Box 1951, Huntsville, AL Captain Perry Walter from Florida wins the District 13 Grand Prix Cup The competition for the impressive Grand Prix Cup last year was intense. With drivers like Doug Smock, Rick Bellinger and Mark Walter, any one of them could have won the Series cup with the right breaks. Walter says that luck was on his side which accounts for many big boat and model boat victories. Captain Walter, who is 75 years old, says that he will continue to race his model Hydros as long as he can and his competitors put up with him. Read more starting on page 62 VooDoo Club to Host IMPBA Nitro Nationals Racers will be traveling down to Reserve, Louisiana this year to participate in our yearly event which is hosted by the VooDoo Model Boat Club. The dates of October 24th thru the 26th were selected. Carlo Catalanotto and his club members are already well known for hosting our Gas Nationals a few years ago which turned out to be a very good event. Registration is on the web using RCRacingevents where entrants can see how many class slots remain open, and who is entered in each class. Lots of additional race information is also on there. Make your plans now to join your friends for a friendly event down in Cajun country. A detailed flyer will be in the June Roostertail. Charleston Club to Host GAS Nationals Our GAS racers will travel to South Carolina this year to have some serious fun at their nice pond, and visiting with friends. The race will be held June 6th thru the 9th, which is just before the weather gets hot. The pond is about a half mile off the main road on Johns Island, just a few miles from Charleston. This is the same site as other popular races that the club has held in past years, including last years IMPBA Regatta. Registration is online thru RCRacingEvents for quick and easy access, and has lots more information you can read concerning the race. Chris Rupley is listed as race CD, and assistant CD is Kevin Sheren. As of March 16th, they have 54 drivers and 240 boats. Voting Results are in this Issue, also New Voting Ballots See the ballot results starting on page 5 and also new 1 year Trial rules. Page 14 has the start of recent IMPBA Constitution and By-Laws changes that our new President Chris Rupley talked about at a recent Board meeting. Another change is an immediate Implementation, that has to do with our Fast Electric rules, and starts on page 29. Chris Harris has all the details in his Fast Electric report. D4 Director, Paul Bychowski submitted revised rules for the Sportsman 20 & 40 Hydro, and a totally new change concerning the placement of the strut on the back of our Sport 40 hulls, be sure to read about it. I saved the best for last, D12 Don Ferrette wrote the rules for a Gas Scale Unlimited Class, page 10.

3 Presidents Corner! My first few months as President have been very busy. We had several proposals that were up for vote, and getting ready for the board meeting was a lot of work. Thanks to Kevin Sheren and John Equi for helping me get up to speed. I want to thank all the board members for staying the course at the meeting. I know it went a little long but we needed to get all the issues we had taken care of. All six of the proposals we had up for vote passed and will take effect March first. There are a few more that will be up for vote and a few that will be going to the one year trial. They are listed in the Roostertail so be sure to vote on these important issues. I would like to welcome Tom Kelly as the new District two Director, and Joe Wiebelhaus as National Scale Director. These guys are good people and will do a great job in their new positions. Thanks guys for stepping up and getting involved. Kevin Sheren will be the new Vice President. Thanks to Kevin for being my right hand man. Bill Zuber will be stepping down as Safety Director. Bill has done an awesome job at that position and he will be hard to replace. Thanks Bill for your many years on the IMPBA Board. We are getting into the 2013 season. When submitting your club sanctions, you must have five ACTIVE members on the sanction. This is a must for insurance purposes. I am going to redo the club and race sanction forms so you can fill them out online and send to the office by or you can print and mail. John will then send an to the District Directors for approval. This will eliminate a lot of paperwork coming into the office and will make Johns job a little easier. To all the CDs: Please make the calls when you are CDing a race. I know we can t get them all and some will be missed, but you must make the calls to the best of your ability. The racers will thank you for it and they will want to return for future races. This seems to be a common complaint about the races so let s make the calls. Being fair and consistent is a must. SEE YOU AT THE RACES!! Chris Rupley 3

4 Word from the Office Things resemble a cyclone here at the Office, there s never a dull moment. It s getting to the point that I m on the lookout for a free server that I can use for Judy and myself. One of my friends mentioned a router, I ll have to investigate. Both of us are on the computer for hours on end, often till 11:00PM. I work on Insurance, Roostertail and handle problem question s, then Judy works on membership cards and more s. There must be a better way. Our Board of Directors has requested that I carefully check all club registrations to insure that all of the listed members are paid up members. I must admit that several clubs did not meet the rule. s were sent out asking that their members join, but response has been slow in some cases. One club did not even have a single member signed up for 2013! Now that the Roostertail is finished I ll be sending out reminders to those clubs to get those guys to join. Many have told me that their members usually join later in the year, just before racing begins, and not in the middle of the snow and cold. So, for next year, please list the names of the 5 members that you know have joined for the year. Something new is in the works. At a recent Board meeting one of the Directors explained how a club used brightly colored wrist bands at a race that the IMPBA members had to wear. People at the event that did not have the bands were not members, and were easy to spot. If one of these race spectators wandered into a controlled area, they were politely asked to move to a safe area. I was directed to get a box of bands and distribute them to our clubs for this racing season. A number of clubs were asked to give me the amount of bands they needed, and I sent them. The bands are to be worn for the duration of the event, one per person, and handed out at race check in. As of March, all of the clubs with quickly upcoming events have a supply of bands. I ll be in touch with the rest of you very soon. This is a new project, so I will keep close tabs on the costs this year. The initial buy was 5000 bright yellow, and as of the start of March, almost 1800 have been sent to clubs. If I run out I ll get approval to procure another box. OK, time s up, it s back to work, John and Judy Your IMPBA Office Team Treasurer Report Hello Everyone! We are currently in good financial status. Our checkbook account balance is $24, The Business Money Market we have remains steady with over $15,000, plus we have another very active account that is used to receive PayPal monies for members 2013 renewals. The total cash available is more than $41 thousand. There are many of our members that wait until racing starts in their area to rejoin, I anticipate about 400 more to join, so we will have continuing income throughout the summer. This years Regatta expenses will be lower since the format is National Champion, instead of US-1 (there will be no Trophy Trials). One new expense this year is the Board of Directors safety decision to issue wrist bands to all IMPBA members at area races. See John s report above for more details. The organization has been financially stable for many years, and we can pay all other known expenses till the end of the year. As I ve mentioned in the past, John s daily office expenses are minimized very well. Keep up the good work! Brian Schymik Treasurer

