EXHIBIT A Blevins, K.A. (2018, Apr. 21). Letter to Congress, Subject: FOIPA REQUEST NO The United States governing bodies, top to bottom, across the board, federal, state, local, are inescapably in breach of contract against my parents Ruth Elvada Denniston Blevins ( ) and Robert Frank Blevins ( ) and theirs, including against me and mine and others. Said breach of contract is self-evidently Treason, the highest crime. In other words, the United States has no horse! Why then does the United States persist in pretending that it has a horse? My family and I, on the other hand, have a horse, a very fine one, and we are riding it and riding it well! The horse, of course, represents lawful excuse and legal leverage. The United States has none. My family and I possess all of it, every single bit, where the bit is my correspondence to Congress as I direct my horse where it needs to go. Stop acting ridiculous and pretending you have a horse!

2 Page 2 of 6 The latest ridiculous treasonable act came in the form of the Department of Justice, Office of Information Policy s Final Disposition, Appeal DOJ-AP , which I received via yesterday afternoon at or about 2:05 PM EDT. EXHIBIT B O Neill, S.R. (2018, Apr. 20). Correspondence to Kimberly A. Blevins, Re: Appeal No. DOJ-AP , Request No , JMB:JNW I strongly believe that letter was back-dated by design to reflect a date just one day prior to my above-referenced letter to Congress. Yesterday just prior to that OIP response, I received a response from the Office of Government Information Services (GIS) at or about 11:33 AM, which includes: We reached out to OIP staff to inquire about the status of your appeals. We learned that OIP finished processing your appeal No. DOJ-AP and that a final response was mailed on January 11, As a courtesy, we have enclosed a copy of OIP s response to your request. Regarding DOJ-AP , we learned that OIP is currently processing your request and estimates that it will respond within two weeks. Please know that this is only the agency s best estimate of when they will be able to complete all of the necessary work on your appeal and should not be treated as a deadline. OIP may respond to you before or after the two week period based on the volume and complexity of the office s work. They referenced an enclosure which they then failed to include, and then at 11:46 AM sent a follow up , with the attachment and an apology Forwarded message From: OGIS <OGIS@nara.gov> Date: Mon, Apr 30, 2018 at 11:46 AM Subject: Copy of OIP Response to Appeal To: OGIS <OGIS@nara.gov> Cc: kimberly.blevins@gmail.com Hello Ms. Blevins, Attached is a copy of the response sent from DOJ's Office of Information Policy. Sorry for not adding it with your OGIS response . Thank You

3 Page 3 of 6 I cannot say with certainty that they forgot to include the attachment. It could have been by design. The only thing I can say with complete certainty is that they failed to include it the first time. That is fact. The attachment was the OIP letter dated 1/11/2018, which I received via the following day, not ten days later as with this one dated 4/20/2018. I sent the following response to OGIS at 1:14 PM, a little less than two hours after their to me: Forwarded message From: Kimberly Blevins <kimberly.blevins@gmail.com> Date: Mon, Apr 30, 2018 at 1:14 PM Subject: Re: Copy of OIP Response to Appeal To: OGIS OGIS@nara.gov Hello OGIS, No problem. I understand how that happens. That has happened to me too. I actually already had a copy of the attachment that you sent, and I have long since responded to same. Attached is my April 21, 2018, letter to Congress, and its related Exhibits A through F. EXHIBIT A is my January 15, 2018, response to the OIP. A short while ago I uploaded all of these documents onto the FOIA - Freedom of Information website under case No.: DOJ-AP , so over the next two weeks more or less, they have all of that to consider as well. With all due respect to the OIP and the OGIS, and anyone else involved: The United States governing bodies, top to bottom, across the board, federal, state, local, and their reciprocal benefactors aiders and abettors are all in breach of contract against me. This matter is not closed until it is resolved lawfully and to my complete satisfaction. That is the unadulterated truth of the matter. Everyone must come into and remain within the lawful traces of that truth. The truth is not bound by facts: facts are bound by the Truth. (Notice) Under Duress of Treason (Imputed by Law), Kimberly Ann Blevins Less than an hour later, I received the response indicated above over Sean R. O Neill s signature (See EXHIBIT A) dated 10 days prior. When I had accessed the FOIA website yesterday

