MaryJo Archambault shared that an individual who is a Paralympic Athlete will speak today at 12:30 1:30 regarding their journey. 3. Meredith Sinclair shared a screening of Backpack Full of Cash for this evening at 5:00pm. Moment of silence for the victims of the shooting that occurred in California last evening. III. Approval of UCF minutes of October 25, 2018 Approved by all IV. Standing Committee Reports a. NMC Notifications Management Committee All Program and Course motions listed in the NMC minutes were approved, with the exception of; 1. A request to postpone approval of the revised program; BS COM Advertising and Promotion name change to Advertising and Public Relations as well as the revised course proposals for COM 221, COM 338, COM 402, COM 472, COM 493. The suggestion was for the program and course developers to be certain to provide notification to other programs and departments on campus that may have shared content or names, i.e. English- Professional writing. Meredith Sinclair made the motion to table these proposals pending appropriate notifications, Mike Shea, seconded. All accepted. 2. ENG 125 course had been tabled pending notification to Judaic Studies. Following this notification, the English Department and Judaic Studies met and have decided to have this

4 course offered through Judaic Studies. b. WACC Writing Across the Curriculum Committee All course proposal motions listed in the WACC minutes for designation as W courses were approved. c. UWIC University Wide Impact Committee No comments or questions d. PRAC/StAR Faculty Senate has formally approved StAR as a UCF committee No comments or questions Minutes will be in the next UCF packet e. LEPC Liberal Education Program Committee No comments or questions f. Special Topics courses UCF Chair The following courses were logged: 1. ECO 398 Economics of Immigration (1 st time offered) 2. FRE 398 Contemporary French & Francophone Cinema (2 nd time offered) 3. FIN 298 Financial Modeling (2 nd time offered) V. UCF Chair report 1. November 29 th and December 13 th are our last two meetings of the semester. 2. December 13 th meeting will be held from 8:00am 10:00am. Food will be provided and we need all members to attend for a quorum for the numerous motions that will need to be voted on for this meeting. 3. Faculty Senate: Concern for students who will have class after 5:00pm on the day dorms to close at the end of the semester. Process is for students to request extension so they may stay in the dorm until later in the evening or until the next day. The student incurs a fee if they choose to stay over the evening until the next day. Faculty Senate addressing concern regarding an increasing number of students receiving counseling for anxiety and depression. Requesting materials to guide Faculty to resources for students in crisis. Faculty Senate working on term limits for chairs. Provost arranged a meeting between Deans, UCF President and Faculty Senate President to discuss concern regarding SCCs. Deans would like greater

5 involvement in the development of programs and courses. One item under review is establishing a better understanding of the role of the SCCs in School, Department or Program accreditation. *Member comments: Concern regarding possible perspective that UCF should be dissolved and replaced by SCCs. One indicated that a possible rationale for change is to increase efficiency and become more streamlined. VI. Updates from: a. Writing Center Director Dr. Marie McDaniel (HIS) W-Course Guidelines and Forms for pilot program unanimously approved (see below) b. LEP co-directors Dr. Terri Bennett (MAT) transfer and policy issues No updates Dr. Karen Cummings (PHY) assessment and scheduling. No updates c. TAP Dr. Terri Bennett (MAT), Southern coordinator Attending the TAP FIRC meeting (see LEPC minute VII. Old Business a. WACC Motion 1: To adopt the new W-course approval process and Guidelines for Designing and Teaching W-Courses as a pilot for three semesters starting in Spring Note: See attachments with Oct. 25 packet-- Pilot-W-Course Proposal Form and draft new WACC guidelines. No discussion All approved VIII. New Business a. Motion 1 (from EXS and Steering Committee): To endorse the request of a department name change from Exercise Science Department to the Department of Health and Movement Sciences. Note: See attachment letter from Dr. Gary Morin, EXS One question raised regarding the similarity of the name to a new program being developed as well as to the Department of Public Health. Dr. Morin indicated that notification had been provided with no request for a change. All accepted endorsement a. Guest speakers Year-long Scheduling -- Alicia Carroll, Registrar; Dr. Craig Hlavac, Associate Dean Arts & Sciences Provided presentation, Academic Year Scheduling Task Force with the following bulleted points shared via PowerPoint: Background shared on the development of the annual schedule policy Purpose of the new scheduling policy is to address on-time degree completion and the challenge students face in accessing courses. Plan is to

