What were your proposed solutions and why? Establish a Primary Schools Sports Association (PSSA) for schools in the Forest Heath SSP to ensure the sustainable provision of inter-school competition. Use the PSSA to empower schools to take ownership of the competition programme and make decisions about what and how it is delivered. Establish the Association as an independent organisation capable of applying for funding not otherwise available to the education sector. Assign responsibility to member schools to work alongside the SGO and deliver competitions. Align the role of the secondary schools with that of the PSSA to encourage better use of sports leaders, Young Officials, etc. Address deficiencies in available equipment and teacher and volunteer qualifications by establishing a central equipment library and providing sufficient NGB training opportunities. What were your findings? The Association was formally established in April 2012 and currently has 13 member primary schools (out of 17 in the SSP and including an independent school). It is anticipated that all schools will become members at a cost of just 40 per annum. The executive committee consists of four members (including two headteachers), all of whom are signatories for the independent bank account. Schools have each been assigned a competition to organise alongside the SGO in 2012/13. The SGO will act as mentor to the assigned person in each school. What would be your top tips for other SGOs wishing to address a similar challenge? Establish the desire from within the schools by meeting with headteachers and PE co-ordinators. If there is a genuine desire to establish a PSSA, then identify advocates and use them to influence their peers. Take your time. The Forest Heath PSSA was established via an AGM on its fourth meeting and after 14 months of influencing and negotiating. Continue to retain some involvement in the Association, despite appointing a committee. Offer to take minutes and distribute them and agendas on behalf of the secretary; open the bank account on behalf of the treasurer. Retaining an element of power enables you to influence proceedings and gradually relinquish control when the personnel involved are ready to accept full responsibility. Communicate effectively; ensure that all primary school heads and PE co-ordinators are aware of developments, as well as secondary heads, the local authority, etc. This process will raise the profile of the organisation and gain support from external agencies. What was the impact and who benefitted from your solutions? Schools are undoubtedly more aware of the inter-school competition opportunities available to their students and attendance at competitions has exceeded expectations. Although there are no comparative figures as, until this academic year, primary schools only accounted for KS1 and lower KS2 pupils. Every school in the SSP attended at least one competition with 55% of schools accessing over 60% of the competitions available. The majority of the impact will not be known until 2012/13 as PE co-ordinators align their extra-curricular club provision and coaching for teachers courses to the competition programme. In addition, the newly established SSP-wide leadership academy will service all primary school competitions with the agreement of heads of department in the Partnership. Further work is yet to be completed to obtain funding for specific equipment that will be shared by schools as part of an equipment library.

2 CONSTITUTION OF THE FOREST HEATH PRIMARY SCHOOLS SPORTS ASSOCIATION 1. Name The name of the Association is the Forest Heath Primary Schools Sports Association, hereafter referred to as the Association. 2. Association Purposes The purposes of the Association are to: (a) organise, deliver, coordinate and promote an annual programme of inter- school sports competitions between member schools (b) promote and develop all aspects of school sport in Forest Heath (c) utilising sport, enhance lifelong learning and encourage the transition of young people into community sports clubs 3. Permitted means of advancing the Purposes The Committee has the power to: (a) Co- ordinate the acquisition and provision of grounds, equipment, coaching, training and playing facilities, clubhouse, transport, medical and related facilities for affiliated schools; (b) provide coaching, training, medical treatment, and related social and other facilities; (c) take out any insurance for schools, employees, contractors, guests and third parties; (d) raise funds by appeals, grant applications, subscriptions, loans and charges; (e) borrow money and give security for the same, and open bank accounts; (f) buy, lease or licence property and sell, let or otherwise dispose of the same; (g) make grants and loans and give guarantees and provide other benefits; (h) set aside funds for special purposes or as reserves; (i) invest funds in any lawful manner; (j) employ and engage staff and others and provide services; (k) co- operate with or affiliate to firstly any bodies regulating or organising sport and secondly any association or body involved with it and thirdly with government and related agencies; (l) do all other things reasonably necessary to advance the purposes; NONE of the above powers may be used other than to advance the purposes consistently with the Rules below and the general law. 4. Membership (a) Membership of the Association shall be open to any school in Forest Heath, or within reasonable distance thereof, on application regardless of the sex, age, disability, ethnicity, nationality, sexual orientation, religion or other beliefs of their pupils. However, limitation of membership according to available resources is allowable on a non discriminatory basis. (b) The Association may have different classes of membership and subscription on a non discriminatory and fair basis. The Association will keep subscriptions at levels that will not pose a significant obstacle to schools affiliating. (c) The Association Committee may refuse membership, or remove it, only for good cause such as conduct or character likely to bring the Association or sport into disrepute. Appeal against refusal or removal may be made to the members. 5. General Meetings (a) All members may attend all general meetings of the Association in person. (b) Such meetings need 21 clear days written notice to members. Page 1 of 1

