1 MINUTE OF THE EXECUTIVE COMMITTEE MEETING NEW BRUNWICK COUNCIL OF CHOOL DITRICT UNION CANADIAN UNION OF PUBLIC EMPLOYEE, LOCAL 1253 Meetings held on June 18 and 19, 2012 at the Fredericton Inn 1. CALL TO ORDER The meeting was called to order at [8:30 am], and the Equality tatement was read by Brother MacMillan. 2. ROLL CALL OF OFFICER Brien Watson, President Rick MacMillan, ecretary-treasurer Gérald Landry, Vice-President, Region A st erge Boucher, 1 Vice-President, Region B Jeanette Curtis, Vice-President, Region C Gerald Prosser, Vice-President, Region D Kelly C. Way, Vice-President, Region E Will Thibodeau, Vice-President, Region F Connie Haines, Vice-President, Region G Tom teep, Coordinator Delalene Harris Foran, Past President Jean-Yves Maillet, Past VP, Region C 3. CONIDERATION OF AGENDA MOTION: (Prosser, Haines) That the agenda be approved. Motion 4. MINUTE OF PREVIOU MEETING MOTION: (MacMillan, Maillet) That the minutes of the meeting of May 9, 2012 (verbal report) be approved as read. Motion Arising from the minutes, it was noted that payroll services will remain in the former local district areas for the time being. 5. CORREPONDENCE There is a new government mileage and meal rate; Information from AIL Life Insurance; Withdrawal of grievance, Local 1086; Letter from Vallie tearns to District 2 regarding contracted bus runs; Letter re appointment to Part-time and easonal Pension Plan. 6. PREIDENT REPORT Brother Watson reported the following: The transition has been going along very well, Delalene has been doing a great job on that and a meeting has been held to transfer some files; Brother Watson reported on attending the Labour-Management Committee meeting and the Part-time Pension Committee meeting; A meeting was held with regards to personnel issues at Bathurst High chool, ally Wells is working to mediate the issues among all; A meeting was held with Local 2116 to do their elections. MOTION: (Landry, Boucher) That we accept the President s Report. Motion 7. ECRETARY-TREAURER REPORT Brother MacMillan reported on the months of March, April and May 2012, the balance being $140, Outstanding District invoices should take care of a portion of that. MOTION: (MacMillan, Boucher) That the ecretary-treasurer s report be accepted subject to audit. Motion 8. REGIONAL VICE-PREIDENT REPORT Region A - Brother Landry reported. Local Edmundston A meeting was held with a driver regarding numerous complaints of driving and braking too fast. He was suspended with pay, and moved to a custodian job; August 27 is the start of the school year, The District wanted to exchange that day for a PD day off later, the local objected so it will not be that way. Three drivers are retiring, not sure yet if they will be replaced.
2 2 Another meeting is coming to discuss the time worked for driving the buses. The District is using an arbitrary formula of 1 km = 1 minute. pare drivers are getting hard to find. Local t-quentin: Guy Aubut will be changing to a custodian job; Bus Drivers will be getting all information via computer, they need training in this. Local Grand Falls: At the Polyvalente Thomas-Albert, everyone is on their own schedule, there is a lack of proper supervision. Region B - Brother Boucher reported. Local Campbellton: Nothing to report. Local Dalhousie: The District did not pay for the status casuals in the storm day grievance; A custodian is being accommodated; A teacher drove the MFAV to safe grad, a grievance was filed. Local Bathurst: Meeting are ongoing to resolve the issues among all staff at Bathurst High; New administration is coming in the area; The compressed work week was causing problems, still an issue with the sick leave usage; A casual custodian was called in instead of a part-time being offered the additional hours. Local Acadian Peninsula: The District is trying to keep the shop steward from measuring schools. Most other issues are being addressed. Region C - ister Curtis reported. Local Bouctouche: Nothing to report. Local Richiboucto: Brother Maillet s vacant B position has been posted as a C run; A permanent employee got a job ahead of a more senior casual, as per Article 11. Local Miramichi West: A Custodian II is on leave of absence, the part-timer had hours added, but the principal will do the C-II duties; One employee acts as a snitch, reporting others to management, in particular noncompliance with safety footwear. A part-time custodian is being allowed to fill in driving bus. Ventilation is turned off during summer, via remote control. It may be a violation of the health and safety regulations, if there are not enough windows; Drivers are being warned not to speed; ister Harris Foran s run has been absorbed by other drivers, but the B duties have been posted. Local Miramichi East: A Custodian II went to leave a note in the office, and saw a complaint against him on the desk. He called the Vice-Principal in a foul mood, and was told to stay home until a meeting is arranged. A letter was placed on file. Article 10 was reviewed; Local Boisetown: Nothing to report. Region D - Brother Prosser reported. Local Moncton: We have asked for information on the bus runs being done by tock Transportation; Four students were hired to cut the grass; everal schools were awarded new 19" push bagger mowers, not suitable for the work. It also means less classrooms are getting cleaned. The Moncton High project has been postponed one year; Construction of Riverview High is underway. Local Petitcodiac/alisbury: There were a number of retirements; 5 custodians and 3 bus drivers. Local hediac: Nothing to report. Local ackville: A Custodian II retired, the job was posted and filled. Local Hillsborough: They have paid all money owing to Ottawa.
