1 Kansas Federation of NARFE Chapters Regular Executive Board Meeting Four Points by Sheridan, Manhattan, KS October 13, 2013 The Federation Fall Executive Board meeting was called to order at 9:37 a.m. at the Four Points by Sheridan Manhattan KS by Federation President, Cindy Renee Blythe. Judy Etter, Chaplain, Area 1A Vice-President, gave the invocation. Elizabeth Bornman, 1 st Vice- President led the Pledge of Allegiance. Neuschafer, Alzheimer s Chair Carol Ek, Region V Area Vice-President Lorene Mumm, Convention Liaison Secretary Assistant & Membership Co-Chair James Dodd, NARFE Net & Historian Don Cooper, NARFE PAC Chair The following board members were not in attendance: Sylvia Riepen, Area 2 Vice- President James Miller, State Legislative Chair Harold Klaege, Service Officer Louise Lloyd, Convention Liaison Secretary Quorum The President determined that there was a quorum present. Minutes of Convention Meetings: Moved by John Ourada, seconded by Gary Kilmore to approve the minutes of the October meeting. After much discussion about missing information along with confusion of the minutes, motion failed with an 'aye'vote. Moved by Gary Townson and seconded by John Rodgers that Cindy and Gwen attempt to defrag the minutes and send out to Executive Board for an vote. Motion passed with an 'aye' vote
2 Report by Region V Vice President Carol Ek Carol Ek encouraged all to contact their Senator and Congressperson by all means available about the furlough. Encourage all to support H.R which would provide back pay to federal employees furloughed during the government shutdown. John O asked about finding out which congresspersons were in support of or against this legislation. Per Cindy there are 152 co-sponsors to this legislation. Per John R they are to vote on this measure today. We also need to be diligent in supporting all upcoming bills that affect our benefits. She suggested that we utilize the Protect America's Heartbeat (PAH) Toolkit that was sent to chapters. Gives number of annuitants in every area by congressional areas. We have about 6% of annuitants involved in NARFE. If you don't have toolkit contact Carol Ek. Louis will send out to all chapter presidents and Executive Board. Region V had only 9 new recruits last month. Membership reports are mailed out to membership chairpersons. Passed out the latest membership brochure. New members will be signed up for $40. If they sign up as a chapter member they will get renewal notice which includes chapter dues. Sent OAM reports and Judy sent to Executive Board. Lots of chapters are not getting any reports. Need to encourage the chapters to utilize data. Cindy was surprised to see that Hays was listed on report. Lorene spoke with someone from Hays at convention and they stated that they wanted to disband. Carol stated that the chapter is too large to disband - this needs to be addressed as soon as possible. No one wants to hold the office. Judy stated that Hiawatha is going through the same issue. Carol stated that McPherson is going through the same. The local President is not a difficult job for these chapters, if they have members to assist. Carol stated that this is happening everywhere. Carol wants everyone to check with all chapters to ensure that bank account signature cards are up to date. If they card is outdated will need a copy of by-laws, copy of minutes that show who should be on card and someone from chapter that can vouch for this information. If something happens to member and no additional person is on card - money could be lost. Ensure that all chapters have at least two signatures. Future of NARFE (FON) Committee - Drew Spalding. Have had these committees over the years and their reports have just been thrown out. Carol doesn't believe this committee will be ignored. Will report to National Convention - Make sure all are very well represented. National convention will be August 24-28, 2014 in Orlando FL at the Rosenberg Center. Items that will be addressed include: Regional VPs - Since NARFE is volunteer organization should we pay them or just reimburse for expenses. Should we allow the National Executive Board to work from home or at HQ? Should NARFE continue with the structure as is or should we just have Federation Chapters? Should we have a CEO rather than President ($$$$)? Dues Structure -should we have National only members or should they belong to a chapter? echapter - set up 'illegally' Only two people appointed from west of the Mississippi. Don't have problem in Kansas - got our updated by-laws submitted. One Scholarship Award winner from Iola Kansas. The Legislative Department is conducting a lot of webinars - let Sarah Holstein know if you wish to be included. Had an outstanding CONK this year. Lawyer from ND got highest ratings of all speakers - Great speaker Susan Johnson Drenth of Fargo ND. Cindy spoke to her about giving this type of speech in Kansas and - 2 -
