1 Article I. Purpose The Constitution The Pennsylvania State University College Republicans est Revised November 1983 Revised October 2000 Revised September 2006 Revised January2012 Revised November 2015 Revised March 2016 Revised April 2017 A. Statement of Purpose: a. The purpose of the Penn State College Republicans hereinafter referred to as CRs is to assist in the election of Republican candidates to local, state, and national office, promote conservative ideals and principles at the Pennsylvania State University, engage in community service. Article II. Membership A. At all times, the majority (fifty percent plus one) of all active members shall be full-time, officially registered students at University Park. At any one time there must be at least 10 active undergraduate members. B. Membership shall be divided into active and associate members. a. Only currently registered students of the Pennsylvania State University at University Park shall be eligible for active membership. b. All others interested in furthering the purpose of CRs shall be admitted as associate members. Associate members may not: hold office, vote, preside, or officiate, or solicit funds on behalf of CRs. Associate members must be approved by the current standing Chairman. C. Active Membership a. Currently registered students shall be considered active members if they meet the following criteria: i. An active member must have paid dues for the semester in which they wish to be considered active ii. An active member must have attended at least 3 meetings during the semester in which they wish to be considered active* b. ( Only those members that are active members in both semesters are eligible to vote in the spring executive board elections )
2 *should a situation arise in which active status is required but there have not been three meetings in said semester, the previous semester may be used to determine active status. D. New Membership and Recruitment a. Any and all new members will be given full disclosure during recruitment, including but not limited to the disclosure of: i. New Member Manual ii. Schedule of new member events and activities iii. A list of responsibilities iv. A copy of the University Hazing Policy, prescribed by Policies and Rules for Student Organizations (These document will be available upon request by the Office of Student Activities). b. All members, including but not limited to new members and recruits, reserve the right to refrain from participating in any activities without consequence, based upon personal/religious beliefs, personal values, or moral reserve as defined by the member. c. Any and all interaction/activity between members and/or new members will be limited to guidelines stated by university policy, as well as local, state, and federal laws. E. Membership Removal a. Any member can be expelled for cause. i. This includes but is not limited to; any member who is not following the policies of the organization or university or any member actively working against the goals of CRs. ii. A motion for expulsion must be made by two active members or the Chairman iii. A simple majority vote (fifty percent plus one) of attending members is required for expulsion quorum is fifty percent of active members. Article III. Officers A. Only full-time, officially registered, active members are eligible to serve as elected or appointed officers in CRs. B. The responsibilities of the Chairman a. The Chairman is the chief executive officer of CRs b. is to schedule, announce, preside, and maintain order and decorum at all chapter meetings c. is to enforce the Constitution of CRs
3 d. is the official representative of CRs to the University; local, state, and national party, and other organizations e. is elected C. The responsibilities of the Vice-Chair a. The Vice-Chair is to serve as the chief advisor to the Chairman b. shall assume all duties of the Chairman on said person s absence c. is to assume any duties per the request of the Chairman d. is elected D. The responsibilities of the Treasurer a. The Treasurer is to keep a balanced account of all financial transactions b. is to act as the representative of CRs to ASA and UPAC c. is to collect and record membership dues of active members d. is to assume any duties per the request of the Chairman e. is chiefly in charge of all fundraising efforts f. is elected E. The responsibilities of the Secretary a. The Secretary is to record and maintain attendance records at all meeting and events b. is to verify quorum c. is to disseminate any information to the club upon request d. is to assume any duties per the request of the Chairman is elected F. The responsibilities of the Executive Director a. The Executive Director is the assist the Chairman in any and all of his or her duties b. is to assume and duties per the request of the Chairman c. is appointed by the Chairman and confirmed by a simple majority (fifty percent plus one) quorum is fifty percent of active members G. The Chairman may appoint Ad Hoc Directors if he or she feels in is necessary. These Directors must be confirmed by a simple majority (fifty percent plus one) quorum is fifty percent of active members H. The THON chair shall be an elected position a. Shall adhere to all rules and regulations set forth by the Penn State Dance Marathon
4 I. Terms a. All officers serve a term of approximately one year; terms expire subsequent to the swearing in of the new elected officers. J. Filling unexpired vacancies a. Any officer wishing to vacate their position prior to its expiration must declare to do so no fewer than two meetings before they intend to leave. All procedures for special elections shall be prescribed in Articles V and IX. K. Officer Removal and Executive Accountability a. The general membership may order any officer to take or refrain from a specific course of action by a 2/3 vote quorum is fifty percent of active membership b. There are two ways in which an officer may be forcibly removed from office i. Two active members may motion to remove any officer from his or her position during a meeting in which there is quorum. A simple majority is required to remove the officer ii. A simply majority of the executive board may remove an officer. The general membership however, can stop the removal with a 2/3 vote in a meeting in which there is quorum iii. Removal of an officer s title does not automatically expel said person from CRs, but will bar said officer from running from another executive board position in the future. Article IV. Meetings A. The CRs shall meet weekly during the Fall and Spring Semesters unless otherwise noted by the Chairman, not including finals week. No official meetings will be held over the summer. B. Adequate advanced notice of meetings must be given to members Article V. Voting A. Only active members as defined in Article II can vote. B. Quorum for all votes excluding constitutional changes is fifty percent of active members. C. Members can vote absentee on all matters including Constitutional changes. Absentee votes must be given to the Chairman or Secretary or in the case of elections, the elections commissioner 24 hours prior to a vote to be counted. D. Members have a right to appeal any decision on absentee votes to the officers.
