A Resolution to Provide Financial Assistance to North Carolina WHEREAS, North Carolina took a direct hit from Hurricane Florence on September, 0; and WHEREAS, Much destruction has come from this natural disaster and the citizens of North Carolina are in need of financial assistance from the federal government ; and WHEREAS, Many homes, businesses, and educational facilities have been destroyed due to the impact of Hurricane Florence; and WHEREAS, The United States federal government has a moral duty to support the citizens of North Carolina, therefore, be it RESOLVED, That the UIL Congress here assembled make the following recommendation for solution that $ billion dollars be provided to North Carolina as part of the relief effort; and, be it FURTHER RESOLVED, That further financial assistance could be granted to North Carolina depending on the destruction that is to come in the weeks following the hurricane. A Resolution to Mandate Mental Health Education in Public Schools to Support Student Safety 0 WHEREAS, High school students are struggling with mental health disorders at an alarming rate; and WHEREAS, One-in-five high school students struggle with disorders such as depression, anxiety, and substance abuse; and WHEREAS, Mental health disorders threaten student safety in schools as well as academic success; and WHEREAS, 0% of high school students requiring mental health assistance do not receive it; and WHEREAS, Sometimes students displace their anger and take out their issues in a violent manner, endangering others; and WHEREAS, Diagnosing mental health issues makes them easier to treat than when people go for years without a diagnosis; and WHEREAS, Understanding mental health issues may better inform teachers and parents, as well as the students themselves, on how to cope with and accommodate those suffering mental health issues; and WHEREAS An alarming lack of schools have mental health education programs currently in place, especially mandatory ones; and, be it RESOLVED, That the UIL Congress here assembled make the following recommendation for a solution to solve the current student mental health crisis; and, be it that public schools will implement mental health education programs. A Resolution End Sales Tax on Feminine Hygiene Products WHEREAS, Tampons, sanitary napkins, menstrual cups, and other items considered feminine hygiene products are needed to manage menstruation; and WHEREAS, Few states have exempted these feminine hygiene products from their sales taxes; and WHEREAS, The cost of feminine hygiene products places an unfair financial burden on women; and WHEREAS, Removing taxes on feminine hygiene products would make that burden more manageable; and WHEREAS, These products are not a luxury but a necessity; now, therefore, be it RESOLVED, That the UIL Congress here assembled make the following recommendation for solution that states end sales taxes on feminine hygiene products. A Resolution to Amend the Constitution to repeal the nd Amendment RESOLVED, SECTION : SECTION : By two-thirds of the UIL Congress here assembled, that the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several states within seven years from the date of its submission by the Congress: ARTICLE -- The twenty-second article of amendment to the Constitution of the United States is hereby repealed. A Resolution to Combat Counterfeit Drugs 0 WHEREAS, Trafficking in counterfeit pharmaceuticals has become one of the world s fastest growing criminal enterprises, eclipsing the narcotics trade, and expected to grow by 0 percent annually in coming years; and WHEREAS, The World Health Organization (WHO) estimates that more than percent of all medicines sold worldwide, including the United States and Canada, are counterfeit; and WHEREAS, Counterfeit and falsified drugs with reduced potency have allowed diseases to adapt and have contributed to global microbial resistance, leading to drug-resistant forms of shigella, cholera, malaria, salmonella, and tuberculosis; and WHEREAS, As many as one million people die each year from the administration of falsified or counterfeit pharmaceuticals; and WHEREAS, Legal enforcement and penalties for trafficking in counterfeit pharmaceuticals is exceptionally lax, with convictions often resulting in probated sentences or house arrest, while narcotics trafficking results in years of prison time; and WHEREAS, The majority of these counterfeit drugs are manufactured in countries who are primary trading partners with the United States; now, therefore, be it RESOLVED, By the UIL Congress here assembled that the U.S. should increase the penalties for counterfeiting or trading in counterfeit pharmaceuticals to be commensurate with those for trafficking narcotics; and, be it FURTHER RESOLVED, That the United States should impose trade sanctions against countries who fail to implement and enforce regulations combatting the manufacture and trafficking of counterfeit pharmaceuticals within the next three years. All news agencies will hereby be banned from airing any coverage on mass shootings or other attacks for days until after the attack in order to prevent mass hysteria from occurring. Terrorist attacks by agents of terrorist organizations recognized as such by the U.S. Department of State. News agencies shall be defined as any state registered organization whose purpose is to provide news coverage to communities within the contiguous United States, Hawaii and Alaska. A mass shooting shall be defined an attack conducted by an individual with a firearm that results in at least deaths. The Department of Homeland Security and Department of State will be responsible for implementing this piece of legislation. This bill will take effect months after its passage. Private military contractors (PMCs) may no longer be utilized by the U.S. Department of Defense. Private military contractors will be defined as companies that engage in armed security services. These armed security services include, but are not limited to, combat missions, provision of protective services, security advice and planning, prison administration, interrogation, and intelligence. The Congressional Armed Service Committee shall oversee the passage of this bill. This law will take effect within one year of passage. 