1 City of Menifee General Plan Advisory Committee Meeting Minutes MAY 27, 2010 CALL TO ORDER The meeting was called to order by the Chair, Ken Gaunt at 6:02 p.m. ROLL CALL/INTRODUCTIONS Present were: Community Development Director Carmen Cave, and the following GPAC committee members: B. Bouris, D. Castillejos, S. Chagolla, S. Chandler, D. DeGeorge, E. Dilginis, J. Gagnon, K. Gaunt-Chair, D. Herrera, E. Kroencke, M. Mata, L. Mazei, M. Rosen-Secretary, D. Stout, and C. Sullivan-Vice-Chair. There were approximately thirty-one members of the public present. Committee members absent: Daniel Temple and Randy Williams, and Planning Center member Wendy Grant, and Planning Center member Randy Jackson, The Secretary distributed an attendance roster for everyone to sign in. PUBLIC COMMENTS (non-agendized) None APPROVAL of MINUTES No minutes were presented for approval at this time. Carmen Cave will have the minutes of May 13 available next time. CURRENT AGENDA TOPICS OF DISCUSSION NEW BUSINESS 5.1- There was an update and review of the Brown Act given by Carmen Cave because of the confusion last time when people from the audience were asking direct questions of a speaker who was presenting a report to the Committee. It was noted that at no time should any member of the audience have any direct discussion with a speaker or any member of the Committee. Any member of the audience is permitted to speak for 3 minutes either prior to, or directly after, the discussion by the Committee on any agenda item. The Chair will decide when members of the audience will be permitted to go to the podium to speak. There are lights at the podium to inform the speaker when their time is up Carmen Cave summarized what the Committee has done so far. On February 18 the Committee did a roundtable exercise on What to look at for the future, What did the Community want etc. On March 11 the Committee did an overview of what the Committee Workshops showed, and the Committee drafted a vision statement. On March 25 the Committee reviewed what the 42 landowners who came to a workshop said they wanted. On April 8 the Committee had a Community Design Presentation and reviewed Gateways, Designs, Districts, Nodes, Landmarks, etc. On April 17 the Committee drove around the City s five Focus Areas. On April 22 the Committee recapped and discussed those five Focus Areas. On May 13 the Committee again discussed at length Focus Areas 1 and 2. The Committee will provide its thoughts to the Planning Center and they will provide two choices on each Focus

2 Area to the Planning Commission for their review. The Planning Commission in turn will review everything and present their recommendation to the Council. One member of the Committee suggested that perhaps the boundaries of some Focus Areas need to be changed. It was decided that no such changes would be made now but it could be adjusted later on if the Planning Commission so chooses. SPEAKERS 5.1- One person asked for an explanation of when people will be able to speak on an agenda item, either before or after, the Committee discusses it Bill Zimmerman He said that it was good to have a Council person or Planning Commissioner present at the GPAC meeting. They need to be here to see first hand what is happening. DISCUSSION 5.2 Carmen Cave gave a recap on Focus Area 3. This is the Newport and Town Center area. It will have retail, light industrial, and commercial. The Countryside Marketplace and Menifee Lakes Plaza are here. At Haun and Newport there will be commercial, a business park, and residential. There is also an open space area owned by the Pechanga Tribe which will probably remain as open space. The area between La Piedra and Holland is already built up. It is developed and occupied. Should we leave this alone? Over time some owners may sell and it could get more congested. Should we move this area to some other rural-residential part of the City? It was suggested that perhaps Foundations should be maintained to slow down changes. Most Committee members agreed not to allow residential next to the I-215. One member however, suggested that perhaps we should allow up to 20-25% residential there. This could include apartments and condos. The question arose about whether or not to consider a rapid transit system running along the I- 215 and a Transit Center in Focus Area 3. A Transit Center is already proposed for Area 1 and the coming of Metrolink there from Perris. SPEAKERS-Focus Area Robert Richardson noted that if some neighbors choose to sell their property to developers it will hurt their neighbors. 5.2 Glenn Bosworth wants the area between La Piedra and Holland left as is. Density transfers also require looking at schools, water, drainage, and other services before making decisions. DISCUSSION Motion by Betty Bouris not to move any rural residential parcel from Area 3 to Area 4. Seconded by Louis Mazei. Approved unanimously. Motion by Eric Kroencke not to change land use in Area 3. Seconded by Debbie Herrera. Approved unanimously. Motion by Betty Bouris to allow four uses along the I-215, Commercial, Institutional, Office, and Industrial. Seconded by Ed Dilginis. 11 yes and 1 no. Approved. Motion by Debbie Stout to include a Transportation Center in Focus Area 3. Seconded by Louis Mazei. Approved unanimously. SPEAKERS Focus Area 4

3 5.2 - Georgia Denny who lives SE of Bell Mountain is surrounded by a rural environment with 2 acre lots with horse ranches. She wants the area to remain rural. She noted that the track home project in this area was denied by Riverside County Kelly Croy said that we have a diverse city and we want a rural Community to remain as is. 5.2 Rick Croy indicated that their property was zoned for 2 acres and the Board of Supervisors voted that it remain rural. 5.2 Lynn Penny said that their area of 200 acres in Area 4 was rural and they want it to remain that way. 5.2 Robert Richardson liked the rural setting with 2, 5, and 10 acre lots, and wanted the density to remain as is. 5.2 Glenn Bosworth indicated that before we do any down zoning under RCIP we should do some background work and a review of the CFD. 5.2 Janine Spalding lives on Lindenberger where she moved 10 years ago. She indicated that we need diversity and she loves the rural environment. She asked that we leave the rural setting alone. 5.2 Additional comment by Georgia Denny. She took exception to a comment made by a Committee member. This concerned the transferring of a rural-residential area from one part of the City to another. Sandy Chandler noted to the Committee that she has 2 clients who live in Focus Area 2. Motion by Debbie Stout and seconded by Carol Sullivan to continue our discussions of Focus Areas 4 and 5 at our next meeting. Approved unanimously. Schedule of Next Meeting The next regular meeting of GPAC is scheduled for Thursday, June 10, 2010 at 6 PM at City Hall. ADJOURN Motion by Carol Sullivan and seconded by Debbie Stout to adjourn the meeting. This was approved unanimously. Chairman Gaunt adjourned the meeting at 8:20 p.m. Marty Rosen, Secretary
