1 Minutes o Long Beach Meeting, November 14,1999. Page 1 o 14 PACIFIC NUCLEAR COUNCIL Meeting, Long Beach, CA, USA, November 14, Call to Order: President Rolland A. (Landy) Langley called the meeting to order at 0900 hours. President Langley welcomed meeting attendees, asked each participant to introduce himsel or hersel, and asked each participant to state his or her ailiation. He also welcomed the contributions o PNC Vice President WANG Nai Yan upon his anticipated arrival during the aternoon session o the PNC and said that a busy agenda o important items awaited eedback rom member organizations.representatives attended the meeting rom 10 o the 12 PNC member societies and rom one PNC observer society. 2. Opening Remarks: President Langley said that his time to devote to PNC activities had been limited since the Seoul meeting in December 1998, as he continued to serve as the Chie Executive Oicer (CEO) or BNFL Inc.. Upon recently turning his position over to a new CEO, he now hoped to have signiicant time available or urthering PNC business and intended to do more. He next summarized his recent action on behal o the American Nuclear Society (ANS), participating as an ANS representative or one week at the United Nations Framework Convention on Climate Change (UNFCCC) Conerence o the Parties (COP) - 5 meeting in Bonn, Germany. Nuclear industry supporters at COP-5 included a ive-member delegation rom the ANS, representatives o the International Nuclear Forum, the Nuclear Energy Institute, Foratom, the Japan Atomic Industrial Forum, the Uranium Institute, the European Nuclear Society, the Korea Atomic Industrial Forum, the Canadian Nuclear Association - and others. The conerence was conducted rom October 25 to November 5, The nuclear industry groups emphasized the beneits o nuclear power, as a part o the solution to the global warming problem, while anti-nuclear groups took an opposing view that nuclear power is not an acceptable clean energy source. Langley then said that he believed nuclear power to be a clean, sustainable energy source and reported that while opponents agree that nuclear power plants are emission-ree, they are concerned with waste management and saety, and avor development o renewable energy sources instead o nuclear power. A signiicant and positive impression resulted rom nuclear industry participation at COP-5, including the reusal o conerence delegates to veto the role o nuclear energy as an energy source. In contrast, Langley explained that industry representation was small and virtually unnoticed at COP-3. At COP-4, the industry was better represented and made many contacts, although the impact o this eort was limited. According to President Langley, it is essential that the nuclear industry participation continue until the COP approves the inal policies. Now required are integrated preparations or COP-6, November 2000, in The Netherlands. The goal o the UNFCCC is to have all decisions on mechanisms, clean development mechanisms (CDMs), etc., agreed to at COP-6. Thereore, industry input and presence at the Subsidiary Body preparatory meetings to COP-6 are important. He noted that the American Nuclear Society, the International Nuclear Societies Council, and others, are mapping out a plan.

A prominent speaker, Mr. David L. Pentz, Chairman, Pangea Resources Inc., will update the PNC on: Pangea - Part o a Creative Solution or Global Problems. Finally, Langley advised the PNC o these revisions to the agenda: The Committee and Task Group Reports will be discussed ater consideration o the April 11, 1999 PNC meeting minutes. The PBNC 12 Status Report will occur at the end o the meeting to accommodate a subsequent meeting o the PBNC 12 steering committee, chaired by the Immediate Past President o the PNC, Byong Whi Lee. 3. Approval o Paciic Nuclear Council Meeting Minutes. Minutes o the PNC meeting o April 11, 1999 in Sendai, Japan were accepted as distributed to the PNC on October 28, Report o the PNC Workshop on Next Generation Reactors : Masao Hori and Bob Vijuk. Co-Chairs Hori and Vijuk provided a summary o the PNC Workshop on Next Generation Reactors that had been conducted on November 13, 1999, in Long Beach, Caliornia. One o the expected outcomes o the workshop was to begin the development o solutions or the next generation reactors using regional cooperation within the Paciic Basin. Overview presentations on next generation reactor development in Canada, Japan, Korea, and the USA described initial programs o mostly large-scale reactors. An overview paper was also made available rom the Chinese Nuclear Society, although it was not ormally presented at the workshop. It was the conclusion o the well-attended workshop that next generation reactor (NGR) development is necessary. Among the key NGR development issues are the need to be economic, the requirement to be competitive with other programs, and the need or international licensing to be rationalized. According to Co-Chairs Hori and Vijuk, workshop participants agreed