Box 2007 Colorado Springs, CO Web Site: GENERAL ELECTION NOVEMBER 8, 2016 The following narrative will serve to fulfill the requirements of C.R.S (2)(c) which requires a description of the post-election audit process undertaken by the canvass board and the El Paso y Clerk and Recorder. The post-election audit was executed by Canvass board members: Russell Roux (Republican Party) Tom Blair (Democratic Party) in conjunction with Karl rdstrom, deputized employee of the Clerk and Recorder s office. The following information was collected and evaluated prior to the audit as required: GEMS reports for each individual machine, device specific summary reports indicating the total count of ballots on the device, and voted ballots (and/or V-VPAT records) from each individual device. Additional supporting documentation from Election Day was readily available including documentation from Judges, SCORE, statements from ballots issued/recorded, etc. As indicated on the attached report, the Canvass board members manually documented the counting of recorded votes on either the ballots or V-VPAT records, tied this number to the summary of votes cast by the device and referred it back to the GEMS report for the memory card that was uploaded into the device. As per Rule (f), the counter was reset to zero for the audited devices and the selected ballots were tabulated on those devices to produce another machine count for comparison to GEMS Election Day records. The results for ALL races matched across all documentation. This process was executed for all devices selected in the Central and Vote Center categories. Finally, the testing board verified the hash value to match the public copy, available through the Secretary of State s office, on the voting equipment pursuant to Colorado Secretary of State Rule (j)(1). We the Canvass/Testing board and representatives of the Clerk and Recorder s office indicated above agree that this document is an accurate reflection of post-election activities and the verification of tabulation equipment to accurately count votes as required in El Paso y, Colorado.
