LOCAL 10-B BYLAWS 3 ARTICLE I - NAME Section 1 This Local Union shall be known as the Communications, Energy and Paperworkers Union of Canada, Local 10-B, (C.E.P., Local 10-B) Section 2 The Bylaws of this chartered Local shall not be inconsistent with any of the provisions of the Constitution of the Communications, Energy and Paperworkers Union of Canada. ARTICLE II - OBJECTIVES Section 1 The purpose and objectives of this Local, chartered by the National Union are to unite all workers within its jurisdiction for the following: (a) (b) (c) (d) (e) To improve their wages and hours of work, to increase their job security and to better their working conditions; To advance their economic, social, political and cultural interests. To disseminate information among workers regarding economical, social and other matters affecting their lives and welfare; To engage in collective bargaining, to support stability and prosperity for workers represented by this Union; To engage in political activities and secure beneficial legislation and obtain the defeat and repeal of unacceptable legislation; To promote full and maximum employment. ARTICLE III - MEMBERSHIP Section 1 - Eligibility (a) (b) The eligibility of any person for membership in this Local shall be as set forth in the National Constitution. All retired members shall be granted the full privileges of active members, except the right to vote and to hold office. They shall pay no union dues.

LOCAL 10-B BYLAWS Section 2 Qualifications A person shall be considered a member in good standing of Local 10-B when he/she has fulfilled the following: (a) (b) (c) (d) signed a membership and application card has paid initiation fees and continues to pay union dues as set forth by the Local union. a new member, within ninety (90) days after being employed, will attend a general membership meeting to receive a copy of the National Constitution and Local By-laws, which she/he is expected to read and keep. The applicant must take the Oath of Membership as set out below at a general meeting within ninety (90) days. Oath of Membership: All new members, before being admitted to full membership, shall subscribe to the following oath of membership: I pledge my honour to faithfully observe the Constitution and laws of this Union; to comply with all the rules and regulations for the governance thereof; not to divulge or make known any private proceedings of this Union; to faithfully perform all the duties assigned to me; that I will not wrong a member or see him or her wronged if in my power to prevent; to so conduct myself at all times as not to bring reproach upon my Union; and at all times to bear true and faithful allegiance to the Communications, Energy, and Paperworkers Union of Canada. Do you pledge your word in the presence of these witnesses that you accept this obligation? Your pledge will be remembered. ARTICLE IV - OFFICERS AND EXECUTIVE BOARD Section 1 Local 10-B Executive shall be: President First Vice President Second Vice President Third Vice President Recording and Corresponding Secretary Secretary Treasurer Trustees (3)

ARTICLE V - NOMINATIONS AND ELECTIONS Section 1 (a) Nominations of officers of C.E.P., Local 10-B shall open in October, and close in November, for the following positions: President First Vice President Second Vice President Third Vice President Recording & Corresponding Secretary Secretary Treasurer Trustees (2)

LOCAL 10-B BYLAWS Chief Shop Steward Safety Committee Chairperson Disability Management Coordinator (b) Nominations for the remainder of the Executive shall open in November, and close in December, for the following positions: Guards (2) Standing Committee (5) Health & Welfare Committee (3) (Chairperson is person receiving the most votes) Society Directors (7) (Chair elected by Committee) Convention Delegates Contracting Out Chairperson and Alternate Apprenticeship Chairperson Environmental Chairperson Forest Officer Pension Committee (1) I.H. & S.C. Representatives (2) Editor W.C.B. Officer Weyerhaeuser Council Delegates Kamloops & District Labour Council Delegates (2) C.E.P. Provincial Council Delegates (c) Officers of the sub-units of C.E.P., Local 10-B shall be elected by referendum ballot, and shall consist of Officers as appropriate to each unit, i.e. Chairperson, Recording Secretary, Chief Shop Steward, Safety Officer, Trustees, Guard (1), Wage Delegates. i) Nomination of all Officers of Local 10-B sub-units shall open in November and close in December. ii) Shop Stewards: Each sub-unit shall maintain a system of elected Shop Stewards, charged with the duty of protecting the interest of the Union and it's membership on the job. (d) To be eligible to run for office for any executive or delegate position of Local 10-B, a nominee must have attended a minimum number of regular General Membership meetings in the previous twelve months. A day worker must have attended at least six (6) meetings in the previous twelve months, a shift worker must have attended at least four (4) meetings in the previous twelve months unless a bona fide reason is given.

