1 BOROUGH OF HASBROUCK HEIGHTS M I N U T E S June 13, 2017 A Regular Meeting of the Mayor and Council of the Borough of Hasbrouck Heights was held on Tuesday, June 13, 2017 at 8:05 p.m. at Borough Hall, 320 Boulevard, Hasbrouck Heights, NJ. Mayor DeLorenzo declared the meeting in Session and Borough Clerk Rose Marie Sees stated that the meeting complied with the Sunshine Law, adequate notice of this meeting having been made to all members of the Council by personal service on January 4, 2017 and transmitted to The Observer, The Record and The Herald News on January 4, ROLL CALL: Present: Mayor John DeLorenzo, Councilman Justin A. DiPisa, Councilman Ron Kistner, Councilwoman Pamela J. Link, Councilwoman Josephine Ciocia, Councilman Russell A. Lipari, Councilman Peter Traina Absent: None SALUTE TO THE FLAG AND PLEDGE OF ALLEGIANCE: Mayor DeLorenzo led in the Salute to the Flag and Pledge of Allegiance. INVOCATION: The Invocation was given by Councilman Kistner as follows: Father of Light and Wisdom, thank you for giving me a mind that can know and a heart that can love. Help me to keep learning every day of my life no matter what the subject may be. Let me be convinced that all knowledge leads to you and let me know how to find you and love you in all the things you have made. Encourage me when the studies are difficult and when I am tempted to give up. Enlighten me when my brain is slow and help me to grasp the truth held out to me. Grant me the grace to put my knowledge to use in building the kingdom of God on earth so that I may enter the kingdom of God in heaven. Amen. PRESENTATION: Proclamation to Police Chief for a Day, Giuliana Riccobono Mayor DeLorenzo read the following Proclamation to Giuliana Riccobono. She was congratulated by Police Chief Colaneri, Police Commissioner Kistner and Deputy Police Commissioner Traina: 1

2 WHEREAS, on June 2, 2017, the Hasbrouck Heights Police Department participated in the Bergen County Chief for a Day initiative; and WHEREAS, the members of the Hasbrouck Heights Police Department play an integral role in safeguarding the rights and freedoms of the citizens of Hasbrouck Heights; and WHEREAS, it is important that all citizens know and understand the duties and responsibilities of law enforcement in their community; and WHEREAS, as an honorary Chief for a Day, Giuliana Riccobono learned about the inner-workings of law enforcement and explored the important work that Hasbrouck Heights police officers face on a daily basis; and WHEREAS, it is fitting and proper that the Borough of Hasbrouck Heights along with our community honor Giuliana Riccobono who was Police Chief for a Day for her interest in law enforcement. NOW, THEREFORE, BE IT RESOLVED that the Mayor and Council of the Borough of Hasbrouck Heights, County of Bergen, State of New Jersey, on behalf of its citizens, do hereby recognize and congratulate Giuliana Riccobono as Police Chief for a Day. PRESENTATION: Certificate of Accomplishment to Nicholas David Sireci as Mary B. Quigg Scholarship Recipient Mayor DeLorenzo presented Nicholas David Sireci with a certificate and check. Kean, Jr. Senator, District 21, support of COAH Bills: S3080/A4666 and S3081/A4667. Mayor DeLorenzo asked if any member of the Council wished to have any item read into the record. Items 4 and 5 were requested to be read (copies attached), Mayor DeLorenzo then requested a motion to accept the Communications which was made by Councilman DiPisa, seconded by Councilman Lipari, and unanimously carried. BILLS: WHEREAS, claims and accounts amounting to $2,852, specified in the schedule hereto annexed, have been examined and approved by the Finance Commissioner, or his Deputy; and WHEREAS, the Chief Financial Officer has certified that funds are available in the accounts listed for payment of the claims; NOW, THEREFORE BE IT RESOLVED, that the claims be paid and checks be issued on the funds and accounts indicated on the attached schedule. /s/ Councilman Justin A. APPROVAL OF MINUTES: (April 25, 2017 Executive Session, May 9, 2017 Work Session and Executive Session and May 23, 2017 Youth Week Council and Regular Meeting) Mayor DeLorenzo requested a motion to approve the foregoing Minutes which was 3