that NGR cooperation was necessary. Roles, ields, and schemes or cooperation were detailed. Recommended is a second PNC workshop in about six months, with participation to include PNC member organizations and appropriate non-nuclear organizations. The purpose o this workshop would be to develop a report on recommended cooperative actions. Among the discussion and comments on this report were these statements: The ormat o the second PNC Workshop on Next Generation Reactors should be by invitation only. A workshop representative should be appointed rom each PNC member organization, as well as rom relevant Non-Governmental Organizations (NGOs). Canadian Nuclear AssociationCanadian Nuclear Society representative Frederick C. Boyd agreed to send proposed NGO participants to President Rolland A. Langley. Possible venues or the second workshop included the Japan Atomic Industrial Forum Annual Conerence or the 2000 American Nuclear Society Annual Meeting. President Langley asked that representatives o each member organization at the meeting nominate a workshop participant by December 15, He also complimented Workshop Co-Chairs Hori and Vijuk or

Report o the PNC Steering Group on High Level Waste and Spent Fuel Management: On behal o PNC Steering Group Chair Hattori, Japan Atomic Industrial Forum representative Noboru Oi or Takuya Hattori noted that revision o the DRAFT report, "The International Interim Storage Scheme (IISS) o High Level Radioactive Waste and Spent Fuel" is still needed. He recently met with Chair Hattori to discuss the status o this eort. Chair Hattori told JAIF representative Oi that he will inish revising the DRAFT by March 2000 and that a inal product is anticipated in October President Langley suggested that conclusions rom the recent U.S. Department o Energy conerence on High Level Nuclear Waste, Denver, Colorado, USA, October 31 to November 3, 1999 be incorporated into the DRAFT document. He will contact Chair Hattori and ask him to consider adding this additional material, as well as to oer support or his revision and related work. 6. Report rom the Public Inormation and Outreach Working Group : President Langley or Mr. Edward (Ted) L. Quinn and Proessor Yasumasa Tanaka The President reminded the PNC that Working Group Co-Chair Roxanne Summers resigned during the Spring o 1999, and Langley sent a letter o appreciation to Ms. Summers. Mr. Edward (Ted) L. Quinn, a representative o the American Nuclear Society to the PNC meeting in Sendai, Japan, April 1999, was appointed as Co-Chair o the Public Inormation and Outreach Working Group, replacing Ms. Summers. The President will communicate with Co-Chair Quinn, providing relevant background inormation or this key element o PNC activities. 7. Report rom the Codes and Standards Migration Task Group Task Group Chair Shami S. Dua explained that he had been appointed to this position about two years ago and that good progress had been achieved in the past year. See Attachment B or the details o his presentation. Among the scope o task group activities proposed by Chair Dua was to determine the needs o PNC members to harmonize with the internationally accepted nuclear codes and standards such as IAEA, ASMEASTM, IEC, ISO 900, etc. Task group deliverables are: A listing o codes and standards used by PNC members, such as standards or pressure vessels, nuclear materials, and risk analysis. He is expecting to prepare a DRAFT list o codes and standards within the next six months. The determination o the interest and needs o PNC members or a widely accepted suite o nuclear codes and standards. o A Position Paper documenting PNC vision and strategy. A report on a pilot project that will look at key areas to test the strategy documented in the Position Paper. A recommended list o the suite o codes and standards or use in the nuclear arena by PNC members and non-members. Australian Nuclear Association (ANA) representative Clarence J. Hardy noted a gap or research reactor codes and standards, which could be addressed by the task group. I, in act, research reactor codes and standards are added to the task group's scope o activities, the ANA will propose a member to the task group. Immediate Past President Byong Whi Lee added that Korea will be decommissioning two research

