Richwine called the November 15, 2018 CTAC meeting to order at approximately 12:00 p.m. PLEDGE OF ALLEGIANCE All present stood and recited the Pledge of Allegiance. I. ADMINISTRATION A. Approval of November 15, 2018 CTAC Meeting Agenda On motion of William Steele, seconded by Upton S. Martin, CTAC unanimously approved the November 15, 2018 meeting agenda as presented. B. Open Public Comment Period Sid del Cardayre, President of Van Go Transportation of Richmond, reiterated his disagreement expressed at the September CTAC meeting with staff s choice not to include a private provider of human services transportation on CTAC. He acknowledged that there are organizations such as the Capital Area Agency on Aging (CAAA) and other member organizations which would have a level of expertise on logistics and cost delivery of transportation and he implored CTAC to consider having input from private industry who understands how to be efficient, cost-effective and deliver the logistics of human services transportation. 1

Mr. del Cardayre said when considering needs, it can be important to have someone at the table who can balance the needs with the reality of what it takes cost-wise, logisticwise, labor-wise and technology-wise to deliver the needed transportation services. He also assured CTAC that if a private provider is not added as a CTAC member, Van Go will still be available to work with the committee to provide the leaders in the community the information they need. He thanked CTAC for the opportunity to speak. In response to a question as to when staff would provide a response on this issue, Chairman Richwine noted that Martha Shickle, Interim RRTPO Secretary, would provide information on this matter under another agenda item later in the meeting. C. Approval of September 20, 2018 CTAC Meeting Minutes On motion of Robert P. Morris, seconded by Walter L. Johnson, CTAC unanimously approved the September 20, 2018 CTAC meeting minutes as presented. PRIMARY MEETING TOPICS A. Assessment of Virginia s Disability Services System: Transportation CTAC received a presentation by John Cimino, Deputy Director of the Virginia Board for People with Disabilities (VBPD). Their mission is to advance the inclusion of people with developmental disabilities in all facets of community life. Virginia law directs VBPD to assess two or more areas of disability services or needs annually and submit a report to the legislature with policy recommendations. For FY18, VBPD selected Transportation and Housing as their assessment areas. Mr. Cimino reviewed the assessment process for transportation services and noted data sources. The VBPD learned there is an increased demand for accessible, affordable transportation; a stable funding source for public transportation is lacking; transportation services/systems are fragmented and not always well coordinated; and new transportation technologies and business practices, such as transportation network companies (TNCs) are disrupting traditional transportation infrastructure. Increased demand is driven by the aging population and societal demands such as aging caregivers, and a shift in services, systems and expectations. There are shifts from institutions to communities, from congregate to independent living, and from group to individual activities. Mr. Cimino reviewed statistics on Virginia aging population including the rise of independent living. Virginia s public transportation funding exceeds the national average, but is supported in part by an unsustainable source, and federal rules limit Virginia s ability to use Human Services Transportation grant funds (Section 5310) where they are most needed in rural communities with limited transportation options. Transportation funding and services are also fragmented. He discussed the challenges and opportunities presented by new technologies and business models noting the inaccessibility of bus stops. Mr. Cimino reviewed the VBPD recommendations for change including providing stable, long-term funding for public transportation and for special needs transportation capital investments, and improvement in transportation coordination and planning efforts. CTAC voiced numerous comments and questions. B. EDAC and CTAC Transition Martha Shickle, Interim RRTPO Secretary, briefly reviewed CTAC and EDAC Transition efforts to date and reviewed RRTPO concerns regarding CTAC composition and integration of EDAC into CTAC including maintaining a public jurisdictional majority and the need to review CTAC membership looking at how various segments of the community are represented at the table. CTAC members expressed their concerns that the voice of the transportation disadvantaged citizens is being watered down and expressed a need to re-evaluate membership of 2

