2 A Resolution to Sanction China For Human Rights Abuses 0 RESOLVED, The government of the People s Republic of China has led a campaign of Repression against the Muslim Uighur minority in the province of Xinjiang; and At least half a million Uighurs have been detained arbitrarily in government camps within Xinjiang, and have, under threat of physical harm, been forced to renounce their religion and culture; and The Chinese government has established a massive system of surveillance targeted at the Uighurs, including the establishment of widespread security camera networks, the forced collection of biometric data, the installment of extensive government checkpoints, and the hiring of thirty thousand new security personnel; and The United Nations have noted the Uighurs are being treated as enemies of the state based solely on their ethno-religious background. The Chinese government has similarly disregarded human rights in its treatment of domestic human rights activists; now, therefore, be it That the UIL Congress here assembled sanction Chinese officials and security companies to reduce human rights violations targeted at the Uighurs. 3 A Bill to Ban Direct-to-Consumer Pharmaceutical Advertisements 0 SECTION. SECTION. SECTION. Pharmaceutical companies shall be required to cease and desist from distributing and propagating direct-to-consumer pharmaceutical advertisements. Direct-to-consumer pharmaceutical advertisements (DTCPAs) include both product-claim ads and reminder ads. Product-claim ads include the naming of a product with indications, and claims towards safety and efficacy. Reminder ads similarly include a product name, along with dosage and possible costs, but not usage information. Help-seeking ads, however, will still be allowed. The United States Food and Drug Agency and Federal Communications Commission will work in union to implement this bill. A. The FDA will monitor the continued production of DTCPAs to ensure only help-seeking ads are not circulated. B. The FCC will enforce compliance with media outlets. SECTION. 4 A Resolution to Protect Potential Employees and Students from Social Media Scrutiny 0 RESOLVED, Employers and college administrators are using social media as a platform for hiring possible employees or accepting possible students; and These violations go beyond obstruction of privacy, as described in the th Amendment and often lead to an infringement of a person s st amendment rights to freedom of speech, press and expression; and Qualified applicants can be turned down based on beliefs or feel that they cannot freely express themselves; and Previous laws are not effectively stopping or even slowing this infringement of privacy; now, therefore, be it That the UIL Congress here assembled prohibit employers and college administrators from accessing candidates social media during the application and interview process. 5 A Bill to Implement Naloxone Distribution Programs in All Major U.S. Cities 0 SECTION. SECTION. SECTION. SECTION. SECTION. All major U.S. cities will implement a Naloxone distribution program in order to curtail opiate-based deaths. Naloxone is a prescription drug that acts as an antidote to opiate overdose by bonding to the nerve receptors that would have received the opiate. It has no effect on those without opiates in their system. Major cities are any cities with a population over million. The U.S. Department of Health and Human Services will oversee the implementation of this bill. Any city that refuses to comply will receive a % budget cut to first responders for each quarter it refuses to implement such programs. 6 A Bill to Legalize the Recreational Use of Marijuana SECTION. SECTION. SECTION. SECTION. SECTION. The United States federal government shall legalize recreational marijuana use in all 0 states. Recreational use: to use without medical justification for its psychoactive effects. This bill will be enacted in cooperation with the Department of Health. 7 A Bill to Create an Exception from Labelling Laws for Genetically Modified Crops and Produce SECTION. SECTION. SECTION. The purpose of this bill is to allow genetically modified crops and produce exception from labelling laws in the United States. Genetically modified is defined as any crop or produce that has been modified to increase production and disease resistance. The standards defining genetically modified produce/crops will be determined by the U.S. Department of Agriculture. SECTION. This law will be in full force and effect by January, 0. SECTION. 8 A Bill to Establish a Federal Ban on the Use of Cellular Phones in Primary and Secondary Schools to Bolster US Educational Achievement 0 SECTION. SECTION. SECTION. The Department of Education shall recommend that students under the age of sixteen shall not use cellular devices during school hours while on primary and secondary education campuses. Exceptions shall apply to emergency situations or educational purposes as determined by campus administration. States and school districts electing to adopt this policy will receive a portion of allocated grant funds. A cellular phone is defined as a mobile system used as a telecommunication device with the option of additional capabilities such as text messaging and internet access. The Department of Education (DoE) shall oversee the implementation and enforcement of the cellular phones ban along with the distribution of funding for schools choosing to comply. A. The DoE Student Support and Academic Enrichment grants shall allocate $0 million to award to school districts electing to adopt a cellular phones ban. SECTION. 