1 MARCH 2004 On behalf of the House leadership and, more importantly, on behalf of the individual members I want to extend a heartfelt thank you to each and every one of you who are serving as Delegates in the House. Thank you for agreeing to stand for election, and congratulations for being selected by your peers to represent them. The members of your local societies and regions owe you a debt of gratitude. Volunteers like you are the heart and soul of our association. Now that electronic communication is commonplace we are able to conduct the business of the House more effectively and efficiently, making volunteering as a Delegate less onerous. That s the good news. However, the recently mandated changes in the structure of our House committees mean that more Delegates are required to actually perform the work of the House in committees. This has mixed implications. The good news is that, since the work is more widely shared, the committee work is less onerous. The flip side that s an obsolete technology reference, if there ever was one is that all Delegates must expect to serve on committees at some time during their three-year terms. So what I am now asking you to do all of you who are continuing your House tenure into the session and those who will begin terms anew on July 1, 2004 is to contact Valary Schulz, the incoming Chair of the House Delegates, to let her know where you would like to help. Take a look at the committees the House operates and let Valary know where your interests lie. I cannot promise that you will get your choice of assignments, but Chairman s Column On being a Delegate George Eynon I do know, whatever the task you are asked to perform, you will find it a rewarding experience. And the sooner you tell Valary what your preference is, the more likely you are to get it. The Delegates Voice is the House s primary communications vehicle. The more we communicate and the clearer we communicate the better we can serve the members. Thank you, Steve Goolsby and the newsletter committee, for your efforts on our behalf this year. There is one individual on that committee I want to especially thank, however. Mike Party and I ran as the candidates for Chair-elect. Immediately after the results were announced and I do mean that quite literally; it was seconds after the election result was announced Mike told me that he would serve in any capacity to help. I owe Mike a gentleman and a scholar and a true professional, and someone I am honoured to call a friend a special debt of gratitude. This acknowledgement will embarrass him deeply, I know, but it is his attitude, like those of many other members and Delegates, that makes our association such a satisfying experience for all of us who volunteer. Thank you, Mike. So again, with his example in mind, I want you all to let Valary Schulz know how you would like to help her to make the next term of the House a great success. I look forward to seeing all of you in Dallas. Chair-Elect s Corner Valary Schulz, Chair-Elect As you read this edition of our newsletter, you will already have registered for and made your travel plans to attend the annual meeting in Dallas. Through study of the reports included in this edition, and through your local delegate meetings, you will also have reviewed and discussed the issues that will require your vote on April 18th. As your local society representative, you have asked those members at your local meeting luncheon table their opinion of the 6 proposed Bylaws amendments. You have an informed opinion, researched with local input, and you are prepared to listen to and to contribute to debate of these issues at our annual meeting. Thank you, you are a model delegate. I have one other request of you. Please consider your time and how you would like to contribute to the function of the House in the coming year. Then contact me over the next couple of months to let me know which committee you would like to serve on, and in what capacity. Since we expanded our committee base by nearly two times last year, we require approximately 58 bodies and souls to make up our committees of the House. That s one of every six of you. We will have a full year s time to consider the business of the House next year between the change-over in July 04 and the Annual meeting in Calgary in June of 05, and I need to have all committee appointments in place by that time. This year s committees have done a superb job, and many of those folks who are rotating off deserve a good rest, so please volunteer, or step up when asked. Your time is coming. 