8 Word from the Office 1 year trial for 2013 At a recent Board of Directors meeting a proposal was introduced by District 13 Director Doug Smock, and accepted for a 1 year trial. Disabled Boat Points Allowance Proposal John Knight Introduction The current rule book, under the Heat Racing Points and Awards, on page G - 6, paragraph 5, allocates 25 points for a Do Not Finish (DNF). We have all participated in heat races and have been disabled due to a driving infraction of another racer. The current point allocation of 25 points is rather punitive and should be increased. My proposal to change the allocation for a DNF that was caused by another racer who has incurred a Disqualification (DQ) is as follows: A. Any boat that is disabled due to a driving infraction by another racer resulting in a DQ will be awarded 50 points. B. It can be assumed that any buoy infractions incurred by the disabled racer would then be deducted and would result in a net zero for the heat. 9 Word from the Office 1 year trial for 2013 At a recent Board of Directors meeting a proposal was introduced by Paul Bychowski, District 4 Director, and accepted for a 1 year trial. Sportsman 40 Rule Proposal (Strut Placement) Paul Bychowski Introduction This rule proposal is to allow the strut to be mounted either under the hull or on the transom of the Sportsman 40 Hydro Class Boat. See Section H, Nitro Special Classes, Page H - 7. The Current rule reads as follows: 7. No part of the strut may protrude behind the transom of the boat, or have a width greater than 9/16 inches or a length longer than 3 inches. The Proposed rule would read as follows: 7. A strut width no greater than 9/16 inch wide or a length longer than 3 inches may be mounted either under the hull or on the transom with the farthest end of the drive dog, as measured from the transom not extending out more than 3 1/2 inches. 4 9

10 Word from the Office 1 year trial for 2013 At a recent Board of Directors meeting a proposal was introduced by Don Ferrette, District 12 Director, and accepted for a 1 year trial. Gas Scale Unlimited Rules Don Ferrette General The purpose is to realistically duplicate the Unlimited Hydroplanes for gasoline powered racing. Function of District Scale Director Responsibilities a. Coordinates registrations for their district. b. Has the power to appoint a committee to resolve protests. c. Oversees the operation of scale hydros in the district and assists IMPBA in scale hydro matters. d. Keeps point record for district high-point trophy if needed. e. When vacancies occur, this position will be appointed by the current District Director or the National Scale Hydro Chairman. Registration Procedures 1. All boats must be registered with the District Scale Director. 2. The District Scale Director will require the following information in writing: a. Name, address and phone number b. IMPBA number c. Unlimited name, year raced, and number d. Length and beam of prototype boat and model e. Prototype designer and boat colors f. Must submit a photo of prototype boat g. If required by district a $5.00 annual registration fee to be submitted upon completion of model & prior to it competing in a sanctioned event. Purpose of fees-monies is to cover registration printing costs & postage fees. A boat registered in one District may race in any District. 3. Boat must compete at a racing event within one year from registration. Engine and Boat Specifications 1. All models must be of a real unlimited hydroplane listed in the APBA/H1 Master Hull Roster list. In the event of a question of legality, the burden of proof falls upon the owner to prove the real boat raced or qualified in a sanctioned event, in the configuration being modeled, via photographic and/or written documentation. Failure to adequately meet the validation requirements can result in disqualification. 2. All boats to be built to a scale of 1.8" to 1'0" (1/6.667 scale) plus or minus 10% of the beam and 5% of the length. 10 4

11 Word from the Office 1 year trial for 2013 Gas Scale Unlimited Rules, page 2 3. Boats will look as scale as possible and meet the following requirements for racing and scale judging: a. Cockpit with driver b. Complete all major lettering and paint schemes c. Gasoline engine and complete exhaust system excluding up to 1" of exhaust outlet must be concealed with fake engine or cowling as per prototype boat. 4. Hull bottom and running hardware will not be judged or checked. However, hull must not deviate from conventional 3-point hydro (unless prototype was a different design). a. Hull bottom must be scale appearing. b. Belly pans are acceptable to clear engine and/or flywheel but maximum width shall be no greater than 5". Belly pan may not be used as a form of planing surface and can not exceed the depth of any riding surface or recovery surface. c. Secondary front sponson running surfaces are optional. d. Air traps are optional. 5. Engine must not exceed a maximum displacement of 31.00cc utilizing a single gasoline fuel engine with spark ignition and must comply with all IMPBA LSG engine and noise rules. 6. Boat shall use same number of propellers as the prototype. 7. The drive dog must not extend beyond the transom unless the prototype's strut and/or drive dog did so. Photo documentation may be requested for proof by race CD or district scale director. 8. No twin rudder assemblies allowed. 9. Boats must have the ability to change radio frequency if using non DSM type radio. Rules for Optional Scale Judging (Concours) 1. Boat must accumulate 50 points minimum in heat racing to qualify for scale judging. 2. Judging points to be separate from racing points. 3. All boats are to be judged at a distance no closer than 5 feet. 4. A picture must be submitted for the scale judging. Failure to submit picture disqualifies boat from Concours judging. 5. Points as follows: a. 1 to 10 overall scale appearance b. 1 to 10 for detail, engine, cowl, driver, etc. c. 1 to 10 for paint job, markings, etc. d. 1 to 10 for construction 4 11

12 Word from the Office 1 year trial for 2013 Gas Scale Unlimited Rules, page 3 Racing Rules 1. Normal IMPBA driving rules will be followed. 2. Only the registered owner can race his gas unlimited hydroplane. 3. Cutting or hitting a buoy at any time shall incur a 50-point penalty. 4. Normal heat racing rules to be used as racing format and each heat will be limited to no more than 6 boats raced together at any one time. 5. If any removable parts (cowling(s), wing(s), dummy engine, driver, etc.) fall off during a heat, except as the result of a collision, that boat will receive no more than sixth place points for that heat. This penalization does not affect the finishing placement of the boat, only the points awarded. The points awarded and placements of the other boats in the heat are not affected by this ruling. Records 1. Records shall be established in the Gas Scale Unlimited class as listed in the Records section of Rules of Competition. 2. Only boats properly registered will be eligible to establish records. 3. Only the registered owner can attempt to set a record with the registered Scale Unlimited. 12 4

Contest and Racing Rules G-8 Proposal for a Racing Rule Amendment Doug Smock Current rule: 3. Buoy Infractions a. Touching, striking or cutting inside of any buoy at any time a boat is under power shall incur a penalty of 50 points per buoy hit or cut, to be deducted from the point score. b. Cut Course. Driving through the center of the course, or cutting inside without touching a complete set of buoys, i.e , or will constitute a cut course, and will incur a penalty of one lap, including milling prior to start of heat. (Point penalties do not apply when all three buoys are cut on one end at the same time.) c. Penalty points will never exceed the finish place points accrued during a heat. d. Buoy infractions shall be called by the Referee and his decision shall be final. Change to read: 3. Buoy Infractions a. 14 Word from the Office At a recent Board of Directors meeting, IMPBA President Chris Rupley introduced proposals to revise our IMPBA Rule Book, Section B - Constitution, and Section C, By - Laws. Only specific wording changes or additions are being made in these sections. On the next 14 pages I have printed the full sections and highlighted the changes with yellow text. You can read the existing as - is sections on the IMPBA website, or print them for use in a side by side text comparison. After you look over the proposed changes for each section, you will find a voting ballot at the end of that section, print it and send it in as directed at the bottom of the ballot. There will also be a voting ballot on the website you can use. Please insure that your ballots are in the hands of your District Director or IMPBA office by June 1,