3 3 General: Vacation schedules: the employer has the final say, but must consider seniority and employee preferences; ick Leave Certificates: they can ask at any time, but not clear when and what must be submitted; Employer vehicles; a new employee might not be allowed to take the maintenance vehicle home; Casuals are not yet being charged dues, the local wants to do so at a percentage, but there are still issues to resolve which local the dues go to; The local feels there needs to be more help with WCB cases, members are being pressured to end their claims. Local Grand Manan: Nothing to report. Region E - ister Way reported. Local ussex: The hearing is set for the Kathy Bernard case. Local Rothesay/Hampton: A meeting was held, mainly on amalgamation issues, supervision and casuals A member was by-passed for work under 11.07, but did not have a letter in on it; The local wants seniority by local, but the contract calls for District-wide. There may need to have a workshop to resolve some workplace conflicts. The Carl Collins grievance is scheduled. Local aint John: Vacation time was being restricted, the contract says ending the week, not ending one week prior to school opening Wayne Breen may be out of employment. Local t. tephen: A member was given more sick days to get him to an early retirement date. The job was posted and filled before he got done; the member who got the posting is now off on sick leave: Brother Gerald Tozer has passed away after a long illness; A half-time CII position will open up when Br. MacMillan gives his notice; A member was called to District Office without proper notice, a common problem; A member was being told to supervise a child waiting for the bus to arrive; It appears that overtime is not being distributed properly, the figures show it; Teachers are being allowed to use the schools without charge, for personal parties, etc. The LaMar Mason grievance is ongoing. Local t. George: One bus job was filled, two not filled yet; Region F - Brother Thibodeau reported Local Fredericton/Oromocto: Changes in the administration were noted; afe Grad trips also fall under the requirement to distribute overtime evenly; There is some conflict within the local on some issues; Local Chipman/Minto: Nothing to report. Local Harvey/McAdam: Nothing to report. Region G - ister Haines reported. General hawn Tracey is the now Director of Finance and Administration. Other positions have been announced. Discussions have taken place on the transition. The public would be surprised at some of the compensation packages being offered to those leaving; Local Woodstock Nothing to report Local Perth-Andover The school relocation due to flooding has caused a problem; There are allegations of insubordination and other issues in regards to assignment of extra trips; A custodian is being sent to an area away from where the group is in the school; The contract clarification document should be completed so locals can use it soon. Local Nackawic Nothing to report.
4 4 Local Florenceville Financial issues between the local and the National have been cleared up. 9. CO-ORDINATOR REPORT Brother teep will try to get some movement from the Employer s side on this matter. There was discussion on the new pension plan model that is being promoted in the public service. 10. COMMITTEE REPORT Labour-Management: The notes of the May 29 meeting were reviewed. MOTION: (Boucher, Haines) That the report be accepted. Motion The meeting adjourned at 5:00 pm and reconvened at 8:30 am on June 19. Everyone had a good time at washer-toss and bar-b-que. Convention Planning: It was agreed as follows: eptember (8:30 am) Exec. Meeting October 19 (8:30 am) - Executive Meeting October 20 (10:00 am) - President s Meeting May , Annual Convention Full-time Pension: A valuation was requested, but will not be done until the three year cycle is due. There is a going-concern deficit of $33 million, assets are $261 million. As of July 1, all administration will be done by the Pension Branch. Part-time Pension: Assets are $165 million with over 10,000 participants. One of the managers has been replaced. There will be education at each meeting. The CPBI conference is coming near here. The Part-time Pension Plan information is available on-line. MOTION: (Boucher, Haines) That the report be approved. Motion ick Leave Bank: The bank has had no significant changes since the last convention. CIB: Brother MacMillan updated everyone on the changes for the retiree health and dental plan. The target date is July 1, 2013 for it to become a Group Assured Access type of plan. There is much education of members to do before then and after to make them aware of the new options they will have. Everyone will pay into a fund while active to go towards benefits when retired. 11. MEMBERHIP HELP CARD: MOTION: (Boucher, Way) That we have a bilingual do s and don t s card for all members.
