3 0 - A Resolution to remove the President of the United States WHEREAS, President Obama has openly called for the taxing of the rich, which is discrimination against one group of Americans; and WHEREAS, It is Illegal for a federal official to discriminate according to the equal protection clause of theth amendment to the United States Constitution.; and WHEREAS, The Constitution is the law of the land and all U.S. citizens are required to abide by it; and WHEREAS, President Obama is a U.S. Citizen and is not abiding by U.S. law, therefore he is engaging in Illegal Actions against the American People.; and WHEREAS, If the President is engaging in illegal actions then it is the job of the U.S. Congress to remove him.from office; now, therefore, be it RESOLVED, By the Congress here assembled that Barrack Hussein Obama Jr. (the sitting President of the United States of America) should be removed from office. 4 0 - A Resolution to End the War Between Vampires and Werewolves WHEREAS, the war between vampires and werewolves is endangering the lives of American Citizens and, WHEREAS, werewolves need to take time off of work every full moon and, WHEREAS, vampires can only work at night the economy is suffering a shortage of workers and, WHEREAS, innocent high school students are being seduced by sparkly vampires and spray tanned werewolves, BE IT RESOLVED BY THIS CONGRESS, that the United States wishes for an end to this fantasy violence, BE IT FURTHER RESOLVED, vampires do not sparkle. 5 0 - A Bill to Place Monday as the First Day on the American Calendar Whereas, The first of day of the typical work week for % of Americans begins on Monday and Whereas, Saturday and Sunday are typically referred to as the week-end not the week-beginning and Whereas, The United States is a member of the International Organization for Standardization and Whereas, The International Organization for Standardization has officially recognized Monday as the first day of the week and Whereas, The majority of the international community already labels their calendars with Monday as the first day of the week Be it Resolved: Be it resolved by the Student Congress here today that all calendars printed in the United States for the 0 year and beyond must have Monday as the first day of the week. 6 0 - DREAM Act of 0 BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION : All illegal immigrants who came to the United States as a minor and who have resided in the United States for seven () years and have earned a high school diploma, have the opportunity to gain Citizenship with the United States if they serve a standard term of enlistment within the United States Armed Service, or graduate from an institution of higher learning. SECTION : Illegal immigrants shall be defined as individuals living in the United States without domestic naturalization, or any other legal documentation. Institution of higher learning shall be defined as any accredited college or university in the United States. SECTION : This legislation shall be enforced by the U.S. Citizenship and Immigrations service of the U.S. Department of Homeland Security. SECTION : This law will take effect six () months after passage. SECTION : All laws in conflict with this legislation are hereby declared null and void. 7 0 - A Resolution to Replace the Public School System With a Voucher System 0 WHEREAS, The funding of our Public Schools currently involves each district in a state receiving monies gained by individual property taxes as well as by passing school levies; and WHEREAS, Most students are currently restricted to the geography of their district when choosing a school; and WHEREAS, Only a few states currently allow vouchers for low income families or for students attending low performing schools; and WHEREAS, Parents are forced to sell their home and move or pay for their children to go to a private school if their district s public school does not meet their child s needs; and WHEREAS, Some families do not have the funds to afford private school tuition; and WHEREAS, It is an unnecessary hardship to expect a family to sell their home and move in order to attend a better school a few miles away in another district; and WHEREAS, Citizens pay the required taxes, so they should be allowed to use a voucher for the school that meets the needs of their child; and WHEREAS, Schools will improve and become more specialized due to competition for students and voucher funds; now, therefore, be it RESOLVED, By the Student Congress here assembled that since our education system is based on personal taxes, families should have the freedom to send their child to whatever school meets their child s needs so that they are not penalized for having a low income or restricted by their geography. 