11 Prelims. The Import Integration of Foreign Pharmaceuticals Act of 0 SECTION. SECTION. SECTION. A. The Food and Drug Administration shall be responsible for implementing a 0-day review period for each request from a pharmaceutical sponsor seeking importation and market approval for their product when it has already been verified in accountable drug exporting countries. B. Following review, the Secretary of Health and Human Services shall be responsible for formally approving or denying applicants and negotiating the form and content of labelling for all pharmaceuticals accepted. A. Pharmaceutical sponsors shall be defined as any company representing a foreign medicinal drug described in their request to the Department of Health and Human Services. B. Accountable drug exporting countries shall be defined as nations with federal drug oversight agencies currently recognized and accepted by existing policy under the FDA Export Reform and Enhancement Act of. The Department of Health and Human Services shall be responsible for overseeing the implementation of this legislation. SECTION. This bill will go into effect in fiscal year 0. 0 SECTION. That the UIL Congress here assembled that the United States should immediately eliminate all steel and aluminum tariffs aimed at China. 13 Finals. A Bill to Force All Law Enforcement Agencies to Mandate an Associate's Degree for all Department Staff SECTION. SECTION. SECTION. This new policy would mandate all law enforcement agencies within the United States to require that all department staff have an Associates Degree before being employed by that agency. A. Mandate is hereby defined as an authoritative command; especially: a formal order from a superior court or official to an inferior one. B. Staff is hereby defined as the personnel who assist a director in carrying out an assigned task. C. Associates Degree is hereby defined as, a degree that is given to a student who has completed two years of study at a junior college, college, or university in the U.S. D. Employ is hereby defined as to use or engage the services of; to provide with a job that pays wages or a salary. The Department of Justice will be responsible for implementation and enforcement of the legislation. SECTION. This bill will take effect on January, 0. SECTION. SECTION. $0 Billion Dollars will be transferred from the budget of the United States Armed Forces to the National Aeronautics and Space Administration annually for funding the exploration and colonization of Mars and other celestial bodies. The United States Armed Forces refers to the United States Department of Defense. Celestial Bodies refers to any object in space. This bill will be enforced by the U.S. Department of the Treasury and Secretary of the Treasury. a. The Department of the Treasury will be assisted by the Congressional Budget Office, Office of Management and Budget, and the Government Accountability Office This budget measure will come into effect for fiscal year 00, beginning October, 0. A bill to tax all high frequency trading s that are conducted in the U.S. stock exchange by % to protect against crashes such as the 0 stock market crash. High frequency trading is defined as any trading done by computers using complex algorithms to buy and sell quickly. Securities and Exchange Commission will oversee the enforcement of this legislation by fining all companies that fail to meet these standards by increasing the taxes they owe to % for the next years. A. If a company fails to pay those taxes their taxes will then be increased by a further %. B. If a company proves they are unable to pay their taxes and or fines then all fines and taxes related to HFT s will be declared null and void and all HFT related equipment will be seized. SECTION. In order to increase voter turnout, major elections shall be declared national holidays, and the United States shall implement a system of vote-by-mail and automatic voter registration. Major election shall be defined as any election for national office. Vote by mail shall be defined as a system in which ballots are mailed to voters residences and returned through mail or by placement in the secure drop box at a voting center. Automatic voter registration shall be defined as a system where anyone eligible to vote will automatically be registered, though those eligible may opt out. The U.S. Election Assistance Commission (EAC) shall be responsible for implementation of this bill. A. For the purpose of new election infrastructure, the EAC will be allotted an additional $0 million. SECTION. This bill shall go into effect no later than January, 00. SECTION. A Resolution to Amend the Constitution to set