6 alleviate course bottlenecks with planned rotations. o 88% of students indicated they would use a waitlist feature to hold their spot in a course if offered o 59% of students indicated that they would use the new schedule for long term planning Recommendations from Task Force o Centralized course waitlist o Improved student registration experience o Committee to review current course timeslots and academic calendars o Departmental review of prerequisite pathways to identify and eliminate barriers to student progress o Select and implement student education planner tool UCF member questions and comments with responses provided: o Will faculty be able to inform education planner tool? Robust tool and who can edit and how it is added to the advising platform to be determined Possibly included as part of advising model o How will this address the issues of fill rates? Waitlist would possibly allow tracking of students Concern is whether students will waitlist for a preferred time when other time slots are available for them EAB previously recommended 85% fill rates to ensure space for students o The year-long schedule will be available for students a year out? What are the benefits for this year long schedule for students and university? Intended to reduce bottle neck so students see courses offered in the future Nontraditional students may prefer for planning Changes to the schedule for faculty is a potential challenge b. 11 WACC Meeting Minutes November 15, 2018 Members present: Matthew Miller (Chair), Robert Smith, Marie McDaniel, K.C. Councilor, Claire Novosad Absent: Anthony Richardson, Kristi Maynard, Judy Terpstra 1. W-Course Pilot Program a. Discussion of how it will look on the website, what else needs to be there b. Discussion of collection of data i. Assessment from W courses in the pilot ii. Will need targeted survey at the end of each semester to those teaching W courses as pilots 1. W-Director will create and administer survey c. Discussion of goal for the end of the pilot, and transition of old W courses to new W courses (3 year after the end of the pilot, if approved) 2. Writing Contests a. Discussion of how to award a Writing Award in the Honors Convocation i. for seniors with a GPA of at least 3.0 b. Decided to call it: Southern s Excellence in Writing Award 3. Selection of leadership for Interdisciplinary programs. a. Discussed proposed policy document for interdisciplinary programs. Concern that this document could create confusion and added steps to the process. Suggested instead the policies previously discussed and those outlined in the CBA should be included in program proposal instructions and forms instead. The changes will be made to the forms and presented to UWIC next meeting (November 6 th ). b. Also discussed how these programs will be developed. Instead of advisory committee refer to as a development committee. This committee should include representatives of all stakeholders. Who votes on the proposal? Could be each DCC from each department and then each department votes separately. OR- The development committee acts as the DCC but then who votes as the department? Is notification enough? c. In all interdisciplinary paperwork (both major and minor proposals), we want to see a statement about advising. This could be as simple as a statement to the effect that: The bylaws of the steering committee will include an advising structure and these bylaws will be developed before the program is offered. CALL TO ORDER: 9:42 a.m. 2. ANNOUNCEMENTS: a. Welcome to Khoa Nguyen 3. LEP DIRECTORS UPDATES a. Terri Bennett i. Discussed details of degree mapping with NVCC b. Karen Cummings i. Brought data from the supersections for us to look at today ii. History department is gearing up for assessment of the supersections iii. Tech Fluency is looking at doing a systematic pre- and post-test of students mechanical skills (word processing, making graphs with a spreadsheet...) iv. Suggested future consideration of re-envisioning affinity groups as steering committees or advisory groups since this is how they are now functioning v. An assessment report to the UCF could eventually be useful, but have to be careful about distributing actual data prematurely 4. BUSINESS a. Old Business i. Major restrictions survey 1. Initial discussion: instead of restricting LEP courses for certain majors, just eliminating those categories that seem to be a natural part of that major (e.g. Tech Fluency for CSC, Natural World for the sciences, etc.); implementing formal waiver exam processes for all of Tier 1; and reducing credits in LEP to align more closely to accreditation requirement of Further discussion will take place at the Dec. 6 meeting ii. Managing the scheduling of the LEP courses 1. Karen provided data on the number of disciplines participating in each Tier 2 Area of Knowledge over the past 3 years, including number and percentage of seats 2. Perhaps a statement is all that s needed rather than a firm policy