7 C.E.P. LOCAL 10-B BYLAWS 7 Section 2 (a) (b) With the exception of the Trustees, all terms of office shall be for a period of one (1) year or until their successors are elected. Two (2) Trustees shall be elected at the annual elections; the person receiving the most votes shall be elected for a term of two (2) years. Disability Management Coordinator shall be elected every year, except the initial term of a successful candidate, on a one time basis, will be two (2) years to satisfy training needs. Section 3 When an elective position becomes vacant, for any cause, the President shall order an election to fill the vacancy. In the case of an emergency or where time does not permit an election, the President may appoint a member on a temporary basis, with the approval of the Local Executive Board. Section 4 As per Article of the CEP National Constitution, General Provisions, only members in good standing shall be eligible to vote or hold office. Section 5 Notice of elections must be posted for at least seven (7) days prior to commencing such elections, stating time, place and nominees. Section 6 A member may stand for election for one office only, as defined in Article V, Section 1, Subsection (a). Section 7 Signed notice of a members willingness to stand for office must be presented to the Chairman before nomination of an absent member can be accepted. Section 8 The three (3) Trustees shall conduct all Local 10-B Elections and Referendum Votes, except when Trustee is on the ballot, then an Alternate will be appointed.

8 8 C.E.P. LOCAL 10-B BYLAWS Section 9 A Voting List shall be prepared by the Trustees. The Trustees shall determine the number of ballots required and have them printed. Section 10 The Trustees will be responsible for the balloting. Section 11 There shall be three (3) consecutive days of voting in the plant, to be determined by the Trustees for election of officers. The Trustees, or Appointee, shall issue a ballot to each member on the voting list, after the member has been recorded on the voter s list. Section 12 The Trustees, or Appointees, shall seal the Ballot Boxes at the end of voting and place their signatures on the seal. It will be their duty to transport the sealed ballot boxes, together with the Voting List, and all unused ballots to an area of safe keeping until such ballots are to be counted and destroyed. Section 13 On the last day of balloting, the Trustees, or Appointees, shall count the ballots, check the Voting List and tabulate the results. The Secretary will receive a written notification of the results of the election, or referendum, and will have the Trustees post the names of person, or persons, elected. Section 14 All ballots and voting lists shall be held by the Trustees for a period of at least seven days (7) days after an election or referendum. ARTICLE VI - MEETINGS Section 1 Regular monthly meetings shall be held on the second (2nd) Wednesday of each month at a time decided by the Local membership.

LOCAL 10-B BYLAWS 9 Section 2 (a) (b) A special membership meeting may be called by the President, or the Local Executive Board or by a petition of twenty-five (25) members in good standing, stating the purpose for which the meeting is to be called. No business shall be transacted at a special meeting other than that for which the meeting was called. Section 3 A Local Executive Meeting shall take place on the Monday preceding the General Membership Meeting. Section 4 Twenty (20) members of this Local shall constitute a quorum for any membership meeting. Section 5 All meetings of Local 10-B will be conducted in accordance with Bourinot s Rules of Order. Section 6 Voting on contractual items will start after all relevant reports are given, and the official union meeting has ended. Section 7 Membership attendance book shall be closed forty-five (45) minutes after the call to order of the General Meeting. At no time will the book stay open more than one hour after the posted time of the meeting. Section 8 (a) (b) (c) Sub-unit meetings of C.E.P., Local 10-B shall be held monthly, at a time and day of the month to be recorded by each sub-unit. A quorum for General and Special Membership Meetings shall be established and recorded for each sub-unit. Minutes of Executive and General Meetings of all units will be forwarded to the Recording Secretary of each unit.