Congressional Term Limits RESOLVED, SECTION : SECTION : SECTION : By two-thirds of the UIL Congress here assembled, that the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several states within seven years from the date of its submission by the Congress: ARTICLE -- No person who has served terms as a representative shall be eligible for election to the House of Representatives. No person who has served terms as a senator shall be eligible for election or appointment to the Senate. The UIL Congress shall have power to enforce this article by appropriate legislation. A Resolution to Bring Syrian President Assad to Justice 0 WHEREAS, More than 00,000 people have been killed in the seven-year-long civil war in Syria and more than million, or half of the nation s original population, has been forcibly displaced; and WHEREAS, Syrian President Bashar al Assad s government has used multiple tactics against innocent civilian populations which are considered crimes against humanity including the use of torture on prisoners, the use of chemical weapons such as chlorine gas and nerve agents like sarin, the use of barrel bombs in densely populated urban areas, the use of siege tactics resulting in mass starvation and rampant disease, the bombing of humanitarian aid convoys, and the bombing of hospitals after government attacks where civilians are seeking aid; and WHEREAS, U.S. intelligence agencies have reported the existence of a crematorium outside of Damascus believed to have been used to cover up mass killings of prisoners; and WHEREAS, Failure to prosecute such flagrant violations of international law will only encourage its further use in Syria and by dictators throughout the world; now, therefore, be it RESOLVED, That the UIL Congress here assembled encourage the United Nations and the International Criminal Court to investigate these crimes and hold President Assad responsible for the human atrocities taking place in Syria; and, be it FURTHER RESOLVED, That these international organizations also indict any Syrian, Russian or Iranian officials aiding the commission of these crimes. A Resolution to Strengthen America's Commitment to NAFTA WHEREAS, Recent rhetoric from those in the government has confused neighbors Canada and the United Mexican States as to the U.S. commitment to the North American Free Trade Agreement (NAFTA); and WHEREAS, Such rhetoric has pushed the U.S. further from Canada and the United Mexican States in other respects such as diplomacy and foreign relations; and WHEREAS, The U.S. risks a loss of.%, a total of 0 billion United States Dollars, if NAFTA collapses; and WHEREAS, The fate of the North American economy lies in the fate of NAFTA; now, therefore, be it RESOLVED, That the UIL Congress here assembled make the following recommendation to increase U.S. commitment to NAFTA; and, be it FURTHER RESOLVED, That extra funding and attention be allocated to the agreement in order to strengthen it. 20 Finals. The Space Research and Defense Act of 0 0 SECTION. $0 billion will be allocated for the development of offensive and defensive technology for military operations in outer space. Additionally, $ billion will be allocated to fund the exploration of space, our solar system and peaceful space related projects. SECTION. Let the exploration of space and our solar system be defined as the launch of satellites, probes and manned landings to the moon and other planets. It shall also include the establishment of a moon base that shall comprise of a series of structures built on the surface of the Earth s moon, operated by the United States for conducting space research, implementing space defense systems and for establishing a launch point for future space missions. Space related projects shall be projects including the research and creation of new shuttles and modes of transportation in space, satellites, technology and equipment that can be used for conducting research in space. Offensive technology shall be defined as any technology that can be used to launch offensive military operations. Defensive technology shall be defined as any technology that can be used in defensive military operations. SECTION. The National Aeronautics and Space Administration and the Department of Defense shall be responsible for the use of these funds. A. NASA will handle all funds being used for space exploration, research and related projects as well as the development of technology necessary for these projects. B. The Department of Defense will handle all space defense research, working with NASA when necessary. SECTION. This bill will go into effect in Fiscal Year 0. SECTION. A Resolution to Remove Tariffs on Turkey to Maintain Peace in Trade Affairs WHEREAS, Turkey is currently imposing tariffs on goods from the United States; and threatens to further raise retaliatory tariffs against the United States; and WHEREAS, The United States has contributed to a currency crisis in Turkey causing their export market to struggle to maintain stability of their financial sector; and WHEREAS, The impact of severe stress will jeopardize the U.S-led anti-terrorist coalition with Turkey; and WHEREAS, If the United States fails to take action, we may risk a cohesive partnership against terrorist groups and risk a drastic decrease in trade volume; now, therefore, be it RESOLVED, That the UIL Congress here assembled encourage the President to maintain peace and trade affairs with Turkey by lifting tariffs on its goods.
