1 CONSTITUTION AND BY-LAWS Of Zeta Phi Beta Sorority, Incorporated Kappa Sigma Chapter PREAMBLE We, a group of college women at Drexel University of Pennsylvania, organized as the sister Greek Letter Sorority to Phi Beta Sigma Fraternity, Inc., do hereby bind ourselves together for the purpose of promoting the highest standards of scholarship, service, sisterly love and Finer Womanhood through charitable projects on campus and within the community. ARTICLE I Name The name of this organization shall be Kappa Sigma Chapter of Zeta Phi Beta Sorority, Incorporated. ARTICLE II Chapter The Kappa Sigma Chapter of Zeta Phi Beta Sorority, Incorporated is chartered at Drexel University, in Philadelphia, Pennsylvania as approved nationally on March 18, All information put forth herein is the accepted policy of Kappa Sigma, secondary to the Sixth Edition of the of Zeta Phi Beta Sorority, Incorporated (2001). ARTICLE III Objectives Kappa Sigma shall have the following as its objectives: To cultivate the ideals of piety, academic excellence, integrity, ingenuity, enlightenment and transcendence. The execution of these objectives shall be reflected in programs that educate co-eds, provide valuable skills, and exemplify Finer Womanhood. ARTICLE IV Membership Intake of perspective members shall follow the guidelines as set forth in the Handbook of Zeta Phi Beta Sorority, Incorporated under the membership selection/ intake program section.

2 Kappa Sigma shall include undergraduate women matriculating in Drexel University leading to a baccalaureate degree. Selection shall be by invitation only and based upon the candidate s demonstrated leadership, community service, and campus involvement. 2 of 6 New members must have completed at least 12 credits, a cumulative grade point average of 2.5 or above, submit one letter of recommendation from a faculty member, submit one letter of recommendation from a reputable source, and submit a one (1) page, single spaced, typewritten letter of intent. Financial members shall be defined as those having paid Chapter, State, Regional, and National dues and are fully entitled to all rights and privileges as per the National Constitution. Section 5. Non financial members shall be defined as those members not having paid chapter dues as of two (2) days following the due date set forth by the chapter. Non financial members may actively participate in activities and programs but shall not be eligible to vote at Kappa Sigma chapter meetings or participate in the membership intake process. Members in non financial status due to unforeseen circumstances, as deemed by the Executive Board, shall be permitted to vote at Kappa Sigma chapter meetings for a period of time to be specified by the Executive Board. Section 6. Financial, active members of Kappa Sigma who maintain a cumulative grade point average of 2.3 or above shall be considered members in good standing. Active members shall be defined as those attending at least ¾ of the meetings and events each term. ARTICLE V The Officers All officers must be financial members in good standing. The elected officers shall be Basileus (President), Anti-Basileus (Vice-President), Grammateus (Secretary), Tamias (Treasurer), Phylacter (Parliamentarian), and Antapokritis (Public Relations). Elected officers shall appoint by majority vote some or all of the following offices: Chaplain, Graduate Relations Chairperson and Programming Chairperson. The Executive Board shall be comprised of the elected officers and any positions appointed by the same. Elected officers of the Executive Board shall be selected by a chapter nomination process. Members of the voting body shall nominate a Soror for each office. The

3 3 of 6 voting body shall cast votes for each candidate. The candidate receiving the highest number of votes shall be elected to the position. If no nominations are accepted, the current elected officers shall appoint a Soror to the position. Should an officer find it necessary to vacate her office, she must submit a letter of resignation to the Basileus two (2) weeks prior to the date of resignation. Upon submission, at an Executive Board meeting, the elected officers shall appoint a person to fill the position. Section 5. Any officer may be impeached and removed from the Executive Board. Any Soror who is removed from her office shall not be permitted to hold another office for a period of two terms. To initiate an impeachment, a type written letter must be submitted to the Executive Board by a Soror in good standing. The letter shall detail the cause and events leading up to its submission. After review, the Executive Board shall have an Impeachment Conference with the appropriate Soror. The Executive Board shall vote, by no less than two-thirds, to bring the Impeachment to the attention of all members. A Soror is removed from office with no less than a two-thirds vote by all members in good standing. ARTICLE VI Duties of Officers The Basileus shall attend all chapter meetings. She shall sign all official documents and serve as chairperson of the Executive Board. She shall serve as the official representative of the chapter. The Anti-Basileus shall assume all responsibilities of the Basileus in her absence. She shall notify members of regular chapter meetings and distribute all official communications. She shall serve as chapter liaison between Kappa Sigma and other undergraduate chapters. The Grammateus shall record all proceedings of the Kappa Sigma chapter. She shall take minutes of each meeting and present a printed copy of said minutes at the subsequent chapter meeting. She must keep all minutes in a binder and be able to present past minutes as necessary. The Tamias shall receive and record all dues and monies of the chapter. She shall deposit all funds in the financial institution established by the chapter within five (5) business days of receiving funds. She shall make payments only after an approval voucher has been signed by the Basileus. She shall be prepared to report the current financial status of each Soror for parliamentary proceedings. The Tamias shall prepare and present a written report at each chapter meeting summarizing financial activity for a time period to be set forth by the Executive Board.

