1 AP U.S. Government and Politics AP Comparative Government and Politics Combined Course Syllabus Instructor: Dr. Nina Valli POC: or AP U.S. Government and Politics introduces students to key political ideas, institutions, policies, interactions, roles, and behaviors that characterize the political culture of the United States. The course examines politically significant concepts and themes, through which students learn to apply disciplinary reasoning assess causes and consequences of political events, and interpret data to develop evidencebased arguments. AP Comparative Government and Politics introduces students to the rich diversity of political life outside the United States. This course uses a comparative approach to examine the political structures; policies and the political, economic, and social challenges among six countries: Great Britain, Mexico, Russia, Iran, China and Nigeria. Students will examine how different governments solve similar problems by comparing the effectiveness of approaches to many global issues. This class teaches the tools that citizens need to make sense of an increasingly complex and differentiated global environment. Course Text Wilson, Dulilio, and Bose: American Government Institutions and Policies, 14 th edition Kesselman, Krieger, and Joseph: Introduction to Comparative Politics, 6 th edition The Peter Woll Reader, American Government, 7 th edition Grading This is an AP class and will therefore be taught like a college course. Tests and the Country Project will comprise most of your grade. It is therefore very important to stay on top of your reading and to fully prepare for each and every exam. There are no retakes in this class. There is no extra-credit in this class. By participation I mean: meaningful dialogue in class, bringing in current events, and leading rants. (See below for details.) Grading will fall into two categories--summative and Formative: Summative (tests, projects, etc.)--- 80% of your grade Formative (quizzes, journals, etc.)--- 20% of your grade Extra-credit and retakes are NOT offered in this class.

2 Course Objectives U.S. Government Section Students successfully completing this course will be able to: 1. Describe and compare important facts, concepts, and theories pertaining to U.S. government and politics; 2. Explain typical patterns of political processes and behavior and their consequences (including the components of political behavior, the principles used to explain or justify various government structures and procedures, and the political effects of these structures and procedures); 3. Interpret basic data relevant to U.S. government and politics (including data presented in charts, tables, and other formats); and 4. Critically analyze relevant theories and concepts, apply them appropriately, and develop their connections across the curriculum. Comparative Government Section Students successfully completing this course will be able to: 1. Compare and contrast political concepts, themes, and generalizations; 2. Describe and explain typical patterns of political processes and behaviors and their consequences; 3. Compare and contrast political institutions and processes across countries to derive generalizations; 4. Analyze and interpret basic data relevant to comparative government and politics; and 5. Describe and compare important facts, concepts, and theories pertaining to the governments of the United Kingdom, Russia, China, Mexico, Iran and Nigeria. AP Exams May 4: US Government and Politics Exam May 11: Comparative Government and Politics Exam Hard work in this class will pay off. With a little review, you will be prepared to take both AP exams. I have set-aside review time (see schedule). You are seniors, I won t be giving reading quizzes. It s up to you to stay abreast of assigned readings. Doing so will help you prepare for the AP exams and get the most out of class. If you don t read, you will not understand the material discussed in class. It is expected that you will read all assignments; all reading assignments will not be discussed in class.

3 Interpreting Data Both AP US and COMP require you to be able to understand charts, maps, graphs, etc. Although I will be introducing these in my PowerPoints and Prezi Presentations as we move through the course, it s important that you pay close attention to the data presented in your readings and make sure you can understand what is being presented. A review of past AP exams shows that this ability appears to be tested annually. Absences/Snow Days Again, AP courses are college courses. Ergo, the expectation in this class is that you will make-up any material you miss due to an illness. If you are absent during a test, I will enter the grade of zero and it will be up to you to make arrangements with me to take that test. If we have a snow day(s), the expectation is that you will complete all readings assigned. All PowerPoints that I use in class are available on my VISION class. We will stick to the schedule (below), otherwise we won t be able to complete two AP courses in the span of time that we have.

4 Units of Study Unit 1: Beginnings: Political Essential and Foundational Ideas The Constitution o Considerations that influenced the formulation and adoption of the Constitution o Checks and Balances o Theories of democratic government Civil Liberties and Civil Rights o The development of civil liberties and civil rights by judicial interpretation o Knowledge of substantive rights and liberties o The impact of the Fourteenth Amendment on the constitutional development of rights and liberties Unit 2: Our Climate: American Political Culture and Federalism American Political Culture o Processes by which citizens learn about politics Federalism o Historical origins of federalism o Interplay between national and state governments Unit 3: Thinking and Acting: Public Opinion and Political Participation Public Opinion and political participation o Beliefs that citizens hold about their government and its leaders o The nature, sources, and consequences of public opinion o The ways in which citizens vote and otherwise participate in political life o Factors that influence citizens to differ from one another in terms of political beliefs and behaviors The Media o The functions and structures of the news media o The impacts of the news media on politics o The news media industry and its consequences Unit 4: Organizing to Win and Gain Power: Political Parties, Campaigns and Elections Political Policies, Campaigns and Elections o Functions o Organization o Developments o Effects on the political process o Electoral laws and systems Unit 5: Where the People Rule: Congress and Interest Groups Congress o The major formal and informal institutional arrangements of power o Relationship between the legislative system and the other institutions (the Presidency, Bureaucracy and the Federal Courts), and varying balances of power between them o Linkages between the Legislative System and the following: Public opinion and voters Interest groups Political parties

5 The media State and local governments Interest Groups o Interest Groups, including political action committees (PACs) The range of interests represented The activities of interest groups The effects of interest groups on the political process The unique characteristics and roles of PACs in the political process Unit 6: The President & the Federal Bureaucracy The Executive Branch The Presidency and the Bureaucracy o The major formal and informal institutional arrangements of power o Relationship between the Executive and the other institutions (Congress, the Presidency, Bureaucracy and the Federal Courts), and varying balances of power between them o Linkages between the Executive and the following: Public opinion and voters Interest groups Political parties The media State and local governments Unit 7: The Art of Public Policy The Politics of Public Policy and American Economic Policy o Policymaking in a federal system o The formation of policy agendas o The role of institutions in the enactment of policy o The role of the bureaucracy and the courts in policy implementation and interpretation o Linkages between policy processes and the following: Political institutions and federalism Political parties Interest groups Public opinion Elections Policy networks Unit 8: And Justice for All The Federal Courts as the Final Arbitrator The major formal and informal institutional arrangements of power Relationship between the Judiciary and the other institutions (the Presidency, Bureaucracy and the Congress), and varying balances of power between them Linkages between the Judiciary and the following: o Public opinion and voters o Interest groups o Political parties o The media o State and local governments G6 Countries-- We will also look at the G6 countries (Britain, Nigeria, Mexico, Russian Federation, China, and Iran) as we move through each unit above.
