1 Board of Education Regular Meeting June 16, 2004 The regular meeting of the Board of Education of Community Unit School District No. 100 was held Wednesday, June 16, 2004 in the office of the Board of Education. The meeting was called to order at 6:35 P.M. by John Copley, President Pro tem. Other members present were David Beach, Bill Bishop, Terrie Kallal, and Stu Trask. Also in attendance was James Whiteside, Superintendent. A motion was made by Kallal, seconded by Trask to adjourn to closed session for the purpose of non union salaries and personnel evaluation. Motion carried. The Board along with Mr. Whiteside adjourned to closed session at 6:35 P.M. The Board returned at 7:25 P.M. at which time a motion was made by Beach, seconded by Trask to reconvene the open session. Motion carried. Also in attendance for open session were: Bill Church, District Administrator; William Breden, Director of Transportation, Purchasing and Facilities; Ruth Eschbach, Director of Programs; Tracy Howard, Special Education Director; Tammy Steckel, Director of Business Affairs; also, Laura Pranaitis, The Telegraph; Lauren Bridgewater, Jersey County Star; Jill Thurston, Jersey County Journal; Judy Fritz, Barb Terpening, Cindy Russell, district employees; Russ Tepen, Gen Tepen, Pearl Fester, Mary Shaw, Rodney Stumpf, and Leah Kuehnel. A motion was made by Beach, seconded by Bishop to approve the Agenda as presented deleting Item for Action VII-I Resolution Calling Bond Issue Notification Act (BINA) Hearing. On roll call, all voted yes. None no. Motion carried. MINUTES A motion was made by Bishop, seconded by Trask that the minutes of the regular meeting May 19, and special meeting June 2 be approved as recorded. On roll call, Beach, yes; Bishop, yes; Kallal, yes; Trask, yes; Copley, yes. Motion carried. COMMUNICATIONS 1. Letter from Bob Siemer indicating officers of the JCEA for the upcoming year. 2. Memo from Connie Springman, Jobs for Illinois Grads Coordinator, providing follow up on May 2003 graduates involved in the program. 3. Letter from Joe DeSherlia informing Board of a city meeting on July 15 to hold a public hearing to rezone the DeSherlia Professional Building at 722 West County Road. 4. Letter from YWCA to notify the district they will not be using facilities at Grafton Elementary to hold a summer day camp as previously approved. When asked if any public comments, Rodney Stumpf voiced concerns with the selling of bonds and asked if it was necessary to sell the additional bonds to finish construction? Mrs. Steckel explained she would know more when the bids were received in July. Mr. Stumpf also requested petition forms he thought should be provided by the district for a backdoor referendum against the selling of bonds. Mr. Whiteside explained that the district would provide any information requested, but since the Fire Prevention and Safety bonds are not subject to a backdoor referendum, no such forms are available.

2 BILLS Following discussion, a motion was made by Trask, seconded by Beach that the bills as presented be approved for payment and orders drawn. On roll call, Beach, yes; Bishop, yes; Kallal, no; Trask, yes; Copley, yes. Motion carried. PERSONNEL Mr. Church reviewed the personnel recommendations. A motion was made by Bishop, seconded by Kallal to remove the baseball coaches from the spring sports assignment list before voting on personnel. 4 BUDGET RESOLUTION To meet statutory requirements, the Board must pass a resolution to appoint someone to prepare a budget, file a public notice regarding the display of the budget and conduct a hearing on said budget. A motion was made by Trask, seconded by Bishop to adopt the following resolution: BE IT RESOLVED by the Board of Education of Community Unit School District No. 100, Counties of Jersey and Greene, in the State of Illinois that the Superintendent of Schools, James Whiteside, is hereby appointed to prepare a tentative budget for said School District for the fiscal year that begins July 1, 2004 and ends June 30, 2005, which tentative budget shall be filed with the Secretary of the Board. NOTICE IS HEREBY GIVEN by the Board of Education of Community Unit School District No. 100, Counties of Jersey and Greene, State of Illinois, that a tentative budget for said School District for the fiscal year beginning July 1, 2004 will be on file and conveniently available to the public for inspection at 100 Lincoln Street, Jerseyville, Illinois in the School District Office from and after 1:00 P.M. on the 12th day of August, NOTICE IS HEREBY GIVEN that a public hearing on said budget will be held at 6:30 P.M. on the 15th of September, 2004 at the Board of Education Office, School District No. 100, Counties of Jersey and Greene, State of Illinois. SPECIAL NEEDS STUDENTS PROPOSAL After discussion, a motion was made by Beach, seconded by Trask to approve a contract with Illinois Center For Autism (ICA) Satellite Class starting this fall for special needs students with Autism/Asperger s Syndrome. PURCHASES AND CONTRACTS A motion was made by Bishop, seconded by Beach to pay the annual membership dues for the Illinois Association of School Boards in the amount of $3,694 for FY On roll call, Beach, yes; Bishop, yes; Kallal, yes; Trask, yes; Copley, yes. Motion carried. INVESTMENTS None PREVAILING WAGE RESOLUTION In June each year, the Board of Education is required to investigate and ascertain the prevailing wage rates as defined in the Prevailing Wage Act. A motion was made by Kallal, seconded by Bishop to adopt the following resolution: WHEREAS, the State of Illinois has enacted "An Act regulating wages of laborers, mechanics and other workers employed in any public works by the State, county, city or any public body or any