Chair Dua responded that it is the intent o the task group to look at the entire lie cycle o the reactor. Also, Atomic Energy Society o Japan (AESJ) representative Mamoru Akiyama said that AESJ had just initiated a codes and standards committee, which is chaired by Proessor Shunsuke Kondo. The President thanked Chair Dua or his report and said that he would work with him to increase the Codes and Standards Migration Task Group membership. He again emphasized the important role codes and standards recommendations can play or emerging nuclear energy programs. 8. Operations o the Paciic Nuclear Council SecretaryTreasurer. Secretary's Report o Activities, April 1999 to November Secretary/Treasurer W. Michael Diekman expressed appreciation or the help o American Nuclear Society Sta Members Ms. Mary J. Keenan and Mr. Dave Slaninka with the meeting and luncheon arrangements. The PNC Treasurer's Report or July 1, 1998 to June 30, 1999 was presented by Secretary/Treasurer Diekman. The report showed an operating deicit or the period o $6,000 (U.S. Dollars), with a second dues billing pending. In response to a prior question, Diekman acknowledged that the actual revenue or the line item, CAN/CNS Contribution rom the 11th Paciic Basin Nuclear Conerence, was $6,595 (U.S. Dollars). The Canadian Nuclear Association/Canadian Nuclear Society and the Korea Atomic Industrial Forum acknowledged that their organizations had previously provided inancial support when responsible or the PNC Secretariat, which established a precedent. The President expressed the hope to get to sel-sustaining inancial operation o the PNC Secretariat in the uture, noting the signiicant contributions received rom the Japan and Canadian organizers o recent Paciic Basin Nuclear Conerence (PBNC) meetings. He asked that the policy o inancial contributions rom PBNC meeting organizers continue. Australian Nuclear Association representative Clarence J. Hardy noted that the ANA had not received a dues invoice. Secretary/Treasurer Diekman next presented a inancial report or the period July 1, 1999 to September 30, Review o Actions. A. Action 95-13: K. Talbot to contact utilities to agree on a prospective host partner and to identiy prospective recipient partners. ONGOING: This action was deerred or uture consideration, as appropriate, at the December 5, 1998 PNC meeting. B. Action 96-02: S.R. Hatcher to ollow up with North Korea and other Nuclear Societies in the Paciic Rim to encourage them to join PNC. ONGOING: This action will be included as part o an ongoing member recruiting activity, per a decision at the December 5, 1998 PNC meeting. A special eort will be made to encourage nuclear scientists rom North Korea to participate at the 12th Paciic Basin Nuclear Conerence in Seoul, Korea. See Item 19. C. Action 97-06: (Then) Vice-President Langley to ask J. Graham to act as webmaster or the PNC web page as an activity o the Communications Task Group.

The President will approve all content prior to its posting on the PNC web page. Approval o the Webmaster ee or was reported during the Treasurer's Report. Links to the PNC web page were again requested rom PNC member organizations. The site URL may be evaluated in the uture, as requested at the December 5, 1998 PNC meeting. D. Other action items rom the December 5, 1998 PNC meeting are: (1) The President will send a communication to each PNC member organization asking or a current representative to the PNC Codes and Standards Migration Task Group. This communication was distributed on April 21, 1999, although ollow up will be needed. (2) The President will send a communication to the Sociedad Nuclear Mexicana (SNM), asking i SNM is still interested in hosting the 14th Paciic Basin Nuclear Conerence in A communication was sent on April 21, 1999, and a ollow up Electronic Mail message and telecom were also initiated. (3) The President will work cooperatively with American Nuclear Society Representative Stanley R. Hatcher and others as appropriate to determine how the PNC can be more eective at uture United Nations (UN) Conerences o the Parties (COPs) o the UN Framework Convention on Climate Change. This action item is an on-going initiative, which was discussed in Item # 2 o these minutes. In response to a question rom Canadian Nuclear Association/Canadian Nuclear Society representative Frederick C. Boyd, President Langley explained that the URL or the PNC web site will be evaluated in the uture upon the availability o inancial resources. The President also answered questions rom ormer PNC Secretary/Treasurer Octave J. Du Temple as ollows: The issue o eventually considering India and Pakistan or membership in the PNC should be addressed as part o the organization's scope evaluation, which is currently under way and will be discussed later in the meeting. Any new proposed PNC member organizations will require approval by the existing PNC membership. The PNC would welcome the participation o individual nuclear scientists rom North Korea at Paciic Basin Nuclear Conerences, and the ormation o a nuclear society in North Korea should be encouraged th Paciic Basin Nuclear Conerence (PBNC): Chinese Nuclear Society Deputy Secretary General SUN Guang Yu or Vice President WANG Nai Yan. On behal o the Chinese Nuclear Society (CNS) (Beijing, China, ), CNS Deputy Secretary SUN presented a status report. The date or the 13th PBNC is September or October The conerence location is the Wuzhou Guest House in Shenzhen. CNS is the host organization, with sponsorship by the China National Nuclear Group Cooperation and Guang Dong Nuclear Power Joint Venture Company, Ltd. The proposed meeting theme is: Nuclear Energy * A Demonstrated Sae and Economical Energy Source in Paciic Basin Countries.

