1 RESOLUTION NO (CCS) (City Council Series A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA APPROVING AND ADOPTING THE CERTIFICATION OF ELECTION RETURNS FOR PROPOSITIONS TT, UU, VV, XX AND YY, FOUR CITY COUNCIL MEMBERS, TWO RENT CONTROL BOARD MEMBERS, THREE SCHOOL BOARD MEMBERS AND THREE COLLEGE BOARD MEMBERS IN THE CITY OF SANTA MONICA CONSOLIDATED WITH THE STATEWIDE GENERAL ELECTION HELD ON NOVEMBER 6, WHEREAS, Proposltlons TT, UU, VV, XX, and YY and election of four City Council members, two Rent Control Board members, three members of the Santa Monlca-Mal~bu Unified School District Board of Education, and three members of the Santa Monlca Community College District Board of Trustees were submitted to the voters of the City of Santa Monlca at the regular Statewide General Election held Tuesday, November 6, 1984, and conducted by Los Angeles County; and WHEREAS, the total number of votes cast for and against said proposlt~ons and for four members of the C~ty Council, two members of the Rent Control Board, three members of the Santa Mon~ca-Malibu Unified School District Board of Educatlon, and three members of the Santa Monica Community College Distr~ct Board of Trustees have been calculated and certified by Charles Welssburd, Reglstrar-Recorder of the County of Los Angeles, NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA RESOLVES AS FOLLOWS: SECTION I. The vote total, as certmfied to by Charles We~ssburd, Registrar-Recorder of the County of Los Angeles, shall be and is hereby approved and adopted as the formal vote count of the City of Santa Monica regardmng Propositions TT, UU, VV, XX and YY and four members of the Cmty Council, two members of the Rent Control Board, three members of the Santa Monlca-Malibu Unifled School D~strict Board of Educatlon, and three members of the Santa Monica Community College District Board of Trustees. SECTION 2. The total number of ballots cast in the Cmty of Santa Monica was 46,381, ~n the City and Unified School

2 District 55,035, and zn the College District 54,966. The certifications of votes cast for and agaznst each measure and for each candidate are attached as follows: Exhibit A reports the number of ballots and votes cast in the Czty for candidates; Exhzb~t B reports the number of ballots and votes cast in the City for measures; E~hibzt C reports the number of ballots and votes cast for candzdates for members of the Board of Education for the Santa Monzca-Malibu Unifzed School Dzstrzct; and Exhibzt D reports the number of ballots and votes cast for candzdates for members of the Board of Trustees for Santa Monica Community College Dzstrict. SECTION 3. The following measures were voted upon: PROPOSITION TT. Shall the C~ty Charter be amended to add a new and additional Article XX, entztled "The Nuclear Free Santa Mon~ca Charter Amendment," establishing certain specified prohibitzons on the development, testlng, productlon, malntenance, storage, transportation, or dlsposal of nuclear weapons or components or applied nuclear weapons research? Proposition TT was not adopted. PROPOSITION UU. Shall the City Charter be amended by adding Section 1903 to ~ncrease the Czty s expendlture authorization by $4,000,000 for each fiscal year durzng the four year period ending November 6, 1988, for the purpose of maintaining and providing increased police and other protective services, for improving the safety of streets and neighborhoods, and for encouraging publ~c involvement in the reduction of crime? Proposition UU was adopted. PROPOSITION VV. Shall the City Charter be amended by addzng Section 1904 to increase the City s expenditure Izmitatzon by $3,500,000 for each fzscal year during the four year period endzng November 6, 1988, for the purpose of capital zmprovements and outlays for certazn specifzed purposes zncludzng parks, street lighting and street maintenance, librarzes and polzce facilities? Proposition VV was adopted.

3 PROPOSITION XX. Shall Artlcle XVIII of the City Charter, entitled "Rent Control," be amended by addlng certain new sections and amendlng certain ex~stlng sections relating to the powers of the Rent Control Board and the protectlons afforded tenants and landlords? Proposition XX was adopted. PROPOSITION YY. Shall Section 2006 of the City Charter be amended to ~ncrease the maximum processing fee for Tenant-Part~clpating Conversions from $500 per buildlng to an amount equal to the City s actual cost not to exceed $500 per unit? Proposition YY was adopted. SECTION 4. The following persons were elected members of the City Council for full four year terms. Ken Edwards Dennls Zane James P. Conn Herbert Katz SECTION 5. The follow~ng persons were elected members of the Rent Control Board for full four year terms. Patric~a "Penny" Nagler Leslie Lambert SECTION 6. The following persons were elected members of the Santa Monlca-Mallbu Unified School Distr~ct Board of Educatlon for full four year terms. Connie J. Jenkins Mary Kay Kamath Peggy Lyons SECTION 7. The follow~ng persons were elected members of the Santa Monica Community College Distr~ct Board of Trustees for full four year terms. -3 -

The City Clerk shall immedmately make and deliver to each of such persons so elected a Certlflcate of Election signed by the Cmty Clerk and duly authenticated; that the C~ty Clerk shall also administer to each member elected to the City Council, Rent Control Board, and Santa Mon~ca-Malibu Unifled School District Board of Education the Oath of Office prescribed in the Constitution of the State of California and shall have them subscribe thereto and file the same in the office of the City Clerk. Whereupon, each and all of said persons so elected shall be inducted into the respectlve office to which they have been elected. SECTION 9. The Clty Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect. APPROVED AS TO FORM: Robert M. Myers Clty Attorney - 4 -