5 political subdivision or by any one under contract for public works," approved June 26, 1941, codified as amended, 820 ILCS 130/1 et seq. (1993), formerly Ill. Rev. Stat., Ch. 48, par. 39s-1 et seq. and WHEREAS, the aforesaid Act requires that Community Unit School District No. 100 of the Counties of Jersey and Greene investigate and ascertain the prevailing rate of wages as defined in said Act for laborers, mechanics and other workers in the locality of said Counties of Jersey and Greene employed in performing construction of public works, for said Community Unit School District No NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF EDUCATION OF COMMUNITY UNIT SCHOOL DISTRICT NO. 100: Section l: To the extent and as required by "An Act regulating wages of laborers, mechanics and other workers employed in any public works by State, county, city or any public body or any political subdivision or by any one under contract for public works," approved June 26, l941, as amended, the general prevailing rate of wages in this locality for laborers, mechanics and other workers engaged in construction of public works coming under the jurisdiction of Community Unit School District No. 100 is hereby ascertained to be the same as the prevailing rate of wages for construction work in the Jersey County area as determined by the Department of Labor of the State of Illinois as of June of the current year a copy of that determination being attached hereto and incorporated herein by reference. As required by said Act, any and all revisions of the prevailing rate of wages by the Department of Labor of the State of Illinois shall supersede the Department's June determination and apply to any and all public works construction undertaken by Community Unit School District No The definition of any terms appearing in this Ordinance which are also used in aforesaid Act shall be the same as in said Act. Section 2: Nothing herein contained shall be construed to apply said general prevailing rate of wages as herein ascertained to any work or employment except public works construction of Community Unit School District No. 100 to the extent required by the aforesaid Act. Section 3: The Community Unit School District No. 100 Clerk shall publicly post or keep available for inspection by any interested party in the main office of Community Unit School District No. 100 this determination or any revisions of such prevailing rate of wage. A copy of this determination or of the current revised determination of prevailing rate of wages then in effect shall be attached to all contract specifications. Section 4: The Community Unit School District No. 100 Clerk shall mail a copy of this determination to any employer, and to any association of employers and to any person or association of employees who have filed their names and addresses, requesting copies of any determination stating the particular rates and the particular class of workers whose wages will be affected by such rates. Section 5: The Community Unit School District No. 100 Clerk shall promptly file a certified copy of this Ordinance with both the Secretary of State Index Division and the Department of Labor of the State of Illinois.

6 Section 6: The Community Unit School District No. 100 Clerk shall cause to be published in a newspaper of general circulation within the area copy of this Ordinance, and such publication shall constitute notice that the determination is effective and that this is the determination of this public body. Approved this 16th day of June, 2004 Sherry Droste, Board President FUND RAISER A motion was made by Trask, seconded by Kallal to approve the following requests: Request of Illini Middle School to host the annual magazine sale in the fall. Request for JCHS football program to sell discount cards from the Varsity Gold Company. SALARIES FOR NON UNION EMPLOYEES A motion was made by Bishop, seconded by Trask to approve a raise of 4.3% for employees not covered under a union contract. This group includes non union unit office personnel and the maintenance supervisor. On roll call, Beach, yes; Bishop, yes; Kallal, yes; Trask, yes; Copley, yes. Motion carried. USE OF DISTRICT FACILITIES A motion was made by Beach, seconded by Kallal to approve the request of the Village of Fieldon to use the grounds at Fieldon Elementary for a July 4 th celebration. On roll call, Beach, yes; Bishop, yes; Kallal, yes; Trask, yes; Copley, yes. Motion carried. DISTRICT POLICY MANUAL FIRST READING A motion was made by Bishop, seconded by Beach to approve the first reading of the District Policy Manual. The revised manual will remain on display and will be on July agenda as an item of action to adopt. On roll call, Beach, yes; Bishop, yes; Kallal, yes; Trask, yes; Copley, yes. Motion carried. ITEMS FOR DISCUSSION Regular monthly finance reports including Treasurer s Report, Revenues and Expenditures Report, Utility Report, Interest Revenue Report, PMA Activity Report, and Activity Report were received, discussed and placed on file.

7 SUPERINTENDENT S REPORT 1. Summary of construction progress of New Grafton Elementary. 2. Summary of tax extension rates. 3. Copy of information to all employees regarding health insurance changes. 4. Mr. Whiteside thanked Bill Breden & Bill Church for their years of service as they attend their last Board meeting as administrators of Jersey CUSD No Together they have served the district for many years taking much knowledge with them as they leave the district. It has been a pleasure to work with both of them. A motion was made by Trask, seconded by Beach to adjourn. The regular meeting of June 16, 2004 adjourned at 8:25 P.M.