16 INTERNATIONAL MODEL POWER BOAT ASSOCIATION CONSTITUTION ARTICLE I NAME This Association shall be known as INTERNATIONAL MODEL POWER BOAT ASSOCIATION, and herein called IMPBA ARTICLE II OBJECTIVES The objectives of IMPBA shall be: A. The fostering of Model Power Boat Building. B. The co-ordination of member clubs, to the end that there shall be uniform rules and classes of boats. C. To encourage and assist in formation of clubs and similar associations. D. The recognition of Records established within the rules of the IMPBA. E. The IMPBA shall be a non-profit organization. ARTICLE III MEMBERSHIP A. The membership shall consist of clubs and individuals interested in the advancement of Model Power Boat Racing. B. All countries with a sufficient number of active members, as determined by the Executive Board, shall be divided into districts. The boundary lines shall be established, and may be altered by the Executive Board. C. Each member shall automatically become a member of the district in which he resides. D. There are fourteen (14) districts in the United States and Canada in accordance with the official IMPBA map. 17 ARTICLE V OFFICERS & EXECUTIVE BOARD SECTION 1 The Executive Board shall be made up of the President, District Directors, National Nitro Director, National Fast Electric Director, National Large Scale Gasoline Director, and past Presidents effective with the President in office as of January 1, A. The office of President shall be limited to two (2) terms for any one person. B. Each member of the Executive Board shall have equal voting rights provided requirements of Constitution, Article V, Section 3, and Paragraph D are complying. C. Appointments of past Presidents to the Executive Board shall be for life with voting rights limited to the one or two following terms of office See Note 1, NOTE 1: Past President will only be able to vote until a new President is elected. Example: 1 term Past President votes for 3 years, 2 term President will vote 6 years. SECTION 2 The following officers shall be elected by and from the membership. A. President B. One Director from each district C. The National Fast Electric Director shall be elected by the members participating in fast electric events. Such Director shall have a voting position on the Board for a 3-year term. D. The National Large Scale Gas Director, National Nitro Director shall be elected by the IMPBA membership. Such Director shall have a voting position on the Board for a 3-year term. SECTION 3 A. The President shall hold office for (3) years. He shall have been a member of the IMPBA for at least three years and be at least 25 years old. District Directors are not limited to age and time requirement qualifications as the President. B. Each district shall be limited to voting for and electing only its own District Director and the President. The Director s term of office shall be for three (3) years. C. Directors shall be elected for three years: Districts 1, 4, 6, 8, 13, National Fast Electric Director, and the National Large Scale Gas Director in one year, Districts 2, 5, 9, 10 & National Nitro Director in a second year, and Districts 3, 7, 11, 12 & 14 in a third year. D. The elected Director must represent a minimum of 15 primary IMPBA memberships (family and junior memberships do not count). Members within an ineligible district may elect a Director; however, he will have no voting rights until his district has the required number (15) of primary members. He will handle the passing on of proposed changes and the funneling of information of the district members the same as a full voting member. Voting rights of each District Director shall be based on the number of members in their district. District Directors with 15 to 100 members will have one vote; Directors with 101 to 200 members will have 2 votes. Directors with 201 to 300 members will have 3 votes. Their total votes will continue to increase by one with the addition of each 100 memberships in their district. The membership count will be based on total membership at year-end. E. In the event of a tie vote, each District Director will vote with each district counting as one vote. If the vote is still tied the current IMPBA President will decide the issue with a single tie-breaking vote. F. Each registered club shall appoint or elect a representative to correspond with their District or National Director as required. March 2013 B 3 Constitution

18 SECTION 4 SECTION 5 SECTION 6 Any member in good standing, except Junior members, shall be eligible for the elected office of District Director. However, to avoid a possible conflict of interest, the member cannot hold an executive position in another national or international model boating organization. A. An Executive Secretary shall be appointed or dismissed by the President with approval of the Executive Board. B. The Treasurer shall be appointed by the Executive Board from within, or a past elected Director or officer. C. The immediate Past President will move to the Vice President position. D. Any Director appointed by the President must be approved by the majority of the Board. A. Impeachment of Officers Any assistant or other person appointed by any Director, IMPBA, or officer serves at the pleasure of the person appointing him/her, and may be relieved of his/her duties by the person so appointing. Any elected officer of the association, and those assistants or persons appointed by or approved by the Board of Directors only, may be impeached and removed from his/her office or position for good cause by two-thirds majority vote of the entire Board of Directors after written notice has been given to such officer or person and a hearing conducted; at which hearing such officer or person and his/her representative may present oral and/or written evidence and make a statement. The President shall determine the time and place for this hearing. If a petition signed by 10% of the membership (for impeachment and removal of the President) or 10% of a district s membership (for impeachment and removal of said District Director or any Assistant Director) a vote must be taken in regards to this officer or person subject to the petition. The IMPBA board shall take action within 30 days. B. Recall of a District Director Any duly elected Director may be recalled for good cause only by a majority vote of those members voting in the district he or she represents, and only after a majority of the entire Board of Directors has approved presenting a recall proposal to the members of the Director s district, or upon receipt of a recall petition signed by 10% or 10 members, whichever is greater, of the members of the Director s district. Before any recall proposal is voted on by the Board of Directors, written notice shall be given to the Director and a hearing conducted; at which hearing the Director and his/her representative may present oral and/or written evidence and make a statement. 