2 Forewarned is Forearmed Steven M. Goolsby The House of Delegates meeting at the Annual Convention is always enjoyable. It s a chance to meet friends and colleagues and an opportunity to take care of the business of running the AAPG. Most folks enjoy the meeting friends part a lot more than the business side of the meeting. So it is usually worthwhile to shorten the business side of the meeting as much as possible. And the best way to do that is for everyone to come to the meeting prepared. This is the last Delegates Voice that you ll receive before the AAPG Annual Convention in Dallas, so read it thoroughly and prepare yourself for the upcoming meeting. Several articles are available in the issue that should expedite finishing the meeting in a timely manner. A number of important subjects are handled at the House of Delegates meeting, including the reports of the committee chairmen and officers, changes to the Constitution and By-laws, and the election of new officers. This issue of The Delegates Voice should prepare you for each aspect of the meeting. For example, all the proposed changes to the By-laws are included in an article by Ed Heath, Chairman of the Constitution and By-laws Committee. There are several proposed changes, but a quick read will fill you in and prepare you for a shorter discussion during the meeting. In addition, all the candidates who are running for HoD offices this year have written short answers to questions presented to them by Marty Hewitt, Chairman of the Nominations and Election Committee. Taken together with the biographical summaries published in the last Delegates Voice, the answers to these questions should help you to decide who is most qualified to run the HoD in the coming years. Most everyone who has a report to present during the meeting also has written an article for this issue. If you have questions for them, it s easier to them before the meeting rather than taking the time for questions during the meeting. So grab a cup of coffee or one of your other favorite beverages, sit down, and enjoy reading this issue of The Delegate s Voice. You ll be glad you did when you get to Dallas in April. HOUSE OF DELEGATES - C&B COMMITTEE CONSENSUS FOR CHANGES Following inter-committee correspondence, the mid-year HOD meeting in Denver, and review/revisions by counsel, the proposed changes for consideration by the House at the annual meeting in April are: *Note [deletions are bracketed]; additions are underlined. 1. A proposed amendment to Article I, Section 1, of the AAPG Bylaws to delete the Junior Membership classification. ARTICLE I. MEMBERSHIP SECTION 1. Membership Membership in this Association shall consist of the following classifications: (a) Active Members (b) Emeritus Members (c) Honorary Members [(d) Juniors (until May 17, 2003)] [(e)] (d) Students [(f)] (e) Associates 2. A proposed amendment to Article I of the AAPG Bylaws to delete Section 6 thereof which section contains requirements for the Junior membership classification. ARTICLE 1. MEMBERSHIP [SECTION 6. JUNIORS] (Note - this entire section is deleted) (Succeeding sections of Article I renumbered to conform to deletion of Section 6) 3. A proposed amendment to Article I, Section 9, of the AAPG Bylaws to change the requirements for sponsors for applicants for Active membership. ARTICLE 1. MEMBERSHIP SECTION 9. Election to Membership Every candidate for admission as an Active Member shall submit a formal By Ed Heath - Chairman application on an application form authorized by the Executive Committee, signed by the applicant, and endorsed by not less than three (3) individuals, at least two (2) of whom are members who are in good standing, stating the applicant s training and experience and? 4. A proposed amendment to Article I, Section 12, of the AAPG Bylaws to allow reinstatement to membership in the Association of a prior member who was expelled for ethical reasons upon the unanimous vote of the Executive Committee, which reinstatement is consistent with the provisions of Section 7 and Section 8, Article XI, of the AAPG Bylaws ARTICLE 1. MEMBERSHIP SECTION 12. Reinstatement Any person who has ceased to be a member of whatever classification, who has resigned, or who has forfeited membership for nonpayment of dues, [unless] or expelled for ethical reasons, may be reinstated by the unanimous vote of the Executive Committee, upon fulfillment of such requirements as may be established by the Executive Committee. 5. A proposed amendment to Article III, Section 3, of the AAPG Bylaws to provide for notices of meetings, meetings, and actions without a meeting of the Executive Committee as authorized by Colorado law. ARTICLE III. EXECUTIVE COMMITTEE SECTION 3. Meetings (a) The Executive Committee shall meet immediately before the annual meeting of the House of Delegates and at such other times during the year and at such places as designated by such Executive Committee and at the call of the President. Robert s Rules of Order shall apply at all meetings except as the same may be inconsistent with any procedure authorized by this Section 3. 3 Continued from previous page given to the members of the Executive CommitteeCommittee prior to meetings, unless waived.] A quorum shall consist of four (4) members. No proxy votes shall be allowed and no alternates may be appointed for absent members. (b) A member of the Executive Committee may participate in a regular or special meeting by, or the meeting may be conducted through the use of, any means of communication allowed under the Colorado Revised Nonprofit Corporations Act. (c) Any action required or permitted to be taken at a meeting of the Executive Committee may be taken without a meeting to the full extent allowed by the Colorado Revised Nonprofit Corporations Act. (d) Five (5) days notice of regular or special meetings of the Executive Committee shall be given, which