9 A Resolution to Amend the Constitution to Increase the Legal Age of Drafting and Voting 0 RESOLVED, By two-thirds of the UIL Congress here assembled, that the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several states within seven years from the date of its submission by the Congress: ARTICLE I Section and the th Amendment SECTION : We will increase the legal age of being drafted and voting to the age of. 10 A Bill to Provide Amnesty and Residency to Illegal Aliens 0 SECTION. SECTION. SECTION. All illegal aliens not accused, under trial for, or found guilty of a felony currently residing with the United States shall be granted amnesty for their unauthorized residence in the U.S. and be given permanent residency status. An illegal alien is defined as any foreign national who is living in the U.S. without authorization. Unauthorized residence shall include those who entered the U.S. illegally, as well as those who entered legally and have overstayed the authorized time of residence. Currently residing in the U.S. means those living in the U.S. up until this bill s implementation on the first of February 0. The enforcement of this bill shall be overseen by the U.S. Citizenship and Immigration Service and the U.S. Customs and Border Protection Agency. A. 0 days will be afforded to USCIS to prepare for application processing. B. An increase of $00 million in the USCBPA budget shall be appropriated for increased border activity. SECTION. 11 A Bill to Mandate Improvements in Supportive Funding to Veterans in the United States 0 SECTION. SECTION. SECTION. Mandated improvements in supportive funding to veterans be implemented in the United States for veterans who apply for financial assistance. The funding shall produce enough revenue to improve the quality of healthcare provided and increase the standard of living for veterans upon returning home after service. Veteran shall be defined as any person who has honorably served on active duty in the armed forces of the United States. Supportive Funding shall be defined as federal compensation to provide welfare to veterans that have returned home after service, including health and economic care. The United States Department of Veteran Affairs will oversee the implementation of this bill. A. The V.A. will efficiently distribute the department's funding to veterans within the United States based on their financial need. B. The Congressional Budget Office will make appropriations to accommodate all veterans that have returned from service. SECTION. This legislation will be implemented January, 00. SECTION. 12 A Bill to Implement the Start Time of High School No Earlier Than :0 am 0 SECTION. SECTION. SECTION. SECTION. SECTION. High school students go through many changes during high school. They need at least to 0 hours of sleep. Throughout the U.S., all high school start time should be no earlier than :0 am. This should allow students get more and better sleep, perform better in school and decrease the likelihood of suffering from a raft of issues and conditions. Raft of issues: a bundle. Issues and conditions: lead to various problems like being overweight, substance abuse, and slow cognitive function. The bill would go through the Department of Education. 13 A Bill to Halt All Arms Sales to Saudi Arabia BE IT ENACTED BY THE UIL CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. SECTION. SECTION. The Department of Defense shall immediately terminate all sales of arms to Saudi Arabia. Arms are defined as artillery, ammunition, tactical weaponry or specialized weaponry. Terminate is defined as the cessation of transfer of weapons and acceptance of money from the Saudi Arabian government. The Department of Defense shall oversee this termination of arms sales. A. The Department of Defense shall receive a stipend of billion dollars in two fiscal years to make up for the lost funds. B. Any arms still in possession of the U.S. Department of Defense that were intended for Saudi Arabia may be liquidated or resold to other nations. 14 A Resolution to Establish a Single-Payer Government Healthcare System By 0 0 RESOLVED, Studies have proven that the United States under performs and over pays for healthcare in comparison to other developed nations; and Many developed nations have already moved to a single-payer government healthcare system; and Recent studies have shown that single-payer government healthcare would reduce the overall cost of healthcare for the nation; and A single-payer government healthcare system will ensure that all citizens are granted proper access to healthcare; now, therefore, be it That the UIL Congress here assembled make the following recommendation to create a single-payer government healthcare system by the year 0. In order to ensure national security, birthright citizenship shall be granted solely to biological children of at least one United States citizen. Birthright citizenship shall be defined as a legal right to