SQll, programs remain vulnerable under President s budget. Ø HUD CDBG funding eliminated. Ø EDA eliminated. Ø USDA Rural Water and Sewer infrastructure eliminated. Ø EPA brownfields cut by 13 percent.

8 EPA Brownfields Funding AdministraQon looking to cut brownfields by 13%. Brownfields grants would be cut from $80 million to $75 million. Grants to the states would be cut substanqally from $47.5 million to $33.4 million.
9 HUD Brownfields Funding Community Development Block Grants (CDBG) are flexible funds that have supported the redevelopment of thousands of brownfields across the country. Funds can be used for planning, assessment, clean-up, infrastructure, and redevelopment. Program has been funded at around $3 billion in recent years. Trump administraqon has proposed eliminaqng the program because it is not well-targeted to the poorest populaqons and has not demonstrated results.
10 Economic Development Administra(on Funding EDA Public Works and Infrastructure funding has supported hundreds of brownfields projects. EDA Manufacturing CommuniQes Partnership has linked brownfields cleanup with revitalizing of manufacturing. EDA funding has supported many small and rural communiqes. EDA has been funded at $250 million in recent years. President has proposed the eliminaqon of EDA.
11 US Department of Agriculture Funding USDA provides economic development and infrastructure funding to support small and rural communiqes. USDA funds have supported hundreds of brownfields redevelopment projects in small and rural communiqes. The President s budget eliminates USDA grants of water and sewer infrastructure.

HR 1758 Brownfields ReauthorizaQon Act of 2017 introduced by RepresentaQves Esty (D- CT) and Katko (R-NY). Energy and Commerce Commi\ee leaders have released discussion drat and asked for input. Bills include most of our recommendaqons.
20 Key Elements of Brownfields Bills New mulq-purpose grants can be used for planning, assessment, clean-up. Increased level for clean-up grants. Enhances liability protecqon for public agencies that acquire sites. Grant eligibility for sites acquired prior to Non-profits eligible for clean-up grants. Allows some funds to be used for administraqve costs.
21 What You Can Do Urge you Members of Congress to support brownfields reauthorizaqon. Educate Members of Congress and staff about your local brownfields projects. Invite them to ribbon cuungs, tours, and events. Send them photos, news clips, project summaries. Include facts and figures on benefits to your community.
