Persons having questions about or requests for special needs and accommodation should contact the Superintendent's Office at 455 Adams, Board Members Present: Alan Baas Sherry Duerst-Higgins Tammy Hodgkinson Merlene Martin Gary Mort Jerry Settelmeyer Taylor Wilhour Student Representative Present: Erin Foreman, CGHS Call to Order and Flag Salute Board Chair Tammy Hodgkinson called the meeting to order at 4:31 p.m. and immediately entered into an Executive Session under the following Oregon Regulatory Statutes: ORS (2)(i): To review and evaluate the performance of the Superintendent. At 5:01 p.m. the Board took a break, reconvening the Executive Session at 5:15 p.m. ORS (2)(a): To consider the employment of a public officer, employee, staff member or individual agent. Board Chair Tammy Hodgkinson closed the Executive Session at 5:54 p.m. at which time the Regular Session meeting was adjourned for a brief break. At 5:57 p.m. the Regular Session meeting was reconvened. Board Chair Tammy Hodgkinson led the flag salute. Public Welcome Board Chair Tammy Hodgkinson welcomed the public.

2 Review of Agenda The following changes were made to the agenda: The supplemental budget hearing will not be held as it isn t necessary. KAHS Student of the Month Blaize ShawBuck will not present a report to the Board as he is ill. Consent Agenda item P. will be presented following the special report by Diane Hazen with the Family Relief Nursery. Consent Agenda: Business Manager Phil Scrima explained the additional grant funds for Resolutions 16-17, 16-18, and Board Member Jerry Settelmeyer made a motion to approve the named resolutions with Board Member Sherry Duerst-Higgins seconding. The motion passed with a unanimous vote. Board Member Sherry Duerst-Higgins made a motion to approve items A through N of the Consent Agenda with Board Member Gary Mort seconding. The motion passed with a unanimous vote. Board Chair Tammy Hodgkinson read the proclamation declaring March 7-11, 2016 as Classified Appreciation Week. Board Member Sherry Duerst-Higgins made a motion to approve the proclamation. Board Member Merlene Martin seconded the motion which passed with a unanimous vote. Student Reports Erin Foreman, CGHS Student Representative Erin reported that the 2 nd trimester is almost over and students are preparing for finals. The Rhythm & Blues Revue was held in February and was a great success. The SAT was held on 3/5; students who took the PSAT and the prep classes found the extra preparation well worth the effort. The drama department is preparing for the spring play, Singing in the Rain. Many students went to state for swimming and wrestling and the boys basketball team won their first playoff game. Spring sports have begun. Special Report A. Family Relief Nursery, Diane Hazen After introducing herself, Diane introduced Lori Bass and Cindy Vogel, board members for the Family Relief Nursery. This is a nonprofit organization providing support for families at risk and has been in this community since They primarily serve families of children age 6 weeks through 4 years and helps approximately 650 families in a year. There is a satellite office in Drain and another will soon be opening in Creswell. Board Chair Tammy Hodgkinson read the proclamation designating April as Child Abuse Prevention Month. Board Member Merlene Martin made a motion to approve the proclamation. Board Member Sherry Duerst-Higgins seconded the motion which passed with a unanimous vote. B. Cottage Grove High School, Principal Iton Udosenata 1. Every 15 Minutes This is a simulation about drinking and driving that will take place over two days. Iton explained how students were selected to participate in the event. 2. Weighted Grading Proposal The proposal will add a feature to transcripts that will incorporate a weighted grade section for rigorous courses based on a 5.0 weighted scale. Beginning with the school year, weighted grades will be used when considering school honors and academic awards.

3 Public Comment No one signed up for public comment. Reports A. Superintendent Krista Parent 1. Accelerated Learning Standards This is a program that allows students to earn college credit while in high school. Mike Ingman explained the Oregon Promise program which gives students an opportunity to attend a community college for two years with tuition paid through a grant. Board Member Gary Mort attended a state-wide task force on behalf of LCC to review the standards to try to gain some commonality in standards. B. Human Relations Director Brian McCasline 1. Hiring/Vacancy Updates Brian will be attending four job fairs: University of Oregon, Southern Oregon University, Western Oregon University and the Portland Job Fair. SLSD is looking to fill teaching positions of which five are in Special Education. C. Communications Coordinator Garrett Bridgens 1. Bond Update The bond application was filed, officially and the Build It For Kids is an official Political Action Committee now. Garrett reviewed how the PAC is promoting the bond: phone banking, canvassing, planned events, community presentations, etc. D. Special Education Director Chad Hamilton 1. Full Day Kindergarten Update/Kindergarten Readiness Assessment Results Chad stated in looking at South Lane s Kindergarten Assessment results from this year it is apparent that incoming Kinders are struggling. Across all measures (Approaches to Learning, Early Literacy and Early Mathematics) South Lane is significantly behind both state averages and other Lane County school districts. These measures were conducted at the beginning of the school year before students have benefitted from our instructional system. Kinder teachers are noting the deficits, and with the introduction of Full Day Kindergarten it is a struggle to meet the Kinders high needs. Problem-solving has begun and includes meeting with principals to determine if EA resources can be allocated differently, assigning more EAs should the budget allow, investigating staggered start options for the month of September and meeting with a Kindergarten teacher work group. E. Technology Director Tim Porter 1. Dental Clinic Update Twenty-three clinics have been held so far this year with a total of 39 scheduled. In nearly $150,000 in services were provided to students. Volunteer dentists serve students from Creswell, Crow-Applegate- Lorane, North Douglas and South Lane School Districts. Applications for grants have been submitted with a $1,000 grant from the Cottage Grove Community Foundation recently received. 2. Talented and Gifted (TAG) Update The theme for the six-session fall program was exploring water and its properties. During the winter program, students participated in the genius hour wherein they had an opportunity to explore something they were interested in and report back to the rest of the group. The spring program will be an exploration of geology. The TAG program has been funded in the past by a grant from the Chintimini Fund of the Oregon Community Foundation.