19 ARTICLE VI NOMINATIONS SECTION 1 SECTION 2 SECTION 3 Nominations of any elected officer shall be accompanied by a petition signed by five (5) members in good standing and a declaration of acceptance by the nominee. Write in votes will not be allowed unless there are no official nominees received by the IMPBA Office. If write-in votes are to be used they will be counted and totaled in the same manner as for an official nominee provided the write-in candidate meets the eligibility requirements for the President. See Article V, Section 3-A of the Constitution. The secretary shall receive nominations for all elected officers no later than July 31 each year. The Executive Secretary will submit the ballots to webmaster by August 20th of each year and must be in the September Roostertail. The ballots shall be returned to the President or Executive Secretary. Votes will be excepted via web site, , and US Mail. All US Mail ballots must be in the Executive office no later than October 31. Only senior members and spouse who are registered with a family membership may vote. Elected officer s term of office shall start January 1 following the election. ARTICLE VII MEETINGS A. The Association shall hold one formal meeting, annually at the International Regatta. A Treasurer s report and a brief synopsis of the year s accomplishments will be presented. B. The President may call Executive Board meetings at any time he deems necessary, or any District Director may request a meeting of the Executive Board. If necessary, such business may be conducted by mail, all members of the Board receiving copies of all correspondence. C. Voting Directors may be polled by phone. ARTICLE VIII AMENDMENTS SECTION 1 The Constitution, By Laws, Procedures, and General Rules of Competition shall be amended in the following manner: A. Proposed amendments must be submitted to a District Director, National Director, President or any Voting Executive Board member in writing and signed and dated by the author. B. All rule proposals regarding the Constitution, By Laws, Procedures, General Rules of Competition, Contest & Racing Rules and those pertaining to classes and courses, (except those that deal with safety of financial solvency of the organization), will be reviewed during any regular or special meeting of the Executive Board. The board will approve or disapprove all proposals before going to the membership. (guideline: Does it benefit the IMPBA, and does it benefit the membership? 20 Meetings of the Executive board will occur as described under Constitution, Article VII Meetings. All rule proposals will be submitted to the IMPBA office 30 days prior to any Executive board meeting. The rule proposal will be distributed to the Executive Board for discussion at the next Board meeting. All rule proposals under the following sections supported by the Executive Board will automatically undergo a trial period for one year. Rule proposals not supported by the Executive board will go out to the IMPBA membership for a vote. The vote will or will not allow the implementation of said proposal. Voting will be done by web site, , and US Postal service. All ballots must be in the office by the deadline. THERE WILL BE NO GRACE PERIOD FOR POST MARK. The sections affected are IMPBA Racing Rules, Classes and Courses, Laps, General Racing procedures, Racing Rules, Pit Time, Clock Time, Start, Buoy infractions, and IMPBA Approved Courses. All other rule proposals may be subject to a trial period to be determined by the Executive Board After discussing the pros and cons of the rule proposals, the Executive Board may elect to submit amendments to and along with the original proposal. After the Executive Board meetings, all rule proposals dealing with the Constitution, Rules of Competition and Racing Rules, Classes, and Courses will be distributed to IMPBA membership with a ballot that will require a head count for and against the proposal. It shall be returned to the respective District Director within the time stipulated on the ballot for a vote. The final decision on the proposed change and Executive Board s vote will be effective with the next quarterly report. C. Section 1 Paragraph (C) Proposed wording: Any rules proposal that has been approved by the Board of Directors and is based on the decision of the Executive Board shall remain in effect for (2) full years from the date of implementation. D. Manufacturers implementation) shall be defined as follows - The manufacturer of a hull, hardware component, engine or pipe will present to the technical chair a prototype, or drawing or technical paper, along with an implementation/launch plan based on his manufacturing capability. If the proposal is approved by the technical chair and confirmed by the Executive Board this ruling will not be eligible for change until 24 months after the implementation date that was submitted by the manufacturer with the prototype.) 23 IMPBA BY - LAWS CHAPTER I MEMBERSHIP Membership in the IMPBA may be obtained in the following manner: A. An individual wishing membership in the IMPBA may do so upon application to the Executive Secretary, and with the remittance of the proper dues. Individuals may also join IMPBA at sanctioned races by filling out a membership application and paying the correct dues. The application and payment must be mailed to the IMPBA Office by the host club the first working day after accepted. B. A club s request for membership must be accompanied by a list of its members, (minimum (5) five IMPBA voting members), their addresses, and a completed Club Registration and Insurance Application form. The President of an IMPBA registered club must be a member of IMPBA. CHAPTER II MEMBERSHIP DUES A. Dues are payable by January 1 of each year. B. Dues will be $50.00 per year for renewing senior membership prior to 1 January. (See Membership Application in Section M). New/Renewing members after 1 January $60.00 per year. C. Family Rate: The Senior member s spouse, and his/her children under 18 residing at the same address may be added to the membership for $10.00 each. First family member is designated as primary member. D. Junior Rates: $10.00 per year for persons 18 and under who does not have the opportunity to join under the family rate plan. E. Club registration charge is $50.00 per year. If paid for before January 1st, Club will receive a $10.00 discount to $ F. The above fees include IMPBA Commercial General Liability and Property Damage Insurance, plus medical coverage of members as a result of an accident while at a race, during practice, at any club function or open water at IMPBA sanctioned ponds. Members must follow IMPBA safety guidelines. G. Members of the Executive Board shall not pay dues while in office, with the President receiving a life membership. H. Paid members of other boating organizations may pay $10.00 for a Single event membership, allowing running in that event only. 24 I. All IMPBA clubs are to insure contestants are paid up members of IMPBA or have a current membership card with another boating organization. Clubs must have contestant s show their membership cards during check in. If they do not have a card then they must fill in an application and pay their dues. If clubs are caught violating this procedure then the following will apply: No matter the number of infractions at an event, it will only be counted as one (1) with the exception of safety rules. 1. First infraction: a written warning to the club from the president and a notation for the IMPBA office to keep on file. 2. Second infraction: loss of all race sanctions for the following year. (for the club) 3. Third infraction: loss of club registration/sanctions for 1 year with a letter to the lake site owner informing them that the club is no longer covered by insurance while also listing the reason why. Contestants that knowingly attempt to enter an IMPBA event under false pretense and are later caught will also face the following penalties: 1. First infraction: Loss of IMPBA membership from the time of the offense for one (1) year Also the loss of the "one time event" privilege if the member has a membership in another boating organization for the same time period, and no refund of membership monies. 