5 CTAC Minutes November 15, 2018 Page 3 CTAC since CTAC is an advisory committee to the RRTPO. Following significant discussion, CTAC appointed Upton Martin, Bob Basham, John Leonard, Charles Carter, and Herbert Richwine to serve on a CTAC Membership Committee to consider the composition of CTAC membership and to establish the Transportation Equity Workgroup called for in the MPO Bylaws as a workgroup of CTAC. The CTAC Membership Committee will request a meeting with the RRTPO Chair, Pat O Bannon, to discuss CTAC membership and what the RRTPO may be looking for. C Performance Measures Phil Riggan, RRTPO planner, provided background on this annual report which is required by the Virginia General Assembly. Federal Highway also requires performance-based planning and this report helps assess which planning efforts are working and which need additional work. The report builds on past reports and reflects performance for fiscal year Mr. Riggan, reviewed the report noting areas of improved performance such as freight mobility and multimodal connectivity and access to employment, and areas with decreased performance such as safety and security noting that bicycle accidents and fatalities have increased. Mr. Riggan noted the links in the staff report where the document would be found online. He responded to several questions regarding how data is gathered and updated. D. Draft Richmond and Tri-Cities MPOs Memorandum of Understanding Martha Shickle, Interim RRTPO Secretary, noted the draft MOU for coordination of transportation and air quality planning in the two MPOs and the Executive Summary prepared by Dan Lysy identifying major differences in the current and draft revised MOUs. One major difference is incorporation of all partners and parties to the agreement which includes adding the Department of Rail and Public Transportation (DRPT) as a signatory. The RRTPO will consider the MOU at the December meeting. III. OTHER BUSINESS A. CTAC Chairman s Report Chairman Richwine had nothing to report. B. RRTPO Updates reported on the following items: 1. RRTPO Meeting Report: October 4, 2018 The staff report was included on page 20 in the agenda package. 2. Transportation Director Recruitment Update Martha Shickle reported that two interviews of two finalist candidates will take place on November 19. C. CTAC Announcements and Open Comment No comments were offered. D. Future Meeting Topics Chairman Richwine noted Future Meeting Topics. E. Next CTAC Meeting: January 17, 2019 Chairman Richwine noted the next meeting date. F. Other Business Nicholas Smith reported that he had nearly completed a resolution regarding the use of hand-held devices while driving for CTAC consideration; however, he did not have it available. Following CTAC discussion, the decision was made to the resolution to staff for distribution to and comments from CTAC members by Monday, November 19, at noon; the resolution with comments could then be included in the December 6 RRTPO agenda package for review at that meeting. IV. ADJOURNMENT Chairman Richwine adjourned the meeting at approximately 1:50 p.m. 3

6 Excerpt Richmond Area Metropolitan Planning Organization (MPO) Bylaws June 28, 2018 ARTICLE VII MPO Committees Section 4. Community Transportation Advisory Committee There shall be a Community Transportation Advisory Committee (CTAC) to the MPO, with both citizen and organizational voting membership as shown in the chart below. MEMBER Appointees Chesterfield County 2 Henrico County 2 City of Richmond 2 Charles City County 1 Goochland County 1 Hanover County 1 New Kent County 1 Powhatan County 1 Town of Ashland 1 Up to twelve (12) at-large member organizations appointed by the MPO 1 vote each The officers of CTAC shall consist of a Chairman and Vice Chairman elected by the CTAC voting membership. Only jurisdictional representatives shall be eligible to be Chairman and Vice Chairman. The CTAC officers shall be elected to a one-year term of office beginning July 1 and ending June 30. To the maximum extent possible, the at-large appointees should represent diverse organizations with recognized transportation planning concerns including transportation disadvantaged populations. Each CTAC member jurisdiction or organization may appoint an alternate member to serve in the absence of each appointed CTAC member. Each appointee shall serve a two- year term and may be reappointed for successive terms. The CTAC should meet as necessary. A quorum shall consist of a majority of the Committee s current membership. The purpose of this Committee is to advise the MPO on issues, plans, studies, and matters necessary and appropriate for providing viable and reasonable citizen input. Resolutions approved by the CTAC shall be presented to the MPO. The CTAC will be supported by a standing subcommittee addressing equity and the needs of the transportation disadvantaged. This subcommittee will be called the CTAC Transportation Equity Work Group. The purpose of this subcommittee is to advise the MPO, through CTAC, on issues, plans, studies, and other matters concerning the MPO s 3-C urban transportation planning process that effects transportation disadvantaged populations. This group should have flexible membership to maximize the opportunity for input on issues relative to equity for transportation disadvantaged populations. 4