Illusion of choice is an issue, but we also need to know how many students need those high-enrollment courses for their majors

16 Preamble As a permanent, autonomous standing committee of the Southern Connecticut State University (SCSU) Faculty Senate, the Undergraduate Curriculum Forum (UCF) is charged with improving the overall quality of the undergraduate curriculum. The UCF shall be guided by the academic mission of the University; carry out its charge collegially; maintain open communication with the University community; balance promptness with thorough review; and act in a timely, impartial and consistent manner in its deliberations and notification process. Article I: Functions The UCF shall initiate or receive and evaluate proposals to uphold and raise the academic standards of SCSU and shall recommend approval or non-approval to the Vice President for Academic Affairs. Specifically, the UCF shall concern itself with: A. All proposals for new and revised majors, minors or concentrations, and programs, whether based in a single department, more than one department, or independent of any department. B. All proposals for new or revised courses and related matters (e.g. cross-listing of courses). C. Creating, maintaining, and communicating to the University community the evaluative criteria for new and revised course and program proposals. D. Proposals concerning major changes to the University s general education program shall be ratified by a faculty referendum conducted by the Faculty Senate Elections Committee in accordance with Faculty Senate procedures on faculty referenda. E. Policy for the undergraduate curriculum. F. Creation of additional faculty bodies or delegation of some of the above activities to such bodies; the work of these bodies on behalf of the UCF shall be conducted according to standards set by the UCF. 17 Article II: Members and Terms A. Members The UCF shall consist of voting members who represent the following SCSU constituencies: 1. Department Representatives There shall be one faculty Representative and one Alternate elected from each academic department. 2. Faculty Members-at-Large There shall be five Faculty Members-at-Large, elected by a general faculty election vote conducted by the Senate Election Committee. All full-time faculty members are eligible to be elected as Representatives. 3. Other University Units There shall be one Representative and one Alternate from each of the following areas, to be chosen through a process determined by each unit: a. Academic Advisement b. Registrar s Office c. Library Services d. Student Affairs e. Office of Academic Affairs 4. Ex-Officio Non-Voting Liaisons There shall be one ex-officio non-voting liaison from each of the following areas, to be chosen through a process determined within each area: a. The Faculty Senate b. The Graduate Council 5. Students The Student Government Association shall have the opportunity to send one Representative and one Alternate, chosen through a process determined by the Student Government Association. There shall be an opportunity to include additional student Representatives if other student constituencies request and receive approval for representation from the UCF. 6. Additional Representation The UCF shall have the authority to extend representation to other constituent units of the University with the approval of the Faculty Senate. Any constituent unit that wishes to receive representation must fulfill either of the UCF Constitution Version 43.0 Page 3

