1 City of Novato Current Planning s s Under & Recently Approved FEBRUARY 2018 Address Oakmont Senior Living 1461 S. Novato Boulevard APN Undeveloped area at Quest Church property. Development of a 78 room senior assisted living facility, featuring 50 assisted living units and 28 memory care rooms. The facility is proposed at 72,000 square feet and 2- stories in height. Grunt General Plan Amendment, Rezoning, Master Plan, Precise Development Plan, and Design DRC, PC, Approved DRC recommended approval of site design, massing, and conceptual architecture and landscaping on August 3, 2016 The Planning Commission recommended the City Council approve the project on May 22, The City Council approved the base project entitlements on July 11, The DRC approved the project s final design details on October 18, The applicant is preparing construction drawings to obtain a building permit. 2 Hamilton Square 970 C Street 31 townhomes in eight, 3-story buildings, and one, two-story building, 6 of which are affordable. Includes soil remediation to residential standards. Marshall General Plan Amendment from Neighborhood Commercial to Multi- Family, Master Plan Amendment, Precise Development Plan, Use Permit, Design, and a Tentative Subdivision Map DRC, PC Approved/ Under The DRC held 5 review meetings and recommended approval of the project s design on May 7, 2014, meeting. State Water Board issued a letter of conditional concurrence regarding the RAP and its associated documents on February 23, Revised CEQA Initial Study was published for public review on October 14, An errata to this document will be prepared to provide updated data for the Air Quality and Hazards impact categories. A community meeting was conducted on December 15, 2016, to discuss the CEQA Initial Study. Phase I (soil remediation) was considered by the Planning Commission on May 17, The Commission recommended approval of Phase I. Phase I approved by the City Council on June 13, The applicant is working to finalize the remediation plan and meet mitigation requirements to complete Phase I. 3 Atherton Place 7533 and 7537 Redwood 1,340 sq. ft. of retail space fronting Redwood Boulevard and 50 residential townhome units. Townhomes would be 2- stories over garage. Marshall Master Plan Amendment, Precise Development Plan Amendment, Design, and a Tentative Map DRC, PC, Approved DRC workshop conducted on July 8, Hearing conducted with DRC on August 3, DRC recommended approval of the revised site design, massing, and conceptual landscape design. The PC conducted a hearing on November 6, 2017, and recommended the City Council approve the project. No on-site affordable units proposed. Developer intends to pay fee in-lieu of providing affordable units since the project is grandfathered under a prior iteration of Novato s Affordable Housing Ordinance. The CC approved the project on December 5, The project will return to the DRC for review of the project s final site design, architecture, and landscaping details. 4 Wood Hollow Hotel 7701 Redwood Boulevard Northwest corner of Wood Hollow Drive at Redwood Boulevard P Four-story hotel building of 56,430 squarefeet, with 87 to 95 rooms. Parking includes a combination of surface stalls (64 cars) and a basement garage (23 cars). Grunt Master Plan Amendment, Precise Development Plan, and Design DRC, PC, Under Neighborhood meeting conducted on February 11, DRC workshop conducted on July 6, DRC workshop conducted on October 19, Story poles placed at the project site on March 24, The DRC conducted a public hearing on April 5, The DRC continued the matter after expressing concern about building height. The DRC conducted a public hearing on July 19, 2017, and recommended approval of the project s design. Walker Master Plan, Precise Development Plan, Tentative Subdivision Map, and Design DRC, PC, Under Neighborhood meeting conducted December 9, The DRC conducted a design workshop on May 4, The DRC conducted a public hearing on February 15, The DRC requested changes to the project s architectural concepts. The DRC conducted a public hearing on May 3, 2017, and recommended approval of the project s design. The PC considered the project on February 12, 2018, and recommended the City Council approve the project. 6 Hamilton Cottages Hamilton Parkway West of Marblehead Lane APN singlefamily, 2-story residences for senior occupancy, including 2 affordable forsale homes at the moderate income level. Marshall Master Plan Amendment, Precise Development Plan, Tentative Subdivision Map, and Design DRC, PC, Approved The project has received all necessary development entitlements. The developer has submitted documentation to complete the process to record a final subdivision map for the project. The matter will be scheduled for CC action. A tentative date for the CC s review has not been set. The developer has submitted building permit applications for the project. The construction plans are currently being reviewed by various permitting agencies. construction is expected to commence in late spring or early summer Landing Court No Address APN new multifamily units in 2- and 3-story buildings, of which 7 are affordable units. Grunt Design and Tentative Subdivision Map For project information: DRC & PC Inactive The project has been transferred to a new applicant. Staff is working with the applicant to re-start the development review process. DRC = Design Commission 6

