3 The President s Corner... My term as President of New Jersey State Association of Parliamentarians (NJSAP) will soon end.. I want to personally thank each of my officers, committee chairmen, and unit presidents who have worked very hard on behalf of the state association during my term as president for a job well done. When I was elected as the President of the New Jersey State Association I chose for my theme Consummate Parliamentarian Supremely Accomplished or Skilled. I chose that phrase as my theme because I believe that each of us should continue to improve our parliamentary skills through continued self study and education. Being your President has been rewarding and pleasant experience. I have met many, many wonderful people. Your president has attended meetings of the Cranford Unit, Garden State Unit, Richard S. Kain Unit and the Palisades Unit. He will attend the Jersey Shore Unit meeting, in November as his schedule permits. He will attend the Palisades Unit on November 2, Your president has also attended the NAP National Training Conference and the Conference of Presidents in Oak Brook, Illinois, District One Conference in Manchester, New Hampshire, Delaware State Association of Parliamentarians Annual Meeting in Dover, Delaware, the Robert s Rules Association, Advanced Parliamentary Studies in Baltimore, Maryland, th Conference of Presidents and the 36 Biennial NAP Convention and in Omaha, Nebraska. Pursuant to the bylaws of NJSAP, your President has chaired seven meetings of the NJSAP Executive Committee and Board of Directors and one state convention during his term as President. National Association of Parliamentarians th 36 Biennial Convention Omaha, Nebraska September 26 - October 1, 2007 Your president attended the NAP Convention in Omaha. The first event that your president attended was the NAP Conference of Presidents (COP), held on September 26-27, The COP is open to state presidents and two additional officers from each association according to the association bylaws and (two representatives selected by the district director from each uncharted state or providence may attend pursuant to Article X. Education and Training Conferences. Section 1. Conference of Presidents. Susan J. Lee and your president represented the New th Jersey State Association at the 36 Biennial Convention. 375 members and guest attended the NAP Convention, 327 Delegates were entitled to vote. President Jeanette Williams introduced the Computerized Convention Management System which eliminates the need for microphone spotters and assists the chair in determining the order in which the chair should recognize delegates to speak at the microphones and transfers it to the chair. The system needs to be refined to speed up the recognition of delegates wishing to address the chair. I believe a bar code system would help the process. We also used electronic hand held voting devices which worked rather well. The delegates knew immediately the result each vote. Electronic voting equipment, training and staff was provided and demonstrated by Moss Cairns. The staff assistance was provide pro bono for the convention. Member Nancy Sylvester, PRP, explained that she was introduced to this technology several years ago and, knowing that parliamentarians have always been in the forefront of using parliamentary procedure, encouraged the leadership of NAP to experience this technique. Voters were able to use the individual wireless - easier than pushing buttons on a T.V. remote control. The larger-than-life screen displayed results of the votes immediately. 4 New Jersey State Association Forty-Second Annual Convention NAP Representative On Saturday, November 3, 2007 the New Jersey State Association will be holding its Forty-Second Annual Conventions at the Holiday Inn, 195 Davidson Road, Somerset, New Jersey. The Executive Committee is looking forward to welcoming all NJSAP members to the convention. Please mark your calendar and plan on attending the convention. At the convention we will be voting on proposed bylaw amendments, electing officers and having an exciting parliamentary institute. Carol Henselder, Director District One, will be the NAP Representative. Carol will present the convention institute on Serving as a Parliamentarian. Delegates will be electing NJSAP Officers for the Association Years The Nominating Committee has nominated the following for office: President...William Starkey, PRP, Garden State Unit Vice President... Linda Worman, Garden State Unit We will also consider proposed amendments to our bylaws. The bylaw s amendments were mailed to you with the Convention Call. Please review the proposed amendments. And we will be adopting a budget for Don t forget to send your meal reservation form to Marcia Dunn, Convention Registration Chairman. And inform your unit president if you are planning on attending. MAL will elect a chairman before the convention convenes pursuant to NJSAP Bylaws. Parliamentary Quiz 1. When is an election final? 2. Approximately 35 delegates and three guest attended the convention. Jamaal Lipscomb, Parliamentarian for the Black Coallition of Federal Aviation Employees (NBCFAE), Carol Henselder, PRP, Director, District One, and Chris Dickey, PRP, Chairman of NAP Communications Committee, were guests at convention. 5 CONVENTION: (Continued from page 4) 2006 Convention Pictures News from the Cranford Unit What do the Cranford Unit of Parliamentarians, the State House and the Constitution have in common? They all came together on June 20! The Cranford Unit of Parliamentarians, for our annual luncheon meeting in the spring, car pooled to Trenton for a tour of the State House and of the State Archives. We had a very informed docent at the State House, who pointed out that this is the second oldest continually used state house in the country, and showed us the several additions to the original building. We were able to go into the Governor's outer office, and see portraits of many of the former governors. The Senate and Assembly rooms are laid out according to district, and with special seats for the majority and minority leaders, as well as the party parliamentarians. The buildings were quiet in preparation for the budget hearing the next day, so we saw few elected officials. Institute Presenter, Chris Dickey, PRP,(left), William E. Starkey, PRP, NJSAP President (center), District One Director, Carol