18 B. Observers following two conditions: a) offer a major OR b) offer courses with its own subject code prefix AND have either a Chair or Director. Any program that meets either a or b above may apply for UCF membership by providing a rationale explaining why that program is not otherwise represented sufficiently in the UCF. There shall be one Representative and one Alternate from each approved program in keeping with Department Representatives above. Any faculty member, administrator, or student shall be welcome to attend UCF meetings. C. Terms 1. New members shall take office during the first UCF meeting of the academic year. 2. Members shall serve three-year terms, with one-third of the members chosen each year. Article III: Structure A. The Chair The UCF shall be led by a Chair to be elected by all voting UCF members at the last UCF meeting of the academic year. Those eligible to be elected as Chair include the current Chair, a faculty Representative or Alternate, or a Faculty Member-at-Large. The newly-elected Chair shall assume the responsibilities of the position on the first day of the academic year. The Chair shall serve a oneyear term with a limit of three consecutive terms. The UCF Chair may be removed from office by a process consistent with the current policy for removal of the President of the Faculty Senate. The Chair shall: 1. Direct proposals and inquiries to the appropriate committee or person, or decide that the matter does not properly come before the UCF. If a proposer disagrees with the Chair s decision, then the Chair s decision shall go to the full UCF for a final disposition. 2. Appoint members of the standing committees each year, other than the Steering Committee, the Writing across Curriculum Committee (WACC) and the LEPC. The members of the WACC and LEPC shall be selected according to the procedural guidelines of those that committees. The Steering Committee shall consist of the Chairs of the six standing committees. 19 extent it is compatible with the effective working of the committees, the UCF Chair shall accede to the preferences of members for committee service. 3. Preside at meetings of the UCF and chair the Steering Committee. 4. Receive and monitor proposals for Special Topics courses. 5. Appoint members of ad hoc committees. 6. Represent the UCF to other University bodies. 7. Communicate decisions of the UCF to the Ffaculty Ssenate, the Vice President for Academic AffairsProvost, and the University at large. B. Standing Committees The UCF shall consist of a Steering Committee and five other standing committees. Every member shall serve on at least one standing committee. Standing ccommittees shall evaluate curricular proposals submitted to them for consistency with the SCSU mission, University-wide standards, UCF guidelines and other impacts on the undergraduate curriculum. Each standing committee shall have a chair, selected by the members of that committee at the last meeting of the year when practicable, and in accordance with that committee s bylaws, to serve a one-year term with a limit of three consecutive terms. Each committee shall issue procedural guidelinesbylaws to define the way it operates. These guidelines bylaws shall be approved by the full UCF. The actions of UCF standing committees shall stand unless challenged in the UCF. If an action is challenged, it may be overturned by a majority vote of the UCF. 1. The Steering Committee shall: a. Consist of the chairs of the five other standing committees and the Chair of the UCF. b. Set agendas for the UCF. c. Evaluate UCF policies and procedures. d. Act in the place of the UCF when the UCF cannot meet. Any action shall be subject to consideration by the full UCF. UCF Constitution Version 43.0 Page 5