3 cost involved. She stated that the organization she was with offers speakers at no cost, only room if need to stay overnight. The power point is available, but is copyrighted so need to be careful in use. Paused for a break 10:36 a.m. returned 10:41 a.m Convention Committee Chairs President Blythe announced the following Convention Committees & Chairs: Gene Algrim Convention Parliamentarian Host Chapter Credentials - Cindy stated that no one from Manhattan sat with the Credentials committee last year. Carol reminded us that each area needs someone to represent their area at the credential table. (1 or 1A, 2 or 2a, 3 and 4 or 5 or 6) John Rodgers Convention Rules Gene Algrim Bylaws & Resolutions Ron Katt Time & Place With the exception of Credential Committee Chair would the Executive Board approve appointment of Committee Chairs?. Moved by Gary Kilgore and seconded by John Ourada to approve appointments. Motion passed with 'aye' vote 2014 Kansas State Convention Chuck Mars Convention Chair was not in attendance. Only Dennis and Judy Grossnickle were in attendance from the committee. Dennis will be official photographer. a. Review "Welcome" letter and map of the area to mail with Call to Convention documents. - Not here b. Review "Proposed Convention Budget" - Not here c. Is there any discussion needed regarding the registration cost? d. Change in format of Sunday' session. 1. Legislative Day at Convention 2. Has contact been made with Congressional individuals? There is a democratic contender for the 2nd District, running against Lynn Jenkins. Maybe we will have success obtaining both to speak before our members. - Per Louis Bornman, he will request that the challenger and Lynn Jenkins attend. Has to find the right timing to request attendance. Do we want to invite just federal or do we want state legislators for panel. Chained CPI issue is something that needs to be addressed and may increase attendance. Cindy asked do you send letter to party committees for requests. Tour of Convention Site was conducted Regency B - general Session Sun-Tues - Theater seating for 200 Regency A - Dinner Sunday, Breakfast, Lunch and Dinner Monday and Breakfast Tuesday Hotel Lobby & Pre convention Area - Registration - Vendors Rooms 1-3 Alzheimer s Silent Auction - acceptance outside of room Conference Room 4 & 5 Breakout Sessions - Sunday - Tuesday - 3 -
4 Break out areas by the lobby for smaller groups Hospitality area by the pool - Sunday - Tuesday Paused for a lunch 11:40 p.m. returned 12:30 p.m. 3. How many are willing to attend- hard to say 4. What is the amount of time that will be dedicated to this venture Remove the Area Vice-President Report was suggested at June meeting. Per Carol we need to have Area Vive-Presidents give some type of information about their area not just a list of what events they attended. Membership needs to know who all Area Vice-Presidents are and that they have expertise to share with the membership. Per Cindy the information they offer may assist other chapters. Per John Ourada, what they need to offer is what they are doing to assist their chapters in maintaining their status. John Rodgers - how about asking Area Vice-Presidents if they have anything to add or assist. 5.Do we want to try and have both a State and Federal program e. Presentation of awards - should this format be continued- spread them out, don't give too many f. Federation Drawing - effective date to begin advertising tickets - Made more money at this type of drawing - Must stay with numbered tickets Moved by Gary Kilgore and seconded by Louis Bornman that we attempt to sell 200 tickets at $ Need to get out by the first of the year. Per Janice Neushafer, we need to place information in the newsletter. Motion passed with 'aye' vote. Per John Ourada, maybe we need to send out 150 of the tickets and follow up to find out who has sold them and who has some left. g. PAC Table personnel to effectively operate table. Don Cooper, PAC Chair, will arrange to have table manned during the convention. h. John R gave