In addition, please pay close attention to pages 8-12 of this newsletter as it involves proposed changes to our current By-Laws. These will be voted on and updated at our October meeting. For up to date information at a moment s notice, get a Face book account and get all the latest updates on the Association. Business Meeting hrs with 31 of 141 members present President, Vice President, Treasurer, and Secretary s reports were given. Vice President reports a CAFS and pump class to be hosted by Summit Fire in Flagstaff with the latter being given by our own Bill Schell. This is also a tutorial class for the EVT F3 certification. The October class looks 1
2 like Allison Transmissions by Andrew Hess of WWWilliams, and possibly a Jan/2016 class on Ford chassis ambo/engine or hydraulics still unsure. Treasurer reports that after all the + s and s, we stand at $11, as of Now given that one Ford Power Stroke Diesel class would completely obliterate that amount, we still stand ready to offer traditional training to all members within our capacity as gracious givers. Secretary also read the minutes of the last meeting. OLD BUSINESS Continued discussions were made concerning those members who may be retired, trainers, teachers or others who continue or may still provide expertise and benefit to the Association membership either through their continued support in the classroom, friendly assistance with apparatus problems, and who may wish to conduct training. In accordance to the existing By-Laws, simple wording changes can be made to facilitate these very much needed people and so that the Assiciation can continue to benefit from their extensive knowledge. Implementations would include no dues paid, open to any person, entity, trainer, or vendor representative, a nonvoting position, and all other fees/expenses would still apply; for example: food, t-shirts, stickers, etc. These changes would apply to the Honorary Member title. NEW BUSINESS New training classes were up for discussion with the Veep on hand to identify those in the works. Grant writing! Do you by chance know anyone who may be able to assist us in writing an Educational Grant to acquire funding for our training classes? As these classes are becoming harder and harder to obtain without exorbitant fees, we are needing to look elsewhere for training dollars. Bill Pisani and Alan Schrock have volunteered to head up a committee to look into this. Please contact them if you have suggestions or know someone who could assist in this much needed endeavor. State Fire School and EVT of the Year. Criteria would include such things as the EVT s community involvement, preventative maintenance programs, reductions in maintenance costs, invented cost reduction programs, etc. Please extend your nominations for this year s EVT of the Year Award to be given at the next State Fire School. For an example, CA Fire Mechanics Association does a 5 paragraph essay that is signed off by his supervisor, section chief, and then submitted to a committee within their association. The President is looking into this. Have ready any recommendations for the next meeting. The Association Library has resurfaced (found in someone s garage). So if there are old DVDs, pamphlets, handouts, reference materials you would like to add or check out from our Librarian, Dave Doorly, just let him know. We were given a little feedback on our AFCA booth. Guess what? A lot of departments/chiefs/vendors didn t even know we still existed. We all need to do a better job at getting out the information on our Association. Our training classes could really use a boost of new material. Fire engines aren t getting any easier to repair as you well know. And YES, we are ordering new T-shirts and THIS time there will be Mediums and maybe a few smalls. Article changes to the existing By-Laws. There are a number of inconsistencies that need to be cleared up, renamed, changed, added, so on and so forth. These changes have or should have been sent to each of you for your approval. Please identify any areas needed for discussion as those changes will be discussed and voted on at the October Business Meeting. Don t forget, at the July Business Meeting, we are accepting nominations for all Executive Officer positions. Have an idea whom you wish to nominate or who is nominating you! Voting takes place at the October Business Meeting. 2
3 Training Class Held at the Tempe Fire Support Services Facility in Tempe, it covered suspension and wheel end service, Meritor disc brakes of all types, plus diagnostics and repair on truck ABS systems. During the class, attending mechanics performed a 4-wheel brake rebuild on a Tempe pumper. *** The Association thanks the following instructors for their highly sought after knowledge: Jeff Rauen, District Sales Manager from Dayton Parts, LLC provided the brake class instruction, Jerry Hartman, Owner of Spectrac Parts & Service gave the information and updates on suspensions, Mark Julien, Account Manager with H&E Equipment is our local E-One dealer who supplied the aerial platform. And contrary to some miss-guided beliefs, the undercarriage was NOT leaking. Without these dedicated folks, you all would not have the knowledge base you so proudly display in the everyday performance of your profession. And because of them and your dedication to that profession, you have contributed to the Arizona Fire Service Mechanics Association