shall include the date, time, place, and, if a special meeting, purpose of the meeting. Notice may be given in any manner permitted by the Colorado Revised Nonprofit Corporations Act, and shall be effective as provided by such Act. Members of the Executive Committee may waive notice as provided under the Colorado Revised Nonprofit Corporations Act. 6. A proposed Amendment to Article XIII, Section 2, of the AAPG Bylaws to delete the reference to the Junior membership classification. ARTICLE XIII. DUES SECTION 2. Dues Benefit The payment of annual dues for any fiscal year entitles the Active Member, Emeritus Member, [Junior,] Student, or Associate to receive without further charge a copy of the Bulletin and the Explorer of the Association for the year. 7. A proposed amendment to Article XIII, Section 3, of the AAPG Bylaws to change the maximum membership dues for certain membership classifications, delete the references to the Junior membership classification, and amend certain provisions concerning Student membership and entitlement to Student dues upon the occurrence of certain events. ARTICLE XIII. DUES SECTION 3. Billing Dues Schedule and The annual dues of members shall be payable in advance of the fiscal year in accordance with a schedule to be established annually by the Executive Committee, provided that the dues shall not exceed the sums set forth below: Active - Up to [$75] $125 Emeritus - Up to [$37.50] $62.50 Honorary - None [Junior - Up to $30] Student - Up to $10 Associate - Up to [$75] $125 The above schedule shall be subject to the following provisos: (a) That dues are not refundable; (b) That members having previously obtained exemption under the former Life Member category shall not be required to pay dues; [(c) That Juniors will be required to pay the same rate as Active Members after four(4) years as a Junior;] [(d)] (c) That students who join while undergraduates will be [required to pay the same rate as Juniors after six (6) years of Student membership; that Students who join while in graduate school will be required to pay the same rate as Juniors after four (4) years of Student membership; that eligibility for Student dues rate will cease prior to the limits herein set forth] reclassified as Associates upon termination of academic enrollment or upon commencement of full-time professional employment or practice[; and that individuals from any class of membership upon termination of full-time professional employment or practice and enrollment as a student majoring in geology or in a field of study related to or generally associated with geology at a college of acceptable academic standards may apply for any remaining eligibility for Student dues rate under the provisions herein set forth]; (e) (d) An Associate [who applied for Associate membership subsequent to April 11, 1999, and] who has completed the degree requirements, but not the experience requirements, for Active membership shall pay one-half of the regular Active membership dues for not more than four (4) years while not having satisfied such experience requirements and shall pay regular Associate dues thereafter while an Associate. [(f)] (e) That the annual change in dues for Active Members cannot exceed twenty percent (20%), and that this annual change is noncumulative; and [(g)] (f) That a penalty to be established annually by the Executive Committee will be levied for each quarter year of delinquency beginning on July 1. A statement shall be mailed to each Active Member, Emeritus Member, Honorary Member, [Junior], Student, and Associate before July 1 of each year, stating the amount of annual dues. Though the proposed changes have been submitted for publication, suggestions, corrections, objections and comments are invited. 4 House of Delegates Officer Candidatess Each of the HoD Officer Candidates was asked to respond to the following three questions in 250 words or less: 1. What does it mean to you to be an Officer Candidate? 2. What influenced you to become a geologist? 3. What are some of your interests other than geology? Please also refer to the biographical summaries of each nominee in the December 2003 issue of The Delegates Voice. Thanks again to these fine Delegates for their service to the House. Marty Hewitt, Chair Nomination and Election Committee Responses from the nominees: Donald D. Clarke Chair Elect I was surprised to be asked to stand for office. I ve been involved with AAPG for many years. I have led many field trips and run conventions. But I have also been to many conventions and attended many field trips. I had always thought of myself as a nuts and bolts kind of geologist. I share what I know and absorb as much geology as possible from my fellow geologists. Yes, I was surprised to be asked. But most of all I was honored to be asked to serve my association. My fellow geologists who nominated me for Chairman of the House of Delegates must have felt that I had more to offer than geology. I will try to not disappoint them. So I hope to share many of my ideas for the future of AAPG. To be a geologist in the energy industry today is truly an international job. AAPG is the best medium through which to share this international wealth of knowledge. In the