2. Second infraction: Loss of IMPBA membership from the time of the offense for three (3) years. Also the loss of the "one time event" privilege if the member has a membership in another boating organization for the same time period, and no refund of membership monies. CHAPTER III DUTIES OF OFFICERS SECTION 1 PRESIDENT A. The President shall be the presiding member of the Executive Board. B. He shall conduct the business of the IMPBA with the advice and consent of the Executive Board. C. He shall appoint such assistants as required to run IMPBA business. SECTION 2 VICE PRESIDENT A. He shall assist the President as requested. B. He shall conduct the Board meetings in the absence of the President. SECTION 3 DISTRICT DIRECTORS A. They shall have a working knowledge of all clubs in their district. B. They shall have a personal knowledge of all secretaries of the clubs in their district. C. They shall act as a coordinator of all activities in their district. D. They shall have the power to suspend or revoke sanctions at a contest for violations of safety violations and may reinstate it when the situation is rectified, within their district. E. They shall submit a complete report in writing to the President on all such threatened or actual action taken at a contest. F. They shall develop and institute a continuous recruitment program for members and clubs, and provide advice for new clubs. G. They shall appoint an Assistant Director to assist him or act on his behalf at meetings he cannot attend. H. District Directors and appointed Directors are responsible for a Quarterly Roostertail article. March 2013 C 3 By-Laws

25 I. Any Assistant Director so appointed shall have the same powers as the District Director. J. District Directors are responsible for approving club race sites and sanctioned events. Site related IMPBA Procedures and Safety Requirements are considered during the approval process. The Director signs their application when all requirements are met and then forwards it to the Executive Office. K. District Directors communicate with the Executive Office on club registrations and sanctioned race dates. The IMPBA Sanction Application and IMPBA Club Registration forms are sufficient communication for this purpose. L. District Directors should attend all board meetings each year whenever possible. SECTION 4 EXECUTIVE SECRETARY A. Position Purpose This position is responsible for the day-to-day requirements of the IMPBA to provide the needs of the IMPBA member ship in the pursuit of organized model boating as specified in the MPBA rulebook. B. Operating Environment This office is the keystone for the success of the organization. The incumbent administers the day-to-day IMPBA business activities of receiving all IMPBA Office correspondence. The incumbent must be proficient in the use of the computer and must upgrade as required to support the position. All information shall be maintained in computer files so as to permit easy access and transferal of required information to support the President, the Elected District Directors, the Elected Directors, the IMPBA Treasurer, and other appointed IMPBA Board members. This position is responsible for providing the required timely information to all areas of the IMPBA including the Districts, Clubs, and Membership. The Executive Secretary will report directly to the IMPBA president. An annual review will occur every December. C. Major Accountabilities and their Dimensions 1. Receive and process membership applications, and have membership cards return to the applicant within 15 days. 2. Process all club registration applications and include in the Club Roster in the March issue of the IMPBA Roostertail. Applications received after Feb 1st to be published in the next Quarterly report. All registered clubs will be submitted to the web site with all current information as it comes in to the IMPBA office. 3. Process all race sanction requests and fliers approved by the District Director. Organize for inclusion in the next IMPBA Roostertail and have insurance certificates issued to the club. All Sanctioned races will be submitted to the web site with all current information as they come in to the IMPBA office. 4. Plan & coordinate the IMPBA Board meeting logistics Data received prior to and prepare an agenda with advance supporting info to Board members from data received prior to a meeting. 5. Provide quality up to date information to the IMPBA Website. 6. Provide accounting for IMPBA funds and transact the deposit & dispersal of Board approved funds. 26 7. Generate the Quarterly report (Roostertail) and provide this info to the membership. The Roostertail are available on the IMPBA web site and will only be mailed to members that purchased copies. 8. Maintain the IMPBA rulebook in conjunction with the revisions approved at Board meetings, and provide the updates to the membership as specified in the rulebook. All existing members receive rule updates, & provide new members with current rules. 9. Assist the voting Board members in the gathering & timely, accurate dispersion of information required to support the IMPBA. All members possess required documents & info. 10. Be accessible by phone, , and the mail. Establish timely contacts as required to avoid complaints from members. 11. Take the minutes at all Board meetings & provide an accurate summary for inclusion in the Quarterly report. Concise accurate records of IMPBA Board meetings to be sent to the web site coordinator within 2 weeks of the meeting. The coordinator will post the minutes on the IMPBA web site. D. Related Information Major Challenges 1. In order to provide the membership with the required support, it is necessary to conduct and operate within an efficient, cost effective business environment. The incumbent must stay abreast of the ever-developing computer software developments, which can impact the effectiveness of the IMPBA. Incumbent shall work closely with the IMPBA Treasurer who is charged with ensuring we maintain an effective office. 2. Because the incumbent has an in depth knowledge of the requirements of the office Operation and activities, every effort to reduce cost of operation should be investigated. Those having merit should be suggested to the President and/or the Treasurer for inclusion as an agenda item for the next Board meeting. Authority Level 1. Secretary is authorized to sign IMPBA checks, and forward them to either the IMPBA Treasurer or the IMPBA President. 2. Secretary is authorized to spend funds from the petty cash account for incidental office expenses & other sundry items. SECTION 5 EXECUTIVE BOARD A. The President, District Directors, National Fast Electric Director, National Large Scale Gasoline Director, National Nitro Director, and Past Presidents shall comprise the Executive Board. B. They are the supreme authority in interpreting the Constitution, By-Laws, Procedures, and Rules of Competition of IMPBA. C. Voting power of the Executive Board shall be limited to the casting of votes as described under the Constitution ARTICLE V OFFICERS & EXECUTIVE BOARD, Sections 1, 2 & 3. 27 SECTION 6 TREASURER DUTIES The Treasurer shall disburse such funds as necessary to maintain the IMPBA office and normal operations of it within the parameters of actions specified by the Executive Board. The Executive Board shall authorize any funds other than this or those the Rule Book specifies in advance. No Officer or person shall have any authorization to disburse funds without prior approval of a majority vote of this Board. If something comes up that needs to be decided between Board meetings, the secretary will advise the President. The President will poll the Directors and let the Treasurer and secretary know the results. In the case of an emergency, any of the two following people may sign a check; the President, Treasurer, and/or secretary; in which case no two, same last names shall appear, nor the signature cannot be provided by two people domiciled together. SECTION 7 NATIONAL SAFETY DIRECTOR The National Safety director s role will be to advise the executive board on matters that pertain to safety. These duties will include a follow up on reported accidents or near accidents and provide recommendations to prevent another occurrence. Posting to this position will be by the President and executive board appointment with no voting privileges. SECTION 8 NATIONAL ELECTRIC/ GAS/ NITRO DIRECTORS DUTIES National Electric, Gas, and Nitro Directors are responsible