B/R #108 A Bill to Ban Hydraulic Fracking BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. The United States will ban the practice of hydraulic fracturing SECTION 2. Hydraulic fracturing is defined as the practice of drilling down a distance equal to or exceeding one mile into the earth and injecting a water mixture at a high pressure in order to extract gas and oil from shale rock. SECTION 3. This bill will take effect 180 days after passage SECTION 4. The Environmental Protection Agency will oversee enforcement of this legislation. A. Any corporation or individual found guilty of actions in violation of the aforementioned restrictions shall be subject to a fine not exceeding $10,000,000 and/or jail time not exceeding five years for appropriate parties. 2 B/R #208 A Bill to Support the Mexican Agricultural Industry BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. The United States shall povide 500 million dollars in Development Aid to the nation of Mexico as well as provide Developmental Services to improve the nation's agricultural sector. SECTION 2. Developmental Aid shall be defined as direct financial assistance in the development of improved agricultural processes, purchase of agriculutural technology to increase yields and subsidization of the sale of agricultural goods. Developmental Services include both A. The modernization of the Mexican agricultural industry through providing the country with modern technology B. Education for farmer s on how to use this new technology, develop their skills, find problems and/or opportunities in agricultural production, conservation, marketing, and family livelihood through the use of USAID s Rural Extension and Advisory Services SECTION 3. USAID shall oversee this piece of legislation and shall work in conjunction with the Mexican agricultural ministry to identify the farms and regions of Mexico most in need of assistance. Funding for this legislation will be reallocated from the State Department s share of the Congressional Discretionary Spending Budget. SECTION 4. This piece of legislation shall go into effect after 6 months after passage. SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

4 B/R #308 American Infrastructure Repair Act 1 BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION 1. SECTION 2. SECTION 3. The federal gasoline tax will be raised to 22 cents per gallon for standard fuel and 34 cents per gallon for diesel. The federal gasoline tax shall be defined as the federal tax levied upon gasoline sales in the United States. All gas taxes are applied to federal infrastructure projects. The Department of Transportation and the Department of Energy shall oversee implementation of this legislation 9 SECTION 4. This legislation shall be enacted on January 1 st, SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

6 B/R #407 A Bill to Save South Asia BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION 1. A. USAID shall halt all foreign aid to India until dam projects along the Indus Water System are discontinued. B. 5,000 US troops shall be placed in Indian controlled Kashmir. SECTION 2. The Indus Water System shall be defined as the rivers of Beas, Chenab, Indus, Jhelum, Ravi, and Sutlej. SECTION 3. USAID and the Department of State shall determine when foreign assistance should be continued. SECTION 4. A. Troops shall be sent immediately upon passage of this legislation. B. Foreign aid shall be halted within 6 months of passage of this legislation. SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

8 B/R #408 A BILL TO CREATE CONGRESSIONAL DISTRICTING COMMITTEES TO LIMIT GERRYMANDERING 1 BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: 2 SECTION 1. The United States Federal Government shall now require all states to implement independent redistricting commissions to draw district boundaries for congressional elections. A: The independent redistricting committees must consist of 9-15 members who have been screened by their respective state legislatures, be required to remain transparent with the public and encourage their participation, and be given adequate funding by their state to enable the commission to hire professional staff, consultants, and experts of its choosing. B: These independent redistricting commissions will be given the power to draw congressional districts based on population, contiguity, and compactness. If the committee desires to use other criteria to draw their district boundaries, they must reach a wo-thirds majority vote in favor of adding each new criterion to their map drawing process SECTION 2. SECTION 3. Independent shall mean the no member of the committee may be a member of the State legislature... Congress or its designee will oversee the enforcement of this bill. If states do not abide by this piece of legislation, the size of their congressional delegation may be reduced. SECTION 4. This bill shall be implemented January 1, SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

10 B/R #508 A Resolution to End the Korean Conflict WHEREAS, Recent talks with North Korea concerning their nuclear arsenal have gone nowhere; and WHEREAS, President Trump and his administration's policy provides no incentive for North Korea to denuclearize while crippling North Korea s population through sanctions; and WHEREAS, The presence of nuclear weapons threatens the security of the United States and our allies; therefor be it RESOLVED, That the Congress here assembled make the following recommendation that North Korea shows proof of the destruction of their major nuclear weapon sites; and, be it FURTHER RESOLVED, That when North Korea complies, the United States shall retract 6,000 troops from South Korea and send $100 million in humanitarian aid to North Korea.

RESOLVED, That the Student Congress here assembled that with the passing of this amendment, the Electoral College shall hereby be abolished and the electoral process shall be determined by the national popular vote. FURTHER RESOLVED, That the Congress shall have the power to amend the Constitution and enforce this change by appropriate legislation.

