1 To: From: Resource Staff: Date of Meeting: Subject: Executive Summary: City of Kingston Information Report to Council Council Report Number Mayor and Members of Council Cynthia Beach, Commissioner, Corporate & Strategic Initiatives John Bolognone, City Clerk Temporary Flag Installation at the Norman Rogers Airport On June 29, 2015 the City of Kingston received a request form Veterans Voices of Canada (VVC) a registered non-profit. The organization requested permission to temporarily install up to 128 Canadian flags and one Province of Ontario flag, along Bayridge Drive on Norman Rogers Airport lands. According to its proposal, each flag would represent 1,000 Canadian military personnel who have fallen or were deemed missing in action since the Boer War. The installation is aimed to build awareness to those who have served their country through military service, past present and future, and to raise funds for Veterans Voices Canada and Dominion Assistance Dogs, a local group which trains dogs to help veterans and individuals cope with Post Traumatic Stress Disorder. The Office of the City Clerk worked with various departments to ensure that any concerns with implementing the flags can be addressed. There are no Council approvals required, however staff considered it prudent to make Council aware that the request to temporarily fly the flags has been submitted and meets the terms of Council s Flag Display and Flying Policy. Staff will work with the proponent to ensure that the flags are placed in appropriate locations and that any necessary road signage is placed. The organization has requested to temporarily install up to 128 Canadian flags, and one Province of Ontario flag, on Bayridge Drive along the Norman Rogers Airport property line for approximately 30 days. According to VVC s request, each flag would represent 1,000 Canadian military personnel who have fallen or were deemed missing in action since the Boer War. The installation is aimed to build awareness to those who have provided military service past, present and future, and to fundraise for Veterans Voices of Canada, and a local organization, Dominion Assistance Dogs, which trains dogs to help veterans and individuals cope with Post Traumatic Stress Disorder. Flags that are flown will be sponsored, and therefore the organization s proposal indicated that the installation of up to 128 Canadian flags may be required. Each flagpole will have a plaque attached with the name of an honoree and the group/person sponsoring the flag. The fundraising campaign will end by August 30, 2015, and it is proposed that the flags will be flown October 17, 2015 through to November 14, The sponsors will be given the flag and the plaque following this. Staff has reviewed the request and has circulated it to the Facilities Management & Construction Department, the Engineering Department, and the Airport Manager. All departments that have participated in the review have provided feedback with no objections to the request. A map highlighting the suggested area for the flags has been attached as Exhibit A. 3 Page 3 of 4 In accordance with the Flag Display and Flying Policy, section 10 (e) states that at all other municipal locations not identified in this policy, only the Canadian flag and/or provincial flags, and/or Kingston flag may be flown unless otherwise directed by Council. The proponent has only asked to fly the Canadian and Province of Ontario, flags and therefore the request fits within the existing policy. The proponents have been advised that insurance for their volunteers will be required and that the City be included as an additional insured. The Engineering Department recommended that the flags be installed on Bayridge Drive, from Henderson Boulevard through to Front Road, noting that this section of Bayridge Drive would allow for sufficient room for vehicles to temporarily stop along the gravel shoulder outside of the on-road cycling lanes. Further, Engineering indicated that flag poles should be attached to the fence as opposed to the direct burial of poles to avoid any possible conflicts with underground utilities. In addition, the Engineering Department suggests that for additional road safety, the proponent will be required to contact the Engineering Department to coordinate the installation of temporary road signage with a reduced speed limit of 50 km/hr at each end of section of Bayridge Drive. The temporary signs are only advisory but do provide a clear warning to motorists, and no by-law is required to erect the temporary signs. Staff will work with the proponent to ensure that the appropriate road signage is installed. The Airport Manager noted that there are some sections of Bayridge Drive that have height restrictions due to its proximity to the runway. Flags can be flown on Bayridge along the existing 4 foot fence that does not impact airport zoning. The Director of Facilities Management and Construction Services and the Airport Manager will jointly work with the proponent to ensure that flags are flown in the appropriate areas, in accordance with airport zoning and existing height restrictions.