5 E. Constitutional Amendments must be passed by a 2/3 vote of active members. F. All voting shall be conducted by a show of hands except votes in elections. All votes in elections shall be cast by secret ballot. Article VI. Finances A. All organizational funds are to be handled exclusively through the Associated Student Activities (ASA) office. B. CRs will not have an off-campus account. C. Dues shall be required for all members wishing to maintain active status. Amount and deadlines shall be determined by the current Chairman and Treasurer. Article VII. Amendments to the Constitution A. Amendments to the Constitution can be presented at any time B. Constitutional Amendments are effective immediately after they are passed, but are not retroactive C. A 2/3 majority of all active members is required to amend the Constitution D. All Amendments are subject to the approval of the Student Activities Office Article VIII. Advisor A. The Penn State College Republicans may retain and advisor. Said advisor must be an employee of the university. B. An Advisor is not required C. The Advisor will be chosen by the officers on a year to year basis Article IX. Elections A. Nominations a. Nominations for officers elections will be opened one meeting prior to the first meeting in April. b. Nominations will remain open until the meeting at which elections will take place at which point nominations will be closed. B. Elections Commissioner a. Prior to elections the current Chairman will nominate an Elections
6 Commissioner. b. The Elections Commissioner must be an active member in CRs, cannot run for office or accept any appointment during the term of elections he or she has presided over. c. The Elections commissioner must be approved by a simple majority or active members quorum is fifty percent of active members d. The Elections Commissioner is relieved of his or her duties once the new officers are sworn into office. e. The elections commissioner with abstain from casting his or her vote. C. Elections a. A simple majority is required to win an election. If a simple majority cannot be reached on the first ballot, votes will be tallied until one is reached. b. If more than 2 candidates are seeking a particular office, after the first round of voting, the lowest vote-getter is eliminated, and voting continues. This will continue until there are only two candidates left, or a simple majority is reached whichever occurs first. D. Before entering office, all officers shall take the following oath of office: I, (officer s name) do solemnly swear to faithfully execute the office to which I have been duly elected, so help me God E. Officers shall take office the meeting following elections Article X. State Federation A. The Penn State College Republicans shall maintain a working relationship with the Pennsylvania State Federation of College Republicans so long as it exists. Article XI. Lion of Liberty Award A. The Lion of Liberty Award is the Annual Award given by the Penn State College Republicans to a deserving individual who has significant work in advancing the principles of liberty, freedom, limited government, fiscal responsibility and rule of law. B. This award is given annually in the late Spring semester C. The recipient of this award will be decided by the Chairman and a committee he or she appoints. D. Nominations for the Lion of Liberty Award will be accepted all year until 4 weeks before it is to be awarded. Article XII. THON A. Given the guarantee of a THON dancer the election will be held at least two weeks prior to THON dancer registration.
7 B. This person will comply with all rules and regulations set forth by THON adhering to the values of College Republicans at all time. Article XIII. 9/11 Hero Run A. College Republicans will be responsible for hosting and organizing the 9/11 Hero s Run. a. College Republicans will follow all rules that are laid out in the 9/11 Hero s Run race packet and will follow all rules of the University. B. There will be an appointed Race Director by the current Executive Board. a. The Race Director will follow all rules that are laid out in the 9/11 Hero s Run race packet and will follow all rules of the University and College Republicans. C. There can be appointed Co-Director(s) by the current Executive Board and the Race Director. a. Co-Director(s) will follow all rules that are laid out in the 9/11 Hero s Run race packet and will follow all rules of the University and College Republicans. D. There will be Committees created for the following: a. Sponsorships b. Marketing c. Medical Logistics d. Registration Manager(s) e. Start Line/Finish Line Manager(s) f. Volunteer Manager(s) g. All committees will have a chair who is appointed by the Executive Board, Race Director, and Co-Director(s). i. All committees will follow all rules that are laid out in the 9/11 Hero s Run race packet and will follow all rules of the University and College Republicans. Article XIV. Parliamentary Authority A. Robert s Rules of Order, Newly Revised, by Sarah Corbin Roberts shall be used in all cases not covered by this constitution Article XV. Copies of the Constitution A. A copy of the constitution will be available to anyone upon request