14 B/R #607 A Bill to Provide Universal Basic Income BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION 1. All funding for existing federal anti-poverty programs shall be redirected towards providing universal basic income. SECTION 2. A. Universal basic income shall be defined as an unconditional $12,200 a year for adults living in the US. Adults over the age of 65 will receive $15,000 annually instead of $12,200. The money will be distributed in monthly increments. B. Adults will receive an additional $5,000 annually per child that is dependent on them. This will also be distributed in monthly increments. C. All excess funds created shall be put in a trust fund under the Internal Revenue Service. Additional benefits for people with disabilities and medical conditions shall be reviewed by the Internal Revenue Service and will given out on a case by case basis from this trust fund. SECTION 3. The Department of Treasury and the Internal Revenue Service shall oversee the implementation of this legislation. SECTION 4. This congress will instruct the president and all other diplomatic entities To cease all demands of denuclearization towards the DPRK. SECTION 2. Diplomatic entities will be defined as the representative to the United Nations, all U.S. ambassadors, and all military leaders. SECTION 3. This resolution will be enforced by the State Department. A. If the administration continues to demand denuclearization funding to the Department of State will be cut by a quarter next budget cycle. SECTION 4. 16 B/R #609 A Bill to Combat the Growing Crisis in East Africa BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. A. The US shall provide a total if $5 billion in economic aid over 5 years to each country in East Africa with a GDP per capita under $800, those countries being Tanzania, Democratic Republic of Congo, Somalia, Malawi, and Burundi. Each country shall be given $200 million in aid to start, with an additional $200 million for the next 5 years. B. Recipients of the aid will be permitted to spend it on food, clothing, school supplies, and other basic needs. Misused funds will result in an end to transfers and a $100 fee. SECTION 2. A. Economic aid shall be defined as monetary support given as direct cash transfers, or payments made in the form of an electronic transfer or cash delivery for individuals to spend on basic goods and needs. B. Basic needs shall be defined as rent and utilities, housing, transportation, food, child care, education and school supplies, out of pocket medical care, health insurance, debt, payroll, income tax, property tax, electricity, and other necessities. SECTION 3. USAID shall oversee the implementation of this bill. Each year they will submit a report detailing the use and efficacy of the funds. If aid is found to be ineffective or misused, it will be discontinued immediately. Funding for this legislation will be reallocated from the State Department s share of the Congressional Discretionary Spending Budget. SECTION 4. This legislation will be enacted upon passage. SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

18 B/R #706 A RSOLUTION TO AMEND ARTICLE 14 TO REPEAL JUS SOLI WHEREAS, There is a large influx of children from non-citizens; and WHEREAS, This issue is perpetuated and validated by the 14th amendment as birthright citizenship is legally mandated; and WHEREAS, This currently causes an unnecessarily large amount of economical and legal issues in the United States; and now, therefore, be it RESOLVED, By two-thirds of the Congress here assembled, that the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several states within seven years from the date of its submission by the Congress: ARTICLE -- SECTION 1: Section 1 of the 14th amendment shall now read: All persons born to a citizen or naturalized in the United States and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside. No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws. SECTION 2: This amendment shall only apply to those born after 11:59 PM a week after its ratification.

20 B/R #707 A Bill to Sanction Myanmar to Discourage Oppression of the Rohingya Minority BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: WHEREAS, WHEREAS, WHEREAS, WHEREAS, Therefore, The United States shall impose economic and political sanctions and halt all foreign aid to the Republic of the Union of Myanmar until the oppression of the minority Rohingya peoples is ended: and. The economic and political sanctions shall include the freezing of all assets held by the government of Myanmar in the United States; and The Department of State will be responsible for the implementation of this bill. A. Sanctions shall be lifted and aid shall be resumed once the Rohingya population is granted full citizenship with all associated rights. B. America s Water Infrastructure spending will be increased by $60 billion for a duration of 20 years. SECTION 2. Water Infrastructure shall be defined as what is built to pump, divert, transport, store, treat, and deliver safe drinking water. SECTION 3. The Department of the Interior, the Department of Transportation, the Department of Energy, and the Environmental Protection Agency will oversee the implementation of this bill. Funding to these departments will be increased by $15 billion for the duration of this bill and those funds will be reallocated to this legislation. SECTION 4. 23 B/R #807 A BILL TO ENCOURAGE PEACE IN THE MIDDLE EAST 1 BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION 1. SECTION 2. SECTION 3. SECTION 4. SECTION 5. The United States shall entertain peace talks between the Taliban and Afghanistan. This shall be set up with a U.S. representative, a Taliban representative, and an Afghan representative. The meeting shall be held using Skype, with a computer whose sole purpose is Skype that shall be delivered using a drone delivery method agreed on by all three parties. The Taliban shall be defined as the Sunni Islamic fundamentalist political movements in Afghanistan currently waging war with the country. The Department of Defense shall oversee the implementation of this bill. This bill will come into effect 90 days after passage. All laws in conflict with this legislation are hereby declared null and void.