Page 6 o 14 President Langley suggested that CNS identiy the meeting dates as soon as possible to avoid conlicts with other meetings th Paciic Basin Nuclear Conerence (PBNC) : President Langley reminded the PNC that both the Sociedad Nuclear Mexicana (SNM) and the American Nuclear Society (ANS) had previously expressed interest in hosting the 14th PBNC. He then said that this decision might be deerred, as the PNC should make its decision ater hearing presentations rom both SNM and ANS. I such brieings cannot be provided by both prospective host organizations, the PNC should consider postponement o this item until the next meeting. Note: this item was discussed later in the meeting. See Item 20 or details. 12. Process or Nomination o a New PNC Vice President/President Elect: The President suggested that the PNC handle the nomination o candidates dierently than in the past, recommending that a nominating committee be appointed to propose candidate(s) or the next Vice President/President Elect o the PNC. President Langley then proposed the ollowing nominating committee: Dr. Stanley R. Hatcher, ormer PNC President, Chair; Dr. Byong Whi Lee, Immediate Past President o the PNC, Member; and Dr. WANG Nai Yan, PNC Vice President/President Elect, Member. He would like to have this proposed committee begin deliberations to identiy appropriate candidate(s) as soon as possible and present a nomination or nominations at the next PNC meeting. The President then made these responses to PNC member organization questions: It has been the past practice o the PNC to rotate the Vice President/President Elect between East and West Basins. The President is now requesting a dierent approach, as some prior nominations rom the loor were given without the nominee's permission, willingness to serve, and/or availability o inancial support. Immediate Past President Lee conirmed that impromptu nominations rom the loor had been submitted without communicating with proposed nominees. In addition, he said that a nominating committee would have an opportunity to study the qualiications and availability o inancial support or each nominee. Ater the announcement o the candidate(s), a mail ballot o PNC member organizations will be conducted i two candidates are nominated. The next PNC Vice President/President Elect will be installed at the Paciic Basin Nuclear Conerence-2000, so the selection o this individual by PNC member organizations can occur in the MayJune time rame. Immediate Past President o the PNC Lee concurred with this proposed timing, which is consistent with the prior election ballot handled by the Korea Atomic Industrial Forum. The President recommended that the proposed nominating committee contact PNC member organizations or suggested nominees. Important nominating committee criteria include signiicant participation in the PNC. There are no preconceived obligations or the next PNC Vice President/President Elect as a result o the prior election. The nominating committee will be asked to coner with PNC member organization representatives, i appropriate, and to add its own judgment.

Page 7 o 14 It was the consensus o the PNC member organization representatives present that President Langley go orward with the appointment o the nomination committee or the next PNC Vice President/President Elect, per his proposal. 13. Communications with the Australian Nuclear Association (ANA): ANA Representative Clarence J. Hardy explained that he had experienced problems with receipt o his PNC communications via the mail service, which takes about two to three weeks. He asked that alternate distribution mechanisms such as teleax, Electronic Mail, and the Web Site be considered, and also requested that a target date o two months ater each meeting be established or distribution o the minutes to PNC member organizations. Some representatives avored the establishment o Electronic Mail lists or distribution o PNC communications, which is a rapidly growing communications method. In response, ANA representative Hardy said that he had encountered challenges with Electronic Mail, particularly with the retreivability o attachments. His preerence is or the teleax communications option. President Langley instructed the PNC Secretariat to work with ANA representative Hardy to address his communications challenges, via the use o teleax and also via a more prompt hard copy delivery service or conirming copies. He also stated that he would like to distribute the minutes o this meeting by January 15, 2000, and would like to receive a DRAFT copy or review and comment about December 15, New PNC Representative rom the Latin American Section o the American Nuclear Society (LASANS) : LASANS representative Spitalnik announced that as o January 1, 2000, the new organizational representative will be Ing. Gonzalo Torres Oviedo o Chile. 15. Date and Location o the Next PNC Meeting: The President reminded the PNC o the oer to host the Spring 2000 meeting in conjunction with a Canadian Nuclear Association (CNA) Canadian Nuclear Society (CNS) joint meeting, which was made by CAN/CNS representative Murray J. Stewart at the April 11, 1999 PNC meeting. Since the PNC meeting in Sendai, Japan, President Langley talked with CAN/CNS representative Stewart and as a result, learned that the timing o the CAN/CNS meeting has changed. While being cautioned by CAN/CNS representative Frederick C. Boyd that these organizations may not meet jointly in 2001, the President will discuss with CAN/CNS representative Stewart proposed meeting options or CAN/CNS to host the Spring 2001 PNC meeting. Thereore, President Langley recommended that the Spring 2000 PNC meeting be conducted prior to the Japan Atomic Industrial Forum Annual Conerence, April 25, 2000, Tokyo, Japan. In response to a question, he conirmed that the Fall 2000 PNC meeting will be conducted in Seoul, Korea, in conjunction with Paciic Basin Nuclear Conerence- 2000, and that the general practice is to hold PNC meetings in conjunction with PBNCs and other major meetings. The President then introduced luncheon speaker David L. Pentz and ormer PNC representative rom the American Nuclear Society Gail H. Marcus. 