Lt. Rick Boyd, a nineteen year veteran of the City, was selected because of his commitment to the department, the City, and its residents and visitors. In just one example of his service, over the past several years Lt. Boyd has dedicated many hours to teaching and assisting the CERT team which is now over 60 members strong. 6 May 21, 2018 A Regular Meeting of the Council of the City of Manassas, Virginia was held in Council Chambers, City Hall, on the above date with the following present on roll call: Mayor Harry J. Parrish II, Vice Mayor Sheryl L. Bass, Council Members Ken D. Elston, Ian T. Lovejoy, Pamela J. Sebesky, and Mark D. Wolfe; City Manager W. Patrick Pate, Deputy City Manager Bryan Foster, Assistant to the City Manager/City Clerk Andrea P. Madden, City Attorney S. Craig Brown, Police Chief Doug Keen, Fire and Rescue Chief Robert L. Clemons, Jr., Finance and Administration Director Diane V. Bergeron, Communications Manager Patty Prince, and Planning and Zoning Manager Matthew D. Arcieri. Mayor Parrish called the meeting to order at 5:31 p.m., delivered the invocation, and led those present in the Pledge of Allegiance. Absent was Council Member Marc T. Aveni. Community and Staff Presentations Presentation of Commendation: The Benedictine Sisters Mayor Parrish presented to Sister Cecilia Dwyer and Mary Finnigan a Commendation congratulating the Benedictine Sisters of Virginia on the 150th anniversary of its founding and celebrating the contributions made to the community and citizens of Manassas. Council Time Vice Mayor Bass offered her condolences to the family of former City Manager John G. Cartwright, who recently passed away in his hometown of Traverse City, Michigan. Vice Mayor Bass commented on the successful One Love: Celebration of Life with the Arts events and commended those involved with planning and coordinating the weekend activities. Vice Mayor Bass reported that she would be attending the Virginia Industrial Development Authorities Institute in Roanoke on May 22 and May 23 with members of the Economic Development Authority and Patrick Small, who will be presenting at a session. Vice Mayor Bass noted that the Finance Committees of the City Council and School Board have met on three occasions to discuss a new agreement to provide funding for the schools; the next meeting will be on May 30 at 6 p.m. in the second floor conference room at City Hall. Council Member Lovejoy shared that he has sponsored a dog at the Animal Shelter, Bubba, who is looking for his forever home. The fees associated with adoption have been deferred and anyone interested in adopting Bubba can visit him at the Animal Shelter during regular business hours or call the facility at Council Member Lovejoy invited the community and business leaders to a Pizza and Policy meeting on Tuesday, May 29 at CenterFuse with networking opportunities available from 11:30 a.m. to 12:00 p.m. and a presentation from 12:00 p.m. to 1:00 p.m. 6 1

7 May 21, 2018 Council Member Elston stated that he attended the One Love: Celebration of Life with the Arts events and thanked all those who organized, participated, and performed during the busy weekend. Council Member Elston noted that it was graduation season and wished all those beginning new journeys the best of luck. Council Member Sebesky announced that the National Capital Region Transportation Planning Board will host a forum at the Prince William County Government Center on May 23 from 7:00 p.m. to 9:00 p.m. to obtain public input for the Visualize 2045 long-range transportation plan. Council Member Sebesky encouraged the community to participate in the Out of the Darkness walk, scheduled for September 9, to raise suicide awareness and funds for prevention efforts. Council Member Sebesky encouraged everyone to remember this Memorial Day weekend the men and women who have sacrificed to ensure our freedoms. Mayor Time Mayor Parrish asked any member of City Council who is interested in serving as the liaison to the Parks and Recreation Committee to contact him directly. Mayor Parrish shared an that was sent to him by Prince William County Supervisor Marty Nohe regarding the sharing of library costs and indicated that the Council may be asked to consider taking action on an agreement in the near future. Staff Reports Mr. Pate invited Fire and Rescue Chief Rob Clemons to come forward and report on a structure fire at the Landings at Cannon Branch over the weekend. MOTION CARRIED. 