citizenship for all children born in a country s territory. Biological children shall be defined as a child conceived by and carrying the genes of biological parents. The Department of Homeland Security will oversee the enforcement and funding of this bill. 16 A Resolution to End the Use of the Death Penalty to Avoid Executing Innocent People 0 RESOLVED, people have been released from death rows throughout the country due to evidence of their wrongful convictions since ; and A recent study by the University of Michigan Law School indicates that more than four () percent of inmates sentenced to death in the United States are innocent; and There have been 0 post-conviction DNA exonerations in the United States since ; and New technology and methodology continually becomes available that allows for definitive solutions to crimes; now, therefore, be it That the UIL Congress here assembled abolishes the death penalty in the United States; and, be it FURTHER RESOLVED, That existing convicted felons on death row have their sentences changed to life terms without the possibility of parole. 17 A Bill to Ban the Distribution of D Weapon Blueprints 0 SECTION. SECTION. SECTION. SECTION. SECTION. The United States will ban the distribution of D printable blueprints of firearms, or their parts, to anyone ineligible to own a firearm. Firearm is any machine capable of firing projectiles with the use of gunpowder or any explosive device. D printable blueprints are any files, digital or print, that would allow the reproduction of an object. Ineligible shall be determined in accordance with the Gun Control Act of. The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and the Federal Communications Commission (FCC) will oversee the implementation of this bill. This bill will be implemented immediately. 18 A Resolution to Invoke U.S. Code to Lower Costs for Prescription Drugs 0 RESOLVED, Pharmaceutical companies are charging exorbitant fees for exclusive prescription drugs that are negatively affecting the average consumer; and, Millions of Americans are unable to afford the prices of life-saving prescription drugs, which will endanger their well-being if the current system is not altered; and, Because of these costs, hospitals do not have enough capital to buy medication, which trickles down to the average consumer; and, If this abuse is not stopped, the opioid epidemic could potentially be drawn out or worsened due to a deficit of available prescription medication like naloxone; now, therefore, be it That the UIL Congress here assembled invoke section to negotiate with pharmaceutical companies in an effort to lower pharmaceutical prices. 19 A Resolution to Assist the People of Yemen to Alleviate the Humanitarian Crisis Caused by the Ongoing War 0 The war in Yemen has caused a humanitarian crisis; and Due to the conduct of Saudi Arabia and their allies, including the United States, some,00 civilians are dead and some,000 are wounded and along with this daunting number, some million are in need of aid for reasons including famine and epidemics of cholera; and If this war is allowed to continue on its current course then millions will be added to its death toll; now, therefore, be it RESOLVED, That although the UIL Congress here assembled understands the justification of this war, we are obligated to acknowledge the needs of its victims and endeavor to aid them; we must uphold their unquestionable right to life and security. 20 A Resolution to Fund Research and Development of Psychedelic Therapy to Assist with Mental Health Disorders, Addiction, and Depression 0 RESOLVED, Psychedelic therapy is only privately funded in the United States, and needs federal funding; and Mental health disorders, addiction, and depression are all disorders that are overprescribed by pharmacies across the world. This leads to risk of relapses, physical and mental fatigue, cardiac problems, and numerous other side effects. Such mental health disorders are often misdiagnosed just as much as they are over overprescribed. For example, general practitioners only correctly identified depression in patients in.% of cases in recent years; and There have been recent independent clinical studies that have shown the benefits of psychedelic therapy on mental health disorder patients. For example, Johns Hopkins University recently conducted a study with results showing that six months after the last session of treatment using the therapy, about 0 percent of participants kept showing clinically significant decreases in depressed mood and anxiety, along with other disorders; now, therefore, be it That the UIL Congress here assembled make the following recommendation for solution to fund research and development of psychedelic therapy to assist with mental health disorders, addiction, and depression. The Federal Lands Recreation Enhancement Act constitutes that monies collected from recreation fees for entering federal lands/national parks are kept by the National Park Service in order to fund more recreational projects, upkeep infrastructure throughout the parks and improve facilities. As in the past, the Bureau for Land Management, Bureau of Reclamation and the Fish and Wildlife Service will be responsible for: A. Overseeing maintenance issues within federal lands. B.