16. Report rom the Special Task Group on Reorganization o the PNC: The President briely reviewed the history o this task group, which was appointed to review the PNC Charter by then President Byong Whi Lee in November o Since that time, the task group has been working to make the organization more proactive to support both developed and developing country needs within the Paciic Basin. He then summarized these initial task group activities:

He had made trips during 1998 to discuss this issue ace-to-ace with task group members. As a result, agreement or a revised Section 4 o the charter was approved at the December 5, 1998 PNC meeting, ater a lengthy discussion. B. The next issues to be evaluated were the organization name and who is eligible or membership. The membership eligibility discussion is still continuing, but the eedback received rom member organizations was not to change the PNC name. C. Another element o the task group deliberations was the issue o whether PNC members should be non-governmental organizations (NGOs). It was the consensus o the task group that the PNC membership should not contain government organizations, and that the organization be comprised o NGOs only. President Langley next detailed the process o urther revision o the charter to address the preceding and other related issues subsequent to the PNC meeting in Sendai, Japan. He had again traveled to meet with task group members ace-to-ace to obtain their eedback. A current version o the proposed charter entitled, Attachment 2, Proposed Revisions October 26, 1999, was distributed to meeting attendees, along with related background inormation. The President then summarized the proposed revisions: Section 2 * Has been changed to deine PNC charter membership and states that a list o charter members is given in Appendix A. Section 3 * Introduces the concept o "membership categories," which is explained in detail in Section 5 and stipulates that the membership categories must support the purposes o the PNC as set orth in Section 4. Further, membership in the PNC is subject to approval by the newly established Executive Committee, which is deined in Section 5. A ootnote to Section 3 deines the territorial eligibility or membership in the PNC as: "The Paciic Basin area is deined as those countries bordering on the Paciic Ocean and adjacent seas, and the countries o South and Southeast Asia." This deinition is an expansion o the Paciic Basin to include South and Southeast Asia, making possible PNC membership rom India and Pakistan. The President emphasized the importance o including India, Pakistan, and other Southeast Asia nations in the PNC. Ultimate membership decisions are taken by the PNC on a case-bycase basis. Section 4 * The purposes o the PNC are proposed to be amended by adding a reerence to the Paciic Basin Nuclear Conerences (PBNCs). This additional purpose states that the PNC is to sanction periodic PBNCs, which shall normally be held in a Council member country every two years. This proposed revision supplements the revised Section 4 approved at the December 5, 1998 PNC meeting. Section 5 * The terms "and areas" and "or area" have been added in several places to address the diversity o the current and anticipated PNC membership. In addition, expansion o the membership is proposed to add newly created categories or institutional and commercial organization memberships. The current members are included in a third category, proessional association membership. The membership criteria or the three membership categories were highlighted, along with examples o potential member organizations or these new categories. Purpose o this proposed expansion is to obtain a

Page 9 o 14 broader level o participation rom individuals throughout the Paciic Basin and to help provide an increased basis or unding the PNC, as the current annual expenses generally exceed the dues received. How the PNC operates as an organization has also been addressed in the proposed revisions. A new Executive Committee is created to enhance governance by being responsible or approval o new members and or all inancial matters o the PNC. The Council as a whole shall have authority over all other activities o the PNC. The composition o the Executive Committee is provided, with representation rom all three membership categories. The institutional and commercial members o the Executive Committee are proposed to be elected by majority vote o the Council. Section 6 * Proposed revisions include deletion o a provision regarding the initial arrangement or PNC Secretariat services through the American Nuclear Society (ANS), as ANS no longer provides the Secretariat on a continuing basis. In addition, this modiication or the provision o services is proposed: Unless such services are requested by the Secretariat, such services shall be urnished at the provider's expense. o Section 7 * Has been revised