8 0 - A Resolution to Restore Peace in Somalia WHEREAS, Somalia has one of the lowest GDPs in the world; and WHEREAS, WHEREAS, Pirates based in Somalia are a large threat to developing nations on the East African Coast and as far east as the Indian Coast; and In, the United States was close to creating a coalition government before a single rebel faction created anarchy and violence that still persist today; therefore, be it RESOLVED, By the Congress here assembled, that the United States should send a peacekeeping force to Somalia in conjunction with diplomatic advisors being sent to each faction and tribal leader to foster unity. 9 0 - A Resolution Concerning the Rights of Prisoners Held by the U.S. Military WHEREAS, The United States Federal Government has not accorded equal rights to prisoners of the United States; and WHEREAS, The Declaration of Independence calls for inalienable rights for all people, regardless of the crime committed, in addition to the promise of being innocent until proven guilty ; and WHEREAS, This issue has recently come to light over the legal proceedings involving U.S military prisoners at Guantanamo Bay; and WHEREAS, The obstruction of legal rights to prisoners of the U.S. military could impede or inhibit the fulfillment of justice, and wrongfully punish innocent people or unjustly punish the guilty; and WHEREAS, The lack of rights causes a compromise in the acceptance of basic human rights, especially regarding legal rights; now, therefore, be it RESOLVED, By the Congress here assembled that prisoners apprehended by the United States military be accorded the same legal rights provided to prisoners in the United States legal system regardless of their location. 10 0 - A Bill To Convert America To The Metric System BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION. America will officially convert to the Metric System. SECTION. All products made after the passage of this bill will be required by the Department of Commerce to convert any customary-unit related features into metric units. Furthermore, the Department of Education will add the metric system to the No Child Left Behind math standards. SECTION. Any company or other party that refuses to produce metric-based products will first be warned and told to convert to the metric system within year. If they do not convert to the metric system, they will be taxed 0% more(capping at 0% total) than they currently are on everything. SECTION. This legislation will be enacted on January, 0. SECTION. 11 0 - A Bill to Raise the Minimum Age to Purchase Tobacco Products BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION. Only adults over the age of are permitted to buy and use tobacco products. Any person under the age of 0 must present an ID to ensure that they are of legal age to purchase tobacco products. SECTION. SECTION. Tobacco products are defined as any or all consumable products made of or consisting of tobacco. A. Anyone who buys uses or consumes tobacco products while under the age limit will be fined $00, and will be fined an additional $00 dollars per offense. B. Anyone found guilty of distributing tobacco products to people under the age limit will be fined $000 along with a year prison sentence. Any additional offenses will result in $00 fine along with the original sentence. SECTION. This bill will be enforced by the Bureau of Alcohol, Tobacco, Firearms and Explosives. SECTION. 12 - A Resolution to Annex Canada and Mexico WHEREAS, Canada and Mexico are closely tied to the United States economically and socially; and WHEREAS, NAFTA already creates a unified economic block between these nations; and WHEREAS, The economic benefits of greater unity improve the quality of life of all nations involved; and WHEREAS, Shared colonial and European imperialist origins bind the nations culturally; and WHEREAS, English and Spanish are the number one and two languages in America, respectively; and WHEREAS, All the nations can benefit from the other nations more advanced institutions; and WHEREAS, Canadian nationalized healthcare could be adapted to America and Mexico; and WHEREAS, The Mexican drug problem could be solved by the United States military; now, therefore, be it RESOLVED, By the Congress here assembled that the United States annexes its neighbor nations of Mexico and Canada to form a United States of North America. 