information about advertisements - Full page ad - $600, Table top display full $50, 1/2 table $25, 4 1/2 X 7 (full page color) $90.00, 4 1/2 X 7 (full page b&w) $50.00 (NARFE price $40), 4 1/2 X 3 1/2 (half page )$ (NARFE $30), 2 X 3 (business card) $25.00 (NARFE $20). i. Invitation of representative from Headquarters to attend convention. Who would we like to have attend? Kansas is not scheduled to have representative attend our convention this year. During the convention in Salina we utilized Skype - is this something we want to try again? Moved by Gwen K and seconded by Gary K that we hold a Skype or Go to Meeting invitation for either Legislative or Richard T to speak. Unanimous approval was given with an aye vote. j. Auctioneer for Alzheimer s Auction Vern Gannon from Manhattan will be the auctioneer. k. Review copy of rough draft of the Convention Program - Didn't have - John will get information to Cindy by the 12th and Cindy will forward to board by the 14th. Comments by 17th make sure to reply to all. Getting a vote taken on Welcome letter, budget and draft program by the 24th. Wrap up of Convention Business set up meeting for January at Convention Site Four Points by Sheridan, Manhattan KS January 25 th 9:30 a.m. Attendees: Federation President, Federation Secretary, Federation Alzheimer s Chair, Area 3 Vice-President and Chairs from Manhattan Host Chapter. Treasurer s Report Jerry Ketter On October 2, 2013 I reconciled our account with the bank statement. Our balance was $9, All vouchers received have been paid
5 Last year, on October 13, I cashed the CD with our local bank and deposited $3, with our NARFE premier Account. After the deposit the balance was $6, I will use that balance for the 2012 year balance to compare with the 2013 year balance of $9, Moved by Gary Townson and seconded by Judy Etter to use Bill Pay to pay expense checks. Unanimous approval was given with an aye vote. John O - Salina holds Sunflower Fair - 65 exhibitors - propose that NARFE participate in the next fair. Homes, wellness agencies, insurance companies, Alzheimer's participate. Senior Fair - Recommend that we join for a year. Last year the rate was $155 for a private non-profit organization. Also have advertising packages in Keynotes - goes to 18 counties NE Area Agency on Aging. $85 for economy - 3 or 4 times a year. Could get matching funds from HQ. Set up booth and have people to man, no date yet. Third week in September on Tuesday, in Salina at Bicentennial Center. Moved by Gwen Ketter, second by Judy Etter to procure a booth at the Sunflower Fair 2014 in Salina. Motion passed with 'aye' vote. Lorene Mumm will research the Keynotes to find out what counties would be included and whether it would benefit our members. Area Vice Presidents Louis Bornman - Area 1 Vice-President - Working on resolutions to change Area 1, 1A and 2 chapters. Will have to present a resolution and changes will occur several items in by-laws, policies and other items. Per Carol can't just do with one resolution. Judy Etter - Area 1A Vice-President - Missed three 25 year anniversaries last year. Coming up are Doniphan Co 25th was last year, Hiawatha - 25th is this year, and Seneca 30th is this year. There has been a change in leadership at Doniphan Co/Nemaha and Kansas City chapters. Sylvia R Area 2 Vice-President - not in attendance. Gary Kilgore Area 2A Vice-President - Pittsburg chapter recruited 2 new members from public event which had a person from Pittsburg State who could remember every one of 55 persons that were in attendance. They have a new president and other officers and will meet four times a year which has already increased attendance. All except Coffeyville will have quarterly meetings. John Ourada Area 3 Vice-President Both Salina and Lawrence will celebrate their 60 th Chapter Anniversary in 2013, Manhattan will be in Gary Townson - Area 4 Vice-President - Ninnescah Valley revitalized with 22 members, Pratt, Kingman, Medicine Lodge are meeting quarterly in each of 4 towns. Ron Katt Area 5 - no report John Rodgers Public Relations Officer - volunteered to speak at any local chapter's meeting. Other Information - Area 6 doesn't have an Area Vice-President - sent letter to all chapters to try to recruit but no luck. The members in this area are not receiving the benefits that they are entitled to. Stockton Chapter - closed, Ottawa chapter - closed, Herrington Chapter working on closing. 11 members have been transferred to new location
