2 OBJECTIVES Regional Safety Oversight Systems Reinforce the duties and responsibilities of States and regions to establish and manage safety oversight capabilities The Safety Oversight Manual Doc 9734/B provides one RSOO format, are there others? 3 Article 12 Each contracting State undertakes to keep its own regulations in these respects uniform, to the greatest possible extent, with those established from time to time under this Convention. 3

4 Article 37 Each contracting State undertakes to collaborate in securing the highest practicable degree of uniformity in regulations, standards, procedures, and organization in relation to aircraft, personnel, airways and auxiliary services in all matters in which such uniformity will facilitate and improve air navigation. 4

5 State Oversight Responsibility Annexes allocate responsibility for aviation safety oversight to individual States If States are organized regionally, they may have a better opportunity to overcome safety oversight shortcomings by pooling staff, experience and financial resources 5

8 State Safety Oversight Dilemma States with insufficient resources to achieve a valid CAA contribute to the establishment of a RSOO and the State retains sovereignty and cost of CAA States are reinforced by the RSOO in achieving the States responsibilities RSOO develops capacity for regional oversight along with transparency, independence and enforcement capacity 8