3 (c) (d) (e) (f) The quorum for all general meetings is 6 members present or 20% of the total membership whichever is greater. The Chair or (in his or her absence) another member chosen at the meeting shall preside. Except as otherwise provided in these Rules every resolution shall be decided by a simple majority of the votes cast on a show of hands. Formalities in connection with General Meetings (such as how to put down resolutions) shall be decided by the Committee and publicised to Association members. 6. Annual General Meetings The Association will hold an AGM once in every calendar year and not more than 15 months after the last AGM. At every AGM: (a) the Members will elect a Committee including a Chair, Vice Chair, Treasurer and Secretary to serve until the next AGM; (b) the Treasurer will produce accounts of the Association for the latest financial year audited as the Committee shall decide; (c) the Committee will present a report on the Association's activities since the previous AGM; (d) (e) the Members will appoint a suitable person to audit the accounts; and the Members will discuss and vote on any resolution (whether about policy or to change the Rules) and deal with any other business put to the meeting. 7. Extraordinary General Meetings (EGM) An EGM shall be called by the Secretary within 14 days of a request to that effect from the Committee or on the written request of not less than 6 members signed by them. Such EGM shall be held on not less than 14 nor more than 21 days notice at a place decided upon by the Committee or in default by the Chair. 8. The Committee (A) Role Subject to these Rules the Committee shall have responsibility for the management of the Association, its funds, property and affairs. (B) Property etc (i) The property and funds of the Association cannot be used for the direct or indirect private benefit of members other than as reasonably allowed by the Rules and all surplus income or profits are reinvested in the Association. (ii) The Association may provide sporting and related social facilities, sporting equipment, coaching, courses, insurance cover, medical treatment, away fixture expenses, post fixture refreshments and other ordinary benefits as provided for in the Finance Act (iii) The Association may also in connection with the sports purposes of the Association: (a) sell and supply food, drink and related sports clothing and equipment; (b) employ members (though not for playing) and remunerate them for providing goods and services, on fair terms set by the Committee without the person concerned being present; (c) pay for reasonable hospitality for visiting guests; (d) indemnify the Committee and members acting properly in the course of the running of the Association against any liability incurred in the proper running of the Association (but only to the extent of its assets). (iv) The Committee will have due regard to the law on disability discrimination and child protection. (C) (i) Composition etc The Committee shall consist of at least three and not more than 20 members (including Officers). Page 2 of 2

4 (ii) (iii) (v) The Committee members may co- opt club members (up to the maximum permitted number) to serve until the end of the next AGM. Any Committee member may be re- elected or re- co- opted without limit. A Committee member ceases to be such if he/she or his/her school ceases to be a member of the Association, resigns by written notice, or is removed by the Committee for good cause after the Member concerned has been given the chance of putting his/her case to the Committee with an appeal to the Association members, or is removed by Association members at a general meeting. The Committee shall fairly decide time limits and formalities for these steps. (D) Committee Meetings (i) Whenever a Committee member has a personal interest in a matter to be discussed he/she must declare it, withdraw from that part of the meeting (unless asked to stay), not be counted in the quorum for that agenda item and withdraw during the vote and have no vote on the matter concerned. (ii) The Committee may decide its own way of operating. Unless it otherwise resolves the following rules apply: (a) at least 2 members must be present for the meeting to be valid; (b) committee meetings shall be held face to face; (c) the Chair or whoever else those present choose shall chair meetings; (d) decisions shall be by simple majority of those voting; (e) a resolution in writing signed by every Committee member shall be valid without a meeting; (f) the chair of the meeting shall not have a casting vote. (E) Delegation etc. The Committee may delegate any of their functions to sub- committees but must specify the scope of its activity and powers; the extent to which it can commit the funds of the Association; its membership; its duty to report back to the Committee. The Committee may wind up any sub- committee at any time or to change its mandate and operating terms. (F) Disclosure Annual Association reports and statements of account must be made available for inspection by any member and all Association records may be inspected by any Committee member. 9. Amendments (a) These Rules may be amended at a general meeting by two- thirds of the votes cast but not (if relevant) so as to jeopardise the Association s status and not in any event to alter its purposes (unless the procedure set out in 9(b) has been followed) or winding up provisions. (b) The Association s Purposes may be changed to include another attribute if the Committee unanimously agree and the members also agreed the change by a 75% majority of votes cast. 10. Winding Up the Association (a) The members may vote to wind up the Association if not less than three quarters of those present and voting support that proposal at a properly convened general meeting. (b) The Committee will then be responsible for the orderly winding up of the Association s affairs. (c) After settling all liabilities of the Association, the Committee shall dispose of the net assets remaining to one or more of the following: (i) to another Association or Club with similar sports purposes which is a registered charity and/or (ii) to another Association or Club with similar sports purposes which is a registered CASC and/or Page 3 of 3

5 (iii) to an appropriate school or community sports association for use by them for related sports activity. 6 Forest Heath Primary Schools Sports Association School Membership The Forest Heath Schools Sports Association (FHPSSA) is a membership organisation for primary schools in Forest Heath and those within the immediate vicinity. The primary focus of the group is to act as a single voice for and on behalf of school sport in the area, but it also has the following objectives: Coordinate, organise, deliver and promote an annual calendar of competitions for member schools in accordance with Long Term Athlete Development principles Enhance the skills of teachers and adults otherwise employed in schools to enable them to confidently deliver PE and sport Encourage the transition of young people from school sport to suitable community sport and leisure opportunities Work with private and public sector partners to obtain and effectively deploy funding for the purpose of meeting the above objectives As the Association grows in stature the objectives will change to reflect the needs of the member schools. In order for the existing objectives to be realistically attained it is essential that FHPSSA attracts as many members as possible. The direct benefits available to all schools include the following: The opportunity to learn from shared experiences through a network of partnership meetings on four occasions per year Access to National Governing Body Coaching for Teachers formal courses and qualifications The opportunity to enter and influence the delivery of high quality inter- school competitions in a range of sports and covering all age groups Access to shared equipment that will enhance the provision of curricular and extra- curricular activity and the learning experiences of young people and teachers alike Access to funding to assist with the delivery of future projects (coaching fees/equipment etc).
