1 3967 May 7, 2018 The Board of Commissioners of Franklin County, North Carolina, met for its Regular Meeting at 7:00 P.M. in the Commissioner s Conference Room located in the County Administration Building with the following Commissioners present: Chairman Cedric K. Jones, Vice-Chairman Sidney E. Dunston Commissioners Michael S. Schriver, David T. Bunn, Mark Speed, Shelley L. Dickerson and Harry L. Foy, Jr. Chairman Jones called the meeting to order and asked the Board to consider approval of the consent agenda. Commissioner Dunston made a motion to approve the consent agenda, seconded by Commissioner Bunn. The motion duly carried with all present voting AYE. The following items were approved. 1. CONSENT AGENDA A. April 16, 2018 Minutes B. April 30, 2018 Minutes C. Emergency Medical Services Week Proclamation D. Older Americans Month 2018 Proclamation E County Clerks Week Proclamation F. Surplus of Glock 17, GEN 4 handgun, (serial #VUS315) valued at approximately $400 to sell to retiring officer Harry Upchurch in the amount of $1 Item 1-C EMERGENCY MEDICAL SERVICES WEEK PROCLAMATION To designate the Week of May 20- May 26, 2018, as Emergency Medical Services Week WHEREAS, emergency medical services are a vital public service; and WHEREAS, the members of the Franklin County Emergency Medical Services System are ready to provide lifesaving care to those in need 24 hours a day, seven days a week; and WHEREAS, access to quality emergency care dramatically improves the survival and recovery rate of those who experience sudden illness or injury; and WHEREAS, the Emergency Medical Services System consists of emergency physicians, emergency nurses, emergency medical technicians, paramedics, firefighters, educators, administrators and others; and WHEREAS, emergency medical services have grown to fill a gap by providing important, out of hospital care, including preventative medicine, follow-up care, and access to telemedicine; and WHEREAS, the members of the Franklin County Emergency Medical Services System, whether career or volunteer, engage in thousands of hours of specialized training and continuing education to enhance their lifesaving skills; and WHEREAS, it is appropriate to recognize the value and the accomplishments of emergency medical services providers by designating Emergency Medical Services Week; NOW THEREFORE, the Franklin County Board of Commissioners does hereby proclaim May 20-26, 2018, as EMERGENCY MEDICAL SERVICES WEEK With the theme, EMS Strong is Stronger Together, we encourage the community to observe this week with appropriate programs, ceremonies and activities to honor the men and women whose diligence and professionalism keep our county and citizens safe; and urge our citizens to observe this week in honor of all Emergency Medical Services Providers nationwide.

2 3968 Item 1-D OLDER AMERICANS MONTH 2018 A PROCLAMATION Whereas, Franklin County includes over 14,513 citizens ages 60 and older; and Whereas, Franklin County is committed to valuing all individuals and recognizing their ongoing life achievements; and Whereas, the older adults in Franklin County play an important role by continuing to contribute experience, knowledge, wisdom, and accomplishments; and Whereas, our older adults are active community members involved in volunteering, mentorship, arts and culture, and civic engagement; and Whereas, recognizing the successes of community elders encourages their ongoing participation and further accomplishments; and Whereas, our community can provide opportunities to allow older citizens to continue to flourish by: Emphasizing the importance of elders and their leadership by publicly recognizing their continued achievements Presenting opportunities for older Americans to share their wisdom, experience, and skills Recognizing older adults as a valuable asset in strengthening American communities Now therefore, the Board of Commissioners of Franklin County, North Carolina does hereby proclaim May, 2018 to be Older Americans Month. We urge every citizen to take time this month to recognize older adults and the people who serve and support them as powerful and vital citizens who greatly contribute to the community. Item 1-E COUNTY CLERKS WEEK 2018 A PROCLAMATION WHEREAS, The Office of the County Clerk, a time honored and vital part of local government exists throughout t world; and WHEREAS, The Office of the County Clerk is the oldest among public servants; and WHEREAS, The Office of the County Clerk provides the professional link between the citizens, the local govern bodies and agencies of government at other levels; and WHEREAS, County Clerks have pledged to be ever mindful of the neutrality and impartiality, rendering equal serv to all; and WHEREAS, The County Clerk serves as the information center on functions of local government and community; and WHEREAS, County Clerks continually strive to improve the administration of the affairs of the Office of the Coun Clerk through participation in education programs, seminars, workshops and the annual meetings of their sta province, country and international professional organizations; and WHEREAS, It is most appropriate that we recognize the accomplishments of the Office of the County Clerk. NOW, THEREFORE, the Franklin County Board of Commissioners does hereby proclaim the week of May 6 throu May 12, 2018, as County Clerks Week, and further extend appreciation to our County Clerk, Kristen G. King and to County and Municipal Clerks for the vital services they perform and their exemplary dedication to the communit they represent. 2. PUBLIC COMMENTS This was the time set aside by the Board of Commissioners to allow individuals five minutes to address the Board on issues concerning the county.