4 Page 4 of 6 afternoon, at or about one o clock, to upload my documents, DOJ-AP was reflected as being in the Assignment phase, and that letter dated 4/20/2018 was not there. After receiving the response above from OIP, I checked the FOIA website again and the same section of same now reflected that the case was Closed and the 4/20/2018 letter was there. Anyone looking at the record would reasonably assume that the case had been closed on April 20, 2018, the date of the letter, which as I noted, is back dated and is the day before my April 21, 2018 letter to Congress about that FOIPA request and appeal specifically. Congressional response to my notice of treason is to continue to come unlawfully, lethally, genocidally, treasonously against my family and me, in this case through the OIP? Did the United States governing bodies come into and stay in the lawful traces of the matter? No! They did not! They continue to come unlawfully against me, quite a lot! They even doctored the online records! Again. May I remind you, that my family and I have a right to lawful government, and lawful government is not what we have gotten, going back at least as far as September 11, My April 6, 2018, letter to Congress includes: Compel the FBI to expedite my FOIPA Request No for a copy of the unedited audio recording and the transcript of the afore- and hereinafter-mentioned August 17, 2010, telephone conversation. My family and I need that evidence to defend ourselves against the FBI s continuing to levy war against us. Case No. DOJ-AP to the OIP was my request to expedite my request for the unedited audio recording and transcript from my son Josiah Robert Fornof s August 17, 2010, telephone conversation that I referred to on the first page of my April 6, 2018, letter to Congress: This letter constitutes my notice to Congress that I have knowledge of the commission of Treason. I have written this letter to you at the behest of my son Josiah Robert Fornof who on August 17, 2010, gave notice of Treason to the Federal Bureau of Investigation (FBI): the FBI fails to date to investigate said Treason, and instead covers up and furthers same. Josiah s notice to the FBI relates directly to Congressional investigations into President Trump and Russia. That aforesaid response from the OIP that I received yesterday is Congress response to my notice of treason? Congress is saying: The Untied States governing bodies are going to continue to come

5 Page 5 of 6 against you unlawfully, with immunity and impunity, treasonously, and there is not anything that you can do about it. The no horse imagery came to me originally from my late father. Years ago, he had watched an old Western movie, and a part of it stuck with him. He said a Native American Indian man was riding a horse, while the Native American Indian woman with him was on foot. Someone asked him why he was riding and she was not. The man said: She has no horse. Dad related that story to me around 2000 or so, in regard to the government being in breach of contract against us and thus having no horse, having neither lawful excuse nor legal leverage to come against us in any manner, yet they continue as though they have all of that. When I received the response from the OIP yesterday, I thought of that no horse imagery, but a different movie scene came to my mind, one from the 1993 version of Shakespeare s Much Ado About Nothing where self-inflated constable Dogberry and his sidekick Verges come riding in on imaginary horses. Dogberry blathers his inanity, and then afterward, he and Verges ride out the same way they rode in. It is the combination of the two pretending together that heightens the hilarity of the scene. Early on, as they are riding in, they exchange a glance as if to say that they know they are full of nonsense and they are going to see if they can get by with it. So it is with Congress and the OIP: you are responsible for knowing that you are in breach of contract against my family and me and for conducting yourselves in lawful accordance with said

6 Page 6 of 6 fact. No more pretending that you have a horse when you do not! Do not be ridiculous! That is not what you are there for! Treason is no laughing matter. If there is even as much as one shred of lawfulness in Congress, prove it to me at once by complying with my longstanding demand to you: Compel the FBI to expedite my FOIPA Request No for a copy of the unedited audio recording and the transcript of the afore- and hereinafter-mentioned August 17, 2010, telephone conversation. My family and I need that evidence to defend ourselves against the FBI s continuing to levy war against us. As of yesterday, the FBI Records: The Vault website reflects of FOIPA : The FBI's FOIPA Program has identified potential responsive information to your request(s) and awaits assignment to a Government Information Specialist (GIS) for further processing. Months ago, the FBI informed me that the case had been assigned and that there was someone working on it. Congress must commence immediately and continue as long as there is a need mitigating the consequences of its own wrongdoing against my family and me, against the People. I will expect to receive forthwith the FBI s lawful and I do stress lawful response to my FOIPA Request No as soon as close of business today by electronic transmission or even by Special Courier if necessary.