10 10 C.E.P. LOCAL 10-B BYLAWS ARTICLE VII - FINANCES Section 1 (a) (b) (c) (d) (e) The signing Officers of this Local shall be: President, Vice President, and the Secretary Treasurer. All cheques drawn on this Local's accounts shall be signed by the Secretary Treasurer and either one of the other two signing Officers. The Secretary Treasurer, where applicable, shall be bonded in the amount decided upon the Local Union by a recognized Surety Company approved by the Local Union. No sum in excess of seven hundred dollars ($700.00) shall be voted upon at any meeting of this Local, unless preceded by a Notice of Motion posted at least seven (7) days prior to the meeting. An accredited delegate of Local 10-B, attending to Local Union business, i.e. conferences or conventions, where travel or lodging expenses are not incurred, he or she shall receive their regular hourly rate of pay, plus one hour base rate per day, out of pocket money, on the basis of a whole day. An accredited delegate or representative of C.E.P. Local 10-B, while transacting Local union business out of town, shall be allowed three (3) times the base rate per day for expenses. He/she shall be allowed reasonable hotel expenses, with receipts provided wherever possible. When a receipt for a hotel expense is not submitted, or a hotel expense is not billed to the local union, then an allowance of one (1) hour base rate will be forthcoming to the member. (f) (g) Should the Local require any of its members to use their own car in the transaction of union business, mileage will be paid, as per BCAA mid size car allowance, or return air fare, depending on which mode of travel is applicable. Should this Local require any of its members to transact union business necessitating loss of time from their regular working shift, such members shall be paid their regular working time rate for time lost. This compensation to include regular scheduled Sunday shifts (where premium time would normally be paid) and Sunday letter benefits. There shall be no compensation for the loss of overtime. Members who are on Union Business are obligated to present a clear and concise oral or written report at the next General meeting.

LOCAL 10-B BYLAWS 11 (h) Any person conducting Local 10-B business on their own time (i.e. Standing Committee) will be eligible to bank the hours at a rate of one (1) hour for every hour worked. A maximum bank of forty (40) hours, for Day Workers, and forty-eight (48), for Shift Workers, in a calendar year will be allowed, these hours must be used as per the Collective Agreement. Time off is to be taken in minimum four (4) hour blocks. Prior approval of signing officers is required to acquire banked time. Section 2 (a) (b) (c) Copies of monthly financial statements will be forwarded to the Recording Secretary of each unit of Local 10-B, and reports made to each sub-unit membership. Notices of Motion regarding finances, as required, shall be posted in all units of the Local Union (Article XII, Section 1). Requests for extraordinary expenses and lost time wages of unit members shall be made to the monthly General Meeting of the C.E.P., Local 10-B. ARTICLE VIII - INITIATION FEES & DUES Section 1 a) The initiation fee for new members of C.E.P., Local 10-B shall be $ b) When an applicant presents a withdrawal card from a recognized trade union within thirty (30) days, the initiation fee shall be waived. c) Union dues shall be as properly established by the Local Union, and applicable to all sub-units. The monthly membership dues of C.E.P. Local 10-B shall be 1.6% (one point six percent) of gross income, from hours worked, with a reimbursement of $ (one hundred twenty dollars) paid to members attending the required number of regular scheduled General Membership Meetings.

12 12 C.E.P. LOCAL 10-B BYLAWS The guidelines for reimbursement of $ are: 1. A shift worker will be required to attend a minimum of four (4) General Membership Meetings in a year. 2. A day worker will be required to attend a minimum of six (6) General Membership Meetings in a year. 3. Any worker who swings between shift work and day work will be classified as a shift worker. 4. "E" Crew workers will be required to attend 50% of their available General Membership Meetings as outlined on the 12 hour shift schedule. 5. Steady afternoon shift workers will be required to attend 50% of the Special Membership Meetings called throughout the year. 6. Members out of town on union business (National or Local) shall be considered as present at General Membership Meetings for the purpose of qualifying for the dues rebate. Such members shall submit a letter to the Guards explaining their reasons for being absent. 7. Any member who qualifies for a reimbursement, but has paid less than $ in dues will be reimbursed the amount of the dues collected. ARTICLE IX - CHARGES, TRIALS AND APPEALS Section 1 Every member of this union shall be entitled to a just and impartial trial for any offence of which he may be charged, in accordance with Article 17 of the National Constitution. Section 2 Any member violating any part of the Constitution of the Communications, Energy and Paperworkers Union of Canada or any part of these Bylaws or any agreement or working rules of this Local union shall be dealt with as outlined in the National Constitution under Article 17, Charges, Trials and Appeals.

