1 Toledo-Lucas County Public Library Minutes of the Regular Board of Trustees Meeting September 27, 2018 Birmingham Branch Library 8:30 a.m. Present Michael Dansack, Dennis Johnson, Sheila Odesky, George Tucker Roll Call The meeting was called to order by Mr. Tucker at 8:30 a.m., followed by roll call. Minutes The minutes of the regular meeting of July 26, 2018 were approved on motion of Mr. Dansack, seconded by Mr. Johnson; all voted aye, motion carried. Resolution of Appreciation No honoring Marcy Steingroot The Board unanimously adopted a Resolution of Appreciation honoring Marcy Steingroot on motion of Mr. Johnson, seconded by Mrs. Odesky; all voted aye, motion carried. Ms. Steingroot has for 29 years repeatedly demonstrated her commitment to the goals and mission of the Library as a librarian. Note: A copy of the resolution is attached to these official minutes. Director s Comments Mr. Scoles referred to a resolution from State Representative Teresa Fedor that the Library received on behalf of our Steinem Sisters Collection. After being closed for a year, the Sylvania Branch re-opening was very successful. Attorney General Mike DeWine held a program in the Main Library Creativity Lab to raise awareness of his Bureau of Criminal Investigation s Science School, focusing on literacy and the public libraries role in STREAM (Science, Technology, Reading, Engineering, Arts, Math). Deputy Director s Comments Mr. Kucsma thanked and congratulated everyone who hosted the Authors! Sally Field event on Tuesday, which was a tremendous success. He also mentioned Ann Hemming, long-time Business-Technology librarian, who recently passed away. Previous Maturities Investments Balance $750, No Activity Ending Balance $0.00 $0.00 $750, Resolution to the State Library of Ohio The passage of the Evergreen Community Library s levy in May 2018 presented a situation that will affect Toledo Lucas County Public Library s ability to collect on property tax revenue from some Lucas County residents. Residents of Lucas County who also live in the overlapping Evergreen School District could be subjected to doubletaxation, due to Evergreen Community Library placing a levy on the ballot without certified Toledo-Lucas County Public Library Board of Trustees Minutes September

9 boundaries from the State Library of Ohio. Library administrators have consulted with the Lucas County Prosecutor s Office, Ohio Library Council, and the State Library of Ohio to seek a resolution to this issue. Mr. Dansack moved approval of the resolution redefining the Library s boundaries in Lucas County, seconded by Mr. Johnson; all voted aye by a roll call vote, motion carried. Resolution Requesting the Redefinition of the Library Boundaries of the Toledo Lucas County Public Library WHEREAS, the Toledo Lucas County Public Library is currently serving the following school districts: Maumee City; Oregon City; Ottawa Hills; Springfield Local; Sylvania City; Toledo City and Washington Local School Districts and those portions of Anthony Wayne Local; Evergreen Local and Otsego Local within Lucas County WHEREAS, the Toledo Lucas County Public Library wishes to continue to serve these same school districts. AS a result of the potential double taxation of the Evergreen School District within Lucas County, NOW THEREFORE, BE IT RESOLVED that the Board of Library Trustees of the Toledo Lucas County Public Library do hereby request the State Library Board of Ohio to redefine the library boundaries of said library. No Overdue Fines Policy At a recent meeting of the Community Relations Committee, trustees met with Library administration to discuss fines for overdue materials. While overdue fines are assumed to help get books returned and back in circulation, the fact is that for many families in our community, overdue fines are a real barrier to access. For those who can t afford the overdue fines, they have a disproportionately negative impact. This is in direct opposition to the Library s mission to engage all of our communities, inspire lifelong learning, and provide universal access to a broad range of information, ideas, and entertainment. Mr. Dansack moved approval to implement the Library s plan to remove fines for overdue materials, effective January 1, 2019, seconded by Mr. Johnson; all voted aye, motion carried. Staff Organizations Brief remarks were heard from Steve Nichols, APLE representative and Harry Johnson, CWA representative. Grandparent Project Branch Managers Andrea Hudak and Jessica Luce presented details on a highly successful series of Library programs dedicated to connecting grandparents raising grandchildren to relevant community resources. Birmingham Branch Branch Manager Julie McCann spoke about a new project that was started at the Branch. Habitat for Humanity built raised beds for local children to grow a garden. 10 Other Mrs. Odesky commented on the sold-out Sally Fields lecture and congratulated all who organized it. She also spoke of a recent, front-page Toledo Blade article about the customer who used the Library s 3D printer to memorialize the newborn baby whom she lost. Regular Meeting, October 25, 2018, Sylvania Branch Library Mr. Tucker announced that the next regular meeting of the Board would be on Thursday, October 25, 2018 at 8:30 a.m., at the Sylvania Branch Library, 6749 Monroe St., Sylvania. Adjournment There being no further business to come before the Board, Mr. Tucker asked for a motion to adjourn the meeting.