NEW BUSINESS: PUBLIC HEARING: Open Space Grant Application -- Replacement of Mulch in Playground at Woodland Park with Poured In Place Resilient Surface Fall Protection Material Mayor DeLorenzo requested a motion to open the public hearing which was made by Councilman Lipari, seconded by Councilman Traina, and unanimously carried: Mayor DeLorenzo invited Members of the public to come forward with comments or questions on the open space grant. Mr. Kronyak requested that Engineer Evan Jacobs from Neglia Engineering come forward to give a brief background on the request. Mr. Jacobs mentioned that the grant is for an upgrade to the surface at the Woodland Park Playground facility, which is currently mulch/woodfiber, for protection should a child fall. The mulch is a cheap alternative, but it requires maintenance and if it gets too thin will not provide necessary protection. The application is for a pour-in- place rubberized safety surface which is permanent, requires little to no maintenance and offers a visual aid to the park where different colors can be used. It is semi-porous so water can seep down through it. It will provide fall protection should a child fall or jump off a piece of equipment. It has the required thickness, six inches thick, and there is a stone layer beneath that. Some of the cost involved has to do with dismantling the equipment that is already there because the surface needs to be installed under the equipment, not just around it. Playground will need to be out of service for approximately one month or so depending how quick construction is. Mayor DeLorenzo noted that it is important when this is scheduled. Mr. Jacobs indicated that the installation would be worked around the town schedule and provide the least disturbance possible. Councilman DiPisa asked if the material on the top surface is non-toxic/inert if a child falls and happens to breathe some of the particles in. Mr. Jacobs indicated that once the surface is cured it will be solid and there will be nothing to breathe in. The current mulch has pieces. There will not be pieces with the 4

5 PUBLIC HEARING(cont d): new surface. It will be like asphalt, but instead of using rock, rubber is used. Councilman DiPisa asked if it has been used in other parks for a long time. Mr. Jacobs indicated as far as he knows yes and he would be happy to provide sample projects that have been worked on and mentioned the variety of options that exist regarding color choices. Councilman Kistner noted that over six years ago this surface was installed at the Van Saun Park water park and that he was just at Van Saun the other day and the surface looks as good at it did six years ago, so it s a good product. Councilman Traina asked if it makes a difference when it is poured - in the summertime heat or when it is cold. Mr. Jacobs indicated yes, like asphalt, it would have optimal conditions. If too cold, becomes too stiff and you can t work as it should and it doesn t allow certain things to evaporate and cure the material. If it s too hot, it never cools off, it stays too hot and stays soft for too long. You will notice problems in a year or two, but 5 to 10 years from now you will see the surface start to degrade when it should be lasting longer than that. Mayor DeLorenzo noted that Spring or Fall would be the best time to install and Mr. Jacobs agreed. Councilman Lipari asked why this surface was not proposed during the planning of the playground. Mr. Kronyak noted that the project cost $248,000 and had this been included in the original proposal, It would have been for $274,000, but there was not that much money in the budget and we have to have a dollar for dollar match. Mayor DeLorenzo noted now that the grant is available we can get the funds for this project. Mr. Kronyak noted that he thought this was applied for last grant and there wasn t enough money so they chose to withdraw it and hold it to the next round when the pot of money is bigger. Councilwoman Link asked if Mier s Park and Central Park have this surface already. Mr. Kronyak indicated that they did not have this surface yet, but we did get open space 5

6 PUBLIC HEARING(cont d): grants for Mier s, Central and the playground at Depken Field, over two years and requested permission from Open Space to combine them so that it s one bid. That will be bid this summer for fall construction. Mayor DeLorenzo noted that it is good to have uniformity in the parks. He asked if there was anyone from the public with any comments or questions. Seeing no one come forward Mayor DeLorenzo asked for a motion to close the public portion. Motion made by Councilmal Lipari seconded by Councilman Traina and unanimously carried. CONSENT AGENDA: 109. Authorizing Advertisement of Bids for DPW Garbage Truck 115. Authorizing an Application with the County of Bergen for 2017 Open Space Trust Fund Municipal Program Park Improvement for Installation of a Poured in Place Resilient Surface Fall Protection Material in Woodland Park Playground 116. Authorizing Raffle License for Hasbrouck Heights Jr. Football League 117. Authorizing Redemption of Tax Title Lien # , Block 27, Lot 24, 125 Franklin Avenue. Mayor DeLorenzo requested a motion to approve the foregoing Consent Agenda which 6

Authorizing Award of Bid for for Phase IX of Boulevard Streetscape Mayor DeLorenzo requested a motion to approve the foregoing Resolution which was made by Councilwoman Ciocia, seconded by Councilman DiPisa and unanimously carried. ORDINANCE(S) ON INTRODUCTION: ORDINANCE NO. 2390: Mayor DeLorenzo requested that Ordinance No be held for further discussion. ORDINANCE(S) ON PUBLIC HEARING: None MISCELLANEOUS FROM PUBLIC: Mayor DeLorenzo requested a motion to open the meeting to the public which was made by Councilman Traina, seconded by Councilman Lipari, and unanimously carried. Ron Ellis from 107 Paterson Avenue came forward and asked about the drainage problem with the retention basin on Rt. 17 at Franklin Avenue - he thought that when that was remediated there would be no standing water and that there is still standing water. Mayor DeLorenzo indicated that was his understanding as well and that we were going to hear about it that in the work session but that it has been an issue in the last couple of meetings and Mr. Jacobs has been addressing it. Mayor DeLorenzo noted that it is an ongoing concern. There being no one else wishing to speak, Mayor DeLorenzo requested a motion to close the public portion, which was made by Councilman Lipari, seconded my Councilman DiPisa, and unanimously carried. WORK SESSION: Mayor DeLorenzo announced the meeting would go directly into the Work Session. 7