7 North Bay Children s Center 933 C Street Renovate the existing day care center with a new 19,824 sq. ft. building and site amenities. Grunt Use Permit and Design DRC, PC, Incomplete DRC workshop on February 18, The DRC supported the site plan and recommended minor architectural enhancements. The DRC conducted a public hearing on October 4, 2017, and recommended approval of the project s design. The applicant is completing the balance of the application materials necessary to complete the use permit process. In addition, the applicant is working with its civil engineer to address utility connections for the project. McPhail s Office Amendments McPhail s Property APN & 19 Amend General Plan land use designation from BPO to LIO. Master Plan and Precise Development Plan amendments to allow wider range of office and light industrial uses. Grunt General Plan, Master Plan, and Precise Development Plan Amendments PC Approved The PC considered the matter on December 18, 2017, and recommended the CC approve the proposal. The CC considered and approved the proposal on January 23, DRC = Design Commission 7

8 Mohajer Land Division & Variance 1037 Simmons Lane APN Proposed 3 lot land division. Request for variance to allow nonconforming lot area and depth. Damodaran Tentative Map and Variance PC Incomplete Staff met with the applicant on January 30, 2018, to review an alternative subdivision design and discuss advancing the project. Staff anticipates the proposed subdivision will be reduce to two parcels and processing will begin again in March Schafer Stream Management Plan 896 Sutro Avenue Request for use permit to allow the retention of Redwood trees in Stream Protection Zone. Damodaran Use Permit ZA/PC Under The applicant delivered additional project information. Staff is preparing a report for a future public hearing. DRC = Design Commission 8

9 Hanna Ranch Mixed Use End of Rowland Boulevard APN P Request to conduct preliminary biological and traffic studies to determine potential level of environmental review of a revised project concept for Hanna Ranch, including: a hotel, restaurants, Costco fuel center, and office/retail building. Marshall Master Plan Amendment Precise Development Plan Amendment Tentative Map Design CC, PC, & DRC Under The DRC conducted a design workshop on August 16, The DRC was generally supportive of the revised project elements, but requested modification of Building C. The DRC conducted public hearing on October 4, 2017, and requested the applicant make further changes to Building C. The DRC conducted a public hearing on November 15, 2017, and recommended approval of the site design and building modifications proposed for Hanna Ranch. An addendum to the 2011 Hanna Ranch Final EIR is being prepared for the revised project proposal. For project information: DRC = Design Commission 9

Walker Master Plan, Precise Development Plan, Tentative Map, and Design DRC, PC, Under A neighborhood meeting was conducted on April 24, There were community concerns about density, building height, and aesthetics. A DRC public workshop was conducted on July 19, The applicant is making revisions based on public, DRC, and staff feedback. For project information: Park-A-Pup 7586 Redwood Boulevard APN P Request for a use permit and design review to allow a dog kennel and retail shop. Walker Design & Use Permit DRC & PC Approved The applicant conducted a neighborhood meeting on April 26, The DRC conducted a public hearing on October 18, 2017, and recommended approval of the project s design. The Planning Commission approved the proposal on December 4, The applicant is having construction drawings prepared and will be submitting an application for a building permit. construction is anticipated to begin in summer For project information: DRC = Design Commission 10

Johnson Design DRC Under The project was referred to the DRC for a public hearing at the request of a neighboring property owner. The DRC held a workshop on September 20, 2017, and recommended architectural changes to reduce building mass. The applicant has submitted revised project plans in response to comments received at the DRC workshop. The DRC conducted a public hearing for the project on January 17, The DRC was not prepared to approve the proposal and recommended changes to the project. Staff is awaiting guidance from the applicant regarding whether the project will return to the DRC or if changes will be made to the proposed home that eliminate the need to obtain DRC approval. Gothelf Residential Addition 13 Black Oak Lane APN P Expansion of existing singlefamily residence in a hillside setting. Johnson Design CDD Under The applicant is making revisions to the project design. DRC = Design Commission 11

The applicant is preparing construction plans to obtain a building permit. 13 Residence Inn Novato 7546 Redwood Boulevard APN P Construction of a new 103-room hotel (79,036 sq. ft.) with a separate 9,500 sq. ft. retail building. Hotel would be 3- to 4-stories in height. Walker General Plan Amendment Rezoning Master Plan Precise Development Plan Tentative Map Design DRC, PC, Under A neighborhood meeting was held on July 12, The DRC held a design workshop on September 6, 2017, and make recommendations to revise several aspects of the project s design. The DRC conducted a public hearing for the project on December 20, The DRC recommended approval of the site design, building massing/height, and conceptual architecture and landscaping proposed for the project. CEQA environmental review documentation is being prepared for the project. CEQA documentation is expected be complete in summer 2018 with subsequent PC and CC hearings occurring shortly thereafter. Damodaran Design DRC Approved The application was scheduled for action by the CDD, but requests for a public hearing were received from neighboring property owners. The matter will be referred to the DRC. The DRC conditionally approved the fence and landscaping proposal on January 17, First & Grant Mixed-Use Development 1107 Grant Avenue APN P Demolish former Pini Hardware building and replace with mixed use building. 13,317sq. ft. of ground floor retail with twofloors of residential apartments 32 units. Grunt Design DRC Under A neighborhood meeting was conducted on November 2, The DRC is scheduled to conduct a design workshop on February 21, Staff is making arrangements with a transportation consultant to review parking demand and the availability of on-street parking to serve the commercial component of the project.