for promoting and furthering their part of the hobby. They are responsible for finding a host club for the Premier event of the division such as the Internats, Nitro Nationals, FE Nationals, and Gas Nationals and are responsible for bringing the above items to the Executive Board. The next years event is to be announced at each years current divisions premier event. SECTION 9 VACANCY In the event that the office of President, District Director or National Safety Director becomes vacant through resignation or other reasons, the remaining portion of the term shall be filled by appointment by the Executive Board. It was a wording clarification technical change to the Rule Book, Fast Electric Section J. A listing of the changes is itemized below. Fast Electric, Section J Changes Page 1 of 3 1. Table of contents for Section "J" needs to be changed. (See next page) 2. In the hull length restrictions table on J - 2 there is no need to add Sport Hydro to the far left column as it already has its own column. Proposal In Section H, Nitro Special Classes, Page H - 8, replace the existing Sportsman 20 (Sport 20 Hydro) with the following, plus the NEW pictorial on page 4 The Current Sportsman 20 Hydro Rules: Page 1 of 5 Boat Specifications 1. Boat must be inboard powered. 2. Hull must be a three (3) point hydroplane configuration and resemble a limited or unlimited hydro plane design of past or present. Hulls not permitted: outrigger, modified outrigger, tunnels, or canard hulls. 3. Boat must have a name, or sponsor's name, or logo, or a racing number affixed to the hull. (a local or national or fictitious sponsor name is acceptable). 4. Hull shall have a minimum length of 27 inches, and a maximum length of 35 inches. 5. If the bow is recessed behind the tips of the sponsons, that recess shall be no larger than 25% of the overall length of the boat. (refer to Sport Hull Configurations) 6. Boat must have a driver in open cockpit or simulated enclosed cockpit. 7. A strut width no greater than 9/16 inch wide may be mounted either under the hull or on the transom with the farthest end of the drive dog, as measured from the transom not extending out more than 3 inches. 8. See Sport Hull pictorial for clarification of Sport Hull Configurations. These are the Proposed Changes or Additions to the Current Sportsman 20 Hydro Rules: 5. If the bow is recessed behind the tips of the sponsons (i.e. pickle fork design) the recess less canard wings shall be no longer than 25% of the overall length of the boat starting from the sponson tips back. Canard wings individually cannot exceed 2.5 in length. Having more than one set of canard wings you are only allowed a total of 4 of combined wing length. (refer to Sport Hull Configurations) 6. Open cockpit boat designs must have a full or partial 3-D driver figure. Closed cockpit boat designs must have a minimum of a simulated enclosed cockpit i.e. (painted, decal, etc) windshield. 8. Model Engine must be fully cowled except for air and water inlets and exits. (this excludes the exhaust system) 9. Belly pans are allowed but must terminate aft smoothly and extend no further than 50% of the aft plane. Belly pans must be at least 3/8 above the bottom planning surface of the boat measured with the boat resting on its 3 points on a static table. 10. The bottom of the hull from the sponsons must start tangent or outboard of the inside of the sponson, and transition smoothly to the transom. (see NEW pictorial on page 4 of this proposal) 11. The width of the bottom of the transom must be 65% or more of the width between the forward riding surfaces. On a shovelnose/roundnose hull that has a tapered transom bottom the 65% rule will apply to the hull bottom at a point three a one half inches forward of the transom. 12. Hull/Deck venting is not allowed. 13. From a top view the transom must be a constant uninterrupted plane. (refer to Sport Hull Configurations)

Open cockpit boat designs must have a full or partial 3-D driver figure. Closed cockpit boat designs must have a minimum of a simulated enclosed cockpit i.e. (painted, decal, etc) windshield. 8. Model Engine must be fully cowled except for air and water inlets and exits. (this excludes the exhaust system) 9. Belly pans are allowed but must terminate aft smoothly and extend no further than 50% of the aft plane. Belly pans must be at least 3/8 above the bottom planning surface of the boat measured with the boat resting on its 3 points on a static table. 10. The bottom of the hull from the sponsons must start tangent or outboard of the inside of the sponson, and transition smoothly to the transom. (see NEW pictorial on page 4 of this proposal) 11. The width of the bottom of the transom must be 65% or more of the width between the forward riding surfaces. On a shovelnose/roundnose hull that has a tapered transom bottom, the 65% rule will apply to the hull bottom at a point three a one half inches forward of the transom. 12. Hull/Deck venting is not allowed. 13. From a top view the transom must be a constant uninterrupted plane. (refer to Sport Hull Configurations) 14. Shoes, skis or dihedral are not allowed on the transoms lower plane. The lower edge of the transom must remain flat excluding non-trips. 15. Air traps 1/8th" wide are allowed and must start at the back of the front sponson and at termination be no deeper than 1/4". Non continuous air traps will be considered a planning surface. 33

38 IMPBA INSURANCE Summary IMPBA membership dues include commercial general liability and property damage insurance for individual members, registered clubs, municipal or state park boards or landowners. The IMPBA insurance covers property damage caused by model power boats that are operated on IMPBA insured bodies of water for which member clubs have submitted the correct application, (on a Club Registration and Insurance Application form), and have been issued insurance certificate. Since rates or coverage s may vary from time to time, up to date insurance information may be obtained from the IMPBA office. Membership Coverage Dues also provide IMPBA members with medical coverage as a result of an accident while racing on an IMPBA insured body of water. All members in good standing will be covered at sponsored, schedule, and supervised activities. This means the coverage is good at sanctioned and club races. IMPBA insurance does cover boaters during open water and practice sessions as long as you are following the safety procedures outlined through the IMPBA, and such events take place on an IMPBA insured body of water only. IMPBA s policy is considered a primary policy and would cover any accidents or property damage that may occur on an IMPBA insured body of water. Non Member Coverage The insurance does not cover any person who is not a paid member of IMPBA regardless of what other club or organization he may belong. Only paid members of other boating organizations may pay a one time $10.00 fee for membership dues during that event only. The application and payment must be mailed by the host club to the Executive Office of IMPBA the first working day after accepted. Therefore, no person may operate or assist in the operation of a model power boat, or enter the pit area, or operate a retrieve boat at any IMPBA sanctioned event on an IMPBA insured pond, and be covered by this insurance, unless he is a paid member of IMPBA. Applied Sites No club may apply for insurance for a body of water presently or previously insured by another IMPBA Registered Club without the permission of that club. All clubs applying for insurance on a body of water should submit along with the club application, a signed letter from the pond owner, on letterhead, giving their authorization for your particular club to conduct Model R/C Boat Racing at that particular site. Deductible: IMPBA Insurance Policy requires a $ deductible per claim, responsible by the insured member. Safety It is not the intent of IMPBA to issue insurance to any organization that does not comply with and foster IMPBA Rules and Regulations. 