being 6 th in the nation for Certified EVTs. That is a 40% increase over last year that earned us a position back in the Top 10 Congratulations!!! July 10-11, RSVP NOW! 8 All deletions are posted in RED, Additions in GREEN ARIZONA FIRE SERVICE MECHANICS ASSOCIATION AFFILIATE OF ARIZONA FIRE CHIEF'S ASSOCIATION CONSTITUTION AND BY--LAWS NAME OF THE ORGANIZATION: ARTICLE I The name of this organization shall be known as "Arizona Fire Service Mechanics Association" - Affiliate of Arizona Fire Chief's Association (AFCA). ARTICLE II OBJECTIVES: Section I To encourage fire apparatus maintenance and repair in the highest degree; to provide a collective source of information in the fields of fire apparatus maintenance; to provide a means for the exchange of ideas, procedures and methods, in an otherwise limited field of fire apparatus maintenance and repair. Section II To study, understand and evaluate all aspects of equipment available to our fire departments. Section III To be prepared to train or assist in driver training and driver maintenance. Section IV To study and advise on any requests from Department Chiefs, Chief's Associations and/or Firemen's Associations. Section V To have each member keep his chief properly informed of all activities and the necessity of efficient maintenance of emergency equipment. Section VI All meetings to be educational, productive, and strive to raise the standard of the professions as a whole. Section VII. The Arizona Fire Service Mechanics Association shall be organized as an affiliate of the AFCA. ARTICLE III 8
9 ARTICLE III QUALIFICATION OF MEMBERS: Section I ACTIVE MEMBERS -- All persons actively engaged in the maintenance of fire apparatus and equipment, maintenance superintendents, chief mechanics, master mechanics, assistant mechanics, retired mechanics, and helpers shall, upon complying with the provisions of these By-laws and the payment of fees and dues as prescribed therein, become active members of this organization. Section II ASSOCIATE MEMBERS -- Any person, vendor, or company interested in receiving s, access to facebook or other social media in an effort to stay abreast of and in accordance with the aims and purposes of the Association. Dues shall be one-half (1/2) the amount as active members. Associate memberships may be granted by majority vote of the membership present at the time of voting. They shall have no voting powers. Section III HONORARY MEMBERS Those Dignitaries, retired mechanics, trainers, and others who can benefit the Association and have a genuine interest in seeing it succeed. Honorary memberships may be granted by a majority vote of the membership present at the time of voting. Dues are not charged and they shall have no voting powers. Section IV Dues: the Treasurer shall recommend the dues of this organization to the Executive Committee. The Executive Committee must approve the recommended fee. Dues will be due and payable at the first regularly scheduled meeting of the calendar year. All membership member dues will be $80.00 per person, per year. New members shall pay dues on a prorated basis, starting with the 2nd month of each calendar year. Dues are not refundable. AMENDMENTS: ARTICLE IV. Section I The constitution and By-laws of this organization shall be evaluated yearly at the November October meeting. Any amendments, additions and changes brought up during the year will be considered at this time. The Bylaws may be amended only after a copy of the proposed changes is advertised prior to the February January meeting by letter to all active members, and by a majority vote of the membership present at the February January meeting. Changes voted on during the February January meeting would take effect immediately. ARTICLE V OFFICERS: Section I The officers of the organization shall be as follows: President, Vice President, Secretary, & Treasurer. They shall constitute the Executive Committee. In addition, the immediate past Presidents shall serve on the Executive Committee in an advisory capacity and shall have voting status. Officers of the organization shall be limited to regular paid-up members and Honorary members only; with exception: Associate members, Vendors, and those employed by vendors cannot hold Executive Officer positions. Section II 9
10 Nomination of Officers: Nominations for Executive Board Officers will take place at the July Business Meeting with those names posted to ballots for election at the Business Meeting held in October. Names nominated at the July meeting will be posted in the newsletter, website, and social media prior to elections at the October meeting. Section III The President shall appoint an election committee to stimulate interest among the membership in the offices of the organization. The election committee shall secure the consent of a candidate to place his name in nomination for an office in the organization. Section IV Any member may nominate a candidate for an office provided he has the consent of the candidate. Section V If a vacancy occurs within the elected officers of the executive committee during their tenure of office, such vacancy or nonproductive duty shall be filled as follows: The remaining Executive Committee shall, within 30 days, appoint from the active membership of the organization, a person to fill the vacancy. This appointee shall serve on the Executive Committee until the next regular election of the