to establish a twoyear budget cycle (over the term o each President) and dues ratios or the three member categories. The Council is to determine the assessments or member organizations, which need not be on an equal share basis. In addition to regular dues assessments, the Council may ask or voluntary contributions rom members interested in speciic tasks to und the conduct o those projects. For example, a special assessment would be allowed or support o a speciic issue, such as the PNC Steering Group on High Level Waste and Spent Fuel Management chaired by Dr. Takuya Hattori. As a result o the preceding proposed charter revisions, the PNC would become a leading organization in the Paciic Basin with a broader scope, as opposed to creation o another separate organization. President Langley then asked or eedback rom meeting participants on the proposed revisions to the PNC charter. The ollowing items were addressed during a lengthy discussion: Clariication was requested or the PNC participation limitations, i any, o wholly or partially government-owned corporations. Several examples were given. The President suggested these characteristics or such a corporation: independent operation rom the government; an elected board o directors; development and implementation o policies directed toward commercial development(s); and operation primarily as a or-proit organization. Further, i any existing PNC member organization is concerned about the inluence o government in a proposed new PNC commercial member, the existing members discuss and decide on each PNC membership application on a case-by-case basis. It was the consensus o the discussion that guidelines or this issue may need to be developed. Clariication was requested or the organizational classiication o PNC charter members. President Langley explained that while the deinition o organizations may vary slightly within the Paciic Basin, the two basic organizational types are "scientiic and educational societies" and "trade associations." He also suggested that as a result, a ourth membership class, "trade associations," might need to be added to proposed Section 5. Another related recommendation by Canadian Nuclear AssociationCanadian Nuclear Society representative Jerry Hopwood was to make the existing nuclear society members o PNC preeminent within the proposed Executive Committee, with only these societies having the

Latin American Section o the American Nuclear Society (LASANS) representative Jorge Spitalnik asked that all existing members be reerenced or addressed in the revised charter, not only charter members. He then explained the organizational structure or the LASANS. The President suggested the possibility o deleting Section 2Appendix A o the proposed charter, which deines the term "charter membership" and also provides membership termination requirements. The charterounding members could be acknowledged in a preamble to the charter. Clariication was requested regarding existing PNC joint memberships and how this structure would translate into the proposed PNC organizational structure. The President explained that joint memberships are permitted to cast only a single vote and basically pay a single annual membership ee, although slightly higher than the ee or a single PNC member organization. The rationale or proposing the three PNC classes o membership was requested. In reply, the President said that increased dues and participation are anticipated via these proposed revisions. Chinese Nuclear Society (Beijing, China, ) representative SUN Guang Yu advised o the need or increased cooperation between nuclear societies within the Paciic Basin. As a result, this purpose could be better achieved i only nuclear societies are PNC members. Nuclear Energy Society (Taipei, China, 10772) representative Adrian M.T. Wang stated that the proposed PNC institutional and commercial organization membership classes are not needed. Atomic Energy Society o Japan representative Masao Hori reminded the meeting participants that the PNC is and would like to continue to be recognized as a Non-Governmental Organization (NGO). Thereore, government organizations should be excluded rom PNC membership. The President thanked the meeting participants or their eedback and explained that this discussion would continue during the aternoon session. He then recessed the PNC meeting or lunch at 1215 hours. Mr. David L. Pentz, Chairman o Pangea Resources Inc. spoke at lunch. President Langley then reconvened the meeting at 1415 hours. 17. Additional Discussion on Proposed Revisions to the PNC Charter: The President continued to lead a discussion about the proposed PNC charter revisions (see also Item #16 o these minutes). During this discussion, PNC Vice President WANG Nai Yan joined the meeting. President Langley initially summarized the previous eedback on the issue o recognition o charter/ounding membership by saying that there is urther work to do in order to relect the discussion. He noted that this eort goes beyond the Special Task Group on Reorganization o the PNC, as cooperation and input will be required rom the PNC member organization representatives. The ollowing steps were proposed: The President will DRAFT a preamble to the PNC charter which will contain text that recognizes the initial membership o the organization. This preamble will also discuss the issue