FY20 UNIFIED PLANNING WORK PROGRAM (UPWP) PRIORITIES Richmond Regional Transportation Planning Organization DISCUSSION ITEM: Request the Richmond Regional Transportation Planning Organization (RRTPO) Community Transportation Advisory Committee (CTAC) review and make suggestions for work priorities to be incorporated in the FY20 Unified Planning Work Program (UPWP). The priorities which will be brought to the RRTPO for action in February. BACKGROUND: The FY20 UPWP is the RRTPO budget and work program for the upcoming fiscal year which begins on July 1, 2098 and concludes on June 30, Activities programmed in the UPWP address federal and state planning and programming requirements and address regional transportation planning issues and needs. Additionally, the UPWP addresses federal and state RRTPO planning and programming requirements which are required as a condition for the state and region to remain eligible for federal-aid highway and transit funds. The funding sources supporting the RRTPO program activities come from federal, state, and local funds. The FY20 UPWP will continue to be organized with focus on four core program areas: Program Management, Transportation Planning, Modeling and Data Applications and Financial Programs. Program Management is the policy, management and operations platform that supports the remaining three program areas. The program objectives, work elements, responsibilities, budgets, products and schedules are included within each core program area. In addition to grouping work tasks into four core areas, an effort has been made to identify how work tasks in each section correlate to the goals approved by the RRTPO in plan2040. As in past UPWP documents, there will be work tasks that are included primarily as project monitoring ; while the RRTPO is a participating partner in the effort, the designated lead role is undertaken by another agency or organization such as GRTC, DRPT or VDOT. This is a requirement of FTA which requires projects and studies receiving FTA funding to be included in the UPWP; this is not a requirement shared by FHWA. In past UPWP documents, projects such as the GRTC Downtown Transfer Center, the Pulse TIGER grant, and Richmond Area Rail Studies have been included in the monitoring category of work effort. As the work program is developed, all partners will be provided the opportunity to incorporate project updates into the work task which those organizations or agencies lead. Funding Sources The two primary funding sources supporting the work program are FHWA/PL funds and FTA Section 5303 funds. These funds are matched by state and local sources on an 80% federal (FHWA and FTA) 10% state (VDOT and DRPT), and 10% local (RRPDC member dues and RRTPO special assessment) basis. Additional funding has been available in prior years through FHWA/RSTP which funds an on-call consultant to support RRTPO Regional Travel Demand Model development and analysis. These funds are matched by state sources with 80% federal funding (FHWA) and 20% state funding (VDOT). The FHWA/PL and FTA/5303 funding allocations are anticipated to be confirmed in February/March These combined fund 5

8 CTAC Agenda Item B.2.: FY20 Unified Planning Work Program (UPWP) Priorities January 17, 2019 Page 2 sources will be used to develop a preliminary budget that will be presented to the RRTPO in March/April. The RRTPO typically begins discussion each year in December regarding high level priorities which gives guidance to staff in building out a draft work program in greater detail for review and reconciliation with available funding in the spring. Given the anticipation of a new Director of Transportation beginning work at or shortly after the new calendar year, staff hopes to open the discussion in December but continue it to the February meeting of the RRTPO. In order to stimulate some discussion and to set a general discussion to keep the development of the FY20 UPWP on target, the following priorities have been collected based on prior year priorities and current year discussions at RRTPO meetings. Potential Work Program Priorities Review with intention all recommendations of the Richmond, VA TMA Certification Review, Advance where appropriate activities that received commendation and Continue compliance with and implementation of FAST Act and Other USDOT Priorities Review and address recommendations following the August 2017 federal certification review. Identify commendations which should be incorporated as ongoing activities and priorities. Continuation of Existing Work Efforts Continue to strengthen the Regional Travel Demand Model to support transportation planning, research and analysis, including small area, sub-area, corridor and scenario planning tasks Advance the recommendations from prior year studies (Commerce Corridor, Regional Park and Ride Study, etc) into project applications, policies or other planning efforts Continue advancing the regional East Coast Greenway off-road trail route with local, regional, state and national partners and evaluate opportunities to lead planning efforts for a regional trails network plan. Continue project scoping and analysis for plan2045 including completion of the SE Data Analysis, Scenario Development and Analysis, Future Needs Assessment, Public Outreach, and Project Investment Evaluation and Priorities. Enhance public participation and outreach and compliance with Title VI, Environmental Justice and Low Literacy/Limited English Proficiency requirements. FY20 Focal Areas Transportation investments to capitalize on regional commerce, workforce mobility and accessibility. This work effort will include planning activities involving freight, transit, multimodal connectivity, and equity. Expanding access to transit through multimodal connectivity and park and ride facilities. This work effort will include planning activities focused on implementation of a regional park and ride plan and identify bicycle and pedestrian connections to transit stops to increase transit catchment with minimal impacts to transit capital or operating efforts. The work will come from the recommendations in the Greater RVA Transit Vision Plan and the GRTC Transit Development Plan. 6

This work effort will include strategies to increase engagement and participation of residents and stakeholders of the region in regional transportation planning efforts. Identify strategies for improving identified performance measures including Safety & Security, Congestion Mitigation & System Reliability, Freight Mobility, Multimodal Connectivity & Access to Employment. This work effort will include coordination with other regional partners to identify creative projects and solutions for desired transportation outcomes in the Region. MS 7