Henselder, PRP (right) The Archives has many items available online, but we were treated to a special viewing of an antique map of Cranford, some of the cubic feet of materials stored there, and a visit to the vault to see New Jersey's copies of the Bill of Rights and Constitution, among other materials. Information about New Jersey's government is available online at and the archives are accessible as well. All agreed that this was a very interesting and informative day. 6 News from the Garden State Unit The Garden State Unit of Parliamentarians is going strong with nine members and one provisional member. Betty Barnsdorf and Nancy Brennan, passed away in December Both ladies were a vital part of the Garden State Unit. Kain Unit The members of the Kain Unit will present a public workshop to promote awareness of parliamentary procedure during Parliamentary Law Month on Wednesday, April 18, 2007 from 7:00 p.m. to 9:00 p.m. The workshop will provide basic skills and information about members' rights and responsibilities. Unit members will demonstrate motions using a prepared script adapted from "The Guerrilla Guide to Robert's Rules" by NAP member Nancy Sylvester, PRP. Light refreshments will be served. Members of NJSAP participated as judges for NJ SkillsUSA youth parliamentary competitions on Saturday, May 12, 2007 at the Somerset Holiday Inn in Somerset, NJ. This will be the third year that NJ SkillsUSA has requested judges from NJSAP to judge their student parliamentary competitions. Since NJSAP has been involved in judging the NJ SkillsUSA student parliamentary competition, there has been an increase in participation with more student teams competing each year. The NJSAP Board of Directors has authorized the purchase of medallions, which will be awarded to each student on the winning NJ SkillsUSA team. All contestants will receive a congratulatory certificate signed by William E. Starkey, PRP, NJSAP President. (See SKILLSUSA, Page 8) Page 7

8 SKILLSUSA: (Continued from Page 7) To help make the NJ SkillsUSA student parliamentary competition a success again this year, volunteers from NJSAP are needed. Participating as a judge is a winwin-win situation. The NJ SkillsUSA wins by having qualified parliamentarians on hand to judge their student parliamentary competitions. The students win by having knowledgeable and expert parliamentarian critique their parliamentary procedure performance and skills. The judges win by enabling youth in their pursuit of parliamentary procedure. Oh--did I mention that the NAP and NJSAP win? They win!--with your support and participation as a judge. The NAP has partnerships with several youth groups, including the SkillsUSA of which NJ SkillsUSA is a member. NJSAP wins by their members serving the community in this annual tradition. TRENTON: (Continued from Page 5) Photos from "A Day In Trenton" Thanks to the Cranford Unit of Parliamentarians for hosting this event. Members of the Garden State and Kain Units plus one Member-at-Large gathered with the Cranford Unit for a day of education, history and fellowship at the State House in Trenton. The morning was spent touring the State House, learning about our State's symbols and the parliamentary protocol used during Assembly and Senate proceedings. Parliamentarians enjoyed lunch in the State House cafeteria, as they reminisced about the morning's events. The day concluded with an afternoon tour of the State Archives. NAP Medallion Program The NAP has developed a Medallion Program, which recognizes deserving winners of youth partnership parliamentary procedure competitions. The Medallion is an award that youth can take home in recognition of their parliamentary proficiency. The NAP has partnerships with the following youth organizations: Business Professionals of America; Future Business Leaders of America; Phi Beta Lambda; Family, Career and Community Leaders of America; Health Occupation Students of America; and SkillsUSA. 11 Bylaws NJSAP Bylaws, Susan Lee, Chairman The New Jersey State Association of Parliamentarians Bylaws adopted at the Annual Convention held in November 2006 have been approved by the National Association of Parliamentarians. NJSAP members can obtain a copy of the NJSAP Bylaws from their Unit presidents or download a copy from the NJSAP Web site at this link: The NJSAP Board of Directors at its February 1, 2007 meeting directed the Bylaws Committee to undertake a review of our current bylaws to determine if standing committees should be consolidated or abolished. The rationale for this is that the NJSAP currently has 13 standing committees and five of those standing committees have vacant chairs. This has become the practice over the past administrations with vacancies on several standing committees. The Bylaws Committee has begun work on this task and will report back to the Board of Directors at its June 14, 2007 meeting. NJSAP members are welcomed to join the Bylaws Committee. Anyone at anytime from any place can visit our Web site. Our discussion board has been created just for NJSAP members who can post messages anytime. NJSAP Discussion Board, Susan Lee, Moderator With our NJSAP discussion board, it is easy to communicate and connect with other members of our state association at any time, day or night. Invite everyone in your unit to sign up to use the New_Jersey_Parliamentarians discussion group. It is easy to sign up to use the NJSAP discussion board. There is a sign up page on the NJSAP home page: Enter your address and click the Join Now button. You need to create an account for yourself through our host, Yahoo! Groups. You will select the New_Jersey_Parliamentarians discussion board to register. You will receive an automated message telling you that your registration has been accepted. Then just log on and start posting your questions. Happy Posting! NJSAP Web Site, Susan Lee, Webmaster Although the NJSAP does not have physical presence with a brick and mortar building, it has a virtual presence with our Web site. Each month, the NJSAP Web site receives visitors. During February 2007, 120 visitors viewed our Web site. Since the time when our web site was created in 2003, there have been more than 1,700 visitors to the NJSAP Web site. An important feature of our Web site is the capability for organizations to connect with a parliamentarian in New Jersey when their organization needs parliamentary services.