end it means that I have been one of the voices that was heard. I hope to hear your voice too. My 8th-grade science class was on Astronomy and Geology. My teacher, Sterling Prior, was a geologist by training. I didn t give a schist about the geology but I did want to go into space. I learned plenty that semester. By the end of the semester I really knew my schist. When I brought rocks home my father said that they were leaverite. Leaverite where you found it. Years later, as a sophomore in college, I took a geology class with Barry Haskell. I aced it and took another geology class from him. The spark was rekindled. I decided to take classes from Dick Casey and Gene Fritsche. I was hooked. My passion for geology is still strong 40 years later. I have many other interests. Physically, I play volleyball competitively both on the beach and in the gym. I played in USA Volleyball Nationals last year. I ride my mountain bike and hike. I ve biked Brian Head and hiked the entire John Muir trail. I collect fossils. I spend a good amount of time doing community outreach. I ve visited most of the local schools and I talk about geology to social groups. I love to travel with my daughter, Holly (13), and my wife, Cynthia. Gerald M. Friedman Serving as an AAPG officer is, for me, part of my life style. In I served as AAPG Vice President; that year 12,000 graduate students were enrolled in geology and 7,000 degrees were granted. Before that, in 1973, record numbers of students were entering geology in colleges and the earth sciences topped the lists of the best career chances in popular magazines like Time and Newsweek. Earth scientists could write their own ticket to outstanding careers in the petroleum industry. In contrast, in 2000 there were only 5,000 students enrolled and 1,100 degrees granted. Famine replaced feast in the exploration business. As an officer or Officer Candidate, my plans are to help turn this cycle around. My greatest satisfaction in life is to see young people become successful earth scientists. Geoscientists will be in demand for the foreseeable future as the world seeks to meet its need for energy. Yet we have to improve our approach. As an example, a large geology department recently closed its doors, and other departments try to emulate this shocking approach. One of the principal tasks of the geologist is to determine the depositional environment in which sediments and rocks are deposited. This task includes field work, which attracted me to geology. As a student and professional geologist I visited all 50 states and 62 countries worldwide. Since my family was a shareholder of a famous large zoo, I became interested in geology at a very young age in connection with the habitat of the animals. As a teen-ager I became interested in Judo. I studied and taught Judo for many years, especially at the YMCA, where I received awards for Devoted Service. I rose to be a Third Degree Black Belt. My greatest achievement was to get my brother away from boxing. He rose to be the highest judoka in the world who was not Japanese. My other non-geological interest is my lovely wife, Sue, who helps me in the field, manages our computers, and keeps the books. She is also our manager for children and grandchildren. Page 4

5 Secretary/Editor Ronald L. Grubbs To be an Officer Candidate means a chance to help shape a more balanced, more service-oriented, and fairer society for my profession. I have been working overseas projects for the last ten years or so, and I value highly our foreign members, but we must remember that we are the American APG and keep our attention and focus on our primary constituency. As a kid, I was always struck with wanderlust and a need for understanding the unseen world. This led to devotions to astronomy, geography, and all the other sciences. As a teenager, I got into backpacking and mountaineering and it was a natural step to tie it all together with geology. When I got my first job offer, I couldn t believe these people were going to pay me to play geology. I continue to enjoy that amazement. Naturally, my central interest is my young, brilliant, and beautiful spouse of 29 years, my three kids, and my grandkids. I ve spent quite a bit of time with Scouting and taught several different merit badges. I still teach outdoor safety classes for the State of Texas. Evelyn and I do a lot of birding, stargazing, and hiking in the warm months. Study of politics and societal trends and playing with machinery take up a lot of my time. One of my kids is finishing a PhD in history and she feeds our thirsts in that broad subject. I still get to do a lot of travel, which I still love, and that helps with the wanderlust itch. I ll admit to shades of maturity, on occasion, but the wide-eyed kid still runs the show. Carroll L. Kinney I have served my local society since 1979 in capacities ranging from Reservations Chairman to President. The contacts and friends that I have gained have been beyond value, but there is a certain joy to doing volunteer work that goes beyond the professional gains. Having been a delegate for many years, I would like to further my commitment to AAPG. I consider it a privilege to be nominated for a House Office and would