13 - A Resolution to Raise the Drinking Age to WHEREAS, Alcohol is a serious inhibitor to cerebral growth; and WHEREAS, WHEREAS, RESOLVED, Millions of Americans deal with alcohol-related issues on a daily basis; and By avoiding alcohol consumption until age, Americans could experience four more years of uninhibited mental growth that will help ensure their success in the future; now, therefore, be it By this Congress that the several states should raise their minimum drinking ages for alcohol to at least years old. 14 - A Resolution to Pursue a Policy of Pre-Emptive Defense WHEREAS, The last ten years have seen the induction of a defense policy of pre-emptive offense through warfare; and WHEREAS, This policy of pre-emptive offense has produced two failed wars and over one trillion dollars in losses; and WHEREAS, This policy of pre-emptive offense has not made us any safer; and WHEREAS, Pre-emptive offense has damaged our reputation in foreign countries; and WHEREAS, It is necessary for the United States to protect its interests as well as its people and property; and WHEREAS, The policy of pre-emptive defense offers an opportunity to do this without the drawbacks of pre-emptive offense; now, therefore, be it RESOLVED, By the Congress here assembled that the defense policy of pre-emptive offense be replaced with a defense policy of pre-emptive defense. 15 0 - A Resolution to Amend the Constitution to Elect Supreme Court Justices WHEREAS, Life tenure encourages corruption; and WHEREAS, Older judges may become mentally incapable; and WHEREAS, Elections would increase accountability and responsiveness to the people; and now, therefore, be it; RESOLVED, By two-thirds of the Congress here assembled, that the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the states within seven years from the date of its submission by the Congress: ARTICLE -- SECTION : Supreme Court justices shall be elected by a nationwide popular vote SECTION : The three sitting justices who have served the longest terms shall be elected in first election cycle, the three who have served the - th longest terms shall be elected in second election cycle, and the three justices who have served the shortest terms shall be elected in third election cycle, and justices shall serve for year terms SECTION : Justices must have obtained the age of 0 years and been a US citizen for years before being elected SECTION : Justices may serve an unlimited number of terms SECTION : The Congress shall delegate to the states the power to establish elections Introduced by Gahanna Lincoln, Tarhe Trails

16 - A Bill to Require Civil Service Be it enacted by the Student Congress here assembled: Article I: All citizens of the United States shall perform a minimum of 0 hours of civil service. This service must be performed after reaching the age of and before reaching the age of 0. The service must be approved by the Selective Service System as beneficial to the country. Article II: Any person who violates this act may be fined up to $,000 dollars, or imprisoned up to two years, or both. The Selective Service may waive the required service for citizens who are severely disabled or have not been residing in the United States of America for a period of three years. Article III: This act will fall under the jurisdiction of the Selective Service, which will expand its field of authority to include the Civil Service. 17 - A Bill to Increase Nuclear Power Output BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION : The United States will provide a greater incentive for the development of domestic Nuclear Power Plants by providing a tax incentive. SECTION : The tax incentive is defined as a 0. cent-per-megawatt hour increase to the. cent-per-megawatt hour tax break found in the Energy Policy Act of 00. SECTION : The United States Department of Energy (US DoE) will oversee the issuance of funds in relation to this new policy. The US DoE will have the power to establish all criteria they deem necessary to enforce this legislation. SECTION : This bill will go into effect six () months after passage SECTION. 18 - A Bill to Limit Federal Deficits to Return America to Prosperity BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION. If the federal deficit exceeds three percent of the Gross Domestic Product (GDP) at any time during a congressional term, all members of Congress shall be declared ineligible for re-election. SECTION. If a new Congress inherits a deficit that exceeds three percent of the GDP, it shall have until the end of its term to return the deficit to three percent of the GDP or under. SECTION. This bill shall be enforced by the United States Department of the Treasury and the Federal Election Commission. SECTION. This bill will come into effect at the start of the th United States Congress in the year 0 and will first apply to the congressional elections of 0. SECTION. 19 - A Resolution to Grant Aid for Water Infrastructure in Africa WHEREAS, Several Africa countries have limited access to clean water and WHEREAS, civilians are forced to travel vast distances in order to obtain water for common purposes and WHEREAS, many civilians drink contaminated water that causes various health conditions WHEREAS, and people are dying at an increasing rate everyday because they do not have proper access to clean water; now, therefore, be it RESOLVED, By the Congress here assembled that billion dollars from United States Agency for International Development be granted to African countries that create department of their government that maintains a separate communication with the United States Agency for International Development to oversee the development for water infrastructure. 