LOCAL 10-B BYLAWS 13 ARTICLE X - ASSESSMENTS Local 10-B shall have the right to levy on its members, for special purposes, such assessments as may be determined by a two-thirds (2/3) majority vote of the members at a Membership Meeting, providing notice of assessment has been posted for at least seven (7) days prior to the vote. The amount of the assessment may be decreased at the Membership Meeting, but it may not be increased. ARTICLE XI - WAGE DELEGATES Section 1 (a) (b) (c) Three (3) Bargaining Committee or Wage Delegates and one (1) Alternate shall be elected by referendum ballot. They shall be considered members of the Executive Board of Local 10-B, for the purpose of dealing with Wage Conference and Bull Session matters only. The Wage Delegates shall be elected in conjunction with the term of the Labour Agreement in effect. The President shall be a Bargaining Committee member. The term of office of the Local President will not be affected by the term of the Labour Agreement. ARTICLE XII - AMENDMENTS Section 1 Any of the Bylaws contained herein may be amended by a two-thirds (2/3) majority vote at a General Meeting provided that notice of motion has been posted at least seven (7) days before the vote. Section 2 The Local union shall within thirty (30) days of their approval, furnish the President of the National Union and Vice-President of the Region with copies of the Bylaws and working rules of the Local for approval by the President s office. Section 3 The C.E.P. National Constitution shall take precedence over these Bylaws.

14 14 C.E.P. LOCAL 10-B BYLAWS ARTICLE XIII - DUTIES OF OFFICERS Section 1 - President (1) Chairperson for all Membership Meetings. (2) Ex-officio member of all Committees. (3) One of the signing officers. (4) Oversees and maintains the smooth and efficient operation of all aspects of the Local organization. (5) When a vacancy occurs in any office or position, sees that such vacancy is filled at the earliest possible date, and may, if the situation warrants, appoint any member to fill that position until proper elections are arranged. (6) If appointment is in a non-elective position, such appointment shall be ratified at the first General Meeting following the appointment. (7) Delegates duties of any officer or member. Receives reports either oral or written on the progress of such duties. (8) Responsible to the membership for the carrying out of duties and obligations of any Officers, Committee members of appointees, and shall remove or cause to be recalled from Office, or Committee any member not carrying out his or her duties. (9) See that the Constitution is upheld at all times. (10) Shall see that the Bylaws of the Local Union are not violated. Section 2 - First Vice-President (1) Shall take over the duties of the President, when he/she is absent, or otherwise incapable of carrying out his or her duties. (2) Shall act as Chairperson of all Executive meetings. (3) Shall act as Chairperson of all Standing Committee Meetings. (4) Shall assist the President at all times, in the carrying out of the Local's business. (5) Shall be a signing officer. Section 3 - Second Vice President (1) Shall be responsible for the Union Safety Program. (2) Shall be responsible for the Union Safety Policy. (3) Shall assist the Safety Chairperson in everyday safety related matters. (4) Shall assist the First Vice President in carrying out his or her duties. (5) Shall Chair all meetings, normally Chaired by the President and the First Vice President, during their absence. (6) Shall assume Safety Committee Chairperson's duties during his or her absence.

15 C.E.P. LOCAL 10-B BYLAWS 15 Section 4 - Third Vice President The position of 3rd Vice President shall be included in the Officers of C.E.P., Local 10-B Executive. The duties of the 3rd Vice President will be: (1) Assist the sub-units of Local 10-B with grievances, administrative advice, consultation as applicable, and contract bargaining (if requested by the sub-unit); (2) Act as a communication link between the sub-units and the Executive and membership of the Local Union; (3) He/she shall be considered a member of the Executive of Local 10-B, for the purpose of dealing with matters pertaining to the sub-units only, (4) The position of 3rd Vice President will be open for nomination at the October and November General Meetings. Section 5 - Secretary-Treasurer (1) Shall set up and maintain an accurate recording of all monetary transactions of the Local Union. (2) Shall set up and maintain an accurate recording of each and every members individual dues account. (3) Shall ensure all check-off cards are turned into the Company immediately upon receipt of same. (4) Shall prepare and have ready a monthly Financial Statement for all General Meetings. (5) Shall maintain an accurate filing of all Membership Cards. (6) Shall fill out and deliver personal membership cards. (7) Shall receive, record and deposit all monies received by the Local Union. (8) Shall receive and pay all bills, and maintain an accurate account of same. (9) Shall turn over to the Trustees all accounts for the purpose of quarterly audits. (10) Chair Pension Committee (11) Shall provide to the Union, in an acceptable form, a quarterly financial statement. Section 6 - Corresponding and Recording Secretary (1) Shall keep an accurate account of minutes of all motions and their dispositions. (2) Make brief notes on pertinent points of reports. (3) Be prompt in sending out letters and correspondence which he/she has been instructed to act on by the Local. (4) Maintain office and filing systems in good order.