11 Draft Resolution of the Community Transportation Advisory Committee of the Richmond Regional Metropolitan Planning Organization WHEREAS one-quarter of all vehicle crash fatalities are due to distracted driving, resulting in about 10,000 distracted driving deaths every year across the country; WHEREAS 208 people were killed on Virginia roads in 2017 due to distracted driving, an 18% increase over 2016; WHEREAS nearly 15,000 people were injured on Virginia roads in 2017 due to distracted driving; WHEREAS people involved in distracted driving crashes are more likely to be injured, seriously injured or killed compared to other crashes; WHEREAS 80% percent of distracted driving fatalities in Virginia are on non-interstate roadways; WHEREAS 24 people walking were killed and 216 were injured by distracted drivers in Virginia in 2017; [Above facts should be footnoted and source should be attached.] WHEREAS current law in Virginia is very limited in what phone usage is an offense while driving, such that it is practically impossible for law enforcement to enforce this and current law has led to concerns of disproportionate enforcement towards certain groups; Restate as two clauses as below: Whereas current law in Virginia is very limited in what phone usage is an offense while driving, such that it is practically impossible for law enforcement to enforce current law; Whereas current law has led to concerns of disproportionate enforcement towards certain groups; WHEREAS handheld use of cell phones contributes to distracted driving and its relation to crashes is likely severely undercounted due to the legal incentives to not admit having used them before a crash; WHEREAS 16 states, including West Virginia and Georgia, now have a blanket ban on handheld use of phones while driving; WHEREAS both the House and Senate passed bills through the General Assembly in 2018 banning hand held use of cell phones while driving, but tangentially related clauses could not be reconciled; NOW, THEREFORE, BE IT RESOLVED, that the Community Transportation Advisory Committee of the Richmond Regional Metropolitan Planning Organization recommends that the Richmond Regional Metropolitan Planning Organization approve a resolution requesting-advocate for legislation at the General Assembly pass and the Governor sign a bill that makes it a traffic offense to use a cell phone or other electronic handheld device while driving; BE IT FURTHER RESOLVED, that the Richmond Regional Metropolitan Planning Organization is requested to communicate a copy of this resolution to the Governor, Lieutenant Governor, all the 9

12 Delegates and Senators within its jurisdiction and the chairs, vice-chairs and, if applicable, subcommittee chairs of both the House and Senate Transportation and Courts of Justice committees. [CTAC member comment: This is not the way the General Assembly works. The RRTPO would need to find a legislator to introduce a bill prohibiting the use of such electronic devices. Sending a resolution to state elected officials would not do much good.] 10

13 News Release December 4, 2018 Governor Northam Announces Executive Directive Establishing Executive Leadership Team on Highway Safety First of its kind initiative will kick off with #YourSayVA Digital Town Hall on distracted driving RICHMOND Governor Ralph Northam today issued Executive Directive Two which establishes an Executive Leadership Team on Highway Safety that is charged with reducing the rising number of fatalities on Virginia s roadways. The team is comprised of representatives from the Virginia Departments of Motor Vehicles, Transportation, Health, Education, and State Police, and is led by the Deputy Secretaries of Transportation and Public Safety and Homeland Security. Nearly every crash is preventable and it s important that we focus on altering the behaviors that threaten the safety of the citizens who use our roads every day, said Governor Northam. The Executive Leadership Team will work proactively to drive a positive traffic safety culture in Virginia I encourage all Virginians to get involved and offer input to help ensure we re tackling the highway safety issues that people across the Commonwealth are most concerned about. As part of the Governor Executive Directive, Virginia Secretary of Transportation Shannon Valentine and Virginia Secretary of Public Safety and Homeland Security Brian Moran are inviting Virginians to take action against distraction on Virginia roadways by participating in the #YourSayVA Digital Town Hall on highway safety. To participate, visit the Commonwealth s new highway safety portal, TZDVA.org, and click the icon for the #YourSayVA Digital Town Hall to access the anonymous survey. Submissions will be accepted until December 31. Distracted driving was selected as the first topic of the Digital Town Hall because it is a fast-growing epidemic on Virginia roadways, said Secretary of Transportation Shannon Valentine. Last year in Virginia, 208 people were killed and more than 14,600 injured in crashes that were a direct result of distracted driving. We need everyone s help to stop the behaviors that lead to distracted driving and hope that the input we receive through this Digital Town Hall will lead to a real change in driver behavior on Virginia s roadways. By participating in the Digital Town Hall, Virginians can share their thoughts on important highway safety issues, particularly distracted driving, directly with Virginia decision makers, said Secretary of Public Safety and Homeland Security Brian Moran. You drive our roads every day. Tell us the unsafe driving behaviors you have witnessed and how we can encourage drivers to ditch distraction and stay focused on the road. The Digital Town Hall is hosted by Virginia s new highway safety portal, TZDVA.org. Part of the Commonwealth s efforts in the national Toward Zero Deaths highway safety movement, the website equips Virginians with the tools necessary to make lifesaving driving decisions and serves as the Commonwealth s resource for the most comprehensive traffic safety information. # # # 11