20 - A resolution to allow ex-convicts the right to vote upon release from prison Whereas, felons have served their time in prison and we should trust their judgement and; Whereas; we let ex-convicts marry, reproduce, buy alcohol, own property and drive, and keep their freedoms as based upon the constitution and; Whereas, allowing prisoners to vote, by contrast, may strengthen their social ties and commitment to the common good, thus promoting legally responsible participation in civil society and; Whereas, people who are jailed solely because they are unable to pay back fines, fees and interest should not be barred from voting; Be it Resolved, Student Congress passes this bill to allow ex-convicts the right to vote upon release from prison. 21 - A Bill To Instate a Higher Tax on Unhealthy Foods BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION. A tax between % and % will be instated upon unhealthy foods. SECTION. Unhealthy foods will be defined as foods containing more than grams of trans or saturated fats, more than 00 mg of sodium, more than g of sugar (processed or high fructose corn syrup), or more than 0 mg of cholesterol per serving. SECTION. Each state will have the freedom to decide how much they want to tax unhealthy foods, as long as the tax is between % and %. They will also handle the enforcement of this new tax. SECTION. 22 0 - A Resolution to Cleanse the Justice System WHEREAS, The current justice system is backed up with frivolous, unwinnable lawsuits; and WHEREAS, It seems that many of these lawsuits are designed to win a settlement without going to trial; and WHEREAS, People are suing companies and other people over things that are frivolous and trivial; and WHEREAS, Most of these court cases are being won by the plaintiff; and WHEREAS, Companies are spending millions of dollars on these types of court cases; WHEREAS, Companies charge consumers more for their services and products as a result; and now, therefore, be it RESOLVED, By the Congress here assembled that all judges at all court levels are encouraged to dismiss lawsuits that have no basis in law or fact. 23 - A Resolution Concerning Social Networking Websites WHEREAS, The past decade has seen a boom in use of social networking websites; and WHEREAS, Social networking websites have presented unique opportunities and challenges to the United States; and WHEREAS, The welfare of United States Democracy is dependent upon transparency and freedom of speech; and WHEREAS, Some local and state legislatures are attempting to restrict freedom of speech on social networking websites; and WHEREAS, A social networking website is not significantly different than other forms of communication; and WHEREAS, The st Amendment compels the National Congress to protect the rights of its citizens on social networking websites; now, therefore, be it RESOLVED, By the Congress here assembled that all users of social networking websites will be afforded the same freedom of speech rights as in any other medium of communication. 24 - A Bill to Establish Uniforms for all Public Schools BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION. All public schools must have their students wear school uniforms. SECTION. A. Public schools defines schools that are supported by public funds. B. School Uniforms defines that all boys wear the same style cloths and all girls wear the same style clothes within the same school building. SECTION : The school s Board of Education will determine the style of school uniforms for its students. SECTION. A. The students parents or guardians will fund for the uniforms. B. It is the parents responsibility to have their son(s) and/or daughter(s) to attend school in the required uniform. C. Financial aid will by dealt with by the school, not the government. SECTION. The Immigration and Nationality Act shall be amended to eliminate the per country numerical limitation for employment-based immigrants. SECTION. The Immigration and Nationality Act shall be further amended to increase the per country numerical limitation for family-based immigrants to A. percent for second-family preference B. percent for third-family preference C. percent for fourth-family preference SECTION. 