LOCAL 10-B BYLAWS Section 7 - Safety Committee Chairperson (1) Shall be responsible, with the 2nd Vice President, to select and direct all Safety Stewards and Department Safety Committees. (2) Shall be responsible to Chair the Union side of Industrial Health and Safety Committee Meetings. (3) Shall be responsible for day-to-day safety issues. (4) Shall assist Second Vice President in carrying out his or her duties. Section 8 - Trustees (1) Make quarterly audits on the financial records of the Secretary-Treasurer and report to the next General Membership Meeting. (2) Make an inventory of all assets of the Local and keep it up to date. (3) Ensure that officers requiring bonding are properly bonded as required by Local Bylaws. (4) Conduct all referendum votes. (5) Trustees shall have the authority to request any Local 10-B Committee to produce and explain any of their documents, minutes, or reports. (6) Trustees are responsible for the administration of the Death Benefit and Retirement Fund. (7) Shall make sure that all candidates for an elected position are eligible. (8) Ensure that a copy of Notice of Motion to be brought to General Membership Meetings. (9) Trustees shall be responsible for the posting of all Union notices, and related information, and shall ensure that Union bulletin boards are kept in order. (10) Trustees are responsible for upholding the Bylaws of the Local. Section 9 - Guards (1) Keep a record of those in attendance at meetings. (2) Make certain only those entitled to attend meetings are allowed to enter. (3) Report to the President, number of those in attendance. (4) Shall assist the Chairperson in preserving order, and shall remove from the meeting any person so ordered by the Chairperson. (5) Guards shall be responsible to set up the hall before General Membership Meetings. Section 10 - Chief Shop Steward (1) Shall assume Chairmanship of Standing Committee in the absence of the First Vice President. (2) Shall contact new employees and indoctrinate such new employees at the earliest possible time. (3) Will notify other Stewards of pending problems.

17 C.E.P. LOCAL 10-B BYLAWS 17 (4) Will Chair monthly Shop Steward Meetings. Section 11 - Shop Stewards (1) Shop Stewards shall be elected in each department. If a Shop Steward is not elected within thirty (30) days of the position becoming vacant, the Local 10-B Executive Board shall appoint a Shop Steward for that department. (2) A Shop Steward shall remain in office unless removed by a petition signed by at least half the members in his or her department, requesting his or her removal, for failing to perform his or her duty; or failing to attend at least one (1) in three (3) Shop Stewards Meetings. (3) Shop Stewards shall have a copy of the National Constitution, Local Bylaws, and the Labour Agreement available. (4) The Shop Steward shall see that there is no violation of the National Constitution, Local Bylaws, or the Labour Agreement. (5) The Shop Steward shall contact new employees in his or her department and indoctrinate such new employees at the earliest possible time. (6) Shop Stewards Meetings will be held at least once a month. (7) Notice of a Shop Stewards Meeting shall be posted by the Chief Shop Steward on the Union bulletin board at least three (3) days prior to the meetings. Section 12 - Standing Committee (1) The Standing Committee shall consist of First Vice President as Chairperson, Chief Shop Steward, and five members elected at large. (2) To address the day-to-day affairs of the Union. Section 13 - Apprenticeship Chairperson (1) To ensure a representative from each Shop, as required. (2) To ensure that pre-meetings are held. Section 14 - Contracting Out Committee Chairperson Contracting Out Committee Chairperson shall be responsible for: (1) Receiving Contracting Out notices from the Company. (2) Notifying respective trade representative of Contracting Out notices. (3) Signing Contracting Out slips after approval of the respective trade representative. (4) Shall call Committee meetings as necessary.