apply my experience in the House and with my local society to further the goals of the House in the coming year. My father was a hobbyist in rock collecting and owned a shop for a time. He was a member of the local mineral society that I joined as a junior member at age ten. I continued the hobby through high school, winning a Science Fair Award from the Oklahoma City Geological Society in junior high. I never considered any other major in college, but didn t intend to enter the oil industry. Wanting to stay closer to my mineral interests, I worked uranium exploration for five years before changing to oil and gas. I enjoy doing many kinds of needlework and reading English mystery novels. I volunteer for several organizations including my church, the St. Patrick s Day Parade, Friends of the OKC Library, and I try to use the skills that I gained from helping my mother, to aide the handicapped whenever I can. Although I do not play myself, I oversee golf tournaments for several organizations. 6 Ad Hoc Committee on Advisory Council Representation Tim Rynott Chairman The Ad Hoc Committee on Advisory Council (AC) Representation was given a charge to answer this fundamental question: Should membership in both deliberative bodies of AAPG governance (AC and House) be proportional to numbers of members, or should the Advisory Council continue to be federal based (structurally similar to the U.S. Senate)? As the investigation progressed, various questions and comments have been put to our committee, precipitating this second question: Has partisanship intentional or unintentional affected the duties of AC members? To answer these questions this committee has implemented a three-phase program. Phase I involved compiling and summarizing the voting record of the AC since the 1999 restructuring. Phase II, just recently completed, entailed submitting a questionnaire to the current AC and all those who served on the AC since the 1999 restructuring. A total of 51 questionnaires were sent and 46 were returned. (A sample questionnaire is shown below). Phase III involves the Ad Hoc Committee examining the data from Phase I and Phase II, and then voting on possible recommendations. Due to the complexity of this important issue, the House leadership decided at the mid-year meeting in January that the term of the Ad Hoc Committee will be extended for one year. Therefore, the committee will return its recommendations at the House of Delegates meeting in Calgary in June, The report in Dallas in April 2004 will therefore be a progress report. Sample Questionnaire 1. How many years have you served on the AC since it was restructured in 1999? 2. Did you serve on the AC prior to the restructuring? How many years? 3. If the number of voters on the AC were increased, would the AC function: More effectively? Less effectively? Same? Don t know? 4. Other than the expected initial support of a Sectional nominee, have you personally witnessed Sectional or Regional bias by an AC member? Circle one: Often Occasionally Never 5. On a scale of one to five, how equitably do you think that each member of AAPG is being represented by the Advisory Council as composed under existing By-Laws? Credentials Committee Report Marilyn Taggi Cisar, Chairman Once again, it s time for the annual meeting of the House of Delegates. This is the one time during the year that all of the society s delegates have a chance to hear and be heard on the issues facing our organization. The annual meeting will be called to order at 8:00 AM, on Sunday, April 18, 2004 at the Hyatt Regency Reunion Center in Dallas, Texas. Delegate/Alternate sign in will begin at 7:00 AM. Please come early, get signed in, have a cup of coffee, meet your fellow delegates and get settled in before the meeting begins! To assure full representation for your delegation, an elected alternate may attend in your place. If no elected alternate is available, an appointed alternate, who is currently an active member of AAPG may attend in your place. The procedure for selecting alternate delegates is specified by the Bylaws. Our Bylaws state: Vacancies in office, or alternates for Delegates unable to attend meetings of the House of Delegates may be filled or obtained from among the candidates not receiving a sufficient number of votes for election, and in order of the total number of votes received. In the event alternates for Delegates are not available from the candidates described above, then the members of a United States Affiliated Society or an International Region who are Association members may appoint alternate Delegates for said meeting. The names of these appointed alternate Delegates must be received in writing by the Headquarters office of the Association at least fifteen (15) days prior to the meeting of the House of Delegates for which they are appointed. Please make sure that the list of delegates, including appointed alternates is submitted to Donna Riggs in the AAPG office in Tulsa, no later than Friday, April 2, 2004 (fifteen days prior to the April 18, 2004 meeting). Any appointed alternate whose name is submitted after that time will require approval by a majority vote of the delegates during the meeting before he or she can be seated.