Within one month ater the meeting, this DRAFT preamble will be sent to PNC member organization representatives or review and comment. The President with ollow up with the PNC member organization representatives to get input, i needed. A second revision o the preamble will then be prepared or member organization review and comment. A lengthy discussion then ensued on the proposed deinition o the Paciic Basin area, as given in a ootnote to proposed Section 3. Some o the meeting participants avored the proposed approach, which would create the potential or entry into the PNC o nuclear societies rom countries such as India and Pakistan and thereore expand the organization s geographical area. Advantages o interace with these nuclear societies were summarized. An evaluation o the consequences o this proposed increased geographical reach o the PNC was suggested. Other meeting participants recommended that the status quo or the PNC geographical area be maintained, limiting the organization to the Paciic Basin only. These participants cautioned the PNC against extending its border beyond the Paciic Rim, asking that the ootnote to proposed Section 3 be deleted. Uncertainty and concern were also expressed over this wider geographical area proposed or the PNC. President Langley reminded the PNC meeting participants that new members are subject to consideration by and approval o the PNC Executive Committee. Applicant consideration would include a discussion o the organization's intent and objectives and would not be automatic. He predicted that discussion o new organization applications rom outside the Paciic Basin would be challenging. The meeting participants did not reach a consensus on this issue, and it was suggested that urther consideration be given to it at the next PNC meeting. In the interim, the ootnote to proposed Section 3 will be deleted and the status quo or PNC membership would be maintained. The President asked Atomic Energy Society o Japan representative Masao Hori and Korea Atomic Industrial Forum representative Chang Kun Lee to develop a proposal on how to address this issue or consideration by member organizations. This issue will be added to the agenda or the next PNC meeting. President Langley then briely summarized the prior discussion on Section 5, Classes o Membership. Institutional Membership would need to be clariied to show that the organization was not an extension o government policy, or those scientiic organizations that would be supported by the government. Further, Proessional Association Membership should be o two dierent types * trade associations and scientiic and educational societies. The concept o Commercial Organization Membership(s) was next discussed. While no consensus on this issue was reached, it was concluded that the value o such a membership in PNC would need to be clearly deined. The composition o the PNC Executive Committee, given in Section 5, was then addressed. It was recommended that the Executive Committee be comprised only o current PNC members. Voting members would be comprised o representatives rom scientiic and educational societies, with related trade associations participating as non-voting members. The respective trade association should coordinate its input with its technical society. In addition, the President proposed a revised PNC meeting schedule, which would include a meeting o the Executive Committee. A new two-year budget cycle, given in Section 7 and proposed to coincide with the term o the President, along with the proposed annual membership ee structure, were then discussed. Options or the dues structure were presented, and it was recommended that the PNC maintain lexibility or the participation o

President Langley thanked meeting participants or their comments on this issue and said that this eedback would be incorporated into another DRAFT o Section 7. He will be sending this revised DRAFT to all members o the special task group and also to PNC member organization representatives or review and comment. I the membership is unable to agree on how to reach consensus on the dues structure issue, it will not change. He would like to aim or closure at the next PNC meeting. 18. PNC Future Direction: President Langley. New members - I consensus is reached on this issue, proposed invitation letters will be prepared or distribution to non-member nuclear societies. Separate invitation letters will be prepared or Institutional and Commercial Members. The status o this activity will be reviewed at the next PNC meeting. Dues structure - Proposals or a revised dues structure will be discussed subsequent to this meeting, with the size o the respective organizations given careul consideration. A revised dues structure would then be presented at the next PNC meeting. Secretariat - The issue o establishing a permanent, independent secretariat to administer the PNC operations will be deerred until the charter revisions are completed. Consequently, a brie discussion o this topic will be conducted at the next PNC meeting. New Tasks - Cited were key activities such as the PNC Workshop on Next Generation Reactors, the report on the International Interim Storage Scheme o High Level Radioactive Waste and Spent Fuel (under preparation by a PNC Steering Group on High Level Waste and Spent Fuel Management), and the Codes and Standards Migration Task Group. A list o other areas was then requested. The President stated that the PNC should try to encompass all applications o nuclear technology. He identiied ood irradiation, non-destructive testing, and nuclear medicine as possible examples. He asked or PNC member organization input in what direction(s) the PNC should go. Immediate Past