officers of the Arizona Fire Service Mechanics Association. Section VI Election of Officers: Officers shall be elected to serve a term of two (2) years. Election of officers will be held at the October meeting, with the new officers taking office at the following meeting. The candidate for a particular office receiving a majority vote of members present shall be considered elected. Membership shall be notified by newsletter of the upcoming election, at least four (4) weeks in advance of the voting date. DUTIES OF OFFICERS: ARTICLE VI Section I President: It is the duty of the President to preside at all meetings of the organization and its Executive Committee; appoint all committees not otherwise provided for; and perform such other duties as may be required of his office. The President shall appoint a committee for an annual audit of the accounts of the organization. The President, or his representative, at his discretion shall attend and report the activities of this Association to the AFCA at their Spring and Fall conferences. Section II Vice President: It shall be the duty of the Vice President, in the absence of the President, to perform the duties pertaining to that office. In the event that the office of President becomes vacant for any cause, the Vice President shall automatically become President, and complete, as President, the unexpired term. It shall be the duty of the Vice President to provide educational and productive programs for all meetings. It shall be the duty of the Vice President to act as chairman of the Technical Advisory Committee, appointing two members to act as co-chairmen with him in the duties of this committee. It shall be the duty of the Vice President to keep a progressive book of activities of this organization. This book should contain photographs, clippings, papers and letters important to the past and future of the organization. He shall work with the Secretary and Treasurer and receive correspondence help and money needed to perform duties of this office. His activities must have approval of the Executive Committee of which he shall be a member. Section III 10
11 Secretary: It shall be the duty of the Secretary to keep a true and faithful account of the minutes of all meetings, to keep all records of whatsoever nature for the organization. He shall keep a list of names and addresses of the members. He shall notify each member of an impending meeting and when and where the meeting is to be held. He shall prepare all communications authorized to be sent by the organization or by the President and shall submit an activity report to the AFCA and members of each participating department concerning the achievements and accomplishments of each regularly scheduled meeting. Treasurer: It shall be the duty of the Treasurer to receive a receipt for dues of members belonging to the organization. He will, without delay, deposit this and the other monies taken into the credit of the organization in a bank approved by the Executive Committee. He shall issue checks only when properly signed by an authorized signature and after proper notification of the President, or in his absence, the Vice President. He shall keep a record showing the amounts received by him and the amounts deposited by him. He shall keep a list of all disbursements and make a complete report at any time as requested by the Executive Committee. He shall perform all other duties pertaining to the office. MEETINGS: ARTICLE VII Section I Meetings will be held on the second weekend of January, April, July, and October. Meetings will convene at the posted time in the newsletter. The Agenda shall be as follows: First day, Instructional program with the second day to begin with the quarterly business meeting prior to further instruction. In some instances, an opportunity presents itself for an additional training meeting or one in place of regularly scheduled meetings and in which case these training & business meetings will take place after the membership has been properly made aware of at least six (6) weeks in advance. Notifications for these special meetings are sent through the Association s communications media. Section II Location of each meeting will be volunteered by members of the organization to the Vice President in charge of programs. Section III Members hosting the meeting should provide the following: A. Know in advance your program and have available aids needed. B. Shall try to provide local publicity. C. Provide information on available lodging in host community. Information shall be given to the Secretary at least six (6) weeks prior to the meeting date. Section IV All members will be notified by newsletter six (6) weeks in advance by the Secretary as to location and program of the next meeting. Section V Order of Business: The following schedule shall be conformed to as far as possible at all meetings: A. Call to Order B. Welcome C. Program D. Roll Call E. Secretary's and Treasurer s Reports F. Reports of standing committees 11
12 G. Reports of special committees H. Unfinished business I. New business J. Unlimited open discussion pertaining to fire apparatus repair and maintenance. Section VI Authority: The rules contained in "Robert's Rules of OrderRevised" shall govern the organization in all cases to which they are applicable and in which they are not consistent with the Bylaws or the special rules of the order of this organization.