4 Board Chair Tammy Hodgkinson adjourned the Regular Session meeting for a short break at 7:15 p.m. The meeting reconvened at 7:20 p.m. F. SLEA Report, Diane Hicks The collaborative bargaining process begins on Tuesday, March 9, Of 105 licensed staff surveyed, 103 are in support of the bond; therefore the SLEA will be supporting the bond. New officers are being elected with the president and treasurer positions up for re-election. Diane shared feedback on the proposed school calendar. Unfinished Business A. ACE/PERS Memorandum of Agreement (MOU), Assistant Superintendent Kyle Tucker This topic was brought back and added to the agenda per Board request. Kyle reviewed for the Board the MOU proposed by ACE. Superintendent Krista Parent explained the layers of liability protection that would be in place to protect the District though Board Member Sherry Duerst-Higgins continues to feel the liability to the District is too great. There was much discussion on the topic. Board Member Jerry Settelmeyer made a motion to approve the proposed ACE/PERS MOU with Board Member Taylor Wilhour seconding the motion. The motion passed 4-2 with the following vote: Alan Baas Yes Sherry Duerst-Higgins No Tammy Hodgkinson Yes Merlene Martin No Gary Mort Abstain Jerry Settelmeyer Yes Taylor Wilhour Yes B. OSU Extension Service Letter of Support, Alan Baas As no changes were asked to be made to the draft letter of support submitted at the February 2 Board Meeting, it is felt the letter is appropriate. Board Member Alan Baas made a motion to show support of the OSU local option initiative in the form of a letter. Board Member Jerry Settelmeyer seconded the motion which passed with a vote of 6 to 1. Board member Merlene Martin cast the only dissenting vote. C. Superintendent s Evaluation and Contract, Assistant Superintendent Kyle Tucker The board highlighted the results of Krista s evaluation and all category rankings were higher than the prior year. On a four-point scale, Krista received average scores ranging from 3.30 to The board expressed their high satisfaction with Krista s performance and commended Krista on her outstanding performance. The contract for Superintendent Krista Parent will be revised as suggested by the Board and brought to the April 4 Board Meeting for final review and approval. D. SB 447 Matching Funds Discussion, Superintendent Krista Parent South Lane is currently number three on the priority waiting list and number one on the first in time list. The deadline for districts to file with elections offices is March 17; it will be known after then if South Lane has moved up on either of the lists. Krista asked for direction from the Board as to how to allot the $4 million in matching funds if received. One suggestion is to use an additional $1 million for deferred maintenance which would cover nearly all of the deferred maintenance projects costs. The next recommendation would be to allot $2.5 of the matching funds towards the pool bringing the total to $5.4 million available for the pool and ask BLRB to work on what that amount would do for the pool. The remaining half million would be put into contingency. After much discussion, the Board would like to see what could be done at the pool before making a decision on the $4 in matching funds. E. Construction Manager General Contractor (CMGC) Contract Recommendation, Superintendent Krista Parent Jeff Emmett was present on behalf of Hyland

5 Construction. Krista reviewed the CMGC process adding that six firms submitted proposals. Reference checks were made on the three finalists and the recommendation is to offer the contract to John Hyland Construction. Board Member Sherry Duerst- Higgins made a motion to approve John Hyland Construction as the CMGC. Board Member Gary Mort seconded the motion which passed with a unanimous vote. In addition, Krista shared a document showing a breakdown of the bond project development costs. F District Calendar, Superintendent Krista Parent The suggestion by the certified staff that the Wednesday before Thanksgiving be a no-school day was discussed. Classified staff did not return any feedback regarding the calendar. Board Member Jerry Settelmeyer made a motion to approve the District Calendar as presented with Board Member Sherry Duerst-Higgins seconding the motion. The motion passed with a unanimous vote. G. School Board Evaluation, Superintendent Krista Parent The standards were reviewed, as were the comments. Overall the evaluation was positive. Discussion followed about ways the board could continue to grow. New Business A Board Calendar, Superintendent Krista Parent The calendar will be brought back to the April 4 Board Meeting for review. B. Budget Committee Vacancy, Position 2, Superintendent Krista Parent Keith Folkman is now an employee of South Lane and will not be allowed to serve on the budget committee. The position will be posted on the District website. Board of Director s Comments Sherry Duerst-Higgins Lane ESD has written several grants that South Lane is part of and will benefit from. Tammy Hodgkinson Appreciates the administrators adding their feedback to the Board evaluation and it is nice to have outside perspective. Merlene Martin Has visited London School adding that Principal Bill Bechen and his staff were great hosts. She loved the dome and the highlight of her visit was going into a kindergarten room that had a substitute teacher who was playing guitar to students. Gary Mort He is reading The Hollowing of the Middle and shared some comments. Taylor Wilhour The varsity team was beaten up pretty badly at the state chess tournament. The JV team took 2 nd for open teams. It was great to have a team from Kennedy participate this year.