18 18 C.E.P. LOCAL 10-B BYLAWS Section 15 - Society Directors (1) Responsible for the day-to-day operation of the Pulp Brotherhood Society. (2) Meeting of the Society Directors shall be held as follows: a) on a monthly basis; b) the Chairman or a majority of Society members may call special meetings, as necessary; c) on all occasions when required by law, to be held pursuant to the Societies Act. (3) Notice of meetings to be posted seven (7) days prior to meeting. (4) A quorum at meetings to be five (5) people. (5) a) Members of Local 10-B Executive or Society Directors shall have no proprietary, pecuniary, or other interest in the property, real or personal, during their term in office; b) With the exception of day-to-day and emergency expenses, any sum exceeding seven hundred dollars ($ ) shall be preceded by a Notice of Motion, to be posted seven (7) days prior to a regular General Membership Meeting of the Local; c) a written Financial Report shall be given at the regular monthly meeting of the Local. Section 16 If an elected officer of this Local does not attend four (4) consecutive meetings of either the Local or of the Committee he/she is elected to, without bonefide reasons, he/she will be subject to removal from that elected position. Section 17 Disability Management Coordinator shall: 1. Represent members who require modified or transitional work. 2. Work in conjunction with the Local 10-B Health & Welfare Committee to ensure first contact with disabled members. 3. Advise Health & Welfare Committee of rehabilitation initiatives. 4. Be an additional member of Local 10-B Health & Welfare Committee, but not the Chairperson. ARTICLE XIV - COMMITTEES Section 1 The Local Union may establish such Committees as it may require, and may delegate specific duties and powers to them.

LOCAL 10-B BYLAWS 19 All Committees shall render reports promptly to the Local Union, and deliver all funds collected or held by them to the Secretary-Treasurer, and perform such other acts, and in such a manner, as the Local Union may from time to time direct. Section 2 Other Committees may be appointed by the President, or by the Executive. Such appointments shall be ratified at the first regular meeting following the appointment. Section 3 Delegations representing specific departments in the mill, shall be elected by the workers in that department, by referendum ballot. Their election shall be subject to approval by the Executive. Section 4 All Committees shall make a report of their activities at each regular meeting, and submit a copy of this report to the Recording Secretary for the Local's files. Section 5 No member shall purport to represent the Local at a Committee unless said Committee is recognized by the Executive at the Local Union. Section 6 - Contracting Out Committee The Contracting Out Committee will be comprised of members, in good standing, selected from each trade by referendum ballot, and headed by an elected Chairperson. They shall deal in all matters pertaining to contracting out. Section 7 Health & Welfare Committee Health and Welfare Committee shall: 1. Represent members in Health and Welfare matters. 2. Act as liaison with carriers/consultants to obtain pertinent information. 3. Review Trust policy changes. 4. Attend committee meetings as appropriate.

LOCAL 10-B BYLAWS Section 8 - Job Evaluation Committee The purpose of the Job Evaluation committee is to assist all members covered by the job evaluation plan in preparation of job descriptions and to act as representatives of the local on the plant committee. The committee shall consist of three (3) members elected as per Article V, Section 1 (b). Section 9 - Labour Committee The purpose of this committee will be to represent the Local at the Kamloops and District Labour Council and other labour related duties as deemed necessary by the executive board or the President. The committee will consist of two (2) members elected alternately for two-year terms. ARTICLE XV - LOCAL POLICIES Section 1 Unless authorized by the Local Executive, no member shall discuss with Management what is the concern of all the members. A minimum of two (2) members shall be present at all meetings with Management. Section 2 Only persons authorized by the Local Executive may release any reports regarding the policy or business of Local 10-B. Any such report must be read and approved by the President before its release. Section 3 Any member on vacation shall not work during that scheduled vacation day. Any member volunteering to work on his or her regular day off, vacation, or paid holiday for straight time, shall be liable for penalty according to Article 17 of the National Constitution. Section 4 No member of Local 10-B shall work in excess of sixteen (16) hours in any twenty-four (24) hour period, excluding call time and penalty time. If he/she works sixteen (16) continuous hours, he/she must then take an eight (8) hour break before returning to work. Members violating this bylaw shall be fined fifty dollars ($ 50.00).

LOCAL 10-B BYLAWS 21 Section 5 Any Communications, Energy and Paperworkers Union of Canada, Local 10-B member who applies for a management position shall upon application, relinquish any Union position held. Section 6 Any Communications, Energy and Paperworkers Union of Canada, Local 10-B member who has terminated a Union position, because of application for a management position, shall be ineligible for any Union position for one (1) year. Section 7 It is the policy of Local 10-B that its members do not cross picket lines or work behind picket lines. Section 8 When on Union business, lost wages should not be made up when that member is on Weekly Indemnity, Long Term Disability, or Workers Compensation. Section 9 A week vacation period would be five (5) days for a day worker, working eight (8) hour days; four (4) days for a day worker, working ten (10) hour days; or a tour for a Shift (Tour) worker. Section 10 Any member on out of town Union business, for over one week, shall be allowed a reasonable amount of time (not more than one day per week) to do personal business, if required, and applied for and approved by the President and/or designate. Section 11 Any members requesting an early start must put the request in writing, and they will require the signature of two (2) members of Standing Committee for approval. This request in turn, must come before the whole Standing Committee at their next meeting following the request (or by majority of Standing Committee members). Section 12 All notice of motions shall be signed, or the names of two (2) members in support of motion shall be in place before being posted on bulletin boards at least seven (7) days prior to a General Meeting or meeting in which the motion is to be handled.