27 - A Resolution to Bring Back the Dinosaurs WHEREAS, humans and dinosaurs have never coexisted on earth together; and WHEREAS, humans have the technology to clone dinosaurs by extracting DNA from amber fossils along with other methods such as nuclear transfer; and WHEREAS, by having live dinosaurs, scientists can study dinosaurs better than before. WHEREAS, by having live dinosaurs to study, scientists and researchers can learn more about dinosaurs and their natural behaviors. WHEREAS, through the advancement of science, scientists can practice the art of cloning on dinosaurs rather than other animals or humans; and WHEREAS, the cloning of the dinosaurs will be under strict supervision of the federal government, more specifically the Department of the Interior, who will fund the cloning process; and WHEREAS, All types of dinosaurs, regardless of danger, will have the potential to be cloned based on the amount of DNA recovered because by cloning more species of dinosaurs we can learn more about each species. BE IT RESOLVED, by this Student Congress today that the Department of the Interior may begin funding the process to bring dinosaurs back to life through cloning. 28 - A Resolution to Repeal the USA PATRIOT Act 0 WHEREAS, On March, 00, a Justice Department audit determined that the Federal Bureau of Investigation had "improperly and, in some cases, illegally used the USA PATRIOT Act to secretly obtain personal information" regarding citizens of the United States; and WHEREAS, the PATRIOT Act has been used in inappropriate ways, such as a tool to dispose of the homeless and investigate alleged drug trafficking without probably cause; and WHEREAS, the PATRIOT Act has served as a way for public officials to edge around the ex post facto and bills of attainder protections in Article I of the U.S. Constitution; and WHEREAS, the PATRIOT Act is a vehicle through which FBI and other government officials are surreptitiously spying on American citizens; and WHEREAS, there have been wrongful accusations made under the PATRIOT Act; and WHEREAS, the PATRIOT Act undermines the protections in the U.S. Constitution; and WHEREAS, the PATRIOT Act is repugnant to basic values of American liberty and democracy; and WHEREAS, the PATRIOT Act brings shame upon the United States, considering it is still on the books ten years after /; now, therefore, be it RESOLVED, By the Congress here assembled that the USA PATRIOT Act be completely and fully repealed. 29 - A Resolution to Reinstate the Glass-Steagall Act to Prevent Future Recessions WHEREAS, The integration of commercial and investments banks was a leading precipitator of the recent recession; and WHEREAS, Too-big-to-fail banks need to return to the business of conventional banking, leaving the business of risk taking and management to others; and WHEREAS, The business of gambling with the money of the American people is detrimental to the American economy; now, therefore, be it RESOLVED, That the Student Congress here assembled re-instate the Glass-Steagall Act of ; and, be it FURTHER RESOLVED, That this Congress shall set up a committee to explore the best options in which to instate and enforce such a law. 31 0 - A Bill to Empower Bankruptcy Courts to Alter Mortgages 0 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT: SECTION. US Code Title, pertaining to bankruptcy filings, chapters,, and shall be amended to include provisions for Alteration of Residency Mortgages. SECTION. A. Alteration of Residency Mortgage language to be added would state that as part of the liquidation or the plan The court may, if desired, reduce the principal balance of a consumer mortgage to the residence s fair market value and amortize the monthly payments of the reduced principal sum over a term not to exceed the current termination length of the mortgage with a fixed interest rate not to exceed the prevailing market rates B. 32 - A Resolution to Amend the Constitution of the United States of America BE IT RESOLVED that the Constitution of the United States of America be amended: Section. The President of the United States shall have the right to disapprove of specific line items in Appropriations Bills without disapproving the entire Bill. The President shall note his objections to those specific items and return them to that House in which the Bill originated. Section. That House shall record the objections to the specific line items in their journal and proceed to reconsider those items. If after such reconsideration, two thirds of that House shall agree to pass the items, they shall be sent, along with the objections, to the other House, by which they shall be reconsidered, and if approved by two thirds of that House, they shall become a law. Section. Upon passage by two thirds of each House of this Congress, this amendment shall be submitted to the various states for approval within ten years from the date of its submission to the various states. 34 - A Resolution to Support Changing the Constitution to Allow Naturalized Citizens the Right to Run for President WHEREAS; Naturalized citizens are unable to run for president according to the United States Constitution, and WHEREAS; The United States prides itself as a truly equal country, and prides itself in having a multitude of races, and WHEREAS; The foreign born population of the United States has dramatically increased in recent years, and WHEREAS; Allowing naturalized citizens to run for the Presidency would inject new political ideas as well as increasing those eligible to run, therefore be it; RESOLVED, By two-thirds of the Congress here assembled, that the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the states within seven years from the date of its submission by the Congress: ARTICLE -- SECTION : Naturalized citizens shall be permitted to run for President of the United States. 