Replacement of board member, Daniel Teller, who took a call out of the NID. There were two other nominees on the ballot at the convention: Mark Bestul and Tom Acton. Mark Bestul declined the nomination. Tom Acton accepted the nomination. Moved and seconded, after receiving Tom Acton s biographical information, to elect Tom Acton as the North Region Ordained Minister position on the Board of Directors passed November, 2012 NID BOD representative to Synod Convention Discussion included the observation that several board members were already serving as voting delegates, so there s no need to send another NID BOD representative. Moved, seconded to not send a delegate passed Request to LCEF (National office) for a donation toward San Pablo mortgage background information, discussion Moved, seconded to ask LCEF to make a donation toward a matching grant and for Capital Stewardship Services to lead fund raising (gratis) toward removing the debt. Moved and seconded to approve that Risen Savior, Byron, operate with current constitution given that the changes recommended by the constitution committee be approved by the congregation by February 1 st. Passed. December, 2012 Audit engagement Letter: Moved and seconded to engage Mueller and Co. same price as for FY 2011 for FY 2012 passed Fiscal year 2013 Housing Allowance moved, seconded and approved Celebration property: moved and seconded to sell the property giving first right of refusal to Hope, working as Celebration Ministries, and 2 nd right of refusal to Immanuel, Richton Park, with the caveat that the property be sold at a minimum of the investment put into it. 4 January, 2013 CUC Board of Regents replacement - Pastor Schalk was elected to the CUC Board or Regents. (Jennie Waters-Asher abstained.) FY 2013 budget approval moved, seconded, passed unanimously Mission Partner relationship with the Peru Lutheran Mission of LCMS World Missions: Moved that the NID enters into a missions partnership with the Peru Lutheran Mission of LCMS World Missions. This will include no NID budgeted funds, but NID congregations will be encouraged to give support in prayers, offerings and short term mission visits. President Gilbert will also serve as the moderator for the Peru Lutheran Mission Forum as requested by Rev. Theodore Krey, Latin American Regional Coordinator of LCMS World Missions. This relationship will be renewable with an annual report by the moderator to the NID Board of Directors. seconded and passed unanimously Sale of Celebration property: Moved that the first and second right of refusal be removed as a documented requirement of the sale. seconded and passed unanimously March, 2013 Reed Sander replacement Pres. Gilbert suggested putting notice in the Parish Information Connection asking for nominations, using the presidium (working as call committee) to bring a slate of candidates to the BOD to extend a call. Names would hopefully be available by the June board meeting. Input from others will be solicited. We re looking at 2/3 of fulltime position. Someone else would do curriculum. Another does the work for National School administration. There would possibly be another part timer. Moved and seconded to proceed with replacement facilitator of schools according to bylaws. Passed unanimously. Feasibility study for San Pablo - Moved and seconded to accept the LCEF proposal passed unanimously. BOD approval of Endowment Grant pool for 2013 of: NID Endowment - $12, Urban Endowment - $19, Education - $19, Moved, seconded and passed to approve these amounts for the grant pool. June, 2013 School Mission Facilitator replacement Endowment awards 3

5 September, 2013 Moved, seconded and passed a motion granting non-tenured call for Keith Wilharm, NLSA. Moved, seconded and passed a motion approving a housing allowance for Mike Zimmer. The NID BOD is heartened by the dedication and strong commitment of the laity and pastoral leadership to their congregational ministry at Risen Savior Byron. However, the Board is concerned that whle substantial costs have been incurred, no specific, measurable goals and objectives have been identified and implemented. Considering this, a motion was moved, seconded and passed to approve $15,000 of funding for the next six months, provided specific goals and clear objectives are developed. Training by NID consultant Jim Galvin in policy based governance should be scheduled and in place within four months. The Board will revisit the funding status in four months. Moved, seconded and passed a motion to adopt Proposal 1 (100% Self and 90% over Self NID paid premium) of the Concordia Health Plan for Cost increases remain a concern, since initial premium increases of 8-9% now appear to be 12% due to the Affordable Health Care Act. November, 2013 San Pablo initiative - Motion made and seconded to contract with Zacharias Advancement Consulting LLC to conduct the campaign for $48,000 for one year with the option to continue on a monthly basis for $4,000 per month, along with the following stipulations: Alan Zacharias will personally conduct the major donor phase of the campaign; Alan will be asked to sub-contract LCEF Capital Funding Services to conduct the congregation phase at no additional cost to the district; the campaign will be selffunding; and the NID will be the first major donor with a gift of $200,000. An additional amount may be considered later in the campaign. Written ballot: the vote passes with 11 yes, 3 no. BOD approves funding the $200,000 gift to the capital campaign for San Pablo out of the NID Endowment Fund moved, seconded, passed Christmas gifts for staff (same amounts as last year) (total $2,475) moved, seconded December, 2013 Moved, seconded and passed to approve auditors 4

