1 3. COMMITTEE SECTION (COPLOT) 3.1 Functions: Main functions of the Committee Section (COPLOT) is to provide secretarial assistance to the Committee on Papers Laid on the Table, Rajya Sabha. The Section consisted of one Assistant Director, one Committee Officer and One Senior Clerk. One Research Assistant and One Junior Clerk were posted in the Section w.e.f. 9 th November, The work of the Section is supervised by the Joint Secretary, Director and Deputy Director respectively in-charge of the Section, The Section assists the Committee in its mandated functions, viz: - a) Examining the Annual Reports and Audited Accounts of Government Companies, Public Sector Undertakings, bodies created by an Act of Parliament, Cooperatives, Institutes and Societies framed and financed by the Government. Nearly 1115 such Organisations/Government Companies, etc., are under the purview of the Committee; b) Ensuring that all the Papers/Government Notifications, complete in all respects, are laid within the time prescribed by the relevant statutes and also in compliance with the provisions of the Acts governing laying of papers of these organisations; and c) Monitoring the implementation of the recommendations of the Committee set out in various reports of the Committee. 3.2 Composition of the present Committee: The term of the previous Committee headed, by Shri Santosh Bagrodia, M.P., ended on the 28 th September, The present Committee was constituted under the Chairmanship of Shri Tariq Anwar, M.P. on 29 th September, 2010, The Committee consists of ten Members nominated by the Chairman, Rajya Sabha. Ganguly 3.3 Performance of the Committee Section during the year under review: i) Meetings: During the year 2011, the Committee Section arranged Nineteen meetings of the Committee. Sudarsana Natchiappan, M.P. and Member of the Committee, regarding mandate of the Committee Delayed laying of Annual Reports and Audited Accounts of various States Sarva Shiksha Abhiyans, Aligarh Muslim University and Research and Information System (RIS) Delayed laying of Annual Reports of Central Information Commission, (CIC), New Delhi Delayed laying of Annual Reports and Audited Accounts of State Agro Industries Corporation of Jammu & Kashmir, Bihar, Assam, Orissa, Kerala & M.P The Committee considered and adopted its draft 129 th, 130 th & 131 st Reports. It also considered Memoranda Nos. 1 to 6, and the replies of the Office of C&AG on the issues raised by the Committee The Committee considered Action Taken Replies furnished by the Ministry on 125 th and 126 th Reports of the Committee. The Committee also considered and adopted its draft 132 nd, 133 rd & 134 th Reports The Committee heard the representative of Office of the Comptroller and Auditor General of India and National Informatics Center The Committee considered and adopted its draft 135 th & 136 th Reports The Committee considered a brief Resume of the Committee regarding the work done by it during last 1 year Delayed laying of Annual Reports and Audited Accounts of National Project Construction Corporation Limited and National Commission for Women (NCW), New Delhi Committee heard the views of Secretary, Department of Expenditure and representatives of Controller General of Accounts on the delayed laying of Reports of autonomous bodies and the Government Societies The Committee heard the views of Secretary, Ministry of Human Resource Development (Department of Higher Education) on the delayed laying of Annual Reports of some Institutions Delayed laying of Annual Reports and Audited Accounts of (i) National Culture Fund (ii) National Commission for Production of Child Rights (iii) Central Inland Water Transportation Corporation Ltd. (iv) Sports Authority of India The Committee heard the views of Special Secretary, Ministry of Social Justice & Empowerment on the delayed laying of Annual Reports of some Organisations. 29
3 The Committee also considered and adopted its draft 137 th, 138 th and 139 th Reports. ii) iii) Extension of time limit: During the year 2011, 341 requests from the Ministries for grant of extension of time for laying the Annual Reports/Audited Accounts of Government Companies/Organisations were received in the Section. In a few cases, representatives of Ministries and organizations were invited for oral evidence before the Committee. The Section took follow up action to ensure compliance of the above directions. 4 In the process, the Committee Section made arrangements for travel and stay of members, meetings with concerned organisations, and prepared background material. Report Date of No. No. Presentation Laying of the Annual Reports and Audited Accounts Of Kerala State Agro-Industries Corporation Ltd; Sarva Shiksha Abhiyan, Kerala and Kidwai Memorial Institute of Oncology, Bangalore Laying of the Annual Reports and Audited Accounts Of Commissioner for Linguistic Minorities (CLM), Allahabad; National Commission for Women (NCW) and National Institute of Siddha Laying of the Annual Reports and Audited Accounts Of National Projects Construction Corporation Limited (NPCC); All India Institute of Medical Sciences (AIIMS), New Delhi and University Grants Commission (UGC) These reports were drafted in the Section and action on Committee s recommendations are followed-up with the concerned Ministries/Departments. 3.5 Goals of the Section: The Section ensures examination of the papers Laid on the Table of the Rajya Sabha in accordance with Chapter XVII-B of the Rules of Procedure and Conduct of Business in the Council of States; the rules for internal working of the Committee; and the recommendations/decisions of the Committee contained in its various reports. 3.6 Analysis of the work done: An analysis of the work done during the year 2011 shows that this Section did all the work assigned to it promptly, efficiently and in time. The preceding paras give a glimpse of the work done by the Section during the year It may also be stated that the Section maintained and updated the position regarding laying of the Annual Reports and Audited Accounts of various Government Companies/Organisations, in the laying software and in the index cards and took up for examination the cases where there was delay in the laying of the papers. The diligence of the Section is reflected in the status of laying of Annual Reports and Audited Accounts of various organizations which have bridged the delay to a commendable level. The Section submits Quarterly Reports showing the work transacted by the Committee. Accordingly, Quarterly Reports were prepared. The Annual Action Plan for the year 2012 was also prepared. The Review of Action Plan for the period January to October, 2011 was done by the concerned officers and the Status Report was sent to the O&M Section. 3.7 Status of computerisation and progress: All the typing work of the Section is being done on the computer. The Section maintains a record of the laying position of the papers of various Government Companies/Organisations in the computer. Regular entries regarding the meetings of the Committee are made in the Computer Software titled Committee Tours & Meetings. 3.8 Issues under Examination: The Section examined various issues relating to laying of the papers of Government Companies/Organisations during the year In all, the Section facilitated examination of the 341 subjects by the Committee pertaining to various Ministries. 3.9 Details of budget: Budget allocation Purpose Expenditure Rs. 50,000/- For refreshment to be Rs. 46,104/- served in the meetings of the Committee
6 3.10 Inspection of Section during the year: The Annual Office Inspection for the year 2010 of the Section was conducted on 9 th February, 2011 by Smt. Subhashree Panigrahi, Joint Director. Sixteen meetings were held during the year This Committee Section collated and examined the suggestions received from various organizations, Wakf Boards, State Governments and select Muslim personalities. All the suggested Amendments received were arranged clause-wise, for the purpose of clause-by-clause consideration by the Committee. As per decision of the Committee, extension of time was sought from the competent authority and the House, respectively for four times. The Committee Section processed the papers for necessary action. The process of examination of suggestions on Wakf (Amendment) Bill was completed and the Select Committee laid its report on the Table of the House on Besides, miscellaneous receipts received from various quarters were also dealt with in the Committee Section during the year. 33