35 - A Resolution to Terminate the School Voucher System WHEREAS, The school voucher system has not yielded higher test scores on a whole than the public school systems; and WHEREAS, In the state of Ohio alone this system costs the government as much as $0,000 per recipient annually while also diverting money from public schools; and WHEREAS, The quality of education of private schools can be negatively affected by students who may have less motivation to succeed; and WHEREAS, The quality of education of private schools cannot be guaranteed due to little government oversight in the system when compared to public schools; now, therefore, be it RESOLVED, By the Student Congress here assembled that tax money should not be allotted to the school voucher system; and, be it FURTHER RESOLVED, That money previously allotted to the school voucher system should be redirected towards the cause of improving America s public school system. 38 - A Resolution to End Paper Cuts in Congress WHEREAS, Paper is one of the most wasted resources in America, and WHEREAS, Seventeen trees could be saved for every ton of paper wasted, and WHEREAS, Congress produces 000 copies of debate records every day, and WHEREAS, technology such as laptops, e-readers, and tablets are readily available, and, WHEREAS, We no longer need the countless billions of dollars in the defense Budget, as we are pulling out of Afghanistan, and BE IT RESOLVED, By this Congress here assembled that, a half a million Dollars be used to supply member of the House of Representatives, and Senate with a tablet or laptop, and BE IT FURTHER RESOLVED, That any money left over be placed back into the defense budget. 39 - A Resolution to Ban Same Sex School WHEREAS: The formative years of children are the best time to expose them to the company of the other gender, in order that they may learn each others behavior and be better prepared for adult life. WHEREAS: Academic competition between the sexes is a spur to better performance at school. WHEREAS: Students in single-sex classrooms will one day live and work side-by-side with members of the opposite sex. Educating students in single-sex schools limits their opportunity to work cooperatively and co-exist successfully with members of the opposite sex. WHEREAS: The U.S. Department of Education undertook an extensive review of the data in 00 and concluded that there is no clear evidence that students are more likely to succeed in single sex schools versus Co-Ed schools. RESOLVED: By the Congress here assembled that same sex school are federally illegal on the grounds that they do not enhance education, infringe on civil liberties, violate Title IX, and promote segregation. 40 - A Bill to Stop Online Piracy BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT: SECTION. The Attorney General shall be empowered to seek a court order against any foreign or domestic Internet site to cease and desist any activities constituting intellectual property offenses under the U.S. criminal code. SECTION. AN SECTION. Online service providers, Internet search engines, payment network providers, and Internet advertising services, upon receiving a court order from the Attorney General shall withhold services from the infringing party. Any such provider complying shall be immune from prosecution. SECTION. An intellectual property holder harmed by infringement that has provided written notification of infringement may seek injunctive relief if A. A counter-notification has been filed B. Service to the infringing agency has not been suspended SECTION. The Department of Justice shall oversee the implementation of this bill. SECTION. 41 0 - A Resolution to Commit Troops to the Somalian Conflict WHEREAS, The people of Somalia have suffered for too long of a time and, WHEREAS, The Government of Somalia has been proven to be ineffective at Battling the Islamist Insurgents; and WHEREAS, The United States has the man power and resources as the Conflicts Iraq and Afghanistan begin to come to a close; and WHEREAS, The United States has a moral Obligation to help those in need; and WHEREAS, The United States is also the arbiter of International Justice and Democracy; and WHEREAS, Intervening in Somalia would also help fight the influence of Extremist Islam in that part of the world; now, therefore, be it RESOLVED, By the Congress here assembled that the United States commits manpower and supplies to the current conflict in Somalia, and try to assist the Republic of Somalia to better establish authority over Somali territory.