LOCAL 10-B BYLAWS Section 13 The policy of Local 10-B shall be to buy a fifty dollar ($50.00) gift certificate for every member that has been off on W.I. and L.T.D. at least thirty (30) calendar days immediately prior to Christmas, and at the Trustees discretion, see that they are distributed for Christmas. Section 14 It is the policy of Local 10-B that the second Executive Meeting of the month be set aside for discussion of timely and pertinent subjects affecting the members of Local 10-B. The agenda of these meetings shall be at the discretion of the First Vice President, or his or her designate at the said meeting. Section 15 It shall be the policy of Local 10-B to cover out of town expenses, of members, incurred to appeal W.C.B. claims or seek medical opinions: Meal Expenses Travel Hotel - as receipted - mileage as per National Constitution, or airfare, whichever is more appropriate - receipted hotel expenses, at single person rate - no direct billing. It is understood that if a W.C.B. appeal or medical claim is successful, money received from the W.C.B. will be reimbursed to Local 10-B. Section 16 It shall be the policy of Local 10-B to not allow members to burn holidays, without some consideration of the events that have lead up to the request. We would rather encourage the member to carry over those holidays. Every effort should be made to use these holidays, which have been earned by the efforts of the individual members, and the efforts of previous members in negotiations. Each application to burn holidays must be submitted in writing, and will be dealt with individually. This procedure is meant to deal with holiday burn request on a uniform basis. Also this would be the maximum that a person with holidays would be allowed to use up from his or her total overall holiday hours, only after being off on weekly indemnity.

ARTICLE XVI - DEATH BENEFIT OR RETIREMENT FUND Section 1 - Death Benefit (a) Upon death of a member in good standing, the Trustees, having received proof of death, may authorize the Local Executive Board to pay the beneficiary of the deceased a sum of one thousand five hundred dollars ($1,500.00) from the Death and Retirement Benefit Fund. No debt claims against the estate of the deceased member shall be entertained or tolerated by Local 10-B in respect of this fund. Each member shall file a form containing his or her name and beneficiary. In carrying out the provisions of this Section, the Trustees shall have the right to make such dispositions of the specified sum, as may at their discretion meet the necessity of the case.

24 24 C.E.P. LOCAL 10-B BYLAWS Section 2 - Retirement Payout (a) (b) Upon retirement of a member in good standing the Local union shall pay from the Death Benefit and Retirement Fund to the retiring member the sum of seventy-five dollars ($75.00) for each full year of continuous membership in C.E.P. Local 10-B (or its predecessor) to a minimum of three hundred dollars ($300.00) or to a maximum of one thousand five hundred dollars ($1,500.00). Retirement shall be when a member attains the normal retirement age or earlier for medical reasons provided medical proof to this effect is produced. Section 3 - Administration of Fund (a) (b) (c) (d) Local 10-B Trustees, under the direction of the membership, shall be responsible for the administration of this fund. A five dollar ($5.00) assessment shall be levied to each member of Local 10-B to maintain the fund as required. Each member upon joining Local 10-B shall pay an assessment of five dollars ($5.00) into the fund. Upon death or retirement of a member in good standing, the President on advice of the Trustees, shall notify the membership at the next General Meeting, that an assessment is necessary to maintain the fund. The five ($5.00) dollars received from each member shall be placed in the Death Benefit or Retirement Fund. (e) When surplus assessments reach or exceed three thousand ($3,000.00) dollars, the next death Benefit shall be paid, but no assessment shall be levied. (f) (g) No debt claims against the estate of the deceased member shall be entertained or tolerated by Local 10-B in respect of this fund. Each member shall file a form containing his or her name, and beneficiary. (h) If location and receipt of proof of beneficiary is not made within six (6) months of date of death, then all claims to the monies may be declared null and void by a vote of the membership at a General Meeting. (i) This Local may have representation at the funeral service of the deceased member, such representatives to be appointed by the President.
