3 Staff Director Assistant Directors Grant Wishner Bailey Erickson Ali Gardezi Joshua Lee Blake Mathesie Gator Guard Ms. Nancy Dean Mr. Dean Rhoads Tournament Logistics Preliminary Rounds There are thirteen (13) preliminary chambers with about 20 competitors in each chamber. There will be three (3) preliminary rounds of three (3) hours each, for a total of nine hours of preliminary debate. A tournament staff member must open and close each preliminary session. The top six (6) competitors from each chamber will advance to the semifinal round of the tournament. Semifinal Round Tournament staff will write legislation for the semifinal round. Each semifinalist shall receive a bid to the 2017 Tournament of Champions. Competitors will receive semifinal legislation before the tournament. Each semifinal round may set its own agenda. Sponsorships will be chosen. POs will be elected from the floor. The first affirmative on each bill will be given to the senator wishing to speak with the best recency. The semifinal round will use direct questioning for all speeches given on the floor. Final Round The Final Round will be a scenario presented by the tournament staff. Information regarding the scenario will be given throughout the tournament. Legislation will given before the beginning of the Final Round Sunday Morning.

5 Tournament Rules These rules are primary, followed by National Speech & Debate Association rules. These ensure consistency and fairness among chambers, and cannot be altered or suspended: Decorum: All chambers will be Senate Chambers. Please refer to fellow competitors as Senators and the Presiding Officer as Madame President or Mister President. Legislative Day: Each round will be considered one legislative day. A new Presiding Officer will be elected at the beginning of every round. Presiding Officers must use precedence and recency methods. Recency will reset and legislation debated must be voted on at the conclusion of each round. Question period: Each authorship, sponsorship, or first affirmative as well as the first negative speech on each new legislation will be given a 2 minute questioning period. All other speakers will be given a 1minute questioning period following a speech. The PO should rule two-part, misleading or prefaced questions out of order. Semifinal and Final rounds will follow direct cross examination. Agenda: Competitors will set and vote on an agenda before round one. All authorship speeches ought to be given priority. After all authorships from the chamber have been exhausted, the chamber will debate ALL legislation from the next lettered chamber (ie. A, upon completion of its authorships, will debate legislation from B, and then legislation from C. Upon completion of legislation from M, students may proceed to debate legislation from A). After all authorships from the chamber have been exhausted, a teammate of the author may claim sponsorship privilege. Agendas may be amended by a 2/3 vote of the chamber. Technology: Technology will be allowed in chambers during round, but use of Internet at any time during the round is prohibited. Any competitor found in violation of this rule is subject to disqualification. If there are any questions or concerns regarding any of these rules, please direct them to a FBK Congressional Debate staff member.
