 2. The aforementioned regulations will include: 5 A. Gun laws reducing and regulating the right to carry guns in public 6 facilities including but not limited to malls, movie theatres, concert 7 halls, schools, and necessary common buildings and locations. 8 B. Implementation of higher security standards, including but not 9 limited to metal detectors, video surveillance, on-duty police 10 officers, and inspections. 11 SECTION 3. The Department of Homeland Security shall implement this bill. 12 SECTION 4. This law will take effect within six months of passage. 13 SECTION 5. 3 A Resolution to Provide Aid to the Mexican Military to Assist in the Suppression of Drug Cartels 1 WHEREAS, Drug cartels are perpetrating a campaign of brutal violence on both sides 2 of the U.S.-Mexican border; and 3 WHEREAS, Drug trafficking represents a major threat to U.S. national security; and 4 WHEREAS, Drug cartels have overwhelmed the Mexican civil government and 5 corrupted local officials; and 6 WHEREAS, American assistance will reduce the presence of drug violence in both 7 Mexico and the United States; now, therefore, be it 8 RESOLVED, That the Congress here assembled recommend that the President assist the 9 Mexican military with aid and/or troops to combat drug cartels in Mexico. 4 A Resolution to Improve Medicaid 1 WHEREAS, Physicians are rarely willing to accept Medicaid because of the low 2 reimbursement rate; and 3 WHEREAS, With the Affordable Care Act, millions of Americans will need to utilize 4 Medicaid; and 5 WHEREAS, By 2014, there will not be enough physicians accepting Medicaid to fulfill 6 this increase in demand; now, therefore, be it 7 RESOLVED, That the Congress here assembled offer tax incentives to physicians 8 working in private practices who accept Medicaid. 5 A Bill to Mandate the Federal Reserve to Cease Quantitative Easing 1. BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 2. SECTION 1: The Federal Reserve will be required to cease quantitative easing. 3. SECTION 2: A. Inflation is defined as a general increase in price and fall in value 4. of currency. 5. B. Quantitative easing shall be defined in this legislation as the 6. monetary policy of printing more money used by the Federal 7. Reserve to stimulate the economy. 8. SECTION 3: The enforcement of the workings of this bill is the responsibility of 9. the U. S. Department of the Treasury. 10. SECTION 4: This bill is to be enacted the first day of the fiscal year SECTION 5: All laws or parts of laws in conflict with this legislation are hereby 12. declared null and void. 6 A Bill to Establish Employment Opportunities for U.S. War Veterans 1 Be it enacted by Congress here assembled that: 2 Section 1: This bill will establish employment opportunities for able bodied United 3 States war veterans. This would create jobs for retired war veterans after 4 they return from over sea conflicts and assignments. 5 Section 2: This would allow for the some 1 million unemployed war veterans back in 6 the economy and back to work. Types of jobs include Firemen and Police 7 officers. These new jobs will promote a veterans self worth by allowing 8 for a return to a productive use of their time and by decreasing the 9 percentage of post-war psychological issues. 10 Section 3: The Department of Labor and the U.S. Departments of Veteran Affairs 11 will execute and carry out all party of this bill upon passage. 12 Section 4: This bill shall go into effect 120 days after passage. 13 Section 5: All other laws that come into conflict with this new policy shall hereby be 14 declared null and void. 7 A Bill to Discourage the Outsourcing of American Jobs 1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 2 SECTION 1. The United States government will offer tax breaks to large corporations 3 that keep most of their jobs in the United States. 4 SECTION 2. A. A large corporation is defined by a company that employs 500 or 5 more employees. 6 B. In order to qualify for tax breaks, a company must maintain a 7 minimum of 85% of their available jobs in the United States. 8 C. Companies that meet the requirements outlined in Sections 2A 9 and 2B would be eligible for a decrease of up to 10% on their 10 taxes. 11 SECTION 3. This legislation will be enforced by the Department of Treasury, 12 specifically the Internal Revenue Service. The Internal Revenue Service 13 will be allocated an additional $100 million to aid the implementation of 14 this law. 15 SECTION 4. This legislation will go into effect six months after its passage. 16 SECTION 5. 8 The Genomics and Personalized Medicine Act of 2013 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: 1 Section 1. To secure the promise of personalized medicine for all Americans, genomics research 2 and initiatives shall be expanded and accelerated to improve the accuracy of disease 3 diagnosis, increase the safety of drugs, identify novel treatments, and for other purposes. 4 Section 2. The term genetic or genomic tests means analyses of human chromosomes, 5 deoxyribonucleic acid, ribonucleic acid, genes, gene products (such as enzymes and other 6 types of proteins), or metabolites, that 7 (i) are predominately used to detect hereditable or somatic mutations, genotypes, 8 or phenotypes related to disease and health; and 9 (ii) may be used to screen newborns, identify carriers of inherited mutations, 10 predict risk of disease, establish prenatal or clinical diagnoses, provide 11 prognostic information, diagnose malignancies, guide clinical management, 12 identify targets for therapy, monitor results to therapy, and evaluate for early 13 relapse. 14 The term personalized medicine means any clinical practice model that emphasizes the 15 systematic use of preventive, diagnostic, and therapeutic interventions that use genome 16 and family history information to improve health outcomes. 17 Section 3. The Secretary of Health and Human Services shall establish the Office of Personalized 18 Healthcare within the Office of the Secretary. All funding will come from the annual 19 HHS budget. 20 Section 4. This law will take effect on July 1, Section 5. All laws in conflict with this legislation are hereby declared null and void. 10 A Bill to Require One Year of Military Service 1 Be it enacted by this Florida Forensic League Student Congress here assembled that: 2 Section I: The United States will require that all able-bodied U.S citizens serve one 3 year of military service upon turning eighteen. 4 Section II: A. Alternatives to military services are allowed for those meeting 5 selected criteria. 6 B. Penalties for those who refuse induction is two years in federal 7 prison. 8 Section III: A. The Selective Service System will be responsible for the mandates 9 of this bill. 10 Section IV: This bill will be implemented January 1, Section V: All other laws in conflict with this new policy shall hereby be declared 12 null and void. 11 A Resolution To Encourage the United Nations to Deploy Peace Keeping Troops to Israel 1 Whereas, Israel has been the target of many terrorist attacks and bombings since its 2 independence; and, 3 Whereas, Israeli citizens can no longer live in peace due to all the threats and attacks 4 by its enemies; and, 5 Whereas, Israel has asked for help from many countries in order to keep its citizens 6 safe; and, 7 Whereas, Israel is surrounded by enemies geographically, that are known terrorists; 8 and, 9 Whereas, Israel's enemies are known to have nuclear weapons and have threatened 10 to use them; therefore, be it 11 Resolved, by the Florida Forensic League Student Congress here assembled today 12 that: the United Nations is encouraged and urged to deploy peace keeping 13 troops to Israel in order to establish peace. Section I: Within 10 years, wind power will account for 20% of energy 3. production in the United States. 4. Section II: The United States Federal Government will offer tax incentives for 5. all energy companies producing electricity from wind turbines. 6. Within 10 years, wind power will account for 20% of the 7. electrical production in the United States. 8. Section III: This bill shall go into effect July 1, Section IV: The United States Department of Energy and Department of the 10. Treasury shall administer the provisions of this bill. 11.