4 Section 5. The Antapokritis shall serve as public relations for the chapter. She shall create all promotional materials and receive chapter approval of these materials prior to distribution. She shall represent the Kappa Sigma Chapter in all radio, television, and printed publications. 4 of 6 Section 6. The Phylacter shall regulate all chapter meetings in accordance with the Constitution and By-laws of the Kappa Sigma Chapter and Robert s Rules of Order. She shall maintain order of the meetings and manage the election process of officers. Section 7. The Chaplain shall conduct prayers to open and close special events. She or her designee shall deliver a scripture reading at each chapter meeting. She may serve as a spiritual advisor for the chapter and may conduct additional meetings as set forth and agreed upon by a majority vote of eligible members. Section 8. The Graduate Relations Chairperson shall serve as liaison between Kappa Sigma and Kappa Sigma Alumnae, graduate chapters of Zeta Phi Beta Sorority, Inc., and other Greek lettered graduate chapters. Section 9. The Programming Chairperson shall be responsible for the coordination of all activities pertaining to the National Programmatic Thrust of Zeta Phi Beta Sorority, Inc. She shall oversee the completion of all activities related to chapter programming. ARTICLE VII Campus Advisor A university affiliated administrator, faculty or staff member of Drexel University shall be designated as the campus advisor by a majority vote of the members. ARTICLE VIII Committees Chapter committees shall consist of two or more members. Any financial Soror in good standing may join a committee. Committees may be created by the Executive Board and include, but are not limited to, the following: Fundraising, Community Service/Programs, and Historian. The objectives, deadlines and expectations of these committees shall be set forth by the Basileus.

5 5 of 6 ARTICLE IX Meetings Chapter meetings shall be held on a regular basis as set forth by the members. Supplemental and/or emergency meetings may be called by the Basileus, in which she shall provide members twelve (12) hours notice prior to the specified date, time and place. Members must attend all chapter meetings unless excused by the Basileus. Three (3) consecutive unexcused absences will deem a Soror as inactive. A Soror shall remain inactive for no less than two chapter meetings. To regain an active status, the Soror must submit a type written letter to the Executive Board, detailing the importance of her participation with the chapter. Active status shall be reinstated by a majority vote of members in good standing. A quorum for conducting chapter business shall consist of two-thirds of financial, non- Executive Board members and two thirds of the officers. ARTICLE X Government Officers shall be elected three (3) weeks prior to the close of the spring academic term. There shall be a transitional period over the summer months during which the Executive Board shall consist of both elect and emeritus officers. New terms shall be effective as of the beginning of the fall academic term. Elections shall be held once per year. No Soror shall serve more than two (2) consecutive terms in one office. The governing rules of Kappa Sigma are set forth in the Constitution and By-laws of Kappa Sigma Chapter. This document is in accordance with the National Constitution of Zeta Phi Beta Sorority, Incorporated and Robert s Rules of Order. ARTICLE XI Voting Status Any Soror who is financial on the National, Regional, State and local levels for the current fiscal year and is in good standing, is eligible to vote.

6 6 of 6 ARTICLE XII Financial Obligations The due dates and amount of chapter dues shall be set forth by majority vote of the chapter. Members experiencing extreme hardship as approved by the Executive Board shall be granted clemency for a period of time to be determined the same. Should an officer thrice fail to meet financial obligations, she shall be removed from her office. The Basileus shall appoint a financial Soror to fill the vacant office until the next election. Each new member shall pay initiation fees which include: National, Regional, State and local dues, as well as other applicable fees. ARTICLE XIII Amendment/Ratification This document shall be amended at chapter meetings by a three-fourths majority vote. This document shall be ratified by three-fourths majority vote. ARTICLE XIV Dissolution There is to be no voluntary dissolution of Kappa Sigma.