3 3969 Danice Tucker, 201 Cedar Street, Louisburg, NC Ms. Tucker expressed her concern with the recent budget request of the Sheriff s Department/Jail. She asked the Board to examine the Sheriff s budget line by line and asked for a copy of the original budget request submitted April 30, Ms. Tucker exceeded the five-minutes allowed for comments and Commissioner Foy made a motion to extend the time. The motion was seconded by Commissioner Bunn and duly carried approval with all present voting AYE. Marquis Debnam, 804 Edgeware Way, Wake Forest, NC Mr. Debnam spoke on behalf of The Greater Franklin County Chamber of Commerce. He said the chamber exists to serve the community and mentioned several recent successful events it has sponsored in the community. 3. RADIO UPGRADE PROJECT Emergency Communications Director Christy Shearin provided information regarding funding secured for the Radio Upgrade Project.

5 3971 The presentation highlighted $2,542,771 in grant funding secured by staff to cover the radio system upgrade which is estimated at $2,492,771. The Board discussed the cost for a replacement building at the Youngsville site. According to Mrs. Shearin, the $71,000 concrete building would provide sufficient space to handle the additional equipment included in the upgrade. It would also provide protection for the investment. The cost covers the complete installation of a refurbished 10 x 20 building. Mrs. Shearin asked the Board to consider approval of the following: Approval of Grant Agreement with NC 911 Board Approval of Final Contract with RCC Approval of additional funds ($71,200) for the replacement building for the Youngsville site Commissioner Foy made a motion to approve the grant agreement with the NC 911 Board and approval of final contract with RCC. The motion was seconded by Commissioner Bunn. The motion failed with a 4 to 3 vote. *Commissioners Foy, Bunn and Schriver voted in favor of the failed motion that did not include approval of $71,200 for the replacement building for the Youngsville site. Commissioner Dickerson then made a motion to approve a final contract with RCC, grant agreement with NC 911 Board and additional funding ($71,200) to proceed with the project. The

6 3972 motion was seconded by Commissioner Dunston and was approved with a 4 to 3 vote, with Commissioners Schriver, Foy and Bunn voting NO. 4. PRESENTATION: OPIOID CRISIS Scott LaVigne, Health Director, offered a presentation regarding the Opioid Crisis in Franklin County. The presentation reviewed how the crisis emerged, its impact, and efforts the county has undertaken and plans to take to address the crisis as it continues to unfold. No action was requested.

BOARD, MANAGER AND CLERK S COMMENTS This was the time set aside for the Board of County Commissioners, the County Manager, and the Clerk to the Board to report on various activities. The Board may also discuss other items of interest.

Commissioner Speed: No comments were offered. Commissioner Jones: No comments were offered. County Manager Angela L. Harris: Mrs. Harris reported on the following: Mrs. Harris commented on the Golden Leaf Grant the county received in order to assist with renovation of the hospital. Mrs. Harris noted Assistant County Manager Kim Denton represented the Manager s office as she participated in a Fun Run sponsored by the Town of Bunn. Mrs. Harris noted the budget proposal would be provided on May 15, Mrs. Harris thanked County Clerk Kristen G. King for her years of service and acknowledged this week as County Clerks Week. 7. CLOSED SESSION The Board was asked to enter into closed session pursuant to North Carolina General Statute (a)(3) Attorney-Client Privileged Communication. At approximately 8:01 P.M., Commissioner Dunston made a motion to enter into closed session pursuant to North Carolina General Statute (a)(3) Attorney-Client Privileged Communication. The motion was seconded by Commissioner Schriver and was approved with a 6 to 1 vote, with Commissioner Foy voting NO. Following closed session, Commissioner Bunn made a motion to enter back into open session, seconded by Commissioner Dunston. No action was taken relative to closed session. 8. RECESS The Board was asked to recess the meeting until May 15, 2018 at 4:00 P.M.