25 B/R #808 A RESOLUTION TO IMPLEMENT A NATIONAL SEXUAL EDUCATION PROGRAM WHEREAS, Students across the United States are not knowledgeable on the harms of sexual intercourse and STIs; and WHEREAS, Teenagers in the United States are becoming sexually active at younger ages; and WHEREAS, The United States government holds a moral obligation to inform people to create a safer environment for all people in the United States; now, therefore, be it RESOLVED, That the Student Congress here assembled make the following recommendation for states to follow a criteria within the teaching of sexual education for their respective students; the end result should be with the student having comprehension of STDs, STIs, and pregnancy along with the proper prevention strategies; and, be it FURTHER RESOLVED, That states where schools do not implement a sexual education program that follows the recommended criteria by 2025 will have a portion of their funding from the Department of Education reduced. 26 B/R #907 A Bill to Reinstate the Sugar Tax of BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. Every gram of sugar in non-organic food product and drink product will be taxed two cents. SECTION 2. 50% of all tax revenue collected from this tax will go towards subsidizing foods labeled with a USDA-Certified Organic sticker. 35% of tax revenue collected will go towards SNAP Benefits and School Lunch Programs. The final 15% will go towards a new campaign of public service announcements regarding general health and healthy eating, as well as research into the Standard American Diet and strategies to improve the Standard American Diet. SECTION 3. The Food and Drug Administration (FDA) will analyize sugar content in non-usda certified organic foods as per the FDA standard nutrition label and USDA certification standards. The Food Safety Inspection Service (FSIS) and the Agricultural Marketing Service (AMS) will be in charge of monitoring FDA nutrition labels to ensure transparency and lack of fraud. The Food and Nutrition Service (FNS) will be in charge of routing funds to SNAP and School lunch programs. The Agriculture Research Service (ARS) will be in charge of routing funds to research improvements on the Standard American Diet, as well as produce PSAs for distribution. SECTION 4. A. Rehabilitation centers must use the drugs buprenorphine, methadone, and/or extended-release naltrexone in their treatment programs, along with behavioral counseling. B. Treatment programs must last at least ninety days SECTION 2. Approval for waivers from the Institution for Mental Diseases exclusion policy for the purpose of funding opioid rehabilitation centers is hereby granted for all fifty states SECTION 3. SECTION 4. SECTION 5. SECTION 6. An opioid rehabilitation center is defined as facility that houses an inpatient treatment program intended to wean an addicted person off opioids. The Department of Health and Human Services will be responsible for funding and implementing this bill. This bill will go into effect immediately. 31 B/R #1109 A BILL TO IMPOSE SANCTIONS ON ARMENIA BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION 1. (A) This bill will force the Armenian held territory of Nagorno-Karabakh in Azerbaijan to be returned to Azerbaijan. Since the Armenians (an ethnic minority in Azerbaijan), refuse to cooperate with the Azerbaijani government and the International Community, and refuse a multiethnic solution in the said territory, the United States will impose economic sanctions, travel sanctions, and military sanctions on Armenia until Armenia stops expanding into territory outside of Armenia s current border, or adopts a multiethnic solution. (B) All United States aid to Armenia will be stopped until Armenia suspends its economic and military relations with Russia. SECTION 2. (A) A multi-ethnic solution is defined as a symbiotic relationship between different ethnic groups in a held territory. (B) Armenia s responsibilities will be defined as stopping expansion into neighboring nations such as Georgia, Turkey, and Azerbaijan, and accepting the Armenian population in Azerbaijan back into Armenia. (C) Sanctions will be defined as tariffs imposed on any country or any company located in such country which continues to do business or otherwise support Armenia until the condition set forth in section one are satisfied. SECTION 4. The United States Department of State will oversee the implementation of this bill along with assuring that Armenia is complying with all requirements of this bill.

33 B/R #1207 A BILL TO A BILL TO EXPAND THE FOOD AND DRUG ADMINISTRATION TO ALLOW MEDICAL DOSAGE REFORM BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION 1. The Food and Drug Administration is hereby tasked with creating and enforcing new regulations for drug dosage and packaging. SECTION 2. Drug packaging will be defined as the physical mechanisms used to apply medication A. These regulations must optimize waste amounts and consumer spending. They will apply to existing drugs on the market and also new drugs. SECTION 3. The Food and Drug administration will oversee this legislation. A. Any company or manufacturer not in compliance with new FDA drug dosage or packaging regulation will be fined 60% of profits of the item in question B. The Food and Drug Administration will be granted an additional 10 million dollars to implement this legislation SECTION 4. Indicate the implementation date/timeframe. SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

35 B/R #1208 THE PROMOTE ENDURANCE AND COLOMBIAN EQUALITY (P.E.A.C.E.) ACT BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION 1. The United States Federal Government shall disburse $20 million to the agriculture sector in Colombia. A. All funding shall be disbursed to Colombian citizens via microloans through non-governmental organizations (NGOs). SECTION 2. Microloans are a small sum of money lent at low or no interest to a new business. SECTION 3. USAID will be tasked in distributing the microloans to the NGOs. A. The US Ambassador to Colombia and USAID shall submit independent quarterly reports on the impact the microloans have on violence in the country. B. The Inter-American Development Bank shall be tasked with awarding contracts to the specific NGOs specified in Section 1. SECTION 4. This legislation will go into effect on the start of Fiscal Year SECTION 5. All laws in conflict with this legislation are hereby declared null and void.