39 National Safety Director - Bill Zuber Safely Speaking! Mike Chirillo provided this information on a recommended, safe and environmentally friendly method to dispose of LiPo cells from the Thunderpower company. Many people just chuck them in the trash when they go bad and that can be dangerous. I also ran these suggestions through the IMPBA Fast Electric Director Mr. Chris Harris. * * DISPOSAL OF LIPO BATTERIES * * Unlike NiCad batteries, lithium-polymer (LiPo) batteries are environmentally friendly. For safety reasons, it s best that LiPo cells be fully discharged before disposal. (However, If physically damaged it is NOT recommended to discharge LiPo cells before disposal - See below for details). The batteries must also be cool before proceeding with these disposal instructions. To dispose of LiPo cells and packs: 1. If any LiPo cell in the pack has been physically damaged, resulting in a swollen cell or a split or tear in a cell s foil covering, do NOT discharge the battery. Jump to step Place the LiPo battery in a fireproof container or bucket of sand. 3. Connect the battery to a LiPo discharger. Set the discharge cutoff voltage to the lowest possible value. Set the discharge current to a C/10 value, with C being the capacity rating of the pack. For exam ple, the 1C rating for a 1200mAh battery is 1.2A, and that battery s C/10 current value is (1.2A /10) can be used, such as a power resistor or set of light bulbs as long as the discharge cur re n t doesn t exceed the C/10 value and cause an overheating condition. For LiPo packs rated at 7.4V and 11.1V, connect a 150 ohm resistor with a power rating of 2 watts (which are commonly found at Radio Shack) to the pack s posi tive and negative terminals to safely discharge. 4. Discharge the battery until its voltage reaches 1.0V per cell or lower. For resistive load type dis charges, discharge the battery for up to 24 hours. 5. Submerse the battery into bucket or tub of salt water. This container should have a lid, but it does not need to be air-tight. Prepare a plastic container (do not use metal) of cold water, mix in 1/2 cup of salt per gallon of water. Drop the battery into the salt water. Allow the battery to remain in the tub of salt water for at least 2 weeks. 6. Remove the LiPo battery from the salt water, wrap it in newspaper or paper towels and place it in the normal trash or drop it off at a recycle station that accepts LiPo batteries. They are landfill safe. This will be my last Roostertail article since I must resign due to personal reasons. 51 DISTRICT REPORTS District 1 LUC WHITE Hello all! As we all know its good old man winter time up here so as for racing not to much going on. It looks like we are going to be having a great 2013 season with a lot of great events at our great racing sites all over D1. From what I hear by talking to a lot of members from different clubs in our district, a lot as been going on in the background; just like Stony Pond MPBC, which has been very busy with their boat builds and doing a lot of work on the new site that they have. The way they are expanding their club with new members, they will have 20+ racers for their first full season. They will need it since they won the draw to host the 2013 D1 Championship race! Congrat's guys. Also some good news, I am in the process of signing up a new club from the Quebec side of the district near Quebec City. The club has 15 members at this point; I m eager see how things go. Spring will be here faster than we think, so get them boats and builds done! 54 DISTRICT REPORTS District 2 TOM KELLY I would like to introduce myself as your new District 2 Director. I was appointed by the President and Board of Directors to fill the vacancy left when Chris Rupley was elected to be our President. I have been racing throughout the district for many years and most of you already know me, but I look forward to meeting and working with everyone else that I have not already met. My first order of business was to appoint a Scale / Sport 40 Director. Mr. Joe Wiebelhaus has accepted that position. Joe served our district in that capacity in the past, and I know he will do an excellent job. The race schedule is posted on the IMPBA website in the forums section under District 2. The schedule as posted is up to date, reflecting the most current date changes for events. It is subject to change as races are held throughout the season. So far, there will be High Points Series in two classes, Scale and Sport 40. I would like to see one or two of the gas classes be a High Points Series as well, possibly the well participated classes such as Thunderboat or Sport Hydro. Let me know how you feel about it. There were six rule change proposals that were recently voted on by the membership. Two of which will change the general racing rules. Please review these changes in the Roostertail, as they will take effect now. I believe the key to hosting a successful race is the CD / Referee making the calls. I realize that it can be uncomfortable to assess penalties; however, it is even worse to get infracted on, and not get the call. It is the most difficult aspect of hosting a race. 55 DISTRICT REPORTS District 4 PAUL BYCHOWSKI My Name is Paul Bychowski, I am the District 4 Director. I have been racing RC boats since the 2007 season. In 2007 I had a Firefighter Blazzin.12 rigger (I built) with a side exhaust OS engine. My boat wasn t the fastest by far, but it was fun, and I always tried to do my best. I built the.12 size boat because cost was a factor, and normally smaller is cheaper. My first year racing there was no A Hydro/.12 Rigger class to be found, so I raced my boat in the B Hydro/.21 class. I was way under powered to compete, especially for a first time racer. You might think time after time of never winning a race a person might give up, NOT me. I kept racing my little boat and eventually at the D4 Championship Race is 2007 (last race of the season) I got a 3rd place, that was the Best Day of racing for me by far... I will always remember my first plaque. For those who haven t raced in District 4, winning/placing in any class is an accomplishment. We have some of the Best racers in the country, and competition is always top notch. In 2008 I got to race my little boat with 1 or 2 other.12 boats which was a nice treat. I also raced my little Rigger at the 2008 Internats in the "Mini Indy Unlimited Class" which was race anything you wanted. My little boat raced with boats ranging from Tunnels to Twin Crapshooters, I didn t do very well but I had fun. At that 2008 Internats is when I found out that the District 4 Director position was going to be vacant for the 2009 season, so with the help from John Equi and Bill Zuber, I got all my paperwork together and submitted my nomination for District Director. I also took the CD test, so I knew as much of the rules as I could, I still am learning them... I never know everything. Now in 2013, I m in my 5th year as the Director, and racing.12 boats is pretty common around here. I am racing other Hydro classes also, with time you build your boat collection and the cost spread out makes it easier. My point with this little boating life story is, with a little bit of money and some perseverance you can have a Great Hobby and spend time with some Awesome people at a safe competitive level. Oh, and for those that still wonder about my screen name, "gooycheese" I will explain. My friends called me "guru" on Halloween one year when I was getting my hair braided... I was wearing a dashiki at the time and teaching them how to make the hippie bracelets. So when I first got a computer I tried using the screen name "guru", but on a lot of places I was trying to use it, it was a banned name. So I tried "gooy" since a lot of my friends got lazy with the "guru" nickname and where calling me "gooy". That name worked great for a screen name and didn t have a banned problem anymore. Time moved on and I needed a second screen name and it just so happened that I was hanging out with friends, and the Taco Bell commercial came on and that little Taco Bell dog said MMMMmmm gooycheese... the rest is history. I m still not the best racer by far, but I challenge anyone to come race in District 4, you wont be sorry. Paul 55