President Byong Whi Lee suggested that the PNC try to promote the use o radioisotopes, agriculture, and ood irradiation in Paciic Rim developing nations. Australian Nuclear Association (ANA) representative Clarence J. Hardy recommended that PNC consider non-power applications in the uture, with greater emphasis on these applications at uture Paciic Basin Nuclear Conerences. Vice President WANG Nai Yan thanked ANA representative Hardy or his suggestion and said that his proposal would be appropriate or the 13th Paciic Basin Nuclear Conerence in PBNC-2000: The President reminded the PNC that during the April 11, 1999 meeting, a concern was expressed by the American Nuclear Society regarding the dates or the 12th Paciic Basin Nuclear Conerence (PBNC) o October 29 to November 2. These dates are two weeks prior to the ANS/European Nuclear Society International Meeting in Washington, D.C. Since the meeting, he had sent a letter to the meeting's Technical and International Technical Program Committee Chair Chang Kun Lee, asking or an investigation o this conlict o major international meeting dates and or a timely response. He also met with PBNC-2000 representative Lee to discuss this issue ace-to-ace. A prompt and detailed response was received rom PBNC-2000 representative Lee, explaining that actors beyond control o the meeting organizers, the Korea Atomic Industrial Forum (KAIF), Inc., led to the change in dates. While other options were identiied by KAIF,

As a result, the meeting organizers are proceeding with the existing dates o October 29 to November 2. President Langley then introduced Chang Kun Lee, Technical and International Program Committee Chair, asking him to provide a status report or PBNC PBNC-2000 representative Lee initially asked or eedback on the conerence theme, and meeting participants avored the theme, Nuclear Technology or Sustainable Development in the 21st Century: Vision and Missions. The PBNC-2000 venue is the Convention & Exhibition CenterWorld Trade Center in Seoul, Korea. The conerence web site is: < PBNC-2000 representative Lee noted that the list o session topics had been amended to include the recommendations given at the PNC meeting in Sendai, Japan. He also explained that abstracts would still be accepted up to December 31, Further, the meeting organizers are also interested in obtaining participation o nuclear scientists rom the Democratic People's Republic o Korea (DPRK), and the President recommended that PBNC-2000 representative Lee work with ormer PNC Secretary/Treasurer Octave J. Du Temple to initiate an appropriate invitation. International Technical Program members are requested to nominate paper reviewers or each session topic by the end o November PBNC-2000 representative Lee said that invited papers will also be included in the PBNC-2000 program, in response to a question. The abstract review, according to PBNC-2000 representative Lee, will be completed by the end o January Notices o acceptance/reusal will then be sent to the abstract authors in February. He then reported that one o the Post-Conerence Tours is planned to Mount Kumkang in the DPRK. A minimum o 20 participants will be needed or this tour, and visas will be required. PBNC-2000 representative Lee next advised the PNC o the hotel accommodations or the meeting and that special rates had been negotiated with these properties. In addition, a Home Stay Plan is under consideration or the conerence, which could be a housing option or the younger generation. The conerence registration ee is established at $550 (U.S. Dollars) per attendee, including a copy o the proceedings and a ticket to the welcome reception. One representative o each PNC member organization will be exempt rom the payment o the PBNC-2000 registration ee. The PNC Immediate Past President and PBNC-2000 Steering and International Committee Chairman, Byong Whi Lee, reerred meeting attendees to detailed inormation about the PBNC-2000 Exhibition. Former PNC Secretary/Treasurer Du Temple gave a marketing option or the exhibition. The PBNC-2000 Steering Committee will conduct another meeting in Tokyo, Japan, in conjunction with the next PNC meeting. 20. Update on 14th Paciic Basin Nuclear Conerence (PBNC): The President reminded the PNC o the discussion earlier in the meeting about proposals or the 14th PBNC (see Item 11 or details). Prior to the luncheon, he had distributed a proposal rom the American Nuclear Society. In airness to the Sociedad Nuclear Mexicana, who also indicated their willingness to make a proposal, no ormal presentation was allowed o the American Nuclear Society (ANS) proposal. The President noted that due to the location proposed by ANS, the meeting acility and guestroom rates would be available or only a short time. And there were no responses rom meeting attendees to the President's request or comments on the ANS proposal. Absent a competing proposal rom the Sociedad Nuclear Mexicana, he suggested that the PNC accept the ANS proposal in order to nail down the dates and meeting acility. Meeting attendees concurred with this recommendation.

Page 14 o Closing Remarks: The President congratulated PNC meeting attendees on completion o a busy day o agenda items, which addressed a number o issues and contained several interesting presentations. He asked or continued good cooperation and eedback rom the PNC, especially with respect to the charter revision. Noting that the PNC belongs to the member organizations, he said that until concurrence is reached, the charter would not be revised.