2.3 Resolution #R , Hastings Child Care LLC, Hastings Drive Kelly Davis, Senior Planner, stated that City Council is considering a special use permit request from Hastings Child Care LLC, located at Hastings Drive, for a child care center and comprehensive sign package. Ms. Davis stated that a public hearing was held on May 14, 2018 with no speakers in favor of or in opposition to the request. The Planning Commission and staff are recommending approval of Resolution #R as conditioned. 9 May 21, Ordinance #O and Resolution #R , Sudley Road Medical Office Building, 8802 Sudley Road (First Reading) Planning and Zoning Manager Matthew D. Arcieri, reviewed the application to rezone and obtain a special use permit for Sudley Manor Medical Office Building located at 8802 Sudley Road to allow a limited medical care facility. Mr. Arcieri stated that a public hearing was closed on May 14, The Planning Commission and staff are recommending approval of Ordinance #O and Resolution #R as conditioned. COUNCIL MEMBER WOLFE MOVED that Ordinance #O : Sudley Road Medical Office Building, 8802 Sudley Road, Manassas Virginia be approved on first reading. Seconded by Council Member Elston. MOTION CARRIED. 2.5 Ordinance #O Nokesville Square, Nokesville Road (First Reading) Planning and Zoning Manager Matthew D. Arcieri, reviewed the city initiated request for Nokesville Square Shopping Center to be rezoned from I-1 Light Industrial to B-4 General Commercial, with proffers. Mr. Arcieri informed the Mayor and City Council that the B-4 zoning district is more appropriate for the existing commercial shopping center development at Nokesville Road and the proposed proffers would prohibit commercial uses that would not be compatible with the Nokesville Road corridor. Mr. Arcieri stated that a public hearing was closed on May 14, The Planning Commission and staff are recommending approval of Ordinance #O as conditioned. Arcieri, reviewed the application submitted by Didlake for a proffer amendment to permit administrative offices at 8621 Breeden Avenue. Mr. Arcieri stated that a public hearing was closed on May 14, The Planning Commission and staff are recommending approval of Ordinance #O as conditioned. 9 4

MOTION CARRIED. 3) New Business 3.1 Annual Report: Prince William Area Agency on Aging Sarah Henry, Director of the Prince William Area Agency on Aging, presented to the City Council its annual report. Ms. Henry announced the 2nd Annual Prince William Area Dementia Caregivers Symposium is scheduled for June 9 from 8:30 a.m. to 1:30 p.m. at the James J. McCoart Administration Building and is free of charge. 3.2 Presentation: Older Americans Month Proclamation Mayor Parrish presented to Sarah Henry and Raymond Beverage, the City s representative on the Area Agency on Aging, a Proclamation proclaiming May 2018 as Older Americans Month in the City of Manassas. 4) Awards, Acknowledgements and Presentations 4.1 Presentation: Lesbian, Gay, Bisexual, and Transgender (LGBT) Pride Month Proclamation Council Member Ken Elston presented to Jim O Connor, a representative of Equality Prince William, and Thomas Osina, a Manassas resident, a Proclamation proclaiming June 2018 as Lesbian, Gay, Bisexual, and Transgender (LGBT) Pride Month in the City of Manassas. 5) Citizens Time A resident of Prince William County thanked the City Council for proclaiming the month of June as LGBT Pride Month in the City and stated that she has found the City of Manassas to be very open and welcoming and, as a result, has brought many of her friends into the City to frequent the business and restaurants. Lynn Forkell, a resident of the City of Manassas, spoke in support of continuing an open discussion with the School Board and identifying community priorities. Ms. Forkell encouraged the Joint Finance Committee to think outside of the box and consider different strategies to address the challenges. Theresa Coates-Ellis, a resident of the City of Manassas, encouraged the City Council and School Board to think creatively when discussing the funding of the school system and stated 10 5