6 Flexible Health Spending (HSA) accounts - moved, seconded and passed adopt the new FSA $500 rollover for calendar 2013 and future. January, 2014 The meeting of the Board of Directors was cancelled because of weather. It was agreed that a vote be taken by to approve the budget for the 2014/2015 fiscal year. Two board members did not vote. 16 board members voted in the affirmative. The budget passed. March, 2014 District to recognize ministry of Chaplain at the Lutheran Home in Arlington Heights Resolution: The BOD of the NID of the LCMS designates the position of chaplain at the Lutheran Home in Arlington Heights, filled by an LCMS pastor in good standing, a District Recognized Ministry. This ministry endorsement is not of the person or the place, but endorses the ministry that the chaplain is carrying out. Moved, seconded, passed. An Administrative Services Committee recommendation: recommend the following amounts for each endowment to be spent: (note to self, list the three endowments and the amounts.) NID Endowment $12, Urban Endowment $16, Education Endowment $17, moved, seconded, passed June, 2014 Chaplain Hines VA hospital Lynn Hanson The BOD of the NID of the LCMS designates the position of chaplain at the Hines VA hospital, Chicago, filled by an LCMS pastor in good standing, to be a District Recognized Ministry. The BOD decided not to make an overture making explicit how the NID might make explicit Synod bylaw Military Caring Organization moved, seconded, and passed That the NID will identify itself as a Military Caring Organization and will notify Military Outreach USA of that. North Region Vice President moved, seconded and passed to elect Rev. Kris Whitby to this position. Enviando campaign guidelines moved by administration services committee and passed 6

8 November, 2014 NID Gift Acceptance Policy: An amendment to the proposed policy was proposed, seconded, and adopted that wherever the words must be approved by the NID Business Manager, the President and the Board of Directors prior to gift acceptance shall be replaced with the words must be approved by the President and the Board of Directors prior to gift acceptance with the recommendation of the NID Business Manager. The amended document was then moved, seconded, and adopted. Revised Articles of Incorporation: It was moved, seconded, and adopted to present the proposed revised articles of incorporation as a late overture to the district convention. 7

11 District Archivist Report December 2014 This year the Northern Illinois District is celebrating the 100 th anniversary of the first NID convention that took place on June 28, 1909 at St. Mark s Lutheran Church in Chicago. The NID was actually formed in 1907 when the Illinois District was divided into the Northern, Central and Southern Illinois Districts. At the time it was formed, the Northern Illinois District consisted of 101 congregations. Thirty-five of these were in the City of Chicago. Fifty-seven other congregations within the district boundaries were founded prior to 1907 but they joined the NID at a later date. Eighty-three of the original 101 congregations are still active in the NID. A history display in recognition of the anniversary was prepared and first displayed at the Ablaze Rally on September 28, 2008 at the NIU Convocation Center. The congregations at Beautiful Savior, Chicago and Immanuel, Chicago disbanded in 2008 and the records will be relocated to the NID archives. They join records from Lord Jesus, Chicago, Trinity, Glencoe and Grace, Hazelcrest currently in the NID archives. These records will be temporarily retained at the NID archives before being removed to CHI for permanent preservation. The archives at the Northern Illinois District headquarters also contain a history file for each congregation in the district. Congregations and organizations are encouraged to send two copies of historical material such as anniversary booklets, pastor installation programs, etc. to the district archives. One copy will be forwarded to the Concordia Historical Institute (CHI) in St. Louis for permanent preservation. Congregations are encouraged to check the resources on the CHI website ( for information on anniversary celebrations and record retention/ preservation. Congregations are encouraged to have their older records placed on microfilm for preservation. Contact John Hallman for further details. A resource for researching German Lutheran Churches in Chicago is available on the Internet at: This web page includes a list of all current and past Northern Illinois District congregations in Chicago with names of some early pastors to help family researchers locate their ancestor s congregation. Each congregation has been numbered and a locator map is included that uses these numbers to identify the location of each congregation. Information on the area German Lutheran cemeteries Wunder's, Concordia (Forest Park), Bethania, St. Lukes, Concordia (Hammond, IN) and Ebeneezer has been included as well. 10