It has been a long cold winter (yes even for Huntsville) but the biggest thing has been the rain and winds. Well the Huntsville boys stuck their thumbs up at Mother Nature on 23 Feb and said lets go boating! The weather forecast was pretty grim, but we figured at least go down to the lake and do a look see. If the weather man was right we packed up and went to go eat at Cracker Barrel, otherwise we would burn some nitro! Well much to our shock the weather man was wrong! (Like that NEVER happens!) And we took full advantage of the fine conditions at the lake and made some noise. It looked like every one had a new boat to test (ok more than one new boat for most) so most of the day was spent going out after dead boats! Yes the retrieve boat had more run time than all the boats put together but all in all we had some fun. We have a pretty full event schedule in place, and we hope to see all you races, and fast guys out to prove you have the right stuff! (A Rocket City thing you know!) D12 events will start a touch early this year with a SAW event in Elizabeth City, NC on March 15,16,17 followed by Ovals event in Franklin, Va. April 19,20,21. We will kick off our district racing the following weekend April 26,27,28 in Hagerstown, Md. While the ODMBA club is still trying to reacquire a home pond, the Capitol club has stepped up to offer 2 races this season and fill in the August spot until such time ODMBA can host events again. 60 DISTRICT REPORTS District 13 DOUG SMOCK We had our first District race February 23 rd and 24th with 170 Nitro, Gas and Fast Electric boats entered. Unfortunately, Mother Nature had different plans. This was sent from Rick Beardon, the SOWEGA Model Boaters President What a weekend! The SOWEGA Race Site is a mud wrestlers dream come true. The site went from Green Grass to Black Slippery Mud. I would like to thank all of you that entered and came ready to race knowing what the weather was going to be. Friday we had a few hours of Open Water but Saturday was a total wash out, and I do mean WASH OUT. The race was cancelled Saturday afternoon and most everyone agreed to have a fun run on Sunday. Sunday the weather was beautiful, we ran round one and took a break for lunch and then ran round two. A lot of racers had parked in Julie and Kem Gilley s yard across the pond but got stuck in the mud. Kem and Julie were kept busy with their tractors and a Gator pulling trailers and trucks out of the bog to a firm area by their house. This is the first race that we have ever cancelled and I hope the last. Thanks to the SOWEGA gang for Getting the site ready and breaking it down after the fun run. The site will recover but right now it is DOA. See you at the pond... Ricky B. 62 DISTRICT REPORTS District 13 DOUG SMOCK - continued Rick Bellinger (R) hands off the impressive perpetual District XIII Grand Prix Cup award he made, to Captain Perry Walter for scoring the most points in Classic Thunderboat and Scale for the 2012 season. In 2001 Captain Walter discovered the world of model boat racing. He grew up in Rumson, NJ next to Red Bank, home of the early Unlimited Hydro races and the National Sweepstakes Regatta. He started racing full size race boats in 1952 running stock outboards in APBA races from 1952 to In 1961 made the change from stock outboards to inboard hydroplanes. (Newspaper article is on the next page) The scale class boats looked almost identical to the big boats that he raced between 1952 and He raced model boats actively from 2001 to the present. He started the Thunderboat class in Florida after purchasing a California Thunderboat named TIDE. Captain Walter has three scales, Charlie s Girl U-4, Mark and Pak U-4 and Miss Tri Cities U-4. The Miss Tri-Cities was the boat used to win the District 13 Grand Prix Cup. The boat was built by Jack St. Clair out of foam covered with plywood. Jack also built the Charlie s Girl. The Mark and Pak, a glass boat built by Henry Velasco, was raced during the 2012 Grand Prix Series by Mark Walter, Perry s son. All three boats are powered by stock CMB green head 67 s. Props are from Bob Austin from Rumson, NJ. Interestingly Perry and Bob grew up together, raced outboards together and remain close friends. Captain Walter has three Thunderboats, 2 built by his son Mark, and one built by Richie Lind of Ricco Boats. All three are of fiberglass construction, and powered by bone stock Zenoah engines. Not bone stock however are the props that his close friend Bob Austin makes for him. On the next page I have a few pictures of some of our winter builds: A nicely finished Gas Scale Carl Graff built, plus a 12 hydro and a pair of Twin gas Eagle SGX boats he is also working on. Don McKay is been gluing all winter long building a Gas Scale, Thunderboat and an 1/8 Scale Hydro. The weather is starting to break and maybe in a few weeks we can get back on the water. Remember to pay your dues early to avoid a wait in getting your card, you are not covered to run on your club lake without a card. Our D-14 series will be handled by myself this year. This year it will be a flat $10.00 fee for the series, this pays for trophies. Your $10.00 Scale registration fee counts toward the series entry. Be safe, Doug NATIONAL GAS DIRECTOR CHRIS RUPLEY The Charleston Model Boaters will be hosting the 2013 IMPBA Gas Nationals this year. The race will be held June 5-8. This is a great venue for the race and the Charleston crew are no strangers to hosting a big event. The shootout format will be used running five rounds with the fifth round being the top six in each class. Rcracingevents will be used for signups. This program is great for all the clubs to use for their race signups. The race is almost sold out months before the scheduled date of the race so if you are planning on going to the Gas Nationals you better get your entries in ASAP.

67 NATIONAL FAST ELECTRIC DIRECTOR CHRIS HARRIS Hello Everyone, Well the racing season is underway at least here in the south with the first race in D13 that took place in February. The weather was not kind to us but a great time was had anyway. Be sure to check the D13 report for all the muddy details. The first thing I would like to talk about is there have been some technical changes to the FE rule book. These were passed at the Board of Directors meeting that took place on February 12, The reason behind this was to clean up some things that might have been a source of confusion. One of which is the changing of the name Tunnel to Catamaran for Cat type boats. This gives them a better distinction from outboard tunnel hulls and brings the FE hull nomenclature in line with the rest of the organization. Also Catamarans will now be allowed to run multiple motors. The previous wording of the rules prohibited this and restricted them to only one motor. This will not affect any existing records for the Tunnel/ Catamaran classes. It is simply a name change. These rules are effective immediately so records can be set under these rules right now. The Board of Directors also voted to eliminate classes that were required to only run brushed motors as these have not seen any support for years and are completely antiquated. We will have the fully revised version of Section J of the rule book available for viewing in the June Roostertail. Another thing I would like to touch on is the growing interest in FE 1/8 Scale boats. In some regions the electrics have been allowed to run with their nitro counterparts. A reasonable battery, motor, and, prop combination has been figured out that makes the electrics very comparable in speed to the traditional nitro powered hulls. New for 2013 D13 is allowing electric 1/8 scales to run with the.60 Nitros and at the first race of the year Doug Smock debut his beautiful Squire Shop with electric power. It raced really well and you could not really tell the difference from the other boats other than the sound. Certainly, it would be nice to see enough interest grow in these boats to where the electrics could run amongst themselves all the time but until then I think this is a great alternative.