11 May 21, 2018 that people are tired of increases in taxes and for many, living in the City is no longer and affordable option. 6) Authorize a Closed Meeting 6.1 Authorization of a Closed Meeting COUNCIL MEMBER WOLFE MOVED that the City Council convene in a closed meeting to discuss the following as permitted by Virginia Code (A) (1) and (A) (7): Appointments to Boards, Committees, and Commissions and consultation with legal counsel or briefing by staff members or consultants pertaining to probable litigation involving public safety equipment. Seconded by Council Member Sebesky. Roll call vote: AYES Bass, Elston, Lovejoy, Sebesky, and Wolfe. ABSENT Aveni. MOTION CARRIED. Mayor Parrish announced that the Mayor and City Council would be included in the closed meeting discussion regarding appointments to Boards, Committees, and Commissions. Mayor Parrish announced that the Mayor and City Council, City Manager, Deputy City Manager, City Attorney, Fire and Rescue Chief would be included in the closed meeting regarding the probable litigation involving public safety equipment. The City Council retired to the closed meeting at 6:25 p.m. Vice Mayor Bass was excused from the meeting at 7:10 p.m., prior to the Certification of the Closed Meeting. 7) Certify the Closed Meeting 7.1 Certification of the Closed Meeting COUNCIL MEMBER WOLFE MOVED that the Council certify that, in the closed meeting just concluded, nothing was discussed except the matter (1) specifically identified in the motion to convene in a closed meeting and (2) lawfully permitted to be discussed under the provisions of the Virginia Freedom of Information act cited in that motion. Seconded by Council Member Sebesky. Roll call vote: AYES Elston, Lovejoy, Sebesky, and Wolfe. ABSENT Aveni and Bass. MOTION CARRIED. Rudzenski to the Manassas Business Council for a four-year term beginning July 1, 2018 and ending June 30, 2022; and Lawrence Pigeon to the Manassas Regional Airport Commission for a four-year term beginning July 1, 2018 and ending June 30, 2022; and Charles T. Lemmon, Jr. to the Manassas Regional Airport Commission for a fouryear term beginning July 1, 2018 and ending June 30, 2022; and A motion was duly made, seconded and CARRIED UNANIMOUSLY to adjourn the meeting. The Joint Finance Committee has met four times since March to review relevant information, budget forecasts, debt capacity, and projected financial trends. 18 MINUTES OF THE CITY COUNCIL & MCPS SCHOOL BOARD JOINT FINANCE COMMITTEE MEETING WEDNESDAY, MAY 30, 2018 SECOND FLOOR CONFERENCE ROOM CITY HALL COMMITTEE MEMBERS PRESENT: Council Member Marc T. Aveni, Co-Chair School Board Member Scott Albrecht, Co-Chair Vice Mayor Sheryl L. Bass Council Member Ken D. Elston School Board Vice-Chair Kristen Kiefer School Board Member Tim Demeria City Manager, W. Patrick Pate, and Manassas City Public School Superintendent, Dr. Catherine Magouyrk, were present to discuss specific budget issues and answer questions of the Joint Committee. Also present were members of the City Council and School Board and staff from both organizations. The meeting was called to order at 6:00 p.m. by Mr. Aveni and Mr. Albrecht. Item 1 of the Agenda: Approval of May 17, 2018 Meeting Minutes Ms. Bass moved that the May 17, 2018 Minutes be approved. Seconded by Ms. Kiefer and CARRIED UNANIMOUSLY. Item 2 of the Agenda: Discussion of Capital Plans with Davenport & Co. Ted Cole and Mitchell Crowder with Davenport & Company presented to the Joint Finance Committee the existing tax-supported debt profile, the existing and proposed tax-supported debt for the City and the Schools, the debt affordability for City Projects, the debt affordability for School Projects, and discussed various funding options. The scenarios presented and discussed by Mr. Cole and Mr. Crowder did not include operating expenses. Item 3 of the Agenda: Discussion of Funding Options for Capital and Operating Costs for MCPS and the City The Joint Finance Committee was presented with the following scenarios for funding: 18 1 May 30, 2018