20 e. Be responsible for providing communication about UCF proceedings to UCF members, Department Chairs, and the University community at large. 2. Notifications Management Committee (NMC) shall: a. Receive and evaluate proposals for program revisions. Primary responsibility for program revision review shall lie with the School Curriculum Committees. Review by NMC and UCF shall normally be routine and expedient. b. Receive and evaluate proposals for new and revised courses. Primary responsibility for course review shall lie with the Department Curriculum Committees. Review by NMC and UCF shall normally be routine and expedient. c. Work with faculty in proposing liberal education courses and reworking existing courses to meet the guidelines of the LEP. b. d. Provide assistance to departments and individuals in preparing proposals. e. Meet regularlyserve as liasion with School and/or Department Curriculum Committees to communicate standards, eliminate redundancy, and ensure consistency and efficiency in the evaluation and approval process. Receive and evaluate new program and minor program proposals and ensure that they are ready for consideration by the full UCF. b. 21 c.b. Receive and evaluate suggestions and proposals on curricular innovations and help to prepare proposals for consideration by the full UCF. d. Receive and evaluate proposals and make recommendations concerning courses and issues that have University-wide impact and mediate conflicts connected with those issues. e. Voting in Standing and ad hoc committees of the UCF shall be open to all members of those committees, including members of ad hoc committees who are not members of UCF. D. The UCF Chair shall vote last, and only when the chair s vote is a deciding vote. Commented [DMW5]: This is interesting. There is nothing in the Constitution that prohibits a member and alternate who serve on the same standing committee from both voting. I think we have just been guiding people incorrectly on this issue. Article V: Amendments The UCF shall have the authority to amend this Constitution. A. All recommendations for changes to the Constitution shall be discussed by the full UCF. B. Proposed amendments shall require discussion at two meetings of the UCF during the same semester and shall be approved by a vote of three-quarters of those present. A quorum for approval of a constitutional amendment shall be two-thirds of the UCF membership. C. Notifications of approved amendments shall be sent to the Vice President for Academic AffairProvosts, the Faculty Senate, and to the entire University faculty within one month of UCF approval. D. Constitutional amendments approved by UCF shall be subject to approval by the Faculty Senate and the President of the University. Article VI: Faculty Referenda on UCF Action A. Any faculty member may petition the UCF to conduct a faculty-wide referendum with respect to any action taken by the UCF. 25 By-Laws Undergraduate Curriculum Forum Southern Connecticut State University (Revised February 2011) I. Membership in Voting Units and Terms of Appointments A. Nominations for Undergraduate Curriculum Forum (UCF) Chair will be taken during the last meeting of the academic year. An opportunity will be provided for the nominees to speak and for general discussion. The election of the UCF Chair will occur at the same meeting, immediately following this discussion period. The election of the Chair shall be by written secret ballot with a majority of those voting required for election. If a majority vote is not received in the first ballot a run-off vote will be conducted between the top two votegetters. The incoming UCF Chair will take office on the first day of the academic year. B. The incoming UCF chair shall appoint standing committee members during the first meeting of the academic year. In the case that both a primary member and an alternate are appointed to the same standing committee, only the primary member shall be accorded voting rights on that committee unless the primary member is absent from a meeting of that standing committee, in which case the alternate member shall be accorded voting rights. Chairs of standing committees shall be elected either at the final meeting of the spring semester or at the first meeting of the fall semester by their respective committee members. II. Meeting Schedule A. The UCF shall meet at least monthly during the academic year. The first meeting of the year shall take place during the first week of classes and shall be convened primarily to constitute standing committees and announce the chairs of the standing committees by elections. B. Standing committees of the UCF shall also meet at least monthly during the academic year. III. Quorum A. Not less than 50% of all voting UCF representatives plus one constitutes a quorum. B. The Secretary of the UCF shall determine whether a quorum is present before voting takes place. IV. Rules of Order A. Robert's Rules of Order, latest edition, shall govern proceedings of the UCF in all cases in which Robert's Rules are not inconsistent with the UCF Constitution

26 and By-Laws. Where the Constitution or By-Laws deviate from Robert's Rules, the Constitution and By-Laws shall govern. B. The UCF Chair shall appoint a Parliamentarian to interpret Robert s Rules when questions arise. The Parliamentarian shall annually distribute a short guide to Robert s Rules to the UCF membership. V. Voting A. Upon the request of any member, voting on any substantive motion shall be by secret ballot. The chair shall appoint tellers to conduct the ballots. B. No absentee ballots or proxies shall be permitted for UCF business. VI. Order of Business A. The order of business at regular meetings of the UCF shall be: 1. Announcements 2. Acceptance of UCF Minutes from the preceding meeting 3. Committee reports 4. Old Business 5. New Business B. Any member of the University Community shall have the right to request consideration of additional items for the agenda, in writing, to the Secretary. VII. Rules of Procedure The following rules shall govern the normal business of the UCF. Any or all of these may be suspended at the discretion of the UCF Chair with consent of those present. A. The agenda packet, insofar as possible, shall be written, reproduced, and delivered to UCF members at least two days prior to the meeting at which it is to be presented. B. When any major policy statement or document developed by the UCF or any UCF committee is to be communicated to the administration or the Board of Trustees, it shall be reproduced in its final form posted on the UCF website. C. Agendas and approved minutes shall be made available to the entire university within two weeks. D. The UCF Chair shall ensure that the By-Laws be published in their entirety on the UCF web site. The chair shall also ensure that any corrections, revisions, or amendments to the By-Laws be posted on the web site within two weeks of their passage.

27 VIII. Amending By-Laws A. At any regularly scheduled UCF meeting for which there has been notice in writing at least one week in advance to all members that there will be a consideration of a By-Laws change or amendment, a two-thirds majority vote in favor of the proposed change by the voting members present will be sufficient to change or amend the By-Laws, as long as a quorum is present. B. The following documents are considered parts of the By-Laws and are subject to the rules for amendment set forth above: 1.