It was suggested by some members of the Joint Committee that the building of a new Dean Elementary be considered separately at a later date and the increased operating needs be the immediate focus of the committee. A conversation regarding student enrollment ensued with questions regarding which neighborhoods had the densest student population. It was noted that the upcoming Comprehensive Plan will be reviewed and updated by the Community Development staff and it may provide information on what is driving growth and where it is occurring. MR. ELSTON MOVED that the Joint Finance Committee recommend to the City Council and the School Board that a Joint Resolution for school funding based on Scenario 3 be prepared and considered for approval. There was no second and the MOTION FAILED. MR. AVENI MOVED that the Joint Finance Committee make a recommendation to the City Council and the School Board that the existing funding arrangement, with a guaranteed increase of 2.625%, continue for one year with continued discussion throughout the following year. There was no second and the MOTION FAILED. MR. DEMERIA MOVED that the Joint Finance Committee recommend to the City Council and the School Board that a Joint Resolution for school funding with an increase for operating costs of 3.5% for three years be prepared and considered for approval and that a joint committee continue to look at how to fund a new Dean Elementary School. No. R RE: JOINT RESOLUTION BY AND BETWEEN THE CITY COUNCIL OF THE CITY OF MANASSAS AND THE SCHOOL BOARD OF THE CITY OF MANASSAS APPROVING THIS JOINT BUDGET AGREEMENT WHEREAS, the City Council adopted a motion during the 2016 budget discussions to meet with members of the School Board once the FY 2016 Budget was adopted to review the Joint Budget Resolution; and WHEREAS, the City Council and the School Board appointed a joint finance committee to meet and discuss options in regards to the current funding agreement with the Manassas City Public Schools (MCPS) and other funding alternatives; and WHEREAS, the joint finance committee agreed that a predictable local revenue base to support education in the City is a desirable and preferred method of providing City funding to the support the operations of the MCPS; and WHEREAS, over the course of five meetings the joint finance committee agreed to a three year joint budget agreement with the amount budgeted in fiscal year 2016 as the base year amount and increasing in fiscal years 2017,2018 and 2019 by 2.625%; and WHEREAS, prior to the fiscal year 2019 budget discussions, the JOint committee recommended that a joint committee be appointed to consider funding options to support the operations of the MCPS after the end of fiscal year NOW THEREFORE BE IT RESOLVED that the Manassas City Council and the Manassas City School Board do hereby agree to support the following: 1. The FY 2016 City Council allocation to the MCPS of$52,808,380 will serve as the base year of this agreement. 2. That the City allocation to the MCPS budget will be increased by 2.625% annually over the next three years to establish the base budgets of FY2017 $54,194,600 FY 2018 $55,617,210 FY 2019 $57,077, That the School Board will use this allocation in the preparation of the overall MCPS budget to be presented to City Council as required by statute. 21

22 October 19, 2015 Regular Meeting Res. No. R Page Two 4. That the School Board may continue to maintain an Undesignated Fund Balance and may reallocate or carry-over unexpended budget allocations. The allocation of fund balance by the MCPS will be included in their budget proposal and unexpended capital expenditures will be automatically carried over at the close of each fiscal year. 5. That this agreement is for three years beginning with the FY 2017 budget and a joint group from the School Board and City Council will be appointed before the preparation of the FY 19 budget to determine if this agreement should be continued or revised. 6. That the City Council or the School Board may Imtlate discussions to reexamine this resolution at an earlier time if circumstances warrant. 7. That this resolution supersedes the Memorandum of Understanding between the City of Manassas Council and the Manassas City School Board regarding the Adopted Capital Improvement Plan dated February 7, 2014, Resolutions R dated February 23, 2009, R dated January 